Munichhasthelargestnumberof t.atholicsofanylargecityinGermany,althoughinproportiontoits populationColognetakesthelead. InMunichthereare535,000Catholics and116,000non-Catholics. Cologne has515,000Catholicsand45,000non-Catholics.

Berlin,whichhasclaimed,duringa recentcelebrationheldthere,tohave thelargestnumberofCatholics.has 450,000. Berlin'snon-Catholicpopulationis3,350,000.Nextinlinecomes Essenwith294,000Catholics,and Duesseldorf,with278,000.

Dr.JaneCraten,atonetimeone oftheleadingwomenOsteopathic physiciansofPittsburg.America, laterthedriverofamotorambulance withtheFrencharmiesandworkerin aFrenchfieldhospital,hasjoinedthe SistersofCharity,havingbeenreceivedrecentlyintotheorderatits motherhouseintheRuedeBacin Paris. Dr.Craven'sfatherwasaMethodist missionaryinIndia,andshewasof Britishbirth.Whentheworldwar brokeoutshewasintenselyinterested inthecauseoftheAlliesandsoonafter thebeginningofthewarundertookto securehospitalsuppliesforthearmies inFranceandBelgium. In1915sheconceivedtheideaof organisingamotorunit.Sheenlistedtheaidofmanyfriendsintheenterprise,andinraisingfundsabenefit concertwasgivenatwhichMme Melbasang.Withthefundsawellequippedmotorambulancewaspurchased,fittedoutandtakentoFrance. ThisunitcrossedtoFranceearlyin 1916andwasattachedtooneofthe Frencharmies.LaterDr.Craven wasassignedtoahospitalatVitry-leFrancois,whichwasseveraltimes bombedbytheGermans. ForherworkDr.Cravenwas awardedtheCroixde(guerre.Itwas whileworkinginthishospitalthatDr. Cravenbecameimbuedwiththeidea ofjoiningthesisterhoodondutythere. andnow,havingcompletedherneviate,sheisamemberoftheorder.

Wepointedoutthatasthecircular disclosedtheorganisationofanarmy inNorthEastUlster--whicharmy couldbeusedforonepurposeonly, thatofdefeatinganysettlemeptcome toattheConlerence-astatementon thepartoftheBritishGovernment wasurgentlynecessary.Weadded thatafullexplanationwasessential astheproposedamalgamationofthe severalgroupsofUnionistextremistsinto"regularmilitaryunits"was agravebreachoftheTruce.The BritishGovernmenthaspreferredto remainsilent.Thereserveiswethink untimely,themoresoastwoorthree oftheminorBritishdepartments. whichunnecessarilyconcernthemselveswithIreland,haveofferedpartial explanationsmoredamningthannone atall.

TheAuthenticityoftheCircular Admitted.

The"BelfastNewsLetter,"semi offiicalorganofSirJamesCraig's "ParliamentandGovernment,"adrotts theauthenticityofthecircular,but statesthatitwasissuedasa"private document"inconnectionwiththe transferencittothe"NorthernGovernment"oftheresponsibilityformaintaininglawandorder.Thepurpose ofthedocumentthe"BelfastNews Leper"declarestobe"torallytoits (eleSix-CountyGovernment's)aidall thevoluntaryhelpuponwhichitcould depend(i.e.UnionistandProtestent help)toestablishitsauthorityagainst anyandeveryinfluencethatthreatenedthepeaceofthecountry."Clearly, thisimportantstatementwasinspired bythe"Northern"Cabinet.Itdeclaresthepurposeofthesecretarmy tobewhatwepresumedittobe.The undemocraticprivilegesofNorthEast Ulsteraretobedefendedagainst"any andeveryinfluence,"theLondonConferenceincluded."thatthreatenedthe peaceofthecountry."TheUlster Unionistleadershaverepeatedlydeclaredthatanyconferencebetweenthe BritishandIrishGovernments threatens"thepeaceofthecountry." Therefore.thesecretarmyistodeoilNorthEastUlsteragainstthedecisionsofsuchaconference.

TheOriginoftheCircular.

Butalthoughthisinspiredstatement amplyexplainsthetaskwhichthe "regularmilitaryunits"aretobe given,theoriginofthecircularisnot referredto;thepoint-obviouslyavitaloneisindeedstudiouslyavoided, althoughanattemptismadetocreate theimpressionthattheauthorityby which,:thedocumentwasissuedwas thatofSirJamesCraig's"Gtivernment"notMr.LloydGeorge's.Let usremindthe"BelfastNewsLetter" ofcertainfacts.Themaintainenceof LawandOrderintheSixCounties doesnotincludethecontrolofthe Six-CountyParliamentoftheRoyal IrishConstabulary,whichisoneof theservicesreservedunderthePartitionActtotheBritishParliament forthreeyears.'Therefore.when DivisionalCommissionerWickhamissuedhissecretcircularhedidsoas theservantnotofthe"northern"Gov ernmentbutoftheBritishGovernmentalone;andwhenhespokeof "theGovernment"having"underconsideration"theformationofthesecret army,hecouldonlyhavemeantthe BritishGovernmentfromwhomhe heldhisoffice.Further,heissuedhis

circularfromtheDivisionalCommissioner'sofficeandsigneditwithhis ownnameandrank.Theofficewas establishedbytheBritishGovernment andtherankheheldwasconferred bytheBritishGovernment.Finally, CommissionerWickhamaddressedhis circulartootherservantsofthe BritishGovernmentandtonobody whowasnotaservantoftheBritish Government.Thedocumentwasmarked"private."Theinstructionscontainedinitwereissuedinthename oftheBritishGovernmentbyone publicofficialtoothers.

BetrayalofTrust?

There,althoughthe"BelfastNews Letter"isgoodenoughtoagreewith usthatthepurposeofthearmyisto defeatanysettlementcometobythe LondonConference,weregretthatwe cannotacquiesceinitssuggestionthat thecircularwasa"privatedocument" issuedundertheauthorityofthe "Northern"Government.Butletus supposeforamomentthatitwas.Are wethentobelievethatsoseriousa stepwastakenbySirJames.Craigand hiscolleagueswithouttheknowledge oftheBritishGovernement?We knowthatthecircularwasissuedby anofficialoftheBritishGovernment, holdingapostofconsiderabletrust.

IsitpossiblethatthatofficialsobetrayedhistrustthathedidnotinformhisGovernmentofamatterin

whichitsinterestswerevitallyinvolved?OrevenassumingthatCommissionerWickhamWASguiltyofthis treacherousomission(whichwedonot 'ourselvesbelieve),is tconceivable thatwhenthediscussionofNorth EastUlster'spositionwastakingplace betweenSirJamesCraigandtheBritishPremier.theintentiontocreate thisarmywasutterlyunknowntoMr. LloydGeorge,andwasnevercommentedupon?Wecannotbelievethat thatwasso.Inthefirstplace,even ifCommissionerWickhamhadbetrayedhisGovernment.theothersto whomthecircularwasissuedwould notallhavetakensolaxaviewof theirduties,andbysomemeansthe BritishGovernmentwouldhavebeen madeawareoftheexistenceofthe document.Inthesecondplace;had theorganisationofthisarmybeen decideduponbythe'Northern"Government.weareconvincedthatSir JamesCraigasamanofhonour,would havecarriedoutthetrustimposedon himbyhisofficeandinformedthe BritishPremier.

WeRemainUnconvinced.

Butletusgotothefullestand furthestlengthswecanintryingto exoneratetheBritishGovernment fromknowledgeoftheissueofthis circular.Takingitforgrantedthat notoneoftheCommissioners,County Inspectors;orCountryCommandants towhomthecircularwasaddressed, teltithisdutytoacquainthisGovernmentofitsterms;takingitfor granted.also,thatSirJamesCraig purposelydeceivedthePremierofthe ImperialParliamenttowhichheso frequentlydeclareshisunalterable allegiance.arewealsotoassumethat theBritishsecretserviceismoribund in"Northern"Ireland,whereithas theassistanceofthemajorityofthe people,andthatamightydecisionof thiskindcouldbetakenwithout,.a whisperofitreachingtheearsofany Governmentoffice:whilethefulldocument.withinafewdaysofitsissue. reachedtheht.ndsoftheRepublican GovernmenttowhichthemajorityiD NorthEast'listeristemporarilyihostile.The"BeiiastNewsLetter"and the"Northern"Governmentwhichin-

TwootherdepartmentsoftheBrit. ishGovernmentmadestatementsdealingwiththesecretcircular,neitherof whichiscalculatedtoallaytheanxiety ofthepublic.TheIrishOfficeinLondondeclaredthedocumenttohave beenissuedwithoutitsknowledge.But "ahighauthority."doubtlessanofficialinthesameOffice.informedO. London"SundayTimes"the"the statementpublishedinthe"Irish Bulletin"thatanarmyisbeing secretlyorganisedinNorthEastUlsterbytheBritishGovernment,isnot true."The"highauthority"wenton toexplainthat"severalmonthsago theGovernmentofNorthernIreland raisedaforceofspecialconstablesand thepresentisnomorethanarecruitingmeasures"Bothassertionsinthe latterstatementarefalse.Whenthe UlsterSpecialConstabularywereformedintheNovemberof1920the"GovernmentofNorthernIreland"wasnot inexistence.TheConstabularywere formedbytheBritishGovernment whichdeliberatelymadetheforcea sectarianone.Thesecretcircular,the authenticityofwhichthis"highauthority"alsoinferentiallyadmits, statesdefinitelythatitisnotaquestionofrecruiting"Constables"butof forming"RegularMilitaryUnits"; andthatwhentheunitsareformed theforcewillbe"amilitaryoneonly toactinamilitarycapacity."
