"Whatconstructiveprogrammehave yougottoenableustobuildupthis country?"hedemandedoftheGovernment'scritics.

MakinganappealforaGovernment, notofaparty,butofthepeople,he pointedouttherearebigproblems, tllcetheboundaryandthefinanc.al adjustmentswithBritain.inwhich theyrequiredthehelpofthewhole nation.

Thehostiledemonstrationtookthe formofamockfunardthroughthe streetsbyabout50women,whocariedadummycoffin,drapedwitha Tricolour,andmanyblackbanners, withinscriptionsaboutvictimsof alineexplosionsanddemandstore leasetheprisoners.

Atthemarketplace,wherethemeetingwasheld,theCivicGuardsturned backtheprocessionists,decliningto allowthemintothemeetingplace. Duringthemeetingtherewerescuffles betweenindividualpartisans,butthe CivicGuardsactedpromptlyinall casesandremovedantagonists.

ThePresident,accompaniedby VeryRev.D.O'Leary.DeanofKerry; Dr.Coffey,President,TraleeCumann nanGaedheal,an.lotherprominent people,walkedtothemeetingplace. ThebandoftheIndustrialSchool boysheadedtheprocession.ThePresidentwascheeredenrouse.

VeryRev.D.O'Leary,Deanof Kerry,whopresided,saidtheLand Billwouldputeveryfarmerwhohad notpurchasedinpossessionofhis land.AllIrelandwouldnowbecome thepropertyofthefarmersofIreland.Hehopedsectionswouldput asideforthepresenttheirspecialinterests.andputtheirtrustinthepresentGovernment.

TheHandofFriendship.

PresidentCosgravedeclaredthewelcomehehadreceivedexceededanythinghehadanticipated.Thesewere nineswhenpublicbusinessdemanded everymomentoftheirtime,andhe regardedthesemeetingsthroughout thecountryasoffirstimportance. Thereweremanythingswhichmust bebroughtbeforethepeople,because theyhadnowassumedaveryimport- antstatusinthehistoryoftheworld -theyhadtakentheirplaceasanationandtheymustaccepttherespop sibilityofnationhood.

Theymustgivethebestconsiderationtoalltheproblemsaffectingtheir country,eachproblembeingdealt withinajustandequitablemanner bythepeople,whoclaimedforcen tones andtherighttogovernthemselves, workouttheirowndestiny.

"Unfortunately,"hecontinuer,"at theverybeginningofourworkavery .mportantsectionofthecommunityseparatedthemselvesfromtherestof thenation,andarmedthemselvesto arrestthewillanddisputetherights ofthejtopletocometomeetings,to listentotheirrepresentatives,andpronouncejudgmentonanyproblemthat wouldbeputuptothem,

"Atthattimewehadassistingus inourcouncils,anddirectingthenationalprogress,two,ofthegreatest Irishmenthateverlived-ArthurGriffithandGen.Collins-andnowadays whenonehearscomplaintsaboutabusesandexcesses.Iwonderisthereany sanemanorwomaninIrelandwho couldnotsaythatMichaelCollinswas ofmorevaluetothisnationthana regimentofsoldiers;andIsaytothesepeoplewhoupbraiduswithour mistakesandourmisgivings:Whathaveyougivenusforthelifeof MichaelCollins?Whatconstructive programmehaveyougottosuggest toenableustobuildtipthiscountry, anddowhatispossibletomakethe Irishracerespectedandhonoured?

"Thaveneverupbraidedthesepeople,Ihavealwaysendeavouredto coaxthembacktotheirallegianceto theTyreeState.andaskedthemtohelp usinthework,andnottobepulling againsttherestofthepeople.There isplentyofroomfortheminthis cotustryiftheyhavethegeniusto helpinworkingoutthedestinyofthe nation.

"Whentheyaskabouttheprisoners.Isay:'Whataboutthem?Why -havewegotprisoners?Didwego outintothestreetsandpullinmen

forsnort'Arewespendingamillionayearforthepleasureofkeeping themprisoners?" Hereferredtothegoodtreatment accordedprisoners,andtothearmed conflictsbetweenprisonersandguards, adding:"Ifsomeoftheprisonershad souseofthecowageofourmenwho weremortallywoundedtheycould naveescaped.Wehavethecourage onoursideandthegenerosityison ourside.

"Someofthosewhohaveseparated themselvesfromtherestofthenationcantakeuptheirpenseveryday andwatchforwhatappearstobeour mistakes,andcriticiseusinthePress andsoon.Itiseasyforthemto criticiseus.

"SometimesthePresssayswehate mademisikkes. Iknowwehave. Wearctoldthejustmanfallsseven timesaday,andthesevenmembers oftheExecutivemightfall49times aday,butIthinkwehavesucceeded indoingbetterthanthat."

BoundaryandFinance.

Theynow,heproceeded.askedthe peopleofallintereststosubordinate thoseintereststothenationalgood. sothateachproblemwouldbeconsideredonitsmeritsbyaGovernmentthatwasnotofanyparty,but ofthepeople.TheremightbegreaterpeopleinIrelandtoruntheGovernment.hutatleasttherewasno onewithmareexperience.

"Thereare,"thePresidenewenton, "veryimportantproblemstobeconsidered.ThereistheBoundaryCommissionandwe,haveappointedour representative,oneoftheablestrepresentativeseitherofthepastorof thefutuse-Dr.EoinMacNeill.You havealso.gotthefinancialadjustments withBritain,andinconsiderationof theseyoumustgetassistancefromthe wholenationandnotanypartofit."

Duringthelast12monthsDailEireannhadfunctioned.Thosighmanyinterestswerethere,hadanylegislationbeenpassedthatdidnotdeal fairlywithallclasses?HerecommendedMessrs.LynchandCrowley tothemforre-election,becausethey haddonetheirdutytthenation. ReplytoInterrupters.

"Iwould."saidthePresident.in answertosomeinterrupters,"like thesepeoplewhoareaskingabout smallorevenlargemattersthathave occurredthroughoutthecountryto answerthesequestions:Whatabout the£25,000,000worthofdamagedone throughoutthecountry?Whatabout the130gravesofNationalsoldiersin Glasnevin?WhataboutDr.O'Higgins?"

"Don'topenyourmouthsabout theseotherthings,becauseyouhavenotgotcleanhands.Anychargeyou havegottomakeagainstanymember orservantorsoldieroftheGovernment.Iwillpromise,willgetclear, carefuliudgment-thatnoman,no matterwhatpositionhemayoccupy intheState,willbefreefromtrial againstanychargemadeagainsthim. TheGovernmentisgoingtosecurethe maximumoflibertytoallpersons,but allpersonswhohavegoneoutsidethe Constitutionanddonetheirdamndest tobreakitshouldnotsayatthe sametime:'Weclaimtherightsof thatConstitution.'"Loudcheersfollowed

ANARCHYENDED.

"Thecountrywastheirsnowbecausethesupremacyofthepeople hadbeenvindicated."Thiswasthe keynoteofaspeechdeliveredata meetingatBalbrigganundertheauspicesofCumannnanGaedhealbyMr. KevinO'Higgins,MinisterforHome Affairs.atwhichheandMr.P.J. Hogan,MinisterforAgriculture,were theprincipalspeakers.

Therewas,heannounced,nofuture inIrelandforanarchy.Theywere goingtostoprobberyandarsonwith a"click."Theywerealsogoingto seethatanyportionoftheSixCountiesthathadamajorityinfavourof theFreeStatewouldcomein.

NowReadytoBuild.

Mr.Hogansaidthefoundationsof theStatebadbeensecurelylaid.and nowtheywerebeginningtobuild.If theydidnotprogressitwouldbetheir ownfault:itwouldnotbebecauseof theoathortheGovernor-General ReplyingtoaninterruptionconcerningtheNorth,hesaidthe26counties hadbeenconsolidated,andiftheydid notgettheothersixitwouldbebecausetheywerenotasgoodmenas themenofNorthernIreland.In threeweeks'time,heproceeded,the

wounds,abscesses,boils,etc..arequicklyendedbyZam-Buk.

RecognitionbyBritainoftheRepublicwasnot,heproceeded,possible bynegotiation.Therewasonlyone way,andthatwastodrivetheBritishforcesintotheseaasBrianBorn drovetheDanes.

Turningtotheannouncementfrom Mr.deValerathatthewarwasfinished,hesaidithadcomefromtheman whohaddonehisdamndesttocutthe country'sthroat.Healsotalkedof "socialreform,""education""economicand commentedmaterialdevelopment."That, theMinister,amidstlaughter,waswhatMr.Dooleywouldcall "agreatreversalofpublicform."Havingcostthecountry450,000.000indestruction,Mr.deValeranowtalkedof "development."

3.TheCatholicpress,inasfarasit iscontrolledbytheparty,isrelatively flourishing.especiallywheycompared withitsconditipntwomarsago.There wastheninBohemiaonlyonesmall four-pageeveningpaper,nowBohemianCatholicshaveonelargemorningpaper,tenregionalweeklies,anda generalfarmers'journal,aprosperous magazineforchildren,afamilymagazineandseveralpapersforvariousCatholictradesunions.Centralinall theseactivitiesisalargeandvery prosperousprintingplantforwhicha spaciousandfinelysituatedbuilding wasboughttheotherday,whichistc servealsoaspartyheadquarters.Anotherandsmallerprintingplanthad beenbought,in1922.in,aprpvincial town,andeventhetwotakentogether areinsufficientforthepresentamount ofwork.

4.AcentralinstitutionfortheculturalendeavoursofthePopularParty wascreatedinthePeople'sAcademy. Ithasalreadyninety-twobranchesin differentdistrictsinBohemia.The AssociationofCatholicParentsand FriendsofChristianEducation,which isincreasingrapidly,hasbeepaffiliated toit.Ithasalsostartedthepublicationofreligiousandsocialtracts andleaflets,whilstaBulletinforlocal leadersandorganisersistobelaunched.TheAcademy'sendeavoursare secondedbythePopularPublishing Co.,Ltd.,foundedin1922.

5.Theco-operativemovementis makingheadway,'althoughnotwithoutdifficulties,buttheleadersaresatisfiedwiththedevelopmentregistered

inBohemia

sufar.Muchmoresuecesstulisthe growthofthePopularParty'strade unions.In1921theSocialistsmadea violentonslaughtonthem,andaimed attheirdestruction,buttheCatholic tradeunionsemergedvictoriousand mustnowbereckonedwithinsocial questions.Ofcourse.whathasbeen accomplishedisonlyasmallpartof whatstillremainstobeachieved.

6.Fororganisationand.propaganda purposesabout10,000meetingshave beenheldinthesetwoyears.Two yearsagotherewere4,200organised groupsofthePopularPartyinI3ohennia.atpresentthereare4,627ofthem, andonthewholethepartyhasofficial localrepresentativesin5.850towns andvillages,theincreaseinthenumberofthesemenbeing810inthelast twoyears.

7.TheLeagueofChristianTeachers, foundedin1919with300members,has overcomeallitsgreatinitialdifficulties.Atpresentithasnearly1,000 members,twiceasmanyasin1921.It publishesitsownbulletin,andisin chargeofthemagazinesforthechildrenandforthefamilymentioned above.andhas,amongotherundertakings,beguna"Collectionforthe Young."

Infaceofthisevidentgrowthand strengtheningofthePopularParty, MonsignorSramek,itsleader,hadto answerthequestion:"Why,then,is thesituationoftheCatholicChurch intherepublicnotabetterone?"The explanationwasgiveneasilyandis simpleenough.Therewasavast amountoflatenthatredagainstthe Church,whichwasunchainedafterthe declarationofindependencein1918. andhasnotyetcalmeddown.Althougheightypercentofthepeople areCatholics,onlyasmallportionof themarepractising,well-instructed membersoftheChurch.Then,too, therepresentativesofthePopular PartyinParliamentareonly21outof 285.TheCatholicsstillfrequently maketheircomplaintsinprivate,insteadofloudlyandpubliclyclaiming therightswhichthepresentlegislationconcedestothem.Itisalegislationnotbadinmanypoints,butopen tomisuseandfrequentlymisusedby enemiesoftheChurch.

ThegreatArchbishophadwitnessedthebeginningof,hadevengiven Win.expressionanddirectiontothe movementwhichrecentlypacked.not onlytheAlbertHallbuttheQueen's Hall,too,withEnglishmenandwomenproclaimingthatitistheMass slatmatters.Asonelookedupon thecrowdsitwasimpossiblenotto affectonthemanifoldmotivationsof thatconsciousnessoftheneedof breakingdownthemiddlewallofpartitionwhichhavebeenregisteredin thereligiousannalsofthiscountry sincethedaysoftheTractarians. Sometherewere,leadersofthemovement.whorealisedthatthecentreof unityistheSeeofPeter,andupon whoselaboursandwritingsthe' ChurchofChristineverylandhasset thesealofCatholicity.Butthey wereintheminority,andfromCranmer,whoseidealwas"atrueCatholicismthroughoutEurope"totherecentLambethConferencewithits idealof"aunitedandtrulyCatholic (lurch,"aspirationsforworld-wide saltyhavegonehandinhandwithinsulartheoriesofCatholicity. Inonesensethebreachbetween AnglicanismandtheCatholicityof tveryothercountryinEuropeha; beennarrowed,aswitnesstheteachingsetforthinthefifty-twoCongress Hooks.Inthesethereismuchthat isdeplorable-ModernismandNationalism-butthereisalsounequivocal statementofCatholicteachingon manyvitalmatters.Ilaidthem downwithasenseofbewilderment, hopingattheCongressitselftohear someconstructivetheoryputforward whichwouldrenderthelittlegreen hooksintelligibleasawhole.Frankly Iaminurebewilderedthanever.

Ilistenedwithgreatinterestand rympathytomanyofthepapers;they reachedahighintellectuallevel;they revealederuditionandpsychological insight:butIdidnotfindwhatI aught-areasonforthefaiththat wasinthem.Thus.Mr.Slesserspoke liteaprophetwhoselipshadbeen touchedwithaburningcoalfromthe altar.Hefiredeverybreastwitha passionatedesiretoseetheMassre. establishedasthecentreofallsocial lie. Athunderofapplausegreeted himwhenhedeclaredthatyoucanno moreunderstandtheagesoffaith withoutunderstandingtheMass,than youcanunderstandthemodernworld withoutunderstandingmoney.And thisthunderousapplausecamefrom thespiritualdescendantsofCranmer, (.4whomthe"EncyclopaediaBritan- nica"writes:"Theimmediateoccasion ofhisimprisonmentwasastrongly wordeddeclarationhehadwrittena few;layspreviouslyagainsttheMass." Hiswasavoicefromabygoneage,a voicespeakingof"ultramontane" views,oftheimaginaryminimisingof episcopalauthorityinthePapalsystem,andoftheReformationasareturntosoundlearning.Apparently hislordshiphayneverheardtheclassicalgroanofErasmus:"Ubicunoue regnatLutheranismus,ibiestlitterarurninteritus'(whereverLutheranism reigns,thereistheruinofletters).His pleafor"acertainhazinessofhorizon"issurelyonewhichhewuoldnot makeinanyfieldofstudyotherthan religion.Hisaddresslefttheimpressionofaningeniousattemptatratoin alisingthedistractedstateofaffairs withwhcih.asaBishop,hefindshimselfconfronted.

Theoutstandingpeiionalityofthe CongresswasundoubtedlytheBishop ofZanzibar.Tolookuponhimisto lookuponaman.Histall,commandingfigureandfinevoiceaddedimpressivenesstohisemphaticdiction.He isclear-sighted,resolute,fearless-a leaderofmen.Butheissomething more.Heisonewhosevisionisnot oftheearthearthy,onewhohabituallyseeksthethingsthatareabove. Deep-souledearnestnessvibratedin everywordhespoke.Heheldthat vastaudienceinthehollowofhis hand.Itrequiredsomecourage, aftertheBishopofLondon'saddress. toproposethattheCongresssenda telegramtotheHolyFather.But theBishopofZanzibardidmore-in effect,heaskedtheassemblytogive himablankcheque,toleavetheframingofthetelegraminhishands.and theassemblyrespondedwithdeafeningapplause.Twodayslaterthe Rev.W.H.Frerepubliclyprotested againstthesendingofthetelegram. onthegroundthatitwouldhemisunderstoodbothatRome inEngland,buttheweightofapplausewas againsthim.

Greatexpectationsiiereformedwith regardtoDr.Hall'spaperonReunion, andhedidnotdisappointhisaudience.Hiswordscarryweightashe isundoubtedlythetheologianofAnglo-Catholicism.havingjustcompleted whatissometimesdescribedasthe AnglicanSumma.Hepointedtothe ProvidentialworkingsofthePapacy inhistory,andinsistedthatthepositionofthePopeisthereallyvital matter.Withperfectfranknessthis theologianfromt)feNewWorldadvancedtheviewthaninanyreunited ChristendomRomemustbelookedon asthedivinelyappointedcentreof unity.But,possiblybecauseheisan American.hewishesto"constitutionalise"thegovernmentoftheChurch; forinstance,byinstitutingsomekind ofproportionalrepresentationinthe SacredCollege.However,thisidea isnotentirelyAmerican,asawriter intheCongressHandbookpleads. somewhatvaguely,fora"constitutionalisedPrimacyofthesuccessors ofSt.Peter."SurelyifthePapacy isofdivineinstitutiontherecanbe noquestionof"constitutionalising"it. Topleadforsuchathingistorepeat theerrorofGallicanismwhichlost sightofthefactthattheChurchis thepillarandgroundoftruthpreciselybecauseofthedivineguidance. which,asCardinalBillotpointsout. isaseasilygiventooneastomany Bishops.
