Disappointed
Acertaintheatricaltroupe,after adrearyandunsuccessfultour,finallyarrivedinasmalltowninthis state.Thatnight,thoughtherewas nofuroreorgeneraluprisingofthe audience,therewasenoughhandclapPingtoarousethetroupe'sdejectedspirits.Theleadingmansteppedtothefootlightsafterthefirst actandbowedprofoundly. ThevariousexperimentswhichattempttoharnesssolarheattomachineshaveculminatedinaninstallatieninventedbyanAmericanengineer,,Mr.FrankSchuman,ofPhiladelphia,whichhasevengoodresults.Mr.Schumanhassucceeded incapturingsufficientsolarenergy topumpupthreethousandgallons ofwaterperminuteto'aheightof thirty-threefeet.Hisconfidencein theapparatus,whichhehasdevised andtested,issogreatthatheis abouttotransportittoEigyptwhere thelatitudewillbemorefavourable tosuchexperiments.Theinstallationisintendedtohavecommercial value,andalthoughtheenergypro-

ArchbishopCarrheraldeditinhis Warrnamboolspeech,andtheCatholicFederationhasdefinitelyproclaimedit.Itistruethatweshould saywithallthestrengthofaninvincibly,strongcausethatasCatholiccitizensweareentitledtoCatholicEducationwithoutbeingpenalisedbecauseofairreligiousopinions. WebelievethatEducationapartfrom religiousinstructionispernicious. Weholdthatasasacreddoctrine, taughtbyourChurch,enjoinedby thePope,andaboutwhichweare notfreetohaveanylaxviews.We cannotbeCatholicsandgivecountenancetoasystemofpureSecular Education.PiusIX.,inhisfamous Syllabusof1864,reprobates the ideathatCatholicsmay"approve ofasystemofeducatingyouthsunconnectedwiththeCatholicfaith inthepowersoftheChurch,and whichregardstheknowledgeofmerelynaturalthings,andonly,atleast Primarily,theendsofearthlysocial life."Thatisourposition.Itis asmuchaPartoftheCatholicreligionasanyotherdogma.Surely inacountrywherereligionisfree aCatholichasconsequentlyaright tohisCatholicEducation,justas muchashehastohisCatholicSacraments,andtheStatehas no morerighttoPiaapenaltyupon himintheonecasethanithasin theother. InthatitfavourstheSecularistas againsttheDenominationalist.That isaninterferencewithreligiousfreedom.TheconscientiousDenominationalisthasanirdefeasiblerightt heheard,justasBibleLeaguershave andasSecularistshave.ThePresentStatesystempenalisestheman whocannotacceptSecularEducationdivorcedfromreligion,andit doessoquiteunnecessarily. We knowthisasweknowtheordinar factsoflife.InEnglardtheState GovernmentpaysforDenominational Education,firthesimplereason thattheDenominationalistisentitledtoastareinhisownitaxes.In CanadatheStateisjustascareful aboutsecularEducationasitishere butitPaysfarSecularinstruction giveninDenorninatnnelEdtcation, becauseitistherightofthepeople whodemandit,andtheStaterecognisesthatithesnorighttopenaliseanyman'sreligion.InGermany,too,thePeoplearebothCatholicandProtestant,thesameas theyarehere.ButthereisnopenaltyontheEducationquestion. thosewhowantsecularschoolsare treatedequally',astheyhavearight tobe. Now,whyinVictoria shouldCatholicsbecontentanylongertoendurethepenaltywhichthe Statehasputuponthem? The SecularistisentitledtobeaSecularist,andtohavethekindofeducationhewants.ButtheCatholic isjustasmuchentitledtobeaCatholicandtohavethekindofeducationhedesires.Thatisfreedom allround.Asthingsarenow,the Secularistiscateredforattheexpenseofallothers.Surelythemost elementaryreasoningcangraspthe equityoftheseprimaryprinciples.
