TheirLordshipsdenouncethe'palliationofoutragesofalldescriptionsbyCrownforces,theseoutragesbeingmorethanhalfdeniedand lessthanhalfrebukedbyaCabinetMinisterandequivalentlycondonedbyhissuperiorintheBritishGovernment. Chiefblameforthewholereignoffrightfulnessisplaced,noton theinstrumentsofterrorism.butontheirmasters,whoaredesignatedasthe"architectsofanarchy." ThepositionregardingUlstertheBishopssumupinsayingthat "Ulster"mustnotsufferthecontaminationofaDublinParliament, butallIrelandmustbecoercedforthesakeofthenorth-east,and evenTyroneandFermanaghmustbeputunderaBelfastGovernmentagainsttheirwills. FULLINQUIRYDEMANDED.

TheIiiearachyfurtherdemandafullinquiryintotherecentatrocitiesbyatribunalwhichwillhavetheconfidenceofall,whilethey denouncetheexclusionofMostRev.Dr.MannixfromIrelandandthe continuedimprisonmentofLordMayorMacSwineyandtheotherhungerstrikers. "Itisnoteasyforthepastorsof theflocktoupholdthelawofGod andsecureitsobservancewhenoppressionisrampantinacountry.

"Whereterrorism,partiality,and failuretoapplytheprinciple,which Itsmembershaveproclaimedare thecharacteristicsofGovernment, thetaskisrenderedwellnighimpossible.

"And,unhappily,bysuchmeans asthese,inanaggravatedform, 4Irelandisnowreducedtoastateof anarchy.
