Inourlastissuewegavethefull textoftheApostolicLetterissued by,OurHolyFatherPopePiusX., proclaimingaUniversalJubileeinmemoryofthepeaceconferredonthe ChurchbytheEmperorConstantine theGreat,1600yearsago.Following closeuponthevictoryoverMaxentius,obtainedundertheglorious standardoftheCross,anedictwas issuedputtinganendtothecruel persecutionsoftheChristiansand Placingtheminpossessionofthe libertyboughtatthepriceoftbe

IndecidingforChristianity,hewas influencedbyreasonsofconsciiineereasonsresultingfromtheimpressionmadeoneveryunprejudiced mindbothbytheChristiansandby themoralforceofChristianity,and fromthepracticalknowledgewLich theEmperorshadoftheChr:stian militaryofficersandState BeforeConstantineadvancedagainst hisrivalMaxentius,hesawaheavenlymanifestation,abrilliantlight, inwhichwastheCrossbearingthe

ren,slavesandwomen,thoseweaker membersofsocietywhomtheold Romanlawhadtreatedharshly.He commandedthatfoundlingsshould belongtothefinder,anddidnot permittheparentstoclaimthechildrentheyhadexposed.Hewasthe firsttoprohibittheabductionof girls,andhemadedivorcemoredifficult.Ineverythingnotreferri.ig toreligionConstantinefollowedthe footstepsofDiocletian.Hewasgenerousinalmsgiving,andadornedthe ChristianChurchesmagnificently.In

CathedralChurcl.,andtake,- ecm'nence0.,r;illotherChurches,evenSt.Peter's.InthisChurch, besidesanimportantCouncilin649againsttheMonotheliteheretics,fiveGeneralciaincil-4havebeenheld.ItismentionedintheApostolicletterofPoll.PinsX.ordainingaPniversalJubileeinmemoryofthepe.icegiventheChurchbytheEmperorConstantineasthe firstofthethreeChurctestobevisitedinRomeinconnectionwiththeJubilee.hereisatraditionthatConstantinehelpedinthe workoftheoriginalbuildingwithhisownhands.ItssplendourdrewuponittheattackoftheVandals,whostrippeditofallits treasures.St.Leothegreatrestoreditabout460,anditwasagainrestoredbyHadrianI.,butin896itwasalmosttotallydestroyedbyanearthquake.ThesecondChurchlastedfor400years,andwasthenburneddown.Itwasre-builtbyClementV.and JahnXXII.,onlytobeburntdownoncemorein1360,butagainre-builtbyUrbanV.Throughthesevariouschangesthebasilicaretaineditsancientform,beingdividedbyrowsofcolumnsintoaisles,andhavinginfrontanentrancehallsurroundedbycolonnades, withafountaininthemiddle.

IntheeveningHisGraceattended thefarewellreceptiongiveninhis honourbytheSodalityoftheChildrenofMary.Thegeneralbodyof theCatholicsofColombolargely availedthemselvesoftheopportunitytotendertheirfarewellwishes totheirillustriousandmuchesteemedvisitor.TheSodalityitselfdid notgrudgeexpenseortroubleto makethefunctionanunqualifiedsuccess,andtheresultwasbrilliant. Thereisnotapoliticalpartyinexistencewhichcanpointtosucharecordoffidelityandself-sacrificeas theIrishParty.ThePartyandthe peopleareworthyofeachother,and itwouldbeunthinkablethatsucha combinationastL'eyhaverepresentedinthepast,andrepresentmore thaneverto-day,failedtocarrythe nationalcausetovictory.OtherpartiesLavetriedtomaintainthemselvesandtheirmovementbypopular subscription,andhavefailed.But theIrishParty,thoughithaspassedthroughmanyacrisis,hassurvivedthemall,andneverwasstronger,moreunited,ormoreellicient thanitisto-day.Theirenemies havechargedthemwithallthe crimesinthecalendar,buttheindictmentofself-seekingisoneat leastwhichcannothemadegood. Many,oftheIrishMembersareveterans,bearingthescarsofmany battles,whoseonlyambitionisto seethecrowningoftheirlife'swork inthetriumphofHomeRule.Neitherthey,noranyoftheircollearues,havebeentemptedbythespoils of()lice,whicharetLenaturalambitionofmenofotherpartiesin Parliamentbut,astheyenteredthe BritishHouseofCommonspoorand single-minded,sotheywillleaveit, whentheirworkhasbeenaccomplished,stillpoorintheworld'sgoods, butrichinthegratefulandaffectionatememoryoftheiremancipated c,iuntrymen.

Atthemoment,Parliamentis markingtime,sofarasHomeRide isconcerned,anddoingitverywell., TheGovernmentisgettingthrough itsworkverysatisfactorily,andall themachinationsoftheopposition haa'efailedintheirpurpose.The HonicRideBillwillheteasedasecondtimethroughallitsstagesina very.briefperiod,andtheIlouseof Lordswillshortlyhavetomakeup itsmindastowhatitproposesto dowiththeBill.Rumouronthe UnionistsidehasitthattheLords

ThefirstlistofsubscriptionstotoforcingadissolutionbeforeMay theHomeRuleFundfor1913hasofnextyear;butitwouldberash beenpublished,andtheamountto-toprophesywhatturneventswill t taletherecordsumof£6,007.Itistake.IftheLordsdecideonrejectin asplendidstart,andmustgive gtheBillonthesecondoffer, greatsatisfactiontoeveryfriendofwellandgood; ifnot,againwell Ireland.Inacauselikeours,moneyandgood.Theyarefree,withinthe talks,andtherecanbenostrongertermsoftheVetoAct,tochoose proofofthedeterminationofthetheirowngroundandtheirowntactics.TheIrishPartywillnotshirk IrishpeopletowinHomeRulethan theirwillingnesstosubscribeyeartheissue.Itistobenoted,howafteryeartosupplytheIrishPartyever,thatwehearlessfromtheUnwith"thesinewsofwar"tocarryionistsagainstHomeRuleinprinonthefighttoasuccessfultermination..Theinitiallistofsubscribers isinitselfeloquentbeyondwordsof theunityoftheIrishpeople,ofthe loyaltyofthepeopletotheParty, andofthefidelityofthePartyto thepeople.Attheheadofthelist arethe.1rchbisbopofCashelanda DumberoftheCatholicbishops,each ofwhomexpresseshisadhesionto HomeRuleinpatrioticandstimulatingwords.Followingthesecome thenamesofthemembersofthe IrishParty,everysingleoneof whom,fromMr.JohnRedmonddown tothelatestrecruit,subscribesat leastC50,orone-eighthoftheannualallowancemadehimoutofthe publicpursetocoverhisParliamentaryexpenses.Andthenfollowsa listrepresentativeofeveryclassand creed,andofeveryprovinceand countyinIreland.Itistrulymagnificent.Withsuchabeginning, thereneedhenofearoftheending. "Suchexpectation,"saysSirHenry,"isdoomedtodisappointment. HisMajesty'sMinisters,being,after all,onlyhuman,arenotlikelyvol- untarilytothrowawaythefruitsof hardlyearnedvictorybycasting theircompletedHomeRuleBill, twiceapprovedbyoverwhelmingmajoritiesoftheHouseofCommons, intothemeltingpotofaGeneral Election."

Thegreaterincludesthelesser,and so,ifParliamentisnottobedissolvedbeforeMay,1914,whenthe Bill"becomeslaw,"undertheopera- tionoftheParliamentAct.WIAchis quitesatisfactory.

THENEXTSTEP.

Weareallwaitinganxiouslytosee whatthenextstepof"Ulster"isto be.Sofar,"lister"hasbeenstepPingbackwardsinthedirectionof commonsense,andtheindications arethatthismovement,though slow,isyetcontinuous.LordLondonderry'sappealforrestraintand legalityatDundonaldthesuspensionof"drilling"atsomeofthe "Ulster"UnionistClubs,andthe lackoflocalsupportfortheextremistspointtoamorereasonable frameofmindonthepartofthe Covenanters.Wenoticelittlereferencetocivilwarorrebellioninthe speechesofthe"Ulster"Unionist leaderswhoarenotmembersofParliament.Oneofthemostprominent ofthemgoesnofurtherthantosay that"therewouldbeandthere;bust bedisturbances,iftheHomeRule Billpasses."ThatiswhatHome Rulershavebeensayingallalong. Therewillhe"disturbances"ofthe kindthathavedisgracedBelfastand afewotherascendancycentresin "Ulster"forgenerations,andof whicheverydecentIrishmanis ashamed.Butthe"war"feverin "Ulster"isabating,andthetemperatureoftheUnionistClubs,ifnot yetnormal,isconsiderablyimproved,andeverybodymustbeglad,for "Ulsters''sake,eswellasforIreland's,thatthisisso.

THEBRITISHLEAGUE.

Insteadof"t'ivilWar"in"Ulster,"wearetohaveapolitical campaigninGreatBritain.Thefollowingisbittenfromthe"Morning Post,"tieonlybigLondondaily were"Ulster"vetsanythinglikea decentlook-in:-
