Brazil.

Brazilisnotonlyacountryof enormoussize,beingaslargeasour °enContinentofAustralia,butcomparedwiththetinyRepublicstothe South,UruguayandParaguay,BrazilseemsaboundlessEmpire,embracingasshedoesone-halftheterritoryandmorethanone-halfofthe populationofSouthAmerica.

Brazilowesitspredominantimportanceanion,;theSouthAmericanRepublicstotheproductivenessofits soilandvarietyofitsresources, quiteasmuchastoitsvastsize.It isnottootouchtosaythatevery productthatmakesforthecomfort andwealthofmankindisfoundin Brazil.Coffee,sugar,cotton,rubber, corn,wheat,diamondsandgoldare onlyafewofherproducts,andthe undevelopedandunexploredwealthof thecountryisinfinitelygreaterthan thatwhichcanbecatalogued.The countryrisesabruptly,butnotinaccessablyfromtheshoreforhundreds ofmiles,andthetable-landsthatlie lac'(fromthecoastataheightof fromttotothreethousandfeetenjoyatemperateclimateevenwhen theyliewithinthetropics.Therainfallthroughouttheentirelengthana breadthofBrazilissufficienttoproduce

Ofcourseeveryonehasheardof the HarbourofRho enditisadmittedtobealmostunrivalled.Theharbourofourcwn Sydneyistheonlyonethatisever comparedwithit,anditisrathera difficeltconirarisontomake,both harboursbeingsupremelybeautiful. Tothesuperficialobserveritwould seemtomaceverylittledifference whetheronenationortheotherof theThereinPeninsulafurnishedthe firstsettlersforacountry,betasa 'natteroffact,thereareverydecided differencesbetweenSranishandPortugueseAmericadifferencesoflanutiaee,architecture,traditions,and ideals.Oneofthemostinteresting erisodesinthehistoryofBrazilis the ComingoftheJesuits, who,enderFatherJosedeAnchicta, Poet,heroandsaint,penetratedinto thewildsofBrazil,countingnot theirlivesdearuntothem,andconvertingtheIndiansbytensofthousands.FatherAnchictawasacontemporaryofSt.IgnatiusLoyola., andSt.FrancisXavier,andexhibitedalltheintrepidzealandunlimitedcapacityforself-sacrificewhich characterisedtheJesuitsinthose days.Theseheroicmissionarieswere theonlyrealfriendstheIndianshad intheearlydaysofSouthAmerica. Theyprotectedtheaborigines,instructedthemintheartsofagricultureandbroughtthemtogetherin assesofvillages,whichservedas harboursofrefugeforrunaway slaves,escapedfromthecrueltiesof theirtaskmasters.Marthisreason theJesuitswerehatedbyagreat nrorortionoftheearlysettlers.v;I:o pursuedthemrelentlesslyandatlast

runetherewasnostreetatall,but solidblocksofbrickandstone houses,everyoneofwhichhadtobe clearedawaybeforethestreet,which manytravellerspronouncethefinest intheworld,couldbebuilt.This Avenueisaboutamileandaquarterlong,overahundredfeetwide, andlinedoneithersidewithartisticandim-osingbuildings.Theauthoritieshavedecreedthat"each structuremustconformtoaplanin whichthedetailsofarchitectureand mikeofhygienearepreserved."The roadwayispavedwithasphalt,and eownitscentrearenumerouslittle ovalsofflowersandplants.The troadsidewalks,onwhichtwelvepece lecanwalkabreast,areMosaics madeofblackandwhiteflints broughtfromPortugalforthepurpose.TheAvenidaisonly,asit were,theconnectinglinkbetween manyequallybeautifulboulevards runningcrosswiseanddiagonally throughthecity.

Whathasbeenwrittenregarding lifeandcustomsinBuenosAires mayinageneralsensebeappliedto theCityofRiodeJaneiro.Inthe matterofforeigners,theFrenchand Germansconsiderablyoutnumberall othernationalitiesrepresentedthere. ItissaidthatintheSouthofBreenthereareaboutahalfmillionof Germars,andtheyhaveliterally cleanedthecountryon.Thecitiesof SantosandSaoPauloaremonumentstotheirwonderfulgeniusfor se-stemandorder.

Despitetheinclemency,oftheweatheraverylargeandrepresentative gatheringputinanappearanceat theeaupireHall,theoccasionbeing afarewellsocialandpresentationto Mr.andAka.1).J.Markeyandfamily,whoareleavingthedistrictto takeupdairyingpursuitsinthe South-WestportionoftheState. Thatthisestimablefamilyarecarryingwiththemthegoodwishesof theirnumerousfriendsinNarrogin wasevidentatthegathering,as apartfrontthelargenumberof town-folkpresent,thesurrounding districtwaswellrepresented,many havingtravelledasfaras15miles todohonourtothedeparting guest.ForanumberofyearsMr. Markeyhasconductedadairying businessinNarrogin,andbyhisgenialandcourteousdispositionhas wontherespectandesteemofall classes.InchurchmattersMr.Markeyandhisfamilywerealwaysto thefore,andtheirlossinthisrespectwillbekeenlyfelt.AsanardentHibernianMr.Markeywasone ofthemostenergeticworkersinthe localbranch,andforthreeconsecutivetermsheldthepositionofpresident.Duringhisregimethefirst CommunionBreakfastwasinstituted, anditwashishappyprivilegeto presideovertwomostsuccessful functionsofthekind.

TheMayor,beforecallinguponthe Rev.DeanBrennantomakeapresentationonbehalfoftheCatholic congregationandfriends,saidheregrettedthedepartureofsoworthy acitizenasMr.Markeyandhisfamily,buthopedthatthemovewould betotheadvantageoftheirfriends, asinthisparticularStatewewere inneedofsuchmenpossessingpracticaldairyingexperiencetodevelop theindustry.liefeltsure,judging bythelargenumberpresent;,that theMarkeyfamilywerecarrying withthemthebestofgoodwishes fortheirfuturesuccess,andwiththe friendspresenthejoinedinwishing themluck,andhopedinthenearfuturetohavethepleasureofbeing abletopurchaseinNarroginsonicof theirfriend'sproduce.

DeanBrennan,inaveryneatand appropriateaddress,spokeatsome lengthonthesterlingqualitiesof ourdepartingfriends,andslidheregretteditfelltohislottomakea rresentationtoonewhowasdenartingfromourmidst.HadMr.Alsrkeybeenremainingwiththemno greaterpleasurecouldbeaffordedhim thantocarryoutthetaskentrusted tohim,ashefeltsurethatbythe energeticassistanceatalltimesat thedisposalofthechurchandother functionsMr.Markeyandfamilyhad earnedtherecognitionhewascalled upontomake.I-Towever,withthe Mayorhehonedtheywouldbesuccessfulintheirnewhome,andinaskInvthemtoacceptthelittlegiftsof theirNarroginfriendshetrustedthey wouldheretainedasmementosofthe esteeminwhichtheywereheldby thosewhomtheywereabouttoleave. IlethenpresentedtoMr.Markeya beautifullyengravedliqueursetsuitablyinscribed,andMrs.Markeywith ahandsomegoldbrooch.MissMcrarthy(sisterofMrs.Markey)was alsotherecipientofagoldbroochas atokenoftheesteeminwhichshe washeldbyherfriends.

Afterhearingallthenicethings saidofhimselfandfamily,Mr.Markeyappearedverymuchmovedand lookedasthoughhehadalreadyregrettedhavingdecidedtoseverhis connectionwithNarrogin.Having heartilythankedthosepresentfor theirattendancetherethatnightand fortheirhandsomegifts,hesaid therewasatimewhenhethought Narroginagoodplacetogetoutof, buthavingsincehadthepleasureof acquiringthefriendshipofthegreaternumberoftheresidentsthestep nowwasadifficultone.Astothe HibernianSociety,hefeltitwould beunjusttotakeallthecreditto himselfforthesuccessoftheNarroginbranch,ashewasatalltimes ablyassistedbytheotherofficers, rartieulirlybythesecretary,Mr. Daly,andthebranchcouldwellcongratulatethemselvesonhavingsuch anefficientofficer.Althoughleaving them,hehopedatalltimestohear oftheircontinuedprogress,andhe couldasserethemhisbestwishes wouldlealwayswiththem.

Otherscamewithmoreorlessimportantspeeches,friendlyandunfriendly,totheBill,whenSirEdwardCarsonsecuredtheadjournment ofthedebate.Itwassubsequenay resumedbythismilitantTorywith whattheLeaderoftheIrishParty describedas"themostviolentspeech hehadeveryetdeliveredinthis House."AnumberofPeerscame speciallytohearhim.Reportsstate thathewasquitechirpy,cheerful, andself-confident.,Andwellhemight, IlehadsucceededinbringingBonar Law,Balfour,andwiththemthe wholeUnionistPartytoheelonthe subjectofUlsterresistance.Timid EnglishUnionistsonthebackbenches squirmed,itisstated,intheirseats asinhold,challengingaccentsSir EdwardassertedthatUlstermenhad theopendeclarationoftheleader andex-leaderoftheOppositionthat theyvoirldhavebehindtheminarmedresistancethewholeforceofthe ConservativeParty.Iletoldthe [lousethataftertheSecondReading heandhisIrishcolleagueswoulddevotethemselvesentirelytotheorganisationofarmedresistance,hut, anditwouldseemtohethefeverish hopebehindalltheirbluffandbluster,theywereconfidentthatdisasterwouldoverwhelmtheGovernment beforetheycouldcarrythroughtheir felldesignofforcingtheBillupon Ulster.SirEdwardhassuccededin puttingtheUnionistPartyintoa cornerfromwhichitwilltakeallthe generalshipofthetwogenerals,BalfourandBonarLaw,toextricate it

IrishUnionists,hedeclared,could havefortheaskinganyreasonable safeguardsconsistentwithafree Irish'ParliamentandanExecutive answerabletoit.IntotheoldargumentsindefenceofHomeRulehe didnotgo.Thirty,yearsofdiscussionofthatproblemleftnothingnew tobesaid.Ilecontentedhimself withanswering,andansweringforcibly,theobjectionsoftheUlster factiontothemeasure.Hisspeech wasexcellentlyreceivedbythelouse.

Amongtheotherinterestingcontributionstothe'debatewasthatof Mr.JosephDevlin,whodeliveredone ofthosecharacteristicspeeches,full offire,vigour,andbitinghumour, thatalwaysattractacrowdedhouse. KeenlyenjoyedInallquarterswas hissarcasmattheexpenseofLord CharlesBereeford,whodelivereda speechoftheusualfire-eatingorder, inwhichhesaidthatiftherewasto befightinghewouldhethefirstto goovertoheshotdown."Thenoble lordisgoingtodieondrylaid," saidMr.Devlin,"andIalwaysknew thatthatwouldbehisend."

Mr.BonarLaw,inthecourseofa heavyandtiresomespeech,worked theUlsterquestionforallitwas worth.IlechargedJohnRedmond withhavingmadeabargainwith Asquith.Iteasinstantlymetwith acontradictionfromtheLeaderof theNationalistsandaflatdenialby Mr.Asquith."Iwish,"saidthelatter,"speakingformyselfandtheGovernment,tosaythattherenever wasanybargainofanysortor kind."ThepeopleofUlster,said theToryleader,wouldorganise themselvestoresisttheoperations ofthemeasurethemomentitbecame law.Inthemainhisspeechwasa variantoftherepresentativeofTrinityandevellyasampleofspecial pleadingfortheOrangemenofUlster.

Thereply,oftheLeaderoftheIrish PartytotheimmoderateandunstatesmanlikespeechoftheCaptain oftheUlsterTorieswasconciliatory,tactfulandargumentative.It wasnottheangrycryofadespairingfaction.Itwasthespeechofa hopefulleader.Openingwithadignifiedprotestagainsttheviolenceof theOrangeleader'sonslaughtupon theBillandhiswildthreatsofarmedresistance,hecalledtoaccount theunmeritedaccusationthatthe Nationalistmotivewastobuildup anascendancyinIreland."Anybody,"saidMr.Redmond,"who makesanaccusationagainstus,such astherighthon.andlearnedgentlemanhasmade,thatourobjectisto establiehanascendancy,isguiltyof agrossinsulttohisownfellow countrymen.Wehavesufferedtoo muchinthepastinIrelandeverto tolerate,ifitrestswithus,anyascendancyofanyclassorcreed." Thenhedissectedtheattitudeofthe l'nionistPartyandtheHouseof LordstotheBillandwhatLord Curzontailed"thecircanistancesand atmospheresurroundingthequestion nowandin1886andin1893."Then theyassertedtherewasnoproblem ofIrishSelf-Governmentinany shapeorform.To-daythereisa problem,anurgentproblem,inthe interestsnotonlyofIreland,butof EnglandandtheEmpire."Weare toldintheHouseofLords,"continuedMr.Redmond,"bythesegreat Unioniststatesmenthatitcannothe ignored,thatasettlementisinevitable.TheyobjecttothisBill,but theyproposeabsolutelynoalternativewhatever.Irespectfullysay thatisnotstatesmanship.Itis recklessanddangeroustriflingwith anadmittedlyurgentproblemupon ehoeesettlementdependsthepeace, loyalty,andhappinessofthepeople.OntheUlsterquestionhedid notthinktheattitudeofSirEdward('arsonandhisfriendsretireRentedthesettled,soberoninienof the11111.13R oftheUnionistsofthe NorthofIreland. ImmediatelyfollowingcattleMr. Birrellifine,manlyspeech.Itraised thetoneofthelatterportionofthe debatefromtheselfish,narrowlimitstowhichithadbeendrivenby thespeechesofthethreeTory leaderstoabroaderplane.liespoke toaHousecrowdedfromfloorto topmostgallery.LordAberdeenfollowedhisremarksaithabsorbedattention.Hismosteloquentpassages wereconcernedwiththedeep-rooted, widespread,andeverstrengthening spiritofIrishNationality,Abuoyant.hopefulspiritpervadedhisutterances.Ilesawagreatrenaissance inIrishart,literature,andevery formofnationalactivity,andthe newspirit,hedeclared,wasmanifestingitselfevenamongsttheyoungermeninTrinitycollegeandBelfastUniversity.Thebankruptpolicy ofUnionismhadnothingbutsneers andinsultstooffertothisspirit.In effect,hesaid,andepigrammatically hesummarisedtheattitudeofthe opponentsoftheBill,theUnionists declared"thereisnoIrishproblem thatBritishmoneycannotsolve.Our handsarefullofsubsidies,butour mouthssneeratyouraspirations, andourtongueslibelyourcharacters."

Duringthepastthreemonthsthe Boardmetregularlyevery.,Saturday forthetransactionofbusiness.SevenConferenceswerevisitedbymemberssincethelastgeneralmeeting. Wehave[ouchpleasureinreporting thattheRetreatheldattheRedemptoristMonasterywasagreatsuccess.Fifteenbrotherstookpart.We haveeveryhotethatthisnumber willbemorethandoubledonthe nextoccasion,andwetrustthatall theConferenceswillherepresented. IthasbeensuggestedthataRetreat shouldheheldatleasttwiceayear.

Knowingthespiritualgoodderived fromtheexercises,theBoardwillhe onlytoohappy-tomakethenecesvryarrangementsifasufficientnumberdesireit,andwewishourmemberstotryandinduceasmanyas possibleoftheCatholicmenofthe parishestojoin.

Alargecongregationgatheredagainintheafternoon,whenHisLordship,at3p.m.,proceededtobless thenewConvent.Aprocessionwas formed,andfollowedtheBishop roundthebuildingduringtheceremonyandafterwardsintotheChurch, wheretheBishopperformedthe ceremonyofblessingandfixingthe StationsoftheCrosstothewall. TheBlisoopwasattendedinthiswork byMr.WallaceandMir.Byrne,while theRev.FatherPlanasrecitedthe prayersfortheoccasion,thechoir renderingthe"StabatMater."At theconclusionofthisceremony,His Lordshipgavehisblessingtothe conregationfromthealtar. TheConventandCollegeoccupyan eminenceonthesouth-easternsideof thetown,andareperhapsthemost imposingedificestobeseennorthof Perth.ThesplendidCollegebuildings,whichhaverecentlybeencompleted,areineverywayadmirably adaptedforthepurpose,butthey havegiventheSistersaheavyload offinancialworrytocarry.

TheCollegeattractspupilsfrom farandnear,butthechargesare nothigh,anddespitetheliberalpatronaseofafarstretchingdistrict,it takesverycarefulmanagementand themostscrupulouseconomytokeep comfortablyaheadofthewolf.

Thereareatpresent100dayscholarsattendingtheHighSchool,and therearealso35boarders,mostly fromtheMurthisonandthefarming andpastoraldistricts.

Inadditiontothe135pupilswho arebeingtaughtattheHighSchool, thereare120scholarsattendingthe elementaryschool,makingatotalof 255pupilswhoareatpresentunder thechargeoftheSisters.

SofarthewoundsoftheConvent havenotbeeninkeepingwiththe splendidbuildings.Anambitious schemeofdecorativeandrecreative improvementwasplannedbythe Conventauthorities,butowingto theabsenceofanadequatewater supplyandtheeverpresentfinancial stringency,theplanshavenotsofar reachedthestageofrealisation.

Now,however,abigadvancehas beenmadeinthedirectionofsupplyinctheneedsoftheinstitutionby theerectionofawindmillonthe wellattherearofthePresbyterian Church.HithertothiswellhassuppliedtheneedsoftheConvent,but atanexpensewhichrendereditimpossibletomakeuseofitasameans ofcarryingoutthecontemplatedimprovementstothegrounds.Allthe waterusedhadtobecartedfrom thiswell,andthecostranintoat least20saweekforaveryinadequatesupply.Thiscostwillbeobviatedinfuture,forthewindmill nowworkingwillcateramplyforall needsoftheinstitution.Thechief featureofthismill,whichisofAustralianinvention,istheadaptation oftheprincipleofthesteelroller

chain,sofamiliarinconnectionwith bicycles,totheworkingofthewindmill.Thereareotherusefulfeatures, also,ofsecondaryimportance.
