Hereisalittletalewithamoral.Readitandponder Tornwasanathleteandwonmost oftheracesandothercontestsof strength.Throughvariouswinsome traitshefoundhiswaytotheheart ofhisteacherandshewasalways interestedinhissuccess.

Onedayarrangementsweremade forafootrace.Severalboyswere torunalthougheverybodywassure thatTomwouldwin.

Thepreliminariesweresettled,the racestarted,andtheboyswereoil' overthecourse.Tomledclearand freeforabouthalfthedistance,then tothesurpriseofeveryone,Johnny begantogainonhim.Jim was justBehindJohnnyandrunningvigorously.Tom'sfeetseemedtogrow heavy,andJohnnysteadilydecreasedthedistancebetweenthem,until finallyheshotPastTomandwith asuddenspurt,gainedthegoalfullyfiveyardsinadvance.Jimwas closebehind,andhetoo,spedover thelinealittleaheadofThm,but enoughtogivehimsecondplaceand toleaveTomoutoftherace.

"Why,Tom,whatwasthematter?"askedtheteacherasthe defeatedboycametowardherwith tearsstreamingdownhisface.

Hisonlyanswerwasasob. "Tellmewhathappened,Tom."

Tomdughisknucklesintohis eyestodryhistearsandtriedto tellhisstory.

"Istartedallright,youknow-"

"Yes,youledthemall."

Disappointed

Acertaintheatricaltroupe,after adrearyandunsuccessfultour,finallyarrivedinasmalltowninthis state.Thatnight,thoughtherewas nofuroreorgeneraluprisingofthe audience,therewasenoughhandclapPingtoarousethetroupe'sdejectedspirits.Theleadingmansteppedtothefootlightsafterthefirst actandbowedprofoundly. Still theclappingcontinued.

Whenhewentbehindthesceneshe sawastagehandlaughingheartily.

"Well,whatdoyouthinkofthat?" askedtheactor,throwingouthis chest.

Whatd'yemean?"inquiredthe man.

"Why,thehand-clappingoutthere wasthereply.

DespatchesfromNewYork,dated Februaryiethstatethatquitean epidemicoftrainwreckshasjust occurredontheNorthAmericanrailwaylines.TwofreighttrainscollidedlastnightnorthofYarmouth, andthewreckagewasburned.Three trainmenlosttheirlivesinthe flames.

ThevariousexperimentswhichattempttoharnesssolarheattomachineshaveculminatedinaninstallatieninventedbyanAmericanengineer,,Mr.FrankSchuman,ofPhiladelphia,whichhasevengoodresults.Mr.Schumanhassucceeded incapturingsufficientsolarenergy topumpupthreethousandgallons ofwaterperminuteto'aheightof thirty-threefeet.Hisconfidencein theapparatus,whichhehasdevised andtested,issogreatthatheis abouttotransportittoEigyptwhere thelatitudewillbemorefavourable tosuchexperiments.Theinstallationisintendedtohavecommercial value,andalthoughtheenergypro-

TheapparatusestablishedatPhiladelphiaisonalargescale,andis adevelopmentfromsmallerexperimentsmadebythesameinventor.It consistsofanumberofreservoirs, arrangedtoabsorbthesolarheat, andcommunicatingwiththeengines etc.,bywhichthepumpingiscarried out.Thesereservoirsarerectangularmetalcisterns.Thesurfacesare coveredinbytwoplates;ofglass,fixedoneabovetheother,aboutan inchapart.Ordinarymirrorsare erectedfromtwosidesofthecisterns, and,reflectingontothesurfacesof glass,assistintheconcentrationof theheatonthewatercontaineditlow. AretheCatholicsofAustraliaabouttotakeanewdepartureonthe EducationQuestion?Ihopeso. ArchbishopCarrheraldeditinhis Warrnamboolspeech,andtheCatholicFederationhasdefinitelyproclaimedit.Itistruethatweshould saywithallthestrengthofaninvincibly,strongcausethatasCatholiccitizensweareentitledtoCatholicEducationwithoutbeingpenalisedbecauseofairreligiousopinions. WebelievethatEducationapartfrom religiousinstructionispernicious. Weholdthatasasacreddoctrine, taughtbyourChurch,enjoinedby thePope,andaboutwhichweare notfreetohaveanylaxviews.We cannotbeCatholicsandgivecountenancetoasystemofpureSecular Education.PiusIX.,inhisfamous Syllabusof1864,reprobates the ideathatCatholicsmay"approve ofasystemofeducatingyouthsunconnectedwiththeCatholicfaith inthepowersoftheChurch,and whichregardstheknowledgeofmerelynaturalthings,andonly,atleast Primarily,theendsofearthlysocial life."Thatisourposition.Itis asmuchaPartoftheCatholicreligionasanyotherdogma.Surely inacountrywherereligionisfree aCatholichasconsequentlyaright tohisCatholicEducation,justas muchashehastohisCatholicSacraments,andtheStatehas no morerighttoPiaapenaltyupon himintheonecasethanithasin theother. Sofartheargumentisperfectly agreeableallround.TheStatele quitewithinitsrightsinProviding SecularEducationforthosewho wantit,andwhorepudiateallkinds ofreligiousteaching.Butitgoesa stepfurtherandsays"Wewill payfornoSecularEducationthatis notabsolutelydivorcedfromallreligiousteaching."Inthatposition theStatehastranscendeditsright. InthatitfavourstheSecularistas againsttheDenominationalist.That isaninterferencewithreligiousfreedom.TheconscientiousDenominationalisthasanirdefeasiblerightt heheard,justasBibleLeaguershave andasSecularistshave.ThePresentStatesystempenalisestheman whocannotacceptSecularEducationdivorcedfromreligion,andit doessoquiteunnecessarily. We knowthisasweknowtheordinar factsoflife.InEnglardtheState GovernmentpaysforDenominational Education,firthesimplereason thattheDenominationalistisentitledtoastareinhisownitaxes.In CanadatheStateisjustascareful aboutsecularEducationasitishere butitPaysfarSecularinstruction giveninDenorninatnnelEdtcation, becauseitistherightofthepeople whodemandit,andtheStaterecognisesthatithesnorighttopenaliseanyman'sreligion.InGermany,too,thePeoplearebothCatholicandProtestant,thesameas theyarehere.ButthereisnopenaltyontheEducationquestion. Th-sewhowantreligiousschoolsan1

thosewhowantsecularschoolsare treatedequally',astheyhavearight tobe. Now,whyinVictoria shouldCatholicsbecontentanylongertoendurethepenaltywhichthe Statehasputuponthem? The SecularistisentitledtobeaSecularist,andtohavethekindofeducationhewants.ButtheCatholic isjustasmuchentitledtobeaCatholicandtohavethekindofeducationhedesires.Thatisfreedom allround.Asthingsarenow,the Secularistiscateredforattheexpenseofallothers.Surelythemost elementaryreasoningcangraspthe equityoftheseprimaryprinciples.

TheStatemayreplythatitbuilds schoolsandinvitesallitschildrento enter.Iftheystayoutsideitis theirownaffair.ButtheStateis quiteawareofthedishonestyof thestatementitknowsthatthe schoolswhichithasprovidedcannot heacceptedbyCatholicsasamatterofconscience.TheChurchhas saidthat"aschoolwhichisnot infullharmonywiththeChurchand Christianfamilyisthemostdeadly foeofboth."GreatProtestants, likeMr.Gladstonehavesaidthat everysystemofeducation,"which Placesreligiousteachinginthebackgroundispernicious."Whet,therefore,theStateprovidesand pa.,s forSecularEducationonly,itisthe sameasifitgaveagreatState banquettoallitscitizensonaFriday,maleingtheonly.jointonthe tablesuckingPig.Atsechabanquetpaidforbyallthetaxpayers, CatholicsandJewscouldhaveno part.ItisasiftheStatesaid "Wewillprovidespectaclesforall citizenswhoneedthem,"andthen hadahundredthousandpairsmade withauniformfocusofglass,suited tooneeyesightonly.Everyone wouldcommendthatasaninjustice.
