Unlessourmemorymisleadsus, "acommitteetotakestepstowards theformationofaCatholicColony inWestAustralia"wasformeda fewyearsago.Wehaveheardnothingofsuchacommitteeduring thepastyear,andwearenow anxioustoknowifitisstillinexistence.and,ifso,whyitsmembers havejoinedtheranksoftheDark Brotherhood.

Thefollowingaccountofareal liveColonisationSocietyinAmerica containsmuchusefulinformation whichmayinspireuswithdesiresof doingsomethinginthesameline; theleastwecandoistoaskourselves"Whycannotwedowhat othersaredoing?"-

AGreatCentralBureau.

TheCatholicColonisationSociety, isaproperlycharteredcorporationunderthelawsoftheState ofIllinois,havingbeenincorporated inJuly,1911.Ithassucceededto andtakentheplaceofaformerIllinoiscorporationofexactlythe samename,which,havingsurrendereditscharter,hasnolongerany legalexistence.ThepresentC.C.S. istrulynational,inasmuchasits operationsarenotconfinedtoany onesectionoftheUnitedStates. anditsmembershipcomprisesmen representativeofdifferentracesor nationalitiesBelgian,Bohemian. German.Irish.Italian.Polish. thoughallAmericancitizens. Amongitsmembersanddirectorsit countsArchbishops,Bishops.priests, andlaymen.BeingaCatholicorganisationestablishedfortheprotectionandpromotionofCatholic intereststhroughCatholiccolonisation.oursocietyisnaturallysubject totherulesandlawsoftheCatholic Church.andwillinallitsdealings andundertakingsseektheadviceof theprelatesofthehierarchyinterestedorconcernedintheworkof Catholiccolonisation.

AspecialfeatureoftheC.C.S. thatwedesiretodeveloponsafe andexpedientlinesistheaffiliation withitofotherCatholiccolonisationsocieties.Inviewofthecontinuousinfluxofdifferentracesfrom theoldcountry,theC.C.S.strongly encouragestheformationofracial colonisationsocietieswhichmaybe. comeaffiliatedwithitandwork underitsguidanceandwithitsassistance.Thiswillfacilitatethe establishingofracialcoloniesfor Bohemians,Italians,Poles,Slays.. etc.Howevermuchwemaydesire thequickandfullamalgamationand mergingofsuchracesintheAmericannation,itcannotpossiblybe deniedthatforatimeracialsettlementandcoloniesarenecessary,if thesenewcomerstoourshoresareto keeptheCatholicfaiththemselves andhelptobuildupagloriousfutureoftheChurchinAmerica. WherediocesanorStatecolonisationsocietiesareformedthesemay alsobecomeaffiliatedwithoursocietyandthusprofitbyitslargerex perienceandgreaterinfluence. OtherCatholiccolonisationsocieties. althoughnotaffiliatedwithus,may yetworkhandinhandwiththe C.C.S.wheretheywillalwaysfind e,irdialandseriousconsideration. InthiswaytheC.C.S.willbecomea greatcentralbureauoragencywhere theworkofCatholiccolonisationall overtheUnitedStatescanbeconcentratedandsystematisedsoasto renderitmoresuccessfulandto offerthecolonistmoresafetyand security.Catholiccolonisationwill thencommandtheattentionofall Americancitizensanddoawaywith theMIreproachthatsomuchof thisso-calledCatholiccolonisation

businessissimplyafool'splayif notdownrightswindle.

NotforMoney-making.

TheC.C.S.isnotafinancialorganisationcapitalisedformoneymakingorprofit-sharing.Ithasno capital,buysandsellsnolands, doesnotownanylandorcolony. Thereisnomoneyiniteitherfor membersorofficers.Itacceptsno financialresponsibilitywhateverand canneverbecomefinanciallyinvolvedexceptonlyinasfarasitmight runshortofthemoneyneededto coveritsrunningexpenses.We don'taskforanymoneyfromthe colonistorsettlerwhomwetryto locate.Whatevermoneyisdemandedfromthelandcompanywith whichwedealandwhosecolonyor landwerecommendisonlywhatwe needtocarry-ontheworkofthe society.

Norarewefinanciallyinterested inanyothercolonisationconcern. Infact,theC.C.S.hasnothingto dowithanyothercolonisationsocietyorCatholicbureauofcolonisationinformationorCatholiclandor realestateagencieslookingforcolonieswehaveasyetnoagencies orbranchofficesanywhereeither hereorinEurope,althoughitisproposedtohaveagentsorchaplains inEuropeinordertoadviseand directCatholicswhohavealready madeuptheirmindtocometothe UnitedStates.ShouldotherCatholicsocietiesbecomeaffiliatedwith theC.C.S.,itwillbemadeknown throughtheCatholicpress.Itis, therefore,quiteevidentthatthe C.C.S.cannotbeheldresponsible forwhathasbeendoneorisactuallybeingdonebyotherCatholic colonisationconcerns,betheysocietiesorindividualpersons.Asregardscolonisationsocietiesaffiliated withoursociety,wecansharearesponsibilityintheirworkonlyinso farastheycomplywiththerules andregulationsorconditionscontainedinthearticlesofaffiliation.

MembershipintheC.C.S.islimitedtoAmericanCatholicsofgood standingintheChurch.Anysuch gentlemen,willingtopaythesmall contributiondemanded(atpresent 5Odol.initiationfeeand(idol.annual dues)andwillingfortheloveof God,Churchandneighbortolend aheartyco-operationinourwork, mayapplyforadmissionsubjectto thevoteofthehoardofdirectors.

ReligiousandCharitable.

Thescopeorpurposeofthe C.C.B.hasalreadybeenmentioned. Itistheprotectionandpromotion oftheCatholicreligionthrough Catholiccolonisation.Henceour mainobjectisreligious.Itisalso charitable,aswelendourhelping handtothecolonistforcharity's sake,notformoneyorearthlygain. Whileweshalltrybyallmeansto protectandpromotethematerialor worldlyinterestsofourCatholic colonists,itwillheourprincipal objecttosurroundthemwiththe helpsandsafeguardsofCatholic faithandpractice.HencetheC.C.S. willnotonlylookforgood,healthy andprofitablecolonies,butwillprovidethemassoonaspossiblewith priest,church,andschool.This twofoldpurposeshapesthepolicyof theC.C.S.indealingwithlandcompanies,aswillappearlater. Thereisnoneedofexpanding hereontheimmenselylargeandinvitingfieldofgoodtohedonefor religionbyproperCatholiccolonisation.Moreover,theworkmustbe donenowifwearenottomissthe opportunemoment.Immensetracts oflandheretoforeclosedorinaccessibletosettlementandcultiva-

tionarebeingthrownontheopen market,atreasonableandfeasible terms,byrichlandsyndicates.On theotherhand.thereisstillanimmensemassofemigrantscoming fromEuropeeveryyearlookingfor workandahomeintheNewWorld. Thereis,besides,thatothermultitudecountedalsobyhundredsof thousandsofCatholicmenandwomen,crowdedintoourgreatcommercialcentres,whoarebeinginexorablypushedtowardtheconfines ofthe-underworld,-where,crushed bycruelcaresofbreadandshelter, theyaregraduallybeingremoved hornthesalutaryinfluenceofreligion.Largenumbersofthesepeople,foreignandnative,willlose theirCatholicfaithunlesstheycan bekeptindirectandlivingtouch withChurchandpriest,aswillbe doneinaCatholiccolony.Moreover,itwouldalmostseemasif therewereto-daynootherwayto relievethemofthemiseriesandsufferingsalwaysfoundincongested citypopulations,thanthatofbringingthemoutintoGod'swideand beautifulcountryandlocatingthem uponlandsorcoloniesthatpromise sufficientsupportandaprofitablereturntothemanwillingtowork.

Now.itisthepurposeofthe C.C.S.tohelpallthesepeopletowardstartingorfindingahappy homebypreparingthewayforthem inourdealingswiththelandcompanies,inpointingouttoprospectivesettlerssafeandpromising coloniesandbywatchingovertheir spiritualandtemporalwelfareuntil suchtimewhentheseCatholicsettlementscantakecareofthemselves.Ourpolicyistoformregularsettlementsorcoloniesandthus tolaythebeginningforstrongCatholiccongregationswhereCatholic settlerswillenjoyalltheadvantages ofregularlyorganisedparishes. Hencewedonotsendourclients outtosinglefarmshereandthere andallovertheland,nortosections ordistrictswheretheywillbefar removedfromtheChurch.Where Catholicsettlementshavealready beenstartedindependentlyofour societyweshallgladlyassistthem bycallingtheattentionoffuture colonists,Europeanemigrantsor Americaninhabitantstothesesettlements,providedtheycanhesafelyandconscientiouslyrecommended. Smallparishesormissionsmaythus bestrengthenedandfurtherdeveloped.TheC.C.S.maybecalledanotherChurchextensionsociety whichfurnishes,notmoney,altar andvestments,butthepeople.the priestandtheChurch.

Thecolonisationworkofthe C.C.S.isconfinedexclusivelytothe UnitedStates.Itreachesneither toCanadaonthenorthnortoMexicoortheAmericaoftheSouth. OthersocietiesarepromotingCatholiccolonisationthere,especiallyin 'Canada.Withthesesocietiesthe C.C.S.willgladlyco-operatewithout,however,affiliatingwiththem orenteringupontheirownfield.

DealingwithLandCompanies.

ThepolicywhichtheC.C.S.followsindealingwithlandcompanies desirousofstartingoneormore Catholiccoloniesontheirlandsmay bebrieflyoutlinedasfollows:-

Havingfirstbecomesatisfiedthat therespectivelandcompanyorsyndicateisanhonestandreliablebusinessconcernofmenpossessedwith enoughbrainandmoneytocarryon successfulcolonisationwork,the C.C.S.willexamine,byitsownselectedagentsorprospectors,the particulartractoflandofferedfor aCatholiccolony.Specialattention willbegiventoclimateandsanitary condition,thequalityandproductivenessofthesoil,itsadaptability forspecialcultivation(fruit,grain, vegetablesgrassanddairy,cattleraising,etc.),thefacilityorconvenienceoftransportationandmarketing,meansofcommunicationwith othertowns,supplyofwood,timber andfuel,goodandhealthydrinking

water,andsoon.WhentheC.C.S. hasgotsufficientassurancethatthe landofferediswelladaptedforcolonisationandmaybesafelyrecommendedtoprospectivesettlers,it willarrangewiththelandcompany forthereservationofsuchtractsof landorsuchanumberofacresor farmsaswellbenecessarytolocate anddevelopthereonawell-sized colony;thenitwillsettleandfix themostfavorablepricesandterms. forwhichthelandwillbesoldto Catholicsettlers.Hereitmayhe statedatoncethatoursocietydoes notlookforthecheapest.land.The cheapestisneverthebest.Welook moreforgoodandproductiveland atreasonableprices.Besidesall this,theC.C.S.willarrangewith thelandcompanyforthebuildingof anappropriatechurchandschool andpresbytery,tobeerectedwithin acertaintime,orassoonasagiven numberofCatholicfamiliesshall havesettledthere.Thelandcompanymust,moreover,guaranteethe salaryofapriestforacertaintime tobeagreedupon.Noneofthese arrangementswillbemadewithout thepreviousconsentoftheBishop ofthedioceseinwhichthecolonyis located.

Onlywhentheaforementionedexaminationorinvestigationofthe landisthoroughlysatisfactoryand whentheothermattershavebeen properlyarrangedbyacontractwith thelandcompanywilltheC.C.S. giveaformalendorsementorrecommendationofthecolonyandbring itbeforetheCatholicpublichere andinEurope.Butletitheclearly understoodthatthisapprovalorrecommendationappliesonlytothe tractoflandexaminedbyusand describedinourcontractwiththe respectivecompany,andthatitdoes notapplytoanyotherlandsowned bythesamecompany,eventhough

Withoutwishingtodecryintheleast thenobleeffortsthataremadeby unselfishmenandwomenin.various waystostemthetideofintemPeranceandwipeoutavicethatis thecauseofmostofourmoraland socialevils,andthatoffersaninsuperablebarriertoprogressandprosperity,wehavenohesitationinseisingthattobecomemembersofthe pioneerAssociationistheonlyef-

fectualremedy Thisstrikesdirectlyattherootoftheevil,andisthe only,safeguairdforthoseinwhose constitutiontheseedofintemperance isplantedbyhereditary. Sometemperancereformersadvocatemoderationindrinc.Theytell usthatself-restraintisthemosteffectualremedyforintemperance,and thattheyoungshouldbeaccustomed toitthatthosewhocantakeintoxicantswithoutexceedingthe boundsofmoderationarctobeadmiredmorethantotal-abstainers. OnlastSaturdaythegreatAnnualEight-Oarcontestwasbravely foughtontheSwanriver,inideal weather,andinthepresenceofthousandswhoviewedthebattlefrom MountEliza-thefinest natural rand-standInAustralia.

The.Taemanientsseemedtohaw madethebeststart,Victoriaaid NewSouthWalesfollowinginorder, whileWesternAustraliaandSouth Australiaseemediebeindangerof foulingeachotheralittlebehind. Forsome,timetheTeentanianeheld theirslightlead,withtheVietchian

crewrowingconfidentlyontermswith theeightrepresentingNewSouth Wales.Whenseriousrowingwasevinced,theinferiorityoftheWestern Australianteamwasonlytoowell demonstrated.

AttheendofhalfamiletheVictoriansgarstheimpression,byreason c theirfreestyle,thattheTasmanianswouldnotestablishalead whichcouldnoteasilybereduced. Th,NewSouthWalesteam,evenat thisstage,begantotire,anddrop- pedslightlybehindtheVictorians, theSouthAustraliansbeingalength fartherback.Whenathirdofthe JourneyhadbeencoveredthePositionswerepracticallyunchanged,with theexceptionthatthehomecrew weregradually'droppingfurtherbehind.Withhaltthecoursecovered, the.Tasmanianswerestillinfront, hubthe.strainwanevidentlytelling uponthem,andtheVictoriansgrad- uallydre.wlevelwiththem. Thevisitingoarsmenwereentertainedby'theWesternAustralian.RowingAssociationonSunday,whena hundredorsoincludingmanylocal enthusiastsandfriends,partiepated inanexcursiontoMundaringWeir. Aspecialtrain,thoughtfullyprovid- edbythePremier,leftthecentral stationatthirtyminutespastten o'clock.,a.m.,arrivingatitsdestinationatabout.noon.Luncheonwas providedattheWeirHotel,HostJacobycateringforthevisitorsinhis beststyle.Afterthedinnerthepar- tywereshownoverthemachinery departmentofthewaterschemeby EngineerGuthrie,whoplacedhimself atthedisposaloftheassociation. Subsequentlythereservoirwasinspected,andarambleoverthehills enjoyed. Thevisitorsexpressed themselvesasdelightedwiththescenerypassedthroughandthereservoir itself,theengineeringmarvelsof whichtheyappreciated.Thearrangementsfortheday'soutingwere inthehandsoftheassociationseeretary,Mr.J.Moss,andleftnothingtobedesired.

OnTuesdayeveningtheinter-State crewsandmembersofthelocalfrarowingfraternitytogetherwiththe friendswereentertainedattheCentralFireStation.
