Anarticlepublishedinthe"NottinghamGuardian"dealingwiththeIrish situationanddemandingthatthemurdersoccurringinIrelandshouldbe condemnedbytheIrishHierarchy havingbeensentbytheBishopof NottinghamtoCardinalLogue,his Eminencehassentareply.Thecorrespondencehasbeenpublishedinthe "Universe,"andisreproducedbelow: "AraCoeli, Armagh, December,20,1919.

MydearLord,-Ilavereceivedyour Lordship'skindletter,withitsenclo. sure,forwhichIamverymuchob. liged.Thewriterofthelatterseems tohaveaveryshortmemoryforajournalist.HeseemstoforgetalltheeffortsmadebythePopeforpeace;and howcoldlytheywerereceivedinEngland.TherealspiteagainstthePope isbecausehedidnottakesides.Of course,hecouldnot;anditiswellhe didnot.Hewouldfindhimselfina veryawkwardpositionnowwhenlight isbeingthrownontherealobjects whichinspiredthewar.Infact,exceptinthecaseofAmerica,thewhole businessseemstohavebeenagame ofgrab.ThishasoccupiedthesocalledPeaceConferencemorethana realefforttoestablishpeace,each partytryingtoseewhattheycanget outofthescramble.

AstoIreland,itisinamiserable condition;repressionononesideand restiveoppositionontheother.But yourLordshipmayrestassuredthat thegreatbodyofthepeoplefeelnothingbuthorrorandreprobationforthe murdersthathavebeencommitted.

WhethertheysidewithSinnFeinor withanyotherpoliticalparty,they donotwantviolenceorbloodshed.

Thereisaconstantcry:Whydonot theBishopsandpriestsdenouncecrime andputanendtoit.Wherevercrime hasbeencommittedithasbeendenouncedbybishopsandpriestsinno measuredterms.

Butsomepeopleseemtothinkthat theclergyandtheHierarchyshouldbe continuallyharpingonthisstring.

Eveniftheydid,crimewouldbebeyondtheircontrol,whilethestateof thingswhichgivesanopportunityand somekindofpretextforcrimecontinues.Thosehorribleoutragesarein allprobabilitytheworkofsecretsocieties.Everydaymakesthisclearer:andwhilerepressioncontinuesso willsecretsocieties,whosemembers willpayverylittleattentiontobishops orpriests. Thisisbecomingdailymoreevident, andtherecouldnotbeabetterproof ofitthantheunfortunateorganisedattemptwhichwasmadeyesterdayon thelifeoftheViceroy.

BulletsandBlood

GERMANY'STROUBLES.

InJanuarylast,the"Freiheit,"a GermanSocialistpaper,appealedto theIndependentSocialiststodemonstratebeforeParliamentagainstthe compromiseontheTradeCouncilBill, andnumerousprocessionsmarchedup toParliamentBuildings.Manypeoplewereforcedbythreatstojoinin thedemonstration.Veryfewpolice wereseeninthestreets,andthemilitaryondutywereorderednottointerfereunlessitbecameabsolutelynecessarytodoso.

Militaryreinforcementsarrivedinarmouredmotor-carsarmedwithmachine-guns,andwerereceivedwith shoutsof"DownwithNoske."Traffic wasstoppedinmanyoftheprincipal streets,whichwereoccupiedbythe troops,andvariousDeputiesweremolestedontheirwaytothesitting.The Socialist,HerrHeinemann,wasfollowedforsomedistancebyahostile crowd,whocried:"Downwiththe Labourtraitor."

Aconflicttookplacebetweenthe policeandacrowdwhichwasendeavouringtoforceitswayintotheReichstag.

Publicsecuritypolice,withfixed bayonets,atfirstendeavouredtodispersethecrowdswithoutviolence,but theireffortsprovedvain.Thenthen hadtoresorttofirearmswithdeadly effect,especiallyinSimonstrasse.

ThegroundinfrontoftheReichstag wascoveredwithdeadandinjured.

WhentheNationalAssembly,which hadsatupto5o'clock,adjourned, HerrFehrenbach,President,announcedthattendeadhadbeenbroughtinto thecourtoftheReichstagbuilding. Intheafternoonthetramwayservicewasinterrupted.

Thetroopsfinallysucceededinre storingorderinfrontoftheReichstag. Intheprovinces,Ruhrminerswere idle,demandingasix-hoursday,better food,andthereleaseofpoliticalprisoners.InDusseldorfthemilitary commanderorderallcabarets,picture palaces,bars,andconcerthallstobe closed.Manybusinesseshavebeen obligedtoclosedown.

AtHamborn(unoccupiedRheineland)acrowdstormedthetownhall seizedwhatarmstheycouldfind,and threwthearchivesintothestreet.

Owingtotherailwaystrike,over 500,000tonsofcoalforBerlinwere heldup.Theagitationinthewest, withwhichtelegraphicandtelephonic communicationiscutoff,isproducing muchnervousnessinBerlin.

AnotherfavouritetheoryinEngland -andthewriterofthearticleseemsto drawlargelyonit-isthatifanArchbishoporBishoppointsoutthecauses ofallthisdisorderandtriestohave thosecausesremoved,theconclusion isatoncedrawnthathesympathises withmurder.Itisaverylameand veryunjustconclusion. Thewishtohaveanendputtomisgovernment,whichliesatthebottom ofalltheevil,givesnogroundtoinfer thatthereisanysympathywithor wantofreprobationoftheunfortunate crimestowhichmisgovernmentleads Iencloseacopyofaletterwhich willbereadinallthechurchesofthis archdioceseto-morrow.Itwasprintedandinthehandsofthepriestsyesterdaymorning,otherwiseIwould havereferredtotheunfortunateattemptmadeontheLordLieutenant.-Iam,dearlord,yourlordship'sfaithfulservant, MICHAELCARDINALLOGUE.

Thegreatwarhasservedtoshroud fromthepublicmanyeventsofimportanceaswellasofgeneralinterest. Amongstthesemaybecountedthe deportationtoAustralia,andtheimprisonmenthereforaconsiderable period,ofabodyofCatholicecclesiastics.Particularsoftheincident, hithertoknownonlytoGovernment andshippingofficialsandafewCatholicclericsandlaymen,arenowfor thefirsttimemadeavailabletothe generalcommunity.

On4th.August,1915,thirteenCatholicpriestsandalaybrotherarrivedinSydneyfromCeylonasprisoners ofwar.Threedaysafterarrivalthe laybrotherdiedintheenemyconcentrationcampatLiverpool,near Sydney.Shortlyafterwardsthe priestsweresenttotheoldconvict prisonatTrialBay,locatedataremotepointonthenortherncoastof NewSouthWales.

TheimprisonedecclesiasticsbelongedtotheOblateOrder,whichhasa branchhouseatFremantle,Western Australia.Onlearningoftheirarrival,thelocalSuperioroftheOrder, theVeryRev-E.Callan,promptly spedtoMelbourneandintervenedon behalfofthepriests.Inanappeal totheAustralianMinisterforDefence, earlyinOctober,1915,FatherCallan showedthatfiveofthepriests,being nativesofAlsace-Lorraine(theFrench provincesannexedbyGermanyin 18711,werepresumablyAlliedsympathisers. AstothoseofGerman birth,FatherCallanpointedout-

"Theyhavebeenworkingwiththeir FrenchconfreresformanyyearsamongstCeylonnatives. Theyhave beeneducatedinFrance,Belgium,and Holland;and,beingpracticallyaliens intheGermanEmpire,havenosympathywithGermanideals,"etc.

AndastotheirinfluenceonthenativepopulationofCeylon,FatherCallanadded:-

"Followingtheadviceoftheir Bishopsandpriests,notasingleCatholicnativetookpartintherecent disturbances forwhichhisExcellencytheGovernorpubliclythanked hisGracetheArchbishopofColombo."

FatherCallanconcludedbyasking thattheGermanpriestsshouldbesent toministertotheirGermanco-religioniststhenimprisonedonRottnest Island(offFremantle),andthatthe Alsatiansbereleasedonparole.IfIlhat weredone,hewould"feelobligedin conscienceandhonourtoseethatthe termsoftheirparolewerescrupulously observed,"andtheArchbishopof Perth,hisGraceMostRev.Dr.Clune, wouldguaranteehisowntrustworthiness.

Theserequestswereperemptorily refusedbytheMinisterforDefence.

FatherCallanalsoasked,pendinga decisionastothedestinationofthe priests,thattheybetreatedasofficers,allowedtocelebrateMasseach day,andpermittedoccasionalconsultationwithanoutsidepriestappointedbytheBishopofthediocese(Lismore)inwhichtheirprisonwaslocated. AguardedletterfromFather Schmitz,oneoftheinternedpriests, dated3rd.December,1915,informs

FatherCallanhowhisrequestthatthe priestsbetreatedasofficerswasdealt with:-

"Therearenoclassesamongstthe prisoners,asyouseemtothink.All arealike. Yourletterreachedme somewhatcurtailed,andwithoutthe papersreferredto.Iftheyhavebeen returned,Ihopeyouwillkeepthem forourinformationafterthewar."

Myaidhavingbeensoughtbythe ArchbishopofPerthandFatherCallan,IwrotetotheMinisterforDefenceon29th.September,1915,pointingout,interalia,that"EveryCatholicpriestisunder

onicalobligationtocelebrateMasson Sundaysandonotherholydaysset

asidebytheChurchasfestivalsand anniversaries.Itwouldbeagreat hardshiptothem(theOblateFathers) weretheydeniedopportunityforcomplyingwiththeirdutyinthisregard, andIfeelsureitisonlynecessaryto mentionthemattertoinduceyouto givethenecessaryinstructionstothe authoritiesatTrialBay."

Seekingcounselfromhissubordinates,theMinisterforDefencewasadvisedasfollowsby"R.S.Sands, Major,CommandantGermanConcentrationCamps,NewSouthWales," underdate21st.October,1915:-

"ItshouldbenotedthattheseRomanCatholicpriestsweresenttoAustraliabytheBritishGovernment,and thereforetheHomeGovernmenthas noconfidenceinthem.TheOfficer Commandingthetransportwhich broughtthesementoAustraliawarnedmethattheycouldnotbetrusted. Imyself,andtheofficerinchargeat TrialBayare(sic!)firmlyofthe opinion,fromtheiractsandtheirgeneraldemeanoursincetheywereinterned,thattheycannotbetrusted. Whateverprivilegesareallowedto RomanCatholicpriestswouldhaveto beallowedtotheProtestantministers,andIwouldalsosaytothe Buddhistpriests. Ithinkitwould beextremelyunwisetoallowanout-

Frenchnames,allthepriestsofthat diocesearealsoBritishsubjects.Itis nottobelightlyassumed,therefore, thatavisitingpriestselectedbyhis 'Bishopforadelicatemissionwould conveyinoroutinformationcalculatedtoembarrasstheDefenceauthorities,muchlesstogiveassistancetothe enemy.

Onthecontrary,Catholicpriestsare rightlytrainedandenjoinedtoobservesecrecyinallmattersconfidentiallyentrustedtothem.

Itisalsoamistaketoassumethat nonecessityexistsforthevisitofan outsidepriestbecauseofthelarge numberofpriestsinternedatTrial Bay.Withoutenteringintotoomuch detail,itissufficientanswerthatthe experienceofthesereligiouscommunitieseverywherehasprovedthegreat spiritualadvantagetothemofperiodicalcontactwithsomeonenotassociatedwiththeirdailylivesinthecommunity.Itisnotformetoquestion inanywaythegroundsuponwhich thesepriestsareinterned.But,accordingtoinformationalreadysubmittedtoyourdepartment,severalof themarenativesofAlsace,and,like thebulkofthatprovince'spopulation, arepresumablyinactivesympathy withthecauseoftheAllies.But,even werethissuppositionincorrect,itis

MajorSandsstatesthat"itwould beextremelyunwisetoallowanoutsidepriesttoofficiateatTrialBay. wheretheyhavesomuchspiritualtalentamongstthemselves."Colonel Wallachaddsthatheis"certainmuch harmwillbedonebyinformationbeingpassedinandout"ifanoutside priestwereallowedtovisitTrialBay.

Iamunderthedisadvantageofbeingunawareofthegroundsonwhich theseofficersbasetheiropinions.They donotadvanceanyreasonsforthe apprehensionexpressed.TrialBay prisoniswithinthedioceseofLismore.Hence,ifanyoutsidepriest wereallowedtovisitTrialBay,he mustbeonewhoisattachedtothe dioceseofLismore,oroneactingdirectlyundertheauthorityoftheBishop ofthatdiocese.TheBishopreferred toisaBritishsubject.Withthepossibleexceptionoftwo,whobear

"Wepledgeourselvescollectively andindividually,andeachofusfor theothers,toobservestrictneutrality duringthepresentwarbetweenEnglandandGermany.Wepromisenot toattempttoleavetheislandorto takepartinthewar."

Towhichinmypresencetheyadded thisaffirmation:"Wetestifyherewithonourwordof honourthatwehavedonenothing contrarytotheabovepledge."

2.Despitethispledge,thepriests werearrestedon26th.October,1914, andlodgedinaCelyongaol.No chargewasmadeagainstthem.Seekingtoascertainthegroundsfortheir arrest,andonpleadingfortlamwith theGovernoroftheIsland,theArchbishopofColomboreceivedtheanswer,"IfyouwereaGermanIwould internyoualso."

3.Thepriestsremainedingaoluntil the14th.July,1915,whentheywere forciblyembarkedonboardthetransportAl5("StarofEngland")."We weretreatedassteeragepassengers," saidFatherSchmitz,"andforcedto mixupwithallsortsofpeople.On boardwewereforcedtowork,and eventocleanthelatrinesofthe guards.Weprotested,andevenlaymenprotestedonourbehalf,butno exceptionsweremade,andournames appearedonthedailylists."

4.OnarrivalinAustraliathepriests were"herdedwiththelowestclassof internees." "Weweretreatedsimplylikecriminals,"theyadded."In thehutswehadjustenoughroomto liedown."Forbedding"wehada sackwithverylittlestraw,"etc.

5.Rev.Bro.Dohren(thelayBrother),whodiedthreedaysafterarrival,hadbeenindelicatehealth. ChangefromthetropicstotheAustralianwinterbroughtonpneumonia. "Hewassenttothehospital,putin atentwithoutproperprotection,and completelyneglected .."istheallegationofhisconfreres.

surelyunnecessarytoaddspiritualdeprivationtotheinevitablehardships oftheirpresentposition.

Itrust,therefore,thatyouwillbe goodenoughtoinvitetheRightRev. Dr.Carroll,BishopofLismore,tonominateforyourapprovalsomepriest ofhisdiocesetovisitatstatedintervalsthepriestsinternedatTrialBay. -Yoursfaithfully, H.MAHON. DearMr.Mahon,-Inreplytoyour letterofthe25th.November,inwhich yourenewyourrequestthatpermissionbegivenforaCatholicpriestto visitthepriestswhoareinternedat TrialBay,Ihavepleasureininformingyouthat,aftergivingfurtherconsiderationtothepapersrelatingto thatmatter,andparticularlytothe letterswhichyouhaveaddressedto me,Ihavefeltjustifiedingivingauthorityforapriesttobenominated bytheBishopofLismoretovisitthe priestsinternedatTrialBay..AletterisbeingsenttotheBishopofLismoreinvitinghimtonominatea priesttovisitTrialBay.-Yoursfaithfully, (Sgd.)G.F.PEARCE. TheRev.J.H.Fitzpatrick,oftheadjacentparishofSmithtown,wasaccordinglyappointed.

Furtherrepresentationshavingbeen madeconcerningthepositionofthe priests,IvisitedTrialBayprisonin February,1916,withMr.Michael Meagher,ofBathurst.Myinterview withthepriestselicitedsomeadditionalinformation,whichmaybesummar-ised:-

1.Thatonthedeclarationofwar thepriestswererequiredbytheCey. IonGovernmenttosign,anddidsign, thefollowingpledge:-

6.On18th.Augustthepriestswere transferredtoTrialBay.Theirstatementis:"Weweretransportedlike cattle;ahorriblevoyage.Here,again. weweretreatedlikeordinaryprisoners,andhadtobuythemostnecessaryarticles. Permissiontosay Masswasatfirstrefused,andonly grantedinSeptember.Foreightweeks wehadbeenwithoutMass.. We havesufferedthemostdegradingmmlsultstooursacredcharacters--to which,throughoutourinternment,not theslightestattentionhasbeenpaid." Thepriestsalsopointedoutthatin Germany,bythelawof8th.February,1890,thepersonsofordained clergymenwereinviolable.They wereregardedasnon-combatantsand associatedwiththeGermanyarmyas chaplainsonly.Theinterneesalso claimedthatnoclergymanoftheAlliednationshadbeenimprisonedin Germany.Inproofofthelattercontention,theysubmittedaletterfrom anEnglishconfrereintheRuhleben Camp,Germany,dated4th.July,1915, fromwhichthefollowingisanextract "Clergymenandmedicalmenhave notbeeninternedinthiscountry(Ger- many).ACatholicmissionarypriest fromSouthAfrica,whohadneenarrestedbymistake,wasofferedhislibertywhenthemistakewasdiscovered, buthepreferredtoremaintolook afterthespiritualwelfareoftheprisoners."

Itwasfurtherstatedthatanumber ofProtestantministersofGermannationality,whohadbeenarrestedsimultaneouslywiththeOblateFathers. werereleasedbytheCeylonGovern- mentafterafewweeksofdetention whilealllocaleffortstoobtaintheenlargementoftheOblatesfailed.

Therewasatime-notsomany yearsago-whentherewaslittleguile inourheartstowardsourneighbours; whenwebelieved,orprofessedtobelieve,intheblessingsofgood-fellowshipamongnations;whenwepitied ContinentalEuropeforitscurseof militarism;whenninety-ninepercent. ofsaneAustraliansregardedallthe clap-trapandhiddenmiseryofthat militarismasafearfulwasteofgood menandmoney,andthesurestway togetintowar.

VerymanyAustraliansstillhold fasttothoseviews.Inspiteofthe shocktotheirfaithbytheGreat War,theyfeelthatitisimpossible justyettoperceivetrulycausesand consequences;andtheyareloathto forsakethestraight,sunlithighwayof toleranceforthetortuous,darkpaths ofsuspicionandhate.Inthatthey arewise.Somedaythenationmay havecausetobegratefultotheseupholdersofAustralia'straditionalcreed. Unfortunately,theyarenolonger ninety-ninepercent.Unfortunately, thewarhasembitteredandmisled andconvertedagoodfewinour midst.Becauseothershaveintriguedtheyconcludethatitisnecessary inthisworldtointrigue.Ifmany anAustraliancouldbeholdinamirrorhismentalselfofsixyearsago,he wouldnotrecogniseitashislikeness. Thusdowechangeundertheinfluence ofstirringevents.Thushasjingoismfoundaloop-holeinthelastplace onearthwhereitmightbeexpected toflourish.

Jingoismhasobtainedafootholdin Australia.Itisbeinginsidiously foisteduponthepeople.Thegreat temptationhascome,andourjingos aremakingthebestofit.Thereare jingosbytemperament,andjingos byprofession.Thevastspacesof thiscountry,andthespiritofliberty thatwaftsoverthem,hadkeptthe Australiancharacterfreefromthe taintofjingoism,tillthefogofwar providedaprolificmediumforits germs.Theprofessionaljingos,they wholiveandprosperbykeepingthe nationsapart,haveseentheiropportunity,andarenotslowtouseit. .Thereisthelarge,newofficer-caste who,havingtastedthesweetsorautnority,well-paid,easywork,andthe fascinationofbrightleatherandspurs, arequitenaturallyaversetoresuming thecomparativeobscurityofahumdrumcivilianexistence,anddrabcivilianattire.Therearethepoliticians, andwould-bepoliticianswhoplay,for theirownends,ontheinevitablewave ofpatriotismafteragreatvictory. Themilitaryandnavalofficerswould likeAustraliatoperpetuatelarge, armedforcesonlandandsea,with themselvesinpermanentcommand andperquisites.Thepoliticiansand headsofGovernmentofficesdreamof largedepartmentsattheFederalcapital,devotedtothepreparationofthe prospectivenextwar,andaffording therequisitenumberoffatsinecures. TheywellknowthatAustralia,inits normal,soberframeofmind,isnot likelytoconsenttothenoendofextravaganceandwasteinseparable frommilitarism.ButtheyalsoperceivethatAustraliahasnotyetquite regaineditsnormalframeofmindin internationalmatters.Itisvitalfor theirambitionsthatourinternational outlookshouldstaywarped;oursuspicionsremainroused.OnlyathoroughlydistrustfulAustraliawilltoleratetheprolongedrattlingofsabres. thecontinualfloutingofitsarmed prowessinitsneighbours'faces.Ergo suspiciousandsurlyAustraliaistoremainbyallmeans. Thattrainoflogicmaygofarto explaincertainotherwiseinexplicable curiouslyimprobableandoftencrudelycontradictorypiecesofintelligence withwhichwehavebeenregaledof late.Oneremembersthealarming revelationsaboutthesecret,hidden armiesinGermanythegloomyforecastsregardingtheenormousforces whichthesamepowerwassupposed tobetraininginRussia;thepersistentallegationsofBolshevikatrocities, oneaftertheotherofwhichwere afterwardsfoundtobeuntrue.To thesaneobserverofrecenthistoryall thisdisturbingnewsappearedclearly aswhatithaslongsinceprovedtobe -somuchmischievousnonsense. Thesemisleadingreportsmayhave beennothingmorethanthecanards ofunscrupuloussensation-mongers. Morelikelytheywerecarefullyplannedmovesinthegreatgameofturningthepresentwaveofreasonable patriotismintoaggressivepatriotism, suchastheFrenchcallchauvinism, andtheEnglishjingoism.

imperialism,whichmustinevitably developintomilitarismandaggression.Fromthatnationalpolicyof arroganceandpugnacitymayHeavenpreserveAustralia.Thatwaylies internalstrifeandexternalcatastrophe.Jingoismalwaysmeansmilitarism;andmilitarismsoonerorlateralwaysmeanswar.Australiadoesnot wantanotherwar.Ithashadenough ofwar.Ifitcomesuponusagain, inspiteofourferventwishforpeace, andourresolvetokeepit,weshall bowtoFate,andknowhowtoplay ourpart.Butassurelyasthesun riseseverymorningintheEast,the nationwhichdespisesandthreatens others,withitsswordalwaysready toflyoutofthescabbard-thatnationwillbehumbledbythesword. Ifswollenheadsandanexcessive faithinourstrongarmmisleadusinto treatingoneforeignnationafteranotherwithdisdain;ifwebutregard themso,withoutshowingourcontempt;ifwethreatenGermanytoday,andsuspectJapanto-morrow,we shallassuredlymakeahostofenemies.Andnobody,notevenwein ourpresent,fortunateposition,can affordtoneedlesslymakeenemies. Likeanevilfever,jingoismproduces jingoism.Enemiesoutside,anddiscordinside.Forjingoismshares alsothiswithanevilfeverthatit soursthetemper,anddivertstheambitionofmenfromtheirhigheraims topettyintrigueandjealousy.We cannotbearroganttowardsTeutons, Japanese.andRussians,andhalfthe restoftheworld,andremainamicable unassumingfellow-citizensinourown camp.Jingosfequentlyfallout amongthemselves.Thatisthelittle safeguardProvidencehasputinfor theprotectionoftheworld.Butlook atitwhicheverwayyouwill,the wholethingisutterlybad,futile,damnableonpracticalandmoralgrounds, andtotallyunworthyofAustralian ideals. Jingoismanditsconcomitant,militarism,warpthejudgmentofthebest ofmen;intheirfalselightreckless bravadobecomesheroism,anddignifiedrestraintanobjectforridicule. TaketherecentexploitsoftheItalian adventurer,d'Annunzio.Withits soundjudgmentunimpaired,Australianpublicopinionwouldhavecertainlydenouncedthemaswhatthey undoubtedlywere-flagrantbreaches ofinternationallaw,thespecificterms ofthePeaceTreaty,infact,nothing elsebutimpudentbrigandage.However,asd'Annunziohappenedtobea colonel,ashissupportersalso'wear uniform,andaredrawnfromtheItalianarmy,andasthewholerobbery wassanctifiedbytheblessingsofthe rabidItalianchauvinists,ourown jingosimmediatelyproceededtoapplaudtherobberforhispluckandallegedpatriotism.

Nowthathispartyishomeanddry, wemayexpecttohearmoreabout thesereformsbeforelong.Thatthey canonlybeinthedirectionofheavier armaments,isbeyonddoubt.Itis possiblethattheinternationalsituationdemandsthestrengtheningofour armyandnavy.InthatcasenoAustralianwillgrudgetheadditionalburdenonpocketandmanhood.Butwe shallbewisetoinsistonamplejustificationforeverysuchreform,lest militarism,andnotnecessity,forceit uponus. AlleyesinDubliawerecentredon theelectionsinRathmines.Thissuburbisregardedas"veryselect"bya certainclass,andattheGeneralElectionsin1918itreturnedtheonlyUnionistmemberinDublinarea,SirM. Dockrell.Hisreturnwasduetothe Nationalists,whointerposedathird candidateandsplitthevote.Theold CouncilhadaUnionistmajorityof16. Asaresultoftheelectionafewdays ago,thatmajorityhasbeenreduced to1! AndRathminesistheonly DublinUrbanCouncilwithaUnionistmajority.OnlyoneNationalist candidatewasreturned,viz.,Mrs.Tom Kettle,widowofProfessorTomKettle, whowaskilledinFrance.Mrs.Kettle isasisterofMrs.SheehySkeffigton, waswaselectedtotheDublinCorporationasaSinnFeiner.SinnFein candidateselectedonRathmines CouncilincludeDr.KathleenLynn (capturedthefirstdayoftheRising); Missffrench-Mullen(foughtintheRisingatRoyalCollegeofSurgeons); RobertBrennan,S.F.PublicityDirector;andMrs.Ceannt(widowofEamonnCeannt). ButtheBelfastNewsletter,chieforganofOrangeism,makesbetterreading.Itispathetictohearitwailing (Jan.21,19201:"ThroughtheUnionistMunicipalAssociation,55candidates werenominated,givingafairshareof representationtoLabourUnionism. ThetaskwhichtheUnionistsofBelfastwereinvitedtoaccomplishatthe pollswastoreturnthefullpartyrepresentationinthe8divisions.In everycasethishasfailedofrealisation. Innotoneoftheeightdivisionshasa solidpartyreturnbeenachieved.In sevenoftheeightthecombinedoppositionofLabourandNationalismhas managedtowin2seats,andinthe eighth-Shankill-3seats."

Butwhatdoesthismean?TheNewsLettertellsus:"Theresultmayberepresentedinaveryfewwords.Inthe lateCityCounciltherepresentation was52Unionistsand8Nationalists;in thenewCityCounciltherepresentationis37Unionists,13Labour,5Nationalist,and5SinnFeinmembers."

DerryStandstoIreland. ButtheDerryresultsfilledthe Orangecupofsorrowtooverflowing. ForDerrystoodtoIreland.Atlast theMaidenCityhascomeintothe fold.TheOrangemenareinaminorityoftwo.Theexcitementwasextremeuptillthelastmoment.There were20Orangecandidates,13ofwhom werereturned,leaving7tobereturned.IntheSouthEastWard,there weretwelvevacancies,andthecount proceededinsee-sawfashiontothe end.ThusaUnonistwastopofthe poll,aNationalistwassecond,andso itwenton,UnionistandNationalist, automatically,untilthelastUnionist wascountedout.Thenthefuncommenced.Hardlyhadthecountbeen completedthanaSinnFeinflagfloatedfromtheTownHallstaff.Strange tosay,somethingwentwrongwiththe ropes,forbeforeithadbeentherea fewminutesitfellontopofapoliceman!ANationalistprocessionwas atonceorganised.Alargeforceof soldiersweremarchedintothetown fromEbringtonBarracksandposted atvariouspoints.Cordonswere drawnacrossthestreets,andtheUnionistsquartersurrounded.Onecan beprettysurethatiftheelectionshad gonetheotherway,thesoldierswould nothavebeensoreadytoprotectthe OrangementryingtoattacktheIrishmen.However,theNationalistshad theirprocessions,andtheirbonfires, andtheircheering.

UndertheP.R.system,itgoeson tosay,itwasinevitablethatthe"Labour-SocialistcumNationalist"forces, ifproperlyorganised.wouldhaveto berepresented.But--well,letit speakforitself:"Butforthecombinationtowin23ofthe60seats,towin 2andinsomedivisions3seats,cannot beexplainedasduesolelytotheaveragingofthevotingstrengthsofminoritiesandmajoritiesastheywork outundertheproportionalrepresentationsystem." Idon'tquiteunderstandthewriter'spoint,buthegoesontosaythat ifonlytheUnionistshadvoted,the resultwouldhavebeendifferent!In Belfast.bytheway,"LabourUnionist"meansthatpeculiarsortofaLabouritewhotravelsunderCarson'sOrangebanner.Thepaperstellusthat onlyone"officialLabourUnionist" wasreturnedinBelfast.Asthere

Rev.W.O'Neill,Adm.,declaredit wasavictoryforanundividedIreland. Itwastheprivilegeofthevictorsto showforbearanceandgenerosityin theirhouroftriumph,andtheywould showthetolerationofvictory.Havingfoughtmanyhopelessfights,they couldrealisethebitternessofdefeat, andshouldsetthemselvestomaking theirpositionimpregnable.

AldermanBradleydeclaredthat theirvictorymeanttheemancipation ofDerryaftercenturiesofeffortand struggle."Thewandererhasreturnedtothefold,Derryhasreturnedto Ireland,"hesaid,amidapplause."The grim,colddourfaceofUlsterwas breakingintoasmile.Theyhada grininBelfast,asmileinLisburn,a gigglefromOmagh,andtherewasjoyouslaughterfromDerry."

Thefirstshockoftheelectionsover, DublinCastlewipeditsperspiring

LordMayorofCorkanAdmiral! ItisagreatpitythatJ.J.Walsh doesnotacceptthejob,becausethe position,ludicrousenoughbecauseof hisbeing"ontherun,"isintensified bya"privilege"enjoyedbytheholderoftheCorkLordMayoralty.However,weareinhopesthatLiamde Roiste,anotherSinnFeinNI.P.,who waselectedanalderman,willaccept office.Thefollowingparagraphfrom theLondonDailyNewsexplainsthe "privilege,"andonecanseethepickle DublinCastlefindsitselfinjustnow: "WhatwilltheAdmiraltydowitha SinnFeinLordMayorofCorkwho hashithertobeenofficiallyrecognised as'AdmiralofthePort?'TheLord MayorofCorkis,Ibelieve,thelast oftheciviladmiralstoproclaimhis jurisdictionoverthewatersofhisport. EverythirdyeartherulingLord MayorofCorkproceedsinstateoutto sea,andwelloutsidethemouthofthe harbour,throwsasilverdartintothe Atlantic,proclaimingamidstablare oftrumpetshisjurisdictionoverthe waterssofar.Someoftheseceremonieshavebeengreatevents,and therealAdmiralofQueenstownNaval Stationhasonoccasionbeenpresent officially."

Butwhythelaugh?Well,listen. AldermanFredMurraywasreturned attherecentelectionsattheheadof thepollinhisWard,butasheisin jailtheTownClerkhadtogotothe')) jailtoadministertheoath.Hehas beeninjailsinceMaylastonacharge ofwoundingapoliceman.Twicehe hasbeentried,butthejurydisagreed, andsohehastofaceanothertrialat thenextAssize.Apartfromatotal denialofthecharge,onthegrounds ofmistakenidentity,hehassteadfastly refusedtorecognisethecourts.Butif heisappointedHighSheriff,hewould havetosummontheGrandJuryand theSpecialJurytotryhimself!However,Frenchhastwoothernamesto choosefrom.Letusseewhotheyare: DenisMcNeilushasbeen"onthe run"sinceNovember,1918! Hewas injailawaitingcourt-martialonsome charge,andescapedinexcitingcircumstancesonArmisticeDay,1918. Policehavenotbeenabletoplacehim since. ThethirdnameisthatofAndrew Ahern,whohasbeen"ontherun" sinceMaylast.Hewasbeingremovedfromhospitaltojailpreparatoryto trialonsomecharge,butwasrescued insensationalcircumstances,andhas eversinceeludedthepolice. Itseemstomethatneitherofthese hasanyhopeofgettingthejob.For onereason,theViceroywouldn'tknow wheretoaddressthevariousdocuments.Itappears,then,thatLord Frenchhadbettermakethebestofa badjobandappointAldermanMurrayasHighSheriffforCork.At least,heknowsMurray'saddress,and thatismorethanhedoesinregard totheothers.Buthemustneeds makeuphismindquick,forinthese daysjailsdon'tseemtobehardto leavesuddenly.

InregardtoDublin,apaperstated lastnightthatLordMayorO'Neill wouldbechosenasHighSherifffor Dublin.To-day'sIrishIndependent, however,informsusthatMr.O'Neill stronglyrepudiatesthesuggestion.He followedthisusupwiththestatement:"Iwouldnottouchtheposition withaforty-footpole!"

AnIllegalOrganisation

CorkCouncilBaitstheCastle. Theproverbialbun,onthewhole, goestoCorkforludicroussituationas aresultoftheelections.TheselectionofLordMayorsdoesnotconcern DublinCastleagreatdeal.Certainly theymaketheCastlelookridiculous, aswhenaLordMayorischosenwho isinanEnglishjail,oris"onthe run";butifeveritwaspossibletoget usedtolookingridiculous,surelyDublinCastleisusedtoit.However,wnen itcomestotheappointmentofa HighSheriff,thepositionbecomesseriousfortheCastlepeople.TheHigh Sheriffisanimportantpersonagein thelegalandjudiciallifeofthecommunity.Hehasthecallingtogether ofthegrandjury,appointsundershe!, iffs,and,practically,isasnecessaryto thecommunityasthejudgesandthe police.Thisbeingso,itdoesnot needmuchimaginationtopicturethe smileonthefaceofAllIrelandwhen itwassolemnlyannouncedinthepress thattheSinnFeinmajorityinthe CorkCouncilintendedsubmittingto

Altogetherweseemtobeinfor somestrangesituationsinIrelandas aresultofthesemunicipalelections. HereistheopinionoftheLondon Times(19/1/1920): "SinnFeinhasbeenproclaimedan illegalorganisation,yettheIrishpeoplehaveconfidedtoprofessedand activeSinnFeinerspowerofwhichthe exerciseisnecessarytothecivilised lifeofthecommunity.Theimpasse thatmustarisehaslongbeenforeseen. And,thanksbetoGod!todayitisinthesplendourofanewSpring.

Itistruethedaysaregreyintheoldland,andlibertyinIrelandisa frightenedandhuntedthing:butbeyondhershorestheyarebrightfor theGaelinthosenewlandswhereherscatteredexiledchildrenhavemade forthemselveshomesinwhichallthatwonderfulFaithandidealismwhichis Irelandistreasured,nursedandfended.InallthehabitatsoftheGael, fromYukon'ssnowwaydowntothefarthestpointofciviclifeinTasmania, IrishFaithandIrishlovemadeitselfmanifestonSt.Patrick'sDayina worldwidetributetothatoldlandoftheirs,tothem

ThatloveandthatFaithburnsjustasbrightlyintheNewlandasitdoes intheOld;itdoesn'tdiminishwithTime;itdoesn'tlooseitsardour;it clingstotheexileapassionateandapatheticmemorywhichendsonly withdeath.

ThegreatprocessionthroughthestreetsofPerthonWednesdaylast, andthecelebrationselsewherethroughouttheState,arepartofthatcommon annualtributewhichflowstotheheartofErinfromherscatteredexilesthe worldover.ItisthattributewhichunitestheexiledIrisheverywherein thegoldenbondsoftheircommoncause.St.Patrick'sDayisthe mightymagnetwhichdrawsthemalltogether.TheproudlygrandoutstandingfeatureoftheprocessionwasthemassedstrengthofourCatholic schools-itwasasighttobringthelightofyouthtooldIrisheyes-and surelythousandssparkledwithagranddelightwhenfourthousandofthe youthofthemetropolitanareaingaladress,withbandsandbanners,from ourcollegesandschoolsjoinedwiththeIrishandCatholicsocietiesinthe tributetoSt.PatrickandErin.HisGraceandhispriests,thegoodSistersoftheschools,andtheBrothershaveeveryreasontobeproudofthe splendiddisplaymadebyouryoungIrishAustraliansontheFeastofIreland'sPatronSaint,andthegoodsainthimself,watchingoverhischildren, mightbereasonablypardonedifthetouchofpridehadcometohim.Itwasa daywhenpridemightfairtybewiththeSaintandus,forthefutureofthe CatholicChurchintheWestseemssecureandthememoryofSt.Patrick doesnotseemtobepassingdownintothegreyvalleyofOblivion.God blessourCatholicschools.

sheborealingeringillnesswithmarvellousfaithandresignation.Every carethathermedicaladviser,Dr.Everard,andherdevotedSistersinreligioncouldbestowwasfreelygiven, andtheSacramentofExtremeUnctionwasadministeredbyFatherGilroybeforevisitingPerth.Anhour beforedeath,SisterMagdalenereceivedHolyCommunion,andtheendwas tranquilandpeaceful.FathersD. Thiswasontheprinciple,nodoubt,cf "Savemefrommyfriends." Thenthis"all-British"and"loyal" meetingstarted. Ithinkonemay bringaveryrealandaveryvalidobjectionagainstsuchameetingasthis. Asonewritersaidrecently,"Whoever heardofaleagueofhonestmen,ora leagueofpure-mindedwomen.There aresomethingsthatcanbetakenfor granted."Loyaltyisoneofthethings thatshouldbetakenforgranted;at anyrate,itisthesepryingsortofpeoplewhobandthemselvesas"loyalists" whocreatedisloyalists.Theycharge aperfectlyhonestmanwithbeingdisloyal,andhegetstoaccept,andeven admit,thetitle,ratherthanassociate withthem.

ThesameMr.Hickfordgaveademonstrationofhisintellectualcapacitywhenhesaid,"Wemusthaveauthority,butitshouldneverusurpthe placeofindividualthinkingandacting."Impressivelydelivered,this sentencesoundedwell,andwonhim greatapplauseyetitmeans-nothing! If,asyoustate,paragraph7ofthe AliensInstructionsprovidesthatin theeventofdeportationthesepriests canbesentto''NorthorSouthAmerica,butnottoas*,otherneutral country,"Iamquiteunabletoseethe bearingofyour"summaryofcorrespondencewiththeSecretaryofState astorepatriationofGermanandAustrianministersofreligion."Deportationisnotidenticalwithrepatriation, andinstructionswhichapplytothe latterdonotnecessarilygovernthe former.Tosendtheseprieststo NorthorSouthAmericaisnotto"repatriate"them."Repatriation"means toreturntoone'snativecountry!It isnotclear,therefore,whyyoushould waitforareplyfromtheSecretaryof Stateastowhether"instructionsas torepatriationshouldcontinuein force"ifyouintendtoactonthe AliensInstructions,whichyouinform mepermitofdeportationtoaneutral country.

NUnlesstheseclergymenhavecornittedsomeoffencesincetheirarrival inAustraliawhichwouldjustifytheir internmentbyus,Isubmitthatthis Governmenthasnowarrantwhatever forfurtherdetainingthem.TheImperialGovernment'sdespatchof23rd. Marchlaststatesthattheyare"entitledtorepatriationiftheywishit." Thisisclearlymandatory,sinceinthe nextsentenceofthesamedespatchthe "freedomandemployment"ofthe priests,ifpermittedtoremaininAustralia,is"lefttothediscretionofyour (ourGovernment."Thispassage, readinconjunctionwiththeexpress assurancethatthepriestsare"entitledtorepatriation,"precludesthe ideathattheirfurtherdetention,exceptforsomeoffencecommittedhere, iswithinthediscretionofourGovernment.Thesegentlemenarenot date=ofours.Theyarethedetenusofanotherauthority,andthat authorityhasexpresslystatedthat theymaybereturnedtotheirown country"iftheywishit."

DearMr.Mahon,-Iamobligedfor yourletterof13th.AprilonthesubjectofthedetentionofcertainCatholicpriests,subjectsofGermany,at TrialBay.Onthesecondpageof yourletteryoustatethatthesepriests werecompelled,inadditiontoother humiliatingtasks,tocleanthelatrines oftheguardsonboardship,and,further,thatoneoftheirnumberdied atLiverpoolCampundercircumstanceswhichinordinarytimeswould havejustifiedanindictmentformanslaughteragainsttheofficialsresponsible.Ihavehadsearchmadeinthe papersofthisdepartment,andIam informedthatthereisnorecordofthe matterstowhichyoureferinconnectionwiththevoyage,andthatthis departmenthasreceivednoreport confirmingtheinformationyouhave astothetreatmentofthepriestwho (diedatLiverpool.

Inregardtowhatyouwriteasto eroutebywhichenemysubjects .oleaveAustraliafortheirown untriesarerequiredtotravel,I thinkyoucannotbeawareofwhathas beenthepracticeofthisdepartment andoftheImperialauthoritiessince thecommencementofthewar.

Ithasbeenthepractice-withvery rareexceptions,towhichIshallrefer below-torequireenemysubjectswho leaveAustraliawithpermissiontoreturntoGermanytotravelviathe UnitedStatesofAmerica.Thisroute hasbeenused,notonlybythosewho receivedlettersofsafeconductavail-

abletilltheyreachedGermany,but bythosewhowentwithoutasafeconduct.

TheonlyotherroutesthatareavailablearethoseviatheEast,whichfor obviousreasonscannotbeused,and thoseviaSuezandtheCapeofGood Hope.TherouteviaSuezis.absolutelyforbiddentoenemysubjects; therouteviatheCapecannotbeused, becauseenemysubjectsareforbidden. exceptwithspecialpermission,toenterBritishnavalports.

Theonlyexceptionshavebeeninthe casesofpersonswhoarereturnedto Germanybywayofexchange.In thesecases-ofwhichthemostrecent isthearrangement,referredtointhe SecretaryofState'scabledatedLondon,12th.April,fortheexchangeof incapacitatedcombatantprisonersof war-theImperialauthoritieshave giveninstructionsforthepersonsconcernedtoberepatriatedviatheUnitedKingdom(i.e.,bywayoftheCape ofGoodHope),inorderthattheexchangesmaybemadeinaregular way.

Iwishtoadd,however,toshowyou howlittlegroundthereisforyour criticismoftherequirementthatthe Catholicpriests,ifpermittedtoleave Australia,musttravelviaAmerica, thatinmorethanonecaseinwhich instructionshavebeengivenforrepatriationviatheUnitedKingdom, thepersontoberepatriatedhasrequestedtobeallowedtogoviathe UnitedStatesofAmerica,evenalthoughhecouldnotthenreceivethe safeconductwhichwouldbegivento himifhewentviatheUnitedKingdom.
