Mr.Griffithsaid:-Nearlythree monthsagoDailEireannappointed plenipotentiariestogotoLondonto treatwiththeBritishGovernmentand tomakeabargainwiththem.We havemadeabargein.Wehave broughtitback.Wewere.togothere toreconcileouraspirationswiththe associationoflb.:eenimunityofnati.ins knownastheBritishEmpire.That taskwhichwasgiienitouswasashard aswaseverpla2o1ontheshouldersof men.Wefacedthattask;weknew thatwhatever.,happenedwewould haveourcritics,andwemadeupour mindstodowhateverwasrightand disregardwhatevercriticismmightoccur.Wecouldhaveshirkedtheresponsibility.Wedidnotseektogo astheplenipotentiaries;otherlienwereaskedandothermenrefused.We went.Theresponsibilityisonour shoulders;wetooktheresponsibilityin London,andwetaketheresponsibility inDublin.IsignedthatTreatynot astheidealthing,butfullybelieving, asIbelievenow,itisatreatyhonour. abletoIreland,andsafeguardsthe vitalinterestsofIreland.Andnowby thatTreatyIamgoingtostand,and everymanwithascrapofhonourwho signeditisgoingtostand.Itisfor theIrishpeople-whoareourmasters -(hear,hear),-notourservants,as somethink-itisfortheIrishpeople tosaywhetheritisgoodenongh.I holdthatitis,andIholdthattheIrish people-that95percent.ofthembelieveittobegoodenough.Weare here,notasthedictatorsoftheIrish people,butastherepresentativesofthe Irishpeople,andifwemisrepresentthe Irishpeople,then-themoralauthority ofDailEireann,thestrengthbehindit, andthefactthatDailEireannspoke thevoiceoftheIrishpeople,isgoneandgoneforever.Now,thePresidentdoesnotwishacertaindocument toberead.Right.ButImustrefer toit.Anefforthasbeenmadeoutsidetorepresentthatacertainnumber ofmenstooduncompromisinglyonthe rockoftheRepublic-aRepublic,and nothingbuttheRepublic.Ithasbeen statedalsoherethatthemanwhomade thisposition,themanwhowonthewar -MichaelCollins-compromisedIreland'srights.Inthelettersthatprecededthenegotiationsnotoncewasa demandmadeforrecognitionofthe IrishRepublic.Ifithadbeenmade weknewitwouldhavebeenrefused. Mr.Griffith:Whatweshallhaveto sayisthis,thatthedifferenceinthis CabinetandintheHouseisbetween half-recognisingtheBritishKingand theBritishEmpire,andbetweenmarchingin,asoneofthespeakerssaid, withourheadsup.Thegentlemenon theothersidearepreparedtorecognisetheKingofEnglandasheadofthe BritishCommonwealth.TheyarepreparedtogohalfintheEmpireand halfout.Theyarepreparedtogointo theEmpireforwarandpeaceandtree.ties,andtokeepoutforothermatters, andthatiswhattheIrishpeoplehave gottoknowisthedifference. Doesallthisquibbleofwords-becauseitismerelyaquibbleofwordsmeanthatIrelandisaskedtothrow awaythisTreatyandgobacktowar?
SDfarasmypowerorvoiceextends, notoneyoungIrishman'slifeshould belostonthatquibble.WeareresponsibletotheIrishpeople. PEOPLEMUSTJUDGE. IfeelmyresponsibilitytotheIrish people,andtheIrishpeopleinsistknow, andknowineverydetail,thedifference thatexistsbetweenus,andtheIrish peoplemustbeourjudges.Whenthe pleni-potentiariescamebacktheywere soughttobeputinthedock.Well,if IamgoingtohetriedIamgoingtobe triedbythepeopleofIreland(hear, near).NewthisTreatyhasbeenattacked.Ithasbeenexaminedwitha microscopetofinditsdefects,andthis littlethingandthatlittlethingtas eeenpointedout,andthepeopleare told-oneofthegentlemenhereodd itwaslesseventhantheproposalsof July. Itis.thefirstTreatybetweentherepresentativesoftheIrishGovernment andtherepresentativesoftheEnglish Governmentsince1172onsignedequal footing. ItisthefirstTreatythatadmitsshe equalityofIreland.ItisaTreatyof equality,andbecauseofthatIam standingbyit.Wehavecomeback fromLondonwiththatTreatywhich recognisedtheFreeStateofIreland. Wehavebroughtbacktheflag;wehave broughthacktheevacuationofIreland after700yearsbyBritishtroopsand theformationofanIrisharmy(applause).
EQUALSTATUS. WehavebroughtbacktoIrelandher fullrightsandpowersoffiscalcontrol, WehavebroughtbacktoIrelandequalitywithEngland,equalitywithall nationswhichformthatCommonwealth, andequalviewsinthedirectionof foreignaffairsinpeaceandwar.Well, wearetoldthatthatTreatyisaderogationfromourstatus;thatitisa treatymottobeaccepted;thatitisa poorthing,andthattheIrishpeople oughttogobackandfightforsomethingmore,andthatsomethingmore iswhatIdescribeasaquibbleof words. NOTASHAMTREATY. Now,Ishallhaveanopportunity lateronofreplyingtotheveryformidablyarrangedcriticismthatisgoing tobelevelledattheTreatytoshow itsdefects.Atallevents,theIrish peopleareapeopleofgreatcommonsense. TheyknowthataTreatythatgives themtheirflagandtheirFreeState andtheirarmy(cheers)wasnotasham Treaty,andthesophistsandthemen ofwordswillnotmisleadthem,Itell you.

"Sir,-Asdoubtsmaybeexpressed regardingcertainpointsnotspecificallymentionedintheTreatytermsI thinkitisimportantthattheirmeaningshouldbeeleealyunderstood. "Thefirstquestionrelatestothe methodofappointmentoftheRepresentativesoftheCrowninIreland. ArticleHI.oftheAgreementlays downthatheistobeappointedinlike mannerastheGovernor-Generalof Canadaandinaccordancewiththe practiceobservedinthemakingofsuch appointment.Thismeansthatthe GovernmentoftheIrishFreeStatewill beconsultedsoastoensureaselection acceptabletotheIrishGovernmentbeforeanyreeontmendationismadeto hisMajesty. THEWARDEBT. "Thesecondquestionisastothe scopeoftheArbitrationcontemplated inArticleV.regardingIreland'sliabilityforashareofWarPensionsand thePublicDebt.TheprocedurecontemplatedbytheConferencewasthat theBritishGovernmentshouldsubmit itsclaim,andthattheGovernmentof theIrishFreeStateshouldsubmitany counterclaimtowhichitthoughtIrelandentitled. "Uponthecasesosubmittedthe Arbitratorswoulddecideaftermaking suchfurtherinquiriesastheymight thinknecessary;theirdecisionwould thenbefinalandbindingonboth parties.Itis,ofcourse,understood thatthearbitratororarbitratorsto whomthecaseisreferredshallbemen astowhoseimpartialityboththeBritishGovernmentandtheGovernmentof theIrishFreeStatearesatisfied.
QUESTIONOFSTATUS. "Thethirdquestionrelatestothe statusoftheIrishFreeState.The specialarrangementsagreedbetween usinArticlesVI.,VII.,VIII.,andIX., vshicharenetintheCanadianConstitutioninnowayaffectstatus.Theyarenecessitatedbytheproximityandinter-dependenceofthetwoislands-by conditions,thatis,whichdonotexist inthecaseofCanada. "Theyinnowayaffecttheposition oftheIrishFreeStateintheCommonwealthoritstitletorepresentation, likeCanada,intheAssemblyofthe LeagueofNations.Theywereagreed betweenusforourmutualbenefit,and havenobearingofanykinduponthe questionofstatus,Itisourdesire thatIrelandshallrankasco-equalwith theothernationsoftheCommonwealth, andwearereadytosupportherclaim toasimilarplaceintheLeagueofNationsassoonashernewconstitution comesintoeffect.
FRAMINGCONSTITUTION. ''Theframingofthatconstitution willbeinthehandsoftheIrishGo'ernment,subjectofcoursetothe termsoftheAgreement,andtothe pledgesgiveninrespectoftheminoritybytheheadoftheIrishDelegation. Theestablishmentandcompositionof theSecondChamberasthereforeinthe discretionoftheIrishpeople.There isnothingintheArticlesofAgreement tosuggestthatIrelandisinthisrespectboundtotheCanadianmodel.

Thatwaswhattheyhadbroughtback --peacewithEngland,alliancewith England,butIrelanddevelophigher ownlife,carvingoutherownwayof existence,andrebuildingtheGaelic civilisationhandeddownattill',vane ofKinsale.

Isaywehavebroughtthisback.I askthisPailtopassthisresolution, andbaskthepeopleofIrelandandthe Irishpeopleeverywheretoratifythis Treaty,toendthisbitterconflictof centuries,toenditforever,totake awaythatpoisonthathasbeenranklinginthetwocountriesandruining therelationshipofgoodneighbours. Letusstandasfreepartners,equal withEngland,andmakeafter700 yearsthegreatestrevolutionthathas ever'menmadeinthehistoryofthe world-arevelutionofseeingthetwo countriesetan.lingnotapartasenemies, butstandingtogetherasequals. Whathewanted-whatthepeopleof Irelandwanted-wasnotshadows,but substances,andheheldthatthisTreaty betweenthetwonationsgavethemnot shadows,butrealsubstances,andfor thatreasonliewasreadytosupport it.Furthermore,theTreatygaveIrelandachanceforthefirsttimein700 yearstodevelopherownlifeinher ownway.
WHATHEFOUGHTFOR.
TohimthisTreatygavewhatheand hiscomradeshadfoughtfor.Itgave themforthefirsttimein700yearsthe evacuationofBritain'sarmedforces outofIreland.Italsogavethem theirownarmy,nothalfequipped,but fullyequipped,todefendtheirinterests.IftheTreatyweremuchworse thanitwasallegedtobe,onceitgave themthat,hetookit,andsaid:
AslongasthearmedforcesofBritainaregoneandIrisharmedforces remained,theycoulddeveloptheirown nationintheirownway.
ThepositionofEnglandwithregard totheTreatyisthis-theyarepledged nowbeforetheworld,pledgedbytheir signature,andiftheydepartfromit theywillhedisgracedandwewillbe strongerintheworld'seyes.During thelastfewyearsawarwagedonthe Irishpeople,andtheIrishpeopledefendedthemselves,andforaporienof thattime,wherPresident.deValera wasinAmericaIhadatleasttheresponsibilityonmyshouldersofstandingforallthatwasdoneinthatdefence,andIstoodforit(applause).I wouldstandforitagainundersimilar conditions.Irelandwasfightingthen againstanenemythatwasstrikingat herlife,thatdeniedherliberty,butin anycontestthatwouldfollowtherejectionofthisofferIrelandwouldbe fightingwiththesympathyoftheworld againsther,andwithalltheDominions-allthenationsthatcomprisethe BritishCommonwealthagainsther. FUTILEWAR. ThepositionwouldbesuchthatIbelievenoconscientiousIrishmancould taketheresponsibilityforasingle Irishman'alifeinthefutilewar. Now,manycriticismsIknowwillbe levelledagainstthisTreaty;onein particular-onethatisinmanyinstancesquitehonest,itisthequestion oftheoath.Iaskthememberstosee whattheoathis,toreadit,notto misunderstand,ormisrepresentit.It isanoathofallegiancetotheFree StateofIrelandandoffaithfulnessto KingGeorgeV.inhiscapacityashead andinvirtueofthecommoncitizenshipofIrelandwithGreatBritainand theothernationscomprisingtheBritishCommonwealth.Thatisanoath,I any,whichanyIrishmancouldtake withhonour.Ilepledgeshisallegiance tohiscountryandtobefaithfultothis Treatyandfaithfulnessaftertothe headoftheBritishCommonwealthof Nations.Ifhiscountrywereunjustly usedbyanyofthenationsofthatCommonwealthoritsheadthenhisallegianceistohisowncountryandhis allegiancebidshimtoresist(hear, hear). THEOATH. WetookanoathtotheIrishRepublic,but,asPresidentdeValera himselfsaid,heunderstoodthatoath tobindhimtodothebesthecouldfor Ireland.Sodowe.Wehavedonethe bestwecouldforIreland. IftheIrishpeoplesaywehaveget everythingelsebutthenameRepublic, andueIIItightforit,Iwouldsayto themthattheywerefools,butIwill followintherank.,;willlakenoresponsibility.Butthe1...ishpeoplewill notdothat.
Furthermore,whenthisarmywas givenitsimplymeantaguaranteethat EnglandandEngland'sKingwouldbe faithful.IftheEnglishKingwasnot faithful,well,then,theywouldhave somebodytodefendthemandtosee thattheirrightsandinterestswere safeguarded.
TREATYBRINGSFREEDOM.
Itmightseemratherpeculiarthat onelikehim,whowasregardedasan extremist,shouldtakethisstep.He wasanextremist,butthatmeantthat hehadanextremeloveofhiscountry. Itwasloveofhiscountrythatmade himandevery.otherIrishmantakeup armstodefendher,and,ifnecessary, todieforher.
