Ashorttimeagooneoftee:readersinformedusthatthedevil's agentswerebusilyengagedincirculatingtheworksofthenefarious "MariaMonk"insomeoftheWest Australiancountrydistricts.Lies andcaluminouschargestravelfast andgofarbeforetheycanbeovertakenandworks,suchasthatreferredto,eventhoughtheymaybe thoroughlyrefutedanddiscredited, leavebehindtheminthemindsof theirreadersanastytrailoffilth andaveinofcorruptionthat,in ninecasesoutoften,canneverbe removed.
TheeditoroftheBombay"Examiner,"whoishimselfaconvertfrom Protestantism,givesinarecentisseeofhispaperaveryimportant warningagainstthisclassofdebasedanddemoralisingliterature.
"Iamafraid,"sayshe,"most PeopleknowwhatMariaMonk means.Thosewhodonotdeserve congratulationbutfortheirsake thefollowingexplanationmustbe riven.Thehookappearedin1836, andcontainedadisclosureofanaliezedandsystematicpracticeofimpurityandothercrimesprevailingin acertainconventinMontreal,Canada,ofwhichthewriter,aninmate forseveralyears,wasaneyewitness and,undercompulsion,aparticipator.Thestorywasimmediatelyinvestigated,anditstotalfalsityproved. ThewholeoftheProtestant pressinCanadaroseupinarmsto vindicatetheconventagainstthis crossslander.Thewriterwasprovedtoheawomanofloosecharacter whohadlivedalifeofprostitution andconcubinageforyears,andwho hadneverbeenanun,andneverin theconventdescribed.Shewas, moreover,avictimtospellsofmentalaberration.Inthiswayshehad beenpatronisedbycertainfanatical anti-Romanists,andusedasatool forcalumniatingtheCatholicclergy. Thechiefwitnessestablishingthese factswasthegirl'sownmother,to whomherdaughterwasastanding causeofshameandgrief.(TheevidenceistobefoundinaC.T.S. tractentitled"TheTrueHistoryof MariaMonk,"priceonepenny.) Thusthebookwastotallydiscreditedwithinayearofitspublication. Andyetithasalwaysmaintained currencyandisstillreproducedin cheapeditionsandsoldbytwoclassesofpersons-(t)Disreputableshopkeeperswhomakeaspecialityof panderingtovicebyvendingindecentbooksandphotographs,"French letters"andotherinstrumentsfor evadingtheconsequencesofvice and(2)acertainclassofextremeProtestantfanaticslikeMr. Kensit,ofPaternosterRow,who(we readinanotedatedApril,rgee "stillcontinuestocirculateitwith theobjectofprejudicingEnglish mindsagainstCatholicconvents and-accordingtothereportswhich havereachedus-certainProtestant ministersinIndiawhodothesame inordertoprejudiceIndianminds aeainstCatholicpriestsandnuns, andtocounteractthesuccessofthe catholicmissionworkinthiscoiln!r,... Noslander.Ithink,everreceived immediateendsocompletearefuhaVonacthiswork,"MariaMonk." :,ringprovedtobeaPurefiction
withoutevenascrapoffoundation. Itsonlyproperfate,therefore,would becremationatthehandsofthe publicexecutioner,anditsfurther circulationrenderedcriminal.The criminalitycouldbebroughtunder twodistinctheads.Firstunderthe lawoflibelitstandsasacalumny againstadistinctandspecified groupofpersonsactuallyexisting andwellknown.Secondly,underthe lawofindecentliteratureitstands asoneofthemostindecentbooks everwritten.Itsfalsitydeprivesit ofthepleathatitisapublicexe Posureofcrimeandawarningtothe publicagainstabodyofcriminals. Thisbeingthecase,howthebookis stillallowedtobepublishedand circulatedfreelycanbeexplainedonlybythesuppositionthatitisprintedwithoutanypublisher'sname, andisonlysoldfurtivelywhilethe policepresenttheirblindeyetothe eroceeding. Itis,Irepeat,themostindecent hookIeverreadinmylife.Yetit wasinsecretcirculationamongmy youngcompanions,andthuscame into'myownhandswhileaProtestantboyoffourteen.Iremember howwe-bothboysandgirls,strange torelate-discussedit.Interesting torelatethatitdidnotprejudiceus muchagainstCatholicpriestsand nuns.Beingfreefromthegullibility ofProtestantfanaticism,ourcommonsensetoldusthatsorespected andwell-knownabodycouldnotbe thevibemonstersoflicentiousness whichthebookmadethemoutto he.Ourconclusion,whichIrememberwell,wasthat"athingortwo mightoccasionallyhappenbutthis sortofsystematicdebaucherywas tooutterlytoo-too!"
Inshort,mylife-impressionofthat bookisthatitservesthepurpose notofdamagingtheCatholicChurch, butsolelyofpanderingto.,outhful Pruriency.Andthevividnessofits descriptionsissuchthatIcannot imagineanyyoungpersonreadingit withoutfoulingthemind,andexcitingevilthoughtsanddesireswhich mustalmostinfalliblyissueindeeds.
Anyone,therefore,whoundertakes toputthisworkintothehandsofa youngmanorwomanstandsconvictedofadeliberateattempttocorruptthemoralsofyouth,andindictableunderthelawofobscene literature.
withcloseddoors-notmerelyas objectionable,butinfinitelymore objectionable,becausepresentedpicturesquelyandsuggestively,soas toappealdirectlytothefeelings. Thisbeingthecase,Iventuretoextendmypreviousopinion,andto saythatanybodywhodeliberately recommendsacopynotonlyofMariaMonk,butevenofChiniquy,to anyyoungmanorwomantoread, standsguiltyofthecrimeofcorruptingthemoralsoftheyoung,and oughttobefairlyindictableunder thelawofdisseminatingindecent literature.Whetherhewouldescape convictiononthepleathatthework purportedtobehistorical,andan exposureoffactswhichoughtinthe publicintereststobeexposed,Ido notknow.Butwhateverthelawof thelandmightdecideinthewayof acquittal,thelawofnatureandof Godwouldhardlybesolenient.
Forcorruptingthemoralsofyouth Itaketomeanputtingbeforethe mindofyouthanyimagesorpicturesorideaswhichare,asthey stand,calculatedtoopenthemind toviciousknowledge,ortoamplify suchviciousknowledgealreadythere, ortoexciteevilinclinations bycontagion andsuggestion, andtobringaboutalikelihoodof fallingintosin.ThereisnodenyingthatMariaMonkofallbooks intheworldfulfilsthisdescription.
And,thoughinasomewhatlessdegree,Chiniquyundoubtedlyfallsunderthesamecategory.Icannot.imagineanyyouthreadingsuchbooks andrisingfromtheirperusalstrengthenedinhisendeavoursafterapure life.

ingthetriennialperiodwouldbeassistingtoformulateasystemofinterstateclearances.Thedifferent Stateshadsomewhatdifferentlaws andsomewhatdifferent.ratesof contributionsowingtothedifferentrequirementsoftheStateRegistrarsofFriendly,Societies.Now, whenamembermigratedfromone Statetoanother,asarulehewas considerablyolderthanwhenheenteredthesociety,andhencetheDistrictwhichheenteredcouldnotreceivehimunlesshepaidincreased contributions,orinsomeotherway compensatedthereceivingDistrict fortheliabilityitwouldundertake inreceivinghimasamember.Itis notadvisablethatthecontributions shouldberaised,andhenceitis proposedthatwhenamembermigratesfromoneDistricttoanother thereceivingDistrictshouldadmit himwithoutan,,increaseinhiscontributions;butshouldreceiveacertainsumofmoneycalleda"clearancevalue"asaquidpro-quo.My predecessorinthisoffice(Bro.J. Hassel)hasdetailedaschemefor theestablishmentof"interstate clearances"whichseemstohavein ittheelementsforsuccessfullysettlingthequestion.Shortlystatedit isasfollows:-

Thepresentistheageofunionism,andhecouldsaythattheHibernianAustralasianCatholicBenefitSocietywasoneinwhichallCatholicsandthemajoritofIrish Australasinnscouldfraternise.Being afriendlysociety,itnotonlyencouragedself-reliance,andmadeits membersself-helpfulbutitestablishedasystemofmutualhelpas well.TheinitiationofHisLordship asanactivememberofthesociety wasahappyauguryfortheextensionofthesocietyinWesternAustraliaduringthetriennialperiod. TheannualreportoftheState EducationDepartmentfortheyear I9I1waspublishedthisweekitis lateincomingtolight, nevertheless.itishighlyinteresting toallclassesofthecommunity, andparticularlysotoCatholics.The reportdisclosesthefactthatthe Castperheadcalculatedonthenaniberofchildrenintheprimary schools,isverymuchontheincrease.Weareinformedthatthe Costperheadoutheaverageattendancefortheyear1910-11,was £5los64d,whilethecostperhead ontheaverageenrolmentforthe year1909-10was£413sold.And aswereadonthroughthereportwe cometotheconclusionthattheaveragecostperheadunenrolment mustbenowwellover£5. thebuildingandequipmentofcountryschools,andtotheimprovement inthesalariesoftheteachers,noone willquarrelwiththem.Itseemsto usthatthecurtailingofexpensesin' otherdirectionswouldhaveenabled theGovernmenttogiveincreased facilitiestothechildrenofouroutbackpioneers,andtofurtherimprovethesalariesoftheteachers whoaresometimescompelledtolive inratheruncongenialsurroundings.
WemustrememberthatthefinancialdetailsofthereportareconcernedonlywiththeyearthatendedonJune3o,1911.Now,thetotalexpenditureoftheDepartment forthatperiodwas£202,176(an increaseof£18,478onthatofthe Previousyear).Thecostisstill verymuchontheincreaseForthe 12monthsendedonJune3oofthis yeartheEducationBillamountedto £238,569-being£36,393above-the expenditurefortheyearendingJune 30,1911.
Doubtless,intheirnextreportthe MinisterandtheInspectorwillgive afullaccountoftheirstewardship bysupplyinguswiththeinteresting detailsthatmakeuptheextra £36,193.
Thereportcontainsaveryslight referencetotheCatholicschools:"EarlyintheyearanotherInspectorwasaddedtothestaff,theDepartmenthavingundertakentocare) out,fullinspectionoftheRoman Catholicschoolsthroughoutthe State."
Forthiscrumbofjusticeweare grateful wehopethatitwillin duecourseoftimeleadtoameasureoffulljustice.
OURPOSITION.
WhentheStateSchoolInspectors examineourschools,whentheteachersinourschoolsfollowinall necessarysecularsubjectsthecurriculumprescribedfortheState Schools,andwhenthepupilscome uptothestandardrequiredbythe State,.surelytherecanbenological reasonfordeprivingourpeopleofa shareintheEducationgrant-a money.
But whatis,afterall,theirown ouropponentsinthismatter arenotalwaysguidedbylogic.Their usualplanistodrawared-herring acrossthetrackbyloudlyproclaimingthattheywillneverfavourthe endowmentofReligion.
CHRISTANDCLASSHATREDS. Our Catholicpeoplepayratesandtaxes; theypaytheirquotatowhatis afterwardsdoledoutastheEducationgrant,andyettheydonot receiveanyshareoftheirownmoney OurCatholicpeople,arepayingtowardstheupkeepoftheState schools-intaxes,andfortheupkeep ofourownschoolsinschoolfees. Wemaintainthattheamountpaid intaxesshouldcomebackandrelievethemoftheburdenofschool feesthisisourpositionthisis ourjustdemand.Thisdemandhas beenmetinmanycountries,notably inCanada,Belgium,Hollandand Newfoundland.ItsadvocacyinWest AustirkliawouldrequireasoundDemocraticPartythatwould'fearlesslyriseabovetheseaofbigotry andcourageouslysailthroughthe stormsofprejudicewith"equal rightstoallclasses"securelynailed tothemast.
