SOMEINTERESTINGFACTS.

TheGlasgowcommunityofthe LittleSistersofthePoorcelebrated thesemi-centenaryoftheirestablishmentinGlasgowlastmonth.Fifty yearsago,ninemembersoftheOrder,ontheinvitationofthethen BishopofGlasgow,BishopMurdock, weresentfromtheparenthouse, nearRennesinBrittany,toestablishinGlasgowthegoodworkwhich hadbeensosuccessfullyinitiatedin France.TheyfirstestablishedthemselvesinahumbleresidenceinWilson-street,Glasgow,butheretheir 114commodationwasverylimited,and theycouldadmitonlyaveryfew destituteoldpeople.Atthatperiod Catholicismwasinaverybackw:ird stateinGlasgow.Anti-Catholicprejudicewasacute,andtheLittleSiserswerethefirstmembersofareligiouscommunitytoweartheirreligiousgarbinthepublicstreet.Naturallytheyatfirstattractedagood dealofattention,hut,astheirwork becameknown,curiositywaschaagedintoadmiration,andProtestants aswellasCatholicsreadilyrecognisedthetrulyChristiansentiments whichanimatedthem,andcontributedwillinglytoaidthemintheir work.Aftercontinuingtheirlabours forabouteighteenmonthsinthe veryrestrictedsphereofactionpermittedbytheirWilson-streetpremises,theSisterswere.throughthe goodofficesofBishopMurdoek,successfulinsecuringthebuildingat GarngadHillwhichhadhitherto beenoccupiedbytheSistersofMercy.Heretheywereabletoaccommodateaboutfortyoldpeople.By degreesthescopeoftheirlabourexpanded,andadditionalbuildings arosetomeettheirgrowingrequirements.Atthepresenttimethey accommodate265oldpeople-menand women.Quiteanumberoftheold peoplehavepassedtheirninetieth yearandoneoldwomanisnowin heronehundredandfourthyear.

generalworkoftheOrderoftheLittleSisters.ThatOrderhadbeeninitiatedbythreecharitableladiesin Brittanyin1839.Fromthishumble beginningtheOrderhadgrown,untilatthepresentdayitwasrepresentedinallthegreatcitiesofthe world.Therewerenow5,679Little SistersdevotingtheirlifetotheserviceofGodandHispoor.Theyhad established305homesfortheaged poor,inwhich50,000oldpeoplesere enjoyingallthecomfostsofhome life.ThelifeoftheLittleSisters wasoneofcontinualprayerand goodwork.Theirswasindeeda highandholyvocation.Womenbelongingtoallranksofsocietyhad enteredtheOrder--mistressesandservants,therichandthepoor,butall wereanimatedbythesamespiritof Charitywhichboundthemtogether inthebondsofsisterhoodanddevotiontothepoorandmadethem onereligiousfamily.Therewereno gradationsofrankintheOrder. Therewasonegoodmotherwhodirectedthelaboursofthecommunity, alltheotherswereSistersthere aterenolaySistersandnoservants. AllthelaboursoftheHomewere carriedonbytheSisters,andthei, too,providedthenecessariesoflife.

OftheSisterswhooriginallyfoundedtheGlasgowinstitution,onlyone nowremainsinthecommunityat Garngad-SisterMarie.1oseph,who sometimeagocelebratedthejubilee ofherreligiousprofession,andwho still,notwithstandinghereighty summers,takesanactivepartin theworkoftheHome.SheisanativeofGermany. Thesermonatthereligiouscelebrations,presidedoverbyArchbishopMackintosh,waspreachedby VeryRev.CanonRitchie.ThepreacherbrieflyrecapitulatedtheprincipalfeaturesofinterestinconnectionwiththehistoryoftheLittle SistersinGlasgow.Theyhadnot metthere,hepointedout,thesame oapositionaswasdirectedagainst thelaboursoftheOrderinLondon andEdinburgh.OnlysueslitdanythinguntowardhappenedtotheSistersinGlasgow.In1879twoof then;wereInistltalinthestreetbya bigotedmob.Theywerearrestedon achargeofbegging,buttheirreleasewasorderedbythepresiding magistrate,whopointedoutthatthe lawsagainstmendicitywerenotdirectedagainstthecharitablework carriedonbytheSisters.Thenotorietyofthatcaseonlyhelpedto increasethesympathyoftheCatholiccommunityforthosewhowere carryingonsuchasidendidworkat GarnsailHillandtoincreasethe amountofeharitablecontributions s,ilk+thesistersreceived.

The'articlepointsoutthatpracticallyspeaking,itisimpossiblefor anyoneintheUnitedKingdomto becomeMayororProvostwithout beingpreparedto"puthishand down"sofreelythatonlythecomparativelyrichcanaspiretothese offices.Consequently,workingmen, andalsothegreatmajorityofmiddle-classmenaredebarredfromeven dreamingofobtainingthem.Thusin Bradford,thetwoprincipalpolitical parties,byagreement,electaLiberalandaConservativeMayoralternatelywhilethestrongLabourminorityintheCouncilispassedover, notfromanywishtobeunfair,but simplybecausetheLabouritescannotbringforwardanycandidatewho wouldbeabletoupholdtheMayoral traditionsinthematterofcontributingmoneytovariousworthycauses.

The"LondonMagazine"publishes theopinionsofseveralwell-known Mayors,Provosts,andotherscompetenttoexpressanopiniononthe paymentoftheseoffices,andthe weightofopiniononthewhole seemstoheratherinfavourofpayment.

Ifthe answerto thatquestion intheefbrinative,andIdonotseehow elseitcouldbeanswered,thenitfollowsthatthenecessaryexpense shouldhemetbythepublic,because itisamereaccidentifthefittest andworthiestpersonisalsorich."

TheMayorofChester,Mr.W.H. Denson,expresseshimselfinfavour ofgrantingMayoralsalaries."Iam ofopinion,''hesays,"thatthereis considerablejustificationforthe grantingofasalarytotheChief MagistrateofaCityorBorough. outofsuchagrant.,Itakeit,would bebornetheexpenseofhospitality whichhedispensestorepresentative bodiesvisitingthetownfromtime totime,andalsootheritemsof expenditureofasimilarcharacter."

TheLordMayorofYork,.jtt.Hon. NormanGreen,whileadiiiittingthat thereismuchtobesaidbothfor andagainsttheprinciple,comesto theconclusionthatonthewholeit isbetterthatsalariesshouldnotbe paid.However,hethinksthat inthecaseof themost ablemanforthepositionbeingunabletoundertakeitsresponsibilities, theCouncilshouldvotehimasum ofpublicmoneysufficienttomeetall reasonablerequirementsforthepropercarryingoutofhispublicengagementsduringhisyearofoffice. Afixedstipendtotheposition,however,heconsidersanundesirable thing.Herearesomeofhisconsiderationsagainsttheprincipleofa fixedsalary"AsalariedLordMayororMayordoesnotattractthe well-to-docitizentotheoffice.There isatingeofvanityinallofus,and theideaofbeingakindofsalaried officialisrepulsivetothosewhocan affordtopaythepiper.Icanimaginearate-aidedMayorwouldoccasionallybetauntedwiththeobservationthathewasnotspendinghis ownmoney,orhewouldnotbeso generouswithitorthathewas guiltyoffavouritisminthathegave twicetheamounttoonemovement thathegavetoanotherofgreater merit.Andsoonadlibitum."

Thelit.Hon.AdamMaitland,Lord ProvostofAberdeen,holdstheopinionthat"suitablemenhavealways beenfoundready,ail'willingtogive oftheirtimeandmeansforthepublicservice.Whilstthereisagood dealtobesaidinjustificationofan allowance,Idonotseeanyneedfor alteringthepracticewhichatpresentprevailsinAberdeen-ofnot grantinganyallowance."

Casesofthiskindmightbemultiplied.EveninsuchanimportantpositionasLordMayorofDublin,the unreasonablenessofaninsufficientallowancehasatleastoncebeenmanifest.WhenJohnJ.Farrellwas.electedLordMayorin1909,friendsand foesalikecombinedtoreducehisofficialsalaryfrom£3,600to21,600 peryear.AldermanFarrellwasa comparativelypoorman,considering thepositiontowhichhehadbeen elected;andwhenweconsiderthat theheatingandelectriclighting aloneofhisofficialresidence,with itsball-room,picturegalleries,etc., wouldcostabout£500,ayear,and thattherewerenumerousotheritems ofcustomaryexpenditure,suchasa £500banquet,wecanimaginewhat aburdenthepoorMayorhadonhis shoulders.Hekeptanewsagent's andtobacconist'sshop,andowned someproperty.Hehadperhapsa couple'ofthousandpoundssavedtip. Itwouldcoatatleastthatmuch overandabovehisreducedsalary tokeepuphisMayoralobligations properlyandashehimselfsaid, "Itwouldhefoolishandcriminalof metodeprivemyselfandmychildrenofallIpossessinordertomake upthedeficiencyinmysalary."As aresult,hewasputtoallkindsof straitstomaintainhisofficialdignityandalthoughmanymayhave foundfoodforamusementinwhatbe did,hedeservescreditforthemanly wayinwhichhefoughthisdifficulties.Hekeptalargepartofhisofficialresidenceshutup,usedaprivatecarriageinsteadoftheofficial statecoach,andinvariousother waysemitdownexpensesasmuchas possible.

ThatpoorbutworthyMayorsend ProvostsintheUnitedKingdom shouldhehamperedandharassedby lackofmeansisdeplorable,saysthe "LondonMagazine,"especiallyin viewofthetremendouslyhighstandardofmunicipallifeinGermany -astandardwhichisundeniablyimprovedbytheGermans'financial treatment-oftheirMayors,orLurgomasters.Theyarepracticallyon aparwiththehighestclassinthe BritishCivilService.Besidesbeing businessmen,theyaremostlytrainedlawyers,arecomfortablysalaried, andholdofficepracticallyf'u'life.

Withthisissue,theinterestingarticle,on"WhatweknowaboutCancer,"byJamesJ.Walsh,M.D.,is broughttoaconclusion.

Dr.JamesJ.Walsh,longprominentinmedicalcirclesintheUnited States,andDeanoftheMedicalDepartmentofFordhamUniversity,was horn,atArchibald,Pa.,in1865.He waseducatedattheparochial schoolsandlateratFordhamUniversity.Hestudiedmedicineatthe UniversityofPennsylvania,andfor threeyearsatParis,Berlin,and Vienna.Hewascloselyintouch withmostofthefamousteachersof medicineatthattime,andhespent ayearatVirchow'slaboratory.Since hisreturnfromEuropehehasbeen theeditorofseveralmedicaljournalsandaconstantwriter.Heonce saidthatnomancouldwriteaserioushookuntilhereachedtheageof forty,andalthoughheisbutfortyseven,behaspublishedeightbooks andhasnolessthansixincontemplationandinthevariousstagesof completion.ProbablyDr.Walsh's mostfamousbookis"TheThirteenth,theGreatestofCenturies.**

B.McMillan,isstillmoreemphaticallyinfavouroftheidea."Ithink thatMayorsandProvostsshouldall receiveagrant.Asitisjustnow, exceptinafewisolatedcases,only menofmeanscanaspiretotheproud positionofchiefMagistrateoftheir town.Inalllargeindustrialcentres touchtimeandmoneyhastobedevotedtokeepingthetownwellin theforefront.Localentertainments havetoheprovided; theheadof thecommunityisexpectedtoheon everysubscriptionlist,andtotake theleadinallphilanthropicinstitutionsandamanwithplentyof abilityhutnomeansisthusdebarredfrombeingpromoted.

Itseems,however,thatMayoralties,intheUnitedKingdomatleast, callforanenormousexpenditureof moneyiftheyareatallimportant positions.TheLordMayorofLondonispaid5;10,000ayear,yetthis covershutasmallproportionofhis expensesandhisyearofofficegenerallycostshimanequal,ifnot greater,sumfromhisprivatepurse. Importantbanquetsandmanyother oahlicfunctions,MansionHouse Funds,andsoon,accountforthousandsofpoundseveryyear.There .irequiteanumberofpaidMayoral positionsintheUnitedKingdom.The LordProvostofEdinburghreceives (.:1.000,theLordMayorofLiverpool C2,000,andinadditionabout£800 forhishorsesandcarriages.Bristol, Birmingham,Newcastle,andPortsmoutharesomeofthechiefcities whichpaysalariestotheirMayors, rangingfrom.L'1,050downto£600. Immoralitywastheprecursorofinfidelity,andthehistoryofthe Churchsubstantiatedthatfact.No countryhadeverlosttheFaiththat wasnotutterlydemoralisedandcorrupt.

Rev.FatherAngelus,0.S.F.C., supportedthemotion.Hesaidit wastheobject'oftheVigilanceCommitteetoholdmeetingsineverycornerofthecity.Theywantedto rousepublicCatholicopinionin Dublinonthequestion.TheDublin VigilanceCommitteehadeffected'a greatdealofgoodduringitsexistence,anditsmembersfacedthefuturewiththeutmostconfidenceand acertaintythattheywouldaccomplishstillmoregoodinthefuture. IntheLegislativeAssemblyonlast Tuesdaynight,onthevote"Medical andPublicHealth,£105,709,"Mr. Heitmann,M.L.A.,referredatlength toamatteroftheutmostimportancenotonlytopublichealthat thepresenttime,buttothewelfare offuturegenerations.

Mr.Heitmannsaidheusedto thinkthatwhentheyoncegotaPublicHealthActonthestatutebooks theywouldmakegreatprogressin stampingoutvariousdiseases,but hemustconfessthathehadbeen greatlydisappointedwiththeresult oftheirPublicHealthActandits administration.Thesameoldsystemappearedtobeadoptedinconnectionwithpublichealth,thesame lackofinterestseemedtobeshown bymembersofpublicinstitutions andbytheGovernment.andhewas forcedtoconfessthattherewaslittlesystemintheadministrationof theirPublicHealthDepartmenttoday. Hereferredadverselytothecall-

stated,hadtheeffectofinterfering withthebrain,andhadadirectre lationtotheinsanestatistics.They werecryingoutforimmigrants,but theyweredestroyingthebestimmigrantstheycouldhave.Astheresultofthereportshehadreadhe wasforcedtothebeliefthatthe tradeofsellingthedrugstowhich hehadreferredwascarriedonby registeredchemists.Hehadsetout, withanothergentleman,toprove whetherornotsuchwasthecase, buttheybothhadto"pullout"in theveryearlystagesoftheirinquiry. Recently,however,hehadagainendeavouredtosecureinformation,and hadaskedtheGovernmentwhether theywouldallowthePublicHealth Departmenttomakeinvestigations Theyhadmadeinvestigations,and heregrettedtosaythatthereport orovedthatthebusinesstowhichhe hadreferredwas,carriedontoavery greatextent.Withoutanycomment onthepeoplewhocarriedonthis trade,hewantedtoreadthereport totheHouse,withaviewtoappealingtothepeopleandtothechemiststhemselvestodiscontinueatrade thatwassoinjurioustotheindividualwomenaswellastotheState.

Thereportwasaddressedtothe HonoraryMinister(Mr.W.('.Ang- ingofChineseherbalistsandtooth-win),andstated,interfilial:-"Inall ers,who,hesaid,wereallowedto42visitsweremadeto37chemists, performtheirquackeryuponthehit-theshopsbeingprincipallyinthe manbody.Speakingofmedicalinmetropolitanarea,whileafewvisits stitutions,hesaidthatheknewofwerepaidtoshopsinKalgoorlieand nosuchinstitutiontowhichpeopleBoulder.Ofthe37chemists23supcouldgowithsafety.Inspeakingplieddrugsafewoftheserequired thatnighthewastryingtosavethesomepersuasionafewwerekeento peoplefromthemselves.Hehopeddobusiness;otherssuppliedthede- thattheMinisterwouldseethatthesireddrugsastheywouldsupplyany clauseoftheBilldealingwithquack-ordinaryrequirement.Sixwerewill cryandwithpatentmedicineswoulding,incertaincircumstances,tosup beadministeredwithafirmhand.Heply,butforvariousreasonsdidnot hadreadinanAmericanjournaladosoofthesesixthemajorityconstatementtotheeffectthatsome-sideredtherisktoogreat.Twowere thingliketwentymilliondollarsevidentlysuspicious,andrefusedto werespentintheUnitedStatesan-supply.Sixpositivelydeclined.In nuttilyonquackconsumptivecures,fivecasesasecondvisittothesame anditwouldbeinterestingtoknowpremiseswasmade.Ofthesefive whatthepeopleofthatcountryspentchemists,twoonthesecondvisit onpatentmedicinesofdifferentsuppliedafurtherandapparently kinds.Byfraud,lying,andadverbs-strongermedicinethreeonbothocingpeoplewereledtobelievethateasionsrefusedtosupplyone,tho- thenostrumofferedtothemwereughpositivelyrejectingbusinesson perfectlyharmless,whentheyoftenthefirstvisit,onthesecondoccascontainedmanydangerousdrugs.ion,whentherequestwasmadeina

ASOCIALPLAGUE. differentform,drugsweresupplied, Menwhoopenlyadvertisedandsoldbutprobablybyanassistant.Two Pillsandpatentmedicinesthatwereglaringcasescameundernotice.In usedexclusivelyforprocuringacer-all27packagesofdrugswereopttintainresultshouldhedealtwith.ed.OfthesefouronlyboretheyenThereweremanyquacks,eveninthisdoesname.Alloftheothers,excity,whoadvertisedwhatappearedceptingproprietarylines,wereuntohealegitimatebusiness,butwholabelled.Thewholeofthesamples -.sereadvertisingtheirgoodsasahavebeenhandedtotheGovernment cloakforthemoreseriousbusinessAnalyst,whoseexaminationisnot inwhichtheyindulged.Hequotedyetcompleted.Heverballyreports, inadvertisementdealingwithfern-however,thatinallthesamplesof alepills,andsaiditmightbetho-whichexaminationhasbeenmadeto fightthatsuchthingsshouldnotbedatedrugsofthekindfearedhave mentioned.Butitwasthedutyofbeenfound.TheCriminal('ode(secpublicmen,andcertainlythedutyoftion201)providesforapenaltyof Parliamenttopreventifpossiblethethreeyears,withhardlabour,for continuationofcallingsofwhichheanypersonconvictedofsupplying hadgivenanexample.Thereweresuchdrugs,etc.Bearingthisinmind, alsootheradvertisementswhichde-andalsocertaindifficultiesmetwith cidedlypointedtothesameclassofinprosecutingthisinvestigation,it Snsiness.NotonlyshouldParliamentisquitesafetoassertthatbetween eivepowertopreventthesaleof65and75percent.ofregistered dangerousdrugs,buttheyshouldal-chemistshavenohesitationinsupsogivethedepartmentpowertoplyingthedrugs.Furthercomment forcevendorsandmanufacturerstoisneedlesssufficetosaythatthe etetedistinctlyontheoutsideandstateofaffairsdemonstratedbythe insideofthepacketthenatureoftheresultsofthisinvestigationhave contents,sothatpeoplewouldnotservedtoconfirmtheopinionprebedeluded.intheanalysesol"nianyviouslyheldbythosehavingsonic eeedicinestherewasagreatquantityknowledgeoftheextenttowhich efalcohol,andinpracticallyallthethesenefariousprecticrserecarried medicinesforchildrenwastoheon' ThememberforBunhuryattempt-

Amostsuccessfulinter-Society SportsNightwasheldonlastMondayevening,November26,inthe "Record"rooms.Therewereover 40memberspresent,bothSubiaco andVictoriaParkC.Y.M.S.being wellrepresented.Therewereshootingandquoitcompetitions,which werecarriedoutamidgreatinterest.PerthC.Y.M.S.wontheshootingwithascoreof83,whileVictoriaParkandSubiacofollowedwith 70and69respectively.Inthequoits, VictoriaParkC.Y.M.S.carriedoff thelaurels,withascoreof200. l'erthwassecondwith165,andSubiacothirdwith160.At.theconclusionofthecompetitions,refreshmentswerehandedaround,andthe membersdispersedshortlyafterwards,havingspentanenjoyableevening.
