Keepyourwindowsclosed,anddo notallowyourdoortostandopen

allday.Storethemilk,Inclean, covereddishesinsomeplaceto whichflieshavenotaccess.Burnall animalandvegetablerefuse,suchas fish-heads,hones,tea-leaves,potato parings,etc.Donotthrowsuchrefuseintoyourbackyard,orplaceit inuncoveredagh-bins.Keep,your houseandoutdoorpremisesclean, andespeciallydonotpermitdustto collectintheapartmentwhereyour foodisstored.Dustineveryform isdangeroustohealth.andforremovingitwetcleansingispreferable todry.Donotallowsinks,drains, etc.,tobecomechoked.Reportat oncetoa,publichealthofficialany nuisance,suchaschokeddrainand anymanure-heapintheneighbourhoodwhichIs,attractinglargenumbersofflies.

Bearinmindthatthefly-seasonis thediarrhoeaseason,andremember thatabsenceoffilthanddustmeans absenceofflies.

Itwasformerlyspokenofasa veritabledeathtrapforvesselspassingtoonearitssunkenreefs; but nowitstandswithalltheexuberanceofyouth,holdingwithinitsfertilebosominexhaustibleveinsof pricelesswealth.Thoughfreighted withyearsofgeographicalscienceit isonlyintheswathingbandsofindustrialinfancy,andmayhejudged adverselybythepessimisticglobe trotter.Butviewedfromwithin,it isdestinedtobecomeinthenearfuturetheparadiseofthedairyman, thehomeofthegrazier,andthebest beefproducingmarketintheCommonwealth.Health,happiness,and prosperityareitscharacteristicfeatures;everythinghearsthisthreefold impress,fromtheinfantofyesterday totheveteranof60summers.Atthe timeofmyvisitinNovember,Nature haddeckedherselfinrichestemerald robes;theskiesglowedafterrefreshingrain,butdidnutburnthevicgin*earthpalpitatedwithnewlife themeadowsweresmilingunderthe glintingraysofthesun;theatmosphereyieldedafrgaranceuntainted bythefumesofthemanufacturer's furnace; thequietserenityoffield andforestwasnotdisturbedbythe city'sceaselessroar,norbythemad rushofanimatedsteel.

ButjudgingfromwhatIsawIcan, withoutassumingtheroleofaprophet,foreseeagreatfutureforthis greenisleofthesouth.Inoticed thesteadytideofindustrywhichis justbeginningtoflowwhilestandingonthewharfatCurrieneat casesofrichbutterwerebengshippedbytheWauchope.Cattle,too, werebeingexportedforthemeat consumers,andtheirconditionprovedbeyonddoubtthefatteningpropertiesoftheisland'sseahound shoresandpastorallandsthey werefaultless,andwouldheclassed asprimeinanyoftheworld'smarkets.

Populationiswantedpractical farmerswithsoundexperienceofland anditstreatment.Themerespeculatorisuseless,andonlyretardsthe progressofdevelopment.Witha populationof3,000insteadof800the islandwouldrapidlyleapintoprosperity.Ispeakfromexperience, gleanedfromcloseobservation.I havetoucheditsshores,crossedits greenmeadows,conversedwithits kindandgentlepeople,witnessedits producingpoweratthelocalshow, andIsayunhesitatinglyitisoneimmensegardenofpastoralwealthwith richandlastingprospects.

Thisyear,1912,completesthenineteenthyearsincethefoundationof theCollege,duringwhichtime steadyandcontinualprogresshas beenmade,andthoughthereisneveranyfinalityineducation,Iam pleasedtoheabletostatethatthe Collegehasnowreachedahighlevel, ispermanentlyestablishedandfully equippedineverydepartmentforimpartingthateducationthatmayhe expectedfromalargepublicschool.

Tomeettheever-increasingneeds, newbuildingshavebeenerectedand otherexpensesincurred,thestaff hasbeenincreased,andeverything possibledonetorendertheCollege efficient.Uptothepresentover £35,0011havebeenspentonbuildings andimprovements,andtheCollege, theplanofwhichisnownearlycompleted,formsanimposingedificeand isanornamenttothecityofPerth. Thenewwingerectedlastyearis fullyoccupiedevennow,thenine newclassroomsandthedormitories arefilled,andifthenumberofstudentsincreasewewillhecompelled toerectnewbuildings.

Thenumberofpupilsattending during1912wasmuchlargerthan lastyear's,thenumberofboarders ontherollbeing141,andtherewere 190dayboys,thusmakingtheCollegethelargestpublicschoolinthe State.Theupperclasseshavesufferedowingtoanumberofthebigger boyshavingleft,butwehavegreat hopesfromtheyoungerones,who shouldgiveagoodaccountofthemselvesinafewyears.

Everyfacilityhasbeenaffordedthe boysforstudy,andtheboarders haveregularstudyhoursmorning andevening.Thisextrastudywe considermostimportantasatrainingfactor,sincethestudentis thrownonhisownresources,and thuslearnstoheself-reliant.Atthe

PrimaryUniversityExaminations41 studentspassed,whichisarecord numberfortheCollege.Theresults Oftheotherexaminationsarenot yetpublished.Lastyearweobtainedfirstandsecond;;laceintheJuuior,thirdplaceintheSenior,and eighthandeleventhplacesinthe HigherPublic.FrankGerloff,who CamefirstIntheJunior,passedin lensubjects,withcreditsinsevenof themthemostbrilliantJuniorpass everobtainedattheAdelaideUniversity.

Attherecentexaminationsheldby Ormondcollege,inconnectionwith theMelbourneUniversity,BasilConwaywonascholarshipinclassicsto thevalueof£150; PinderBoor, Prendergast,andDeBaunalsowon scholarshipsinclassicstothevalue of£125each.

TheHigherPublicresultshave justcometohand.ThesixcandidatespresentedbytheCollegewere successful,Boorobtainingfourth place,Conwaysixthplace,andPrendergasttenthplaceonthegeneral honourlistforWestAustraliancandidates.

IhailwithpleasuretheestablishmentoftheUniversityofWestern Australia,asitmustbeafactorof goodforthecommunity,prOvided thatitisfoundedontherightlines. Whilstcateringforallmodernrequirements,especiallyinthesciences andinsuchbranchesasmaybeof autilitariannature,itwouldnotbe fulfillingitsfunctionsifthepoliter branchesofstudiesdidnotsecure theirpropershareofattention.It istobehopedthattheexamination conductedbythisUniversitywillbe ofa,liberalnatureandhighstandard,sothatwhenthestudentspass ontotheUniversitytheywillbe farenoughadvancedtofollowthe lecturesgiven,andthattheUniversitywillnothavetodoworkthat shouldbedoneintheschools.The standardoftheHigherPublicofthe AdelaideUniversityisagoodone, andthoughnotmadecompulsoryfor matriculation,yetshould,beattainedbythestudentsbeforeproceeding totheUniversity.Iamgladto statethattheheadmastersofthe secondaryschoolshavebeeninteriewedandtheirideasobtained,and itisbytheco-operationandunion ofteachersanduniversityauthorities thatthebestresultswillbeachieved. Theaestheticsideofeducationhas beenattendedtoandinstrumental musicistaught,singingandelocutionlessonsaregiven,andduring thewintermonthstherewasalarge dancingclass.InthemonthofJuly adanceorganisedandcarriedout bythepresentpupilswasapronouncedsuccess.Suchfunctionshavean elevatinginfluenceandenableastudenttobecomesomethingmorethan aneducatedboor. ofsupremeimportanceinthisage ofmaterialismisthemoralandreligiouseducationoftheyoung,withoutwhichnoStatecanlongsurvive.

Iftheyoungarenottrainedinprinciplesofreligion,honestyandallthe moralvirtuestheywillnotinmanhood'sdaysbeeitherhonestmenor usefulcitizens.DailyreligiousinstructionisgiventoalltheCatholicstudents,whoarealsoprepared fortheSacraments.Moralinstructionsaregiventoallthescholars eachweek,andthesegenerallectures onmoralityhavebeenproductiveof muchgood.Thisaspectofeducation istheraisond'etreofoureffortsin education,andparentsarewillingto paysohighlyfortheeducationof theirchildrenbecausetheyareaware ofthesupremenecessityofagood groundinginChristianandreligious principles.

TheannualcompetitionofthePublicSchoolsfortheheadoftheriver alwayscreatesgreatinterest,and thisyearwasnoexception.Thousandsofspectatorsviewedtherace, whichprovedanexcitingone.The CollegeFourwasagainsuccessful, thusmakinguschampionsforthe fourthyearinsuccession.The ChurchofEnglandGrammarSchool wasagoodsecond,andranourboys closely.Forthefirsttimeinthe historyofthepublic,schoolsthere wasaneight-oarcontest.Sofar thereareonlytwocrews--ourown andthatofScotchCollege.Our boysprovedsuperior,andwoneasily thussecuringthedoublevictory.Our thanksareduetoMr.Horsborough, thehonorarycoachtotheCollege, forthesplendidtraininghegavethe boys.

infootballtheFirstEighteenwere championsoftheseason,nothaving sufferedasingledefeat.Theteam wasasmallone,and.isthereforeto hecongratulatedonitssplendid achievement.Thisisthesixthconsecutiveyearthatwehavebeeneitherchampionsor,premiersonthe footballfield.

TheCollegehasalsosecuredthe titleofchampionschoolfor1912 inathletics.AtthePublicSchools' AthleticCompetitions,heldonthe W.A.C.A.groundinOctober,theCollegesecured86*pointsoatofapossible144. RobertBrowneproved

himselftheinter-Collegiateathlete, andGonzales,thoughnotyet16 yearsold,wontheinter-Collegiate 100yards.

Outofthesixinter-Collegiatecricketmatches,wewonthreeandlost three,andthe'ShieldgoestoScotch College.TheJuniorteamshave beenverysuccessful,winningallthe Bainesplayedexceptone.

Inswimmingwesecuredsecond place,andintheinter-Collegiate shootingtheCollegewassecond, scoring345pointstoScotchCollege's386.

Samsonprovedhimselfchampion inter-Collegiateshot, - getting 59 Pointsoutofapossible70.

Icannotletthepresentoccasion PasswithouttestifyingourhighappreciationofMr.11.E.Burns,our popularandsuccessfulsportsmaster. Mr.Burnsisseveringhisconnection withtheCollegetostudymedicine. Muchofthesuccessobtainedbythe studentsinathleticshasbeendue tohisefforts,andhisdepartureisa distinctlosstotheCollege.Genial, uprightandhonourable,heisthe typeoftruesportsmaster,andwe wishhimeverysuccessinyearsto come.

Onthewhole,wefeelthattheyear hasbeenamostsuccessfulone,and thatwehavetheconfidenceofour manyfriends.Theprospectsfornext yeararebright,andwiththeeverincreasinggrowthoftheWest,we feelsurethatoursphereofinfluence andusefulnesswillbeextended.Our relationswiththeothersecondary schoolsareofamostcordialnature, andallareworkinginperfectharmonyforthebestinterestsofthe youthofWestAustralia.

Ourcordialthanksareduetothe manyfriendsthathaveassistedus onmanyoccasionsduringtheyear, tohisLordshiptheBishopandcathedralClergy,tothosewhohave contributedtotheprizefundboth scholasticandathletic,andtoour variousvisitingmasters.

Theconcertgivenbythepupilsof St.Brigid'sSchool,Guildford,last week,wasahighlycreditableperformance,and,inspiteoftheoppressivenessoftheweather,thelittleperformersretainedtheirvivacitytotheend.Inadditiontothe partsongs,actionsongs,instrumentalmusic,andphysicaldrillitems ofwhichschoolconcertprogrammes areusuallyComposed,acoupleof morepretentiouspresentationswere successfullyattempted.Thefirstwas thedialogue"Grumpey'sBlunder," anamusingsketchwhichclosedthe firstportionoftheprogramme,and theotherwasaprettycantata"The WhiteGarland."InthelatterMiss G.Smithasqueenstoodinafairy bower,andruledoveranumberof subjects,whosevaryingattributes metwithafittingreward.Inthe differentkindsofdrilltheboysand girlswereseentodistinctadvantage underthedirectionofMr.J.Wells, thedrillmaster.Theprogrammewas asfollows:Overture,"QuiVive,"MissesC. TheOldCampisrejoicinginone ofthebiggestgoldyieldsforseveral yearspast.TheRegistrarconsiders thatwhentheyear'sreturnsarepostedCoolgardiedistrictwillbeable toshowaleadoverlastyearof8000 oz.Onthefaceofitthisdoesnot looklikedecadence.Itwouldseem onthecontrarytopointtotheOld Campcomingintoitsown,whicheveryresidentbelievesthecentre wouldhavedoneyearsago,butfor themoreattractiveHannan'sfind, drivingmenandcapitalfurthereast justwhenCoolgardiewasdemanding deepsinkingandthefreeexpenditure ofmoneyindevelopmentalwork.tinfortunately,thegoldyieldfiguresare notreflectedintheconditionofthe town.TheBonnievaleandTindalls propertiesarenotatthemoment givingcauseforjubilation.ItislargelyduetothefineyieldsfromBurbanksthatCoolgardie'soutputis rising.Yiurbankeissomefivemiles away,andmanyofthemenemployedtherecycleoutfromCoolgardie. Buttheprosperityisbeingshared withthelocalcentre,wherethere mustbecloseon400peopleresiding.

TheBurhanksMainLodeis,indeed, apromisingshowwhiletheGift tributorsareenjoyinggoldengifts. Theyaremakingfortunes,infact, upto£140permonthfor16ofthem. Andinadditionseveralaredrawing wages.

ThenextStatebatterycleanupis expectedtodiscloseaprofitable stateofaffairs.About1,400tons arebeingputthrough,andwellinformedopinionexpectstheresultsto averagecloseonanounceperton.

ThetalewhichtheTownClerkis abletorelatedoesnotdisclosea deadstateofaffairsattheOld Camp.Outof£1,300owinginrates £1,130hasbeencollectedtodate. Stepsarebeingtakentocapturethe oddmoney,andMr.Colemanisnot likelytoletmuchescape.

Thesuggestionhasbeenmadethat foreconomysakeCoolgardieTown andRoadsBoardshouldheformed intoonelocalbody.Thisdoesnot findfavourlocallyasyet,though withoutdoubtitwouldmeanabig saving.

Sir,-Inthelatterpartoflastyear asomewhatsensationalstatement wasauthoritativelymadeonthe easterngoldfieldstotheeffectthat thediocesanpropertypertainingto theRomanCatholicChurchinthis Statewasmortgagedorinvolvedto theextentofover£200,000.Consequentonthisalarmingannouncement avigorouscampaignofcollecting fromeveryparishinthediocesewas enteredupon,andtostimulatethe faithfultoapitchofemulationan k"honourslist"waspublishedinthe ecclesiasticalorgangivingfromtime totimethevarioustotalscontributed.Asinthepast,laymembersdid notknowwhatbecameofthecontributions,ortowhatextentthe variouspropertieshadbeenhyPotherated,itwasofficiallypromisedthat afaithfulaccountwouldberenderedandpublished,andthattheold orderofthingswouldnolongerbe tolerated.Probablyinconsequence ofaspecialefforttomakeasubstantialreductionwithacertain banleandsoobtainareducedrateof interest,thispromisewaspracticallypostponedforfulfilmentuntilthe monthofAprillast.Afterthatan accountitwasunderstoodwouldat anearlydateberendereddownto theminutestdetail.Nowatthe closeof1912thereisstillnosignof anauditedbalance-sheetorofany financialstatementofthemanythousandsof.poundscollected.Contrast thislineofconductwiththatofthe RomanCatholicArchbishopofAdelaide,whoseproudboasthasbeento publisheveryyearafinancialstatementofreceiptsandexpenditureof hisdiocesanfunds;or,again,with thepracticeofourAnglicanfriends, whoissueaDiocesanYearBookwith allthedoings(includingfinance)of theChurchofEnglandinWestern Australia.Onewouldthinkitshould notneedafilliptospurprelatesto complywithcommercialpractices, butinviewofpledgesunfulfilledthe matterassumesa'moremarkedaspect.Nodoubtthesewordswillhe anathematisedinecclesiasticalquarters,butitisthewish,asalsothe right,ofthelargecontributingbody,toknowwhatisdonewithcollectedfunds.Itwould,inthecircumstance,beuselesstosendsucha demandtobepublishedinthe[metarianpaper,hencethistrespasson thespaceofyourvaluablejournal.Yours,etc., CATHOLICUS.

Amongotherdocumentsleftwith usistheprintedreportdated3rd May,1912,containingfullparticularsoftheliabilitiesoftheRoman catholicDioceseofPerthandofall moneyscollectedduringHisLordship'stenureoftheofficeofBishop andoftheirdisposaluptoandinclusiveofthe30thApril,1912.

Inadditiontothisreport,ameetingofinfluentialgentlemen,some thirtyinnumber,wascalledbycircularandfullaccountsplacedbeforethemandexplainedbyHie Lordship,andthismeetingpassed resolutionsthankingHisLordship andcongratulatinghimonhisefforts.

Theprintedreportabovementionedwasthenissuedandacopysent toeachoftheclergyofthediocese, toRome,andtoeachofthe'Prelates inAustralasia.

Asfurtherevidenceoftheuntruthfulstatementscontainedinthesaid letter,wemaysaythatthereport soissuedbyHisLordshipispreparedonthelinesofreportsandfinancialstatementsissuedbytheRomanCatholicArchbishopofAdelaide,theonlydifferencebeingthat HisLordship'sreportandfinancial statementismorecompletethan thatof,theArchbishop.

Youareatlibertytoinspectthe reportandfinancialstatementof HisLordshipaswellasthatofthe Archbishopatouroffice,whenever youdesiretodoso.

DeanSmyth,inproposingavoteof thankstotheMayor,saiditwasrefreshingtohearMrFraenkelspeakinginsuchafearlessmannerregardingtheirpositionaseducationalists, andofthepresentpositioninrelationtotheGovernment.The('atholiepeoplepaidtaxesaswellasanybodyelse,buttheydidnotgeta shareinthem.Theyhadtopay forthe,educationofthechildrenas wellasthetaxes.Itwashardto convincesomepeoplethattheywere sufferinganinjustice.Hewasglad tosay,however,thattheMayorhad givenexpressiontohissentiments, andcoming,astheydid,fromthe firstcitizenofthetown,hiswords shouldhaveweight.Whenitwas knownthattheMayorthoughtand said,withtheCatholics,thatthey weresufferinganinjustice,itmight makeotherpeoplethinkalso.Itwas goodtoseeamanliketheMayor takinganintelligentinterestinthe risinggeneration,andgratifyingto findhimgivingemphasietothegood workbeingdone.Theschoolswould notfailtoappreciatethekindness ofMr.Fraenkel,whohadshown,that hewasabovepartyandpettylittle things.(Applause.)

TheMayorexpressedpleasureat beingpresentthatevening,andsaid hefelthonouredatbeingaskedto presideatsuchagatheting.The workaccomplishedbytheSisters andfathersresponsiblefortheconductoftheCatholicschoolsthroughouttheCommonwealth,andthe highstandardofeducationattained by,themwas,hesaid,trulyremarkable.Thegoodworkthatwasbeingdoneinthisrespectwasnot, unfortunately,universally,recognised.Itwasindeedregrettablethat theGovernmentsofthe.Stateshad notyetrecognised%thereasonablenessoftheendeavourswhichhad beenmadetotsecuresubsidiesforthe Catholicschools,andtheyhadstill todependupontheirownresources andthatfeespaidbytheparentsof thechildreninordertocontinuethe worktheyweredoing.Manyrepresentationshadbeen1madetothevariousGovernmentsinthatrespect,

Theprogramme,ofavariedcharacter,andlasting,withoutinterval, for2khours,wascarriedthrough frombeginningtoendwithouthitch ormistake.Fromthedotoffour yearsinfront,stealingaglance acrosshershouldersatherseniors, tomakesureshewasintimeand harmonythroughoutthevarious manoeuvres,totheyoungladyof18 summersofgracefulandfinished training,onefeltpuzzledwhomto admiremost;buteveryonecontributedtothemakingupofamost fascinatingpicture.

OnSunday,December15,atthe HomeofPeace,Subiaco,death claimedanoldcolonistinthepersonofMrs.MaryHayes,lateof PortAdelaide,S.A.,andmotherof Mrs.P.McKechnie,ofHighgateHill. Mrs.HayeswasbornofIrishparentsatMerthyrTydvil,Wales,76 yearsago,andcameouttoPort Adelaideattheendoftheyear 1854.Sheafterwardslivedforsome yearsatRobe,S.A.,butsubsequentlyreturnedtoAdelaide.Asanold colonist,Mrs.Hayeshadmanymemoriesoftheearlypioneeringdays andthehardshipsofthoselivingin the"hush."Shewaswellacquaintedwithmanyoftheold"bushmissionaries"ofthosedays; notably FatherTennisonWoods,Founderof theSistersofSt.JosephoftheSacredHeart,ofwhomsheoftenspoke intermsofspecialadmiration. Elsewhereinthisissuewereprint aletteroverthenameof"Catholicus,"whichappearedlastweekin the''WestAustralian."Itisnotthe firsttimeourleadingmorningjournalhasopeneditscolumnstoanonymous,criticsoftheCatholic Churchanditsworks.Hencetheappearanceofthemisleadingscreed didnotoccasionmuchsurprise. Whatdidsurpriseus,however,was thefact,thattheEditorofthe "WestAustralian"didnotmake someenquirybeforecommittingto coldprintacorrespondencewhich,if true,wouldcastaseriousreflection onthecharacteroftheBishopof Perth.Ourreaderswillnoticethat elevendayselapsedfromthedate ofthelettertothetimeofitsappearanceinthe"West."Henceno excusecanbepleadedasajustifying causeforsuchawantonlibel.The insultwascoldanddeliberate.

Asacontrast,tosuchjournalistic tactics,wemaymentionthatlast year,whenaninmateoftheClaremontAsylumsentalettertothe "SundayTimes"reflectingonBishop

Clune,theEditorofthatjournal tooktheprecautionofinterviewing HisLordship,toascertainthetruth orotherwiseoftheallegationscontainedtherein.SurelytheEditorof the"West".hadsufficienttimeafter hisreleasefrom"arduouslabours"in theLegislativeCounciltoenquireif therewas,anytruthinthecharges madeby"Catholicus."Infiveminuteshecouldhavelearnedthata fullandcompletereportofthefinancialaffairsoftheDiocesehadbeen publishedlastMay,givingadetailedaccountofthereceiptsandexpenditure.

With"Catholicus"himselfwehave noconcern.Assumingforthesake ofargumentthat,hebelongstothe CatholicChurch,heisnotthefirst renegadewhohasattemptedtoachieve,notorietybyslanderingthevenerableinstitutiontowhichheprofesseshypocriticalallegiance-andin allprobabilityhewillnotbethe last.CardinalManningdividedthe averagecongregationintotwoclasses-thedoersandthetalkers.The firstclassworksilentlyandwithout ostentationfortheadvancementof relieion,andthe,"talkers"donothing-excepttocriticisewhatis done.TheCathedralParishis,we presume,noexceptiontothatgeneralrule.

Thecarpingcritic'sreferenceto the"W.A.Record"as"thesectarianpaper"isbeneathevenourcontempt.Ifwemistakenot,hisrambling.incoherent,and(attimes) ungrammaticaleffusions,havemore thanonce,beenaccordedacongenial restingplaceinourwastepaper basket-hencethosejeers.

Inthefaceofsuchmagnificentgenerosityonthepartofapeoplewho arebynomeansendowedwitha surplusoftheworld'sgoods,Bishop Clunecouldwellaffordtoignorethe contemptibleinsinuationsofanirresponsible(andnameless)scribbler.

Batlestsilencemightinsome quartersbeconstruedasatacitadmissionofwrong-doing,HisLordshipthreatenedtoserveawrit fordefamationontheoffendingjournal.TheEditorinlastMonday's issueprudentlydecided"topublish withoutdelayMessrs.Smithand Lavan'sstatement,andtoexpress regretthatanythingshould%haveappearedinthe'WestAustralian'to havegivenpainorannoyancetothe muchrespectedBishop."

Expensivelawsuitsareluxuries whicheventheEditorofdailypaperscannotaffordtosampletoo often.
