PresidentCosgravedeclaredthewelcomehehadreceivedexceededanythinghehadanticipated.Thesewere nineswhenpublicbusinessdemanded everymomentoftheirtime,andhe regardedthesemeetingsthroughout thecountryasoffirstimportance. Thereweremanythingswhichmust bebroughtbeforethepeople,because theyhadnowassumedaveryimport- antstatusinthehistoryoftheworld -theyhadtakentheirplaceasanationandtheymustaccepttherespop sibilityofnationhood.
Theymustgivethebestconsiderationtoalltheproblemsaffectingtheir country,eachproblembeingdealt withinajustandequitablemanner bythepeople,whoclaimedforcen tones andtherighttogovernthemselves, workouttheirowndestiny.
"Unfortunately,"hecontinuer,"at theverybeginningofourworkavery .mportantsectionofthecommunityseparatedthemselvesfromtherestof thenation,andarmedthemselvesto arrestthewillanddisputetherights ofthejtopletocometomeetings,to listentotheirrepresentatives,andpronouncejudgmentonanyproblemthat wouldbeputuptothem,

4.AcentralinstitutionfortheculturalendeavoursofthePopularParty wascreatedinthePeople'sAcademy. Ithasalreadyninety-twobranchesin differentdistrictsinBohemia.The AssociationofCatholicParentsand FriendsofChristianEducation,which isincreasingrapidly,hasbeepaffiliated toit.Ithasalsostartedthepublicationofreligiousandsocialtracts andleaflets,whilstaBulletinforlocal leadersandorganisersistobelaunched.TheAcademy'sendeavoursare secondedbythePopularPublishing Co.,Ltd.,foundedin1922.
5.Theco-operativemovementis makingheadway,'althoughnotwithoutdifficulties,buttheleadersaresatisfiedwiththedevelopmentregistered
inBohemia
sufar.Muchmoresuecesstulisthe growthofthePopularParty'strade unions.In1921theSocialistsmadea violentonslaughtonthem,andaimed attheirdestruction,buttheCatholic tradeunionsemergedvictoriousand mustnowbereckonedwithinsocial questions.Ofcourse.whathasbeen accomplishedisonlyasmallpartof whatstillremainstobeachieved.
6.Fororganisationand.propaganda purposesabout10,000meetingshave beenheldinthesetwoyears.Two yearsagotherewere4,200organised groupsofthePopularPartyinI3ohennia.atpresentthereare4,627ofthem, andonthewholethepartyhasofficial localrepresentativesin5.850towns andvillages,theincreaseinthenumberofthesemenbeing810inthelast twoyears.
7.TheLeagueofChristianTeachers, foundedin1919with300members,has overcomeallitsgreatinitialdifficulties.Atpresentithasnearly1,000 members,twiceasmanyasin1921.It publishesitsownbulletin,andisin chargeofthemagazinesforthechildrenandforthefamilymentioned above.andhas,amongotherundertakings,beguna"Collectionforthe Young."
Infaceofthisevidentgrowthand strengtheningofthePopularParty, MonsignorSramek,itsleader,hadto answerthequestion:"Why,then,is thesituationoftheCatholicChurch intherepublicnotabetterone?"The explanationwasgiveneasilyandis simpleenough.Therewasavast amountoflatenthatredagainstthe Church,whichwasunchainedafterthe declarationofindependencein1918. andhasnotyetcalmeddown.Althougheightypercentofthepeople areCatholics,onlyasmallportionof themarepractising,well-instructed membersoftheChurch.Then,too, therepresentativesofthePopular PartyinParliamentareonly21outof 285.TheCatholicsstillfrequently maketheircomplaintsinprivate,insteadofloudlyandpubliclyclaiming therightswhichthepresentlegislationconcedestothem.Itisalegislationnotbadinmanypoints,butopen tomisuseandfrequentlymisusedby enemiesoftheChurch.
Theimpendingmunicipalelections givetheCatholicsanopportunityfor improvingthepositionofreligionin theschools.Anditisjustinregard toschoolsthattheArchbishopofPraguehasinthesedays,inthenameof theEpiscopateoftherepublic,present. edtheCabinetwithadignifiedmemorandum.Itcontainsadoubleprotest:

Greatexpectationsiiereformedwith regardtoDr.Hall'spaperonReunion, andhedidnotdisappointhisaudience.Hiswordscarryweightashe isundoubtedlythetheologianofAnglo-Catholicism.havingjustcompleted whatissometimesdescribedasthe AnglicanSumma.Hepointedtothe ProvidentialworkingsofthePapacy inhistory,andinsistedthatthepositionofthePopeisthereallyvital matter.Withperfectfranknessthis theologianfromt)feNewWorldadvancedtheviewthaninanyreunited ChristendomRomemustbelookedon asthedivinelyappointedcentreof unity.But,possiblybecauseheisan American.hewishesto"constitutionalise"thegovernmentoftheChurch; forinstance,byinstitutingsomekind ofproportionalrepresentationinthe SacredCollege.However,thisidea isnotentirelyAmerican,asawriter intheCongressHandbookpleads. somewhatvaguely,fora"constitutionalisedPrimacyofthesuccessors ofSt.Peter."SurelyifthePapacy isofdivineinstitutiontherecanbe noquestionof"constitutionalising"it.
