Wegivebelowafulltranslationof thejointprotestissuedby.thePortogueseBishoPsagainsttheDecreeof April20,1911,separatingtheState fromtheChurch.ThisistheDocumentwhichtheGovernmenthasorderedtobeconfiscated.TheBishopswrite
Theblowhasbeendealt.Ithas comeuPtoexpectation,andnotonlocomeupto,butgonemuchbeyond it.Thefactshavesurpassedall forecaststhecalamityhas outweighedallapprehensions.Wefearedsubjectionandwehavetyranny wefearedthecurtailmentofguaranteesandrights,andwehaveinsultnghumiliation wefearedaserious andtryingreductionofnecessary materialresources,andwehaveconIscationinfine,wefearedinjustice, huttoitinsulthasbeenadded.
Arewetoremainsilentunderall this? Inresignationandinaction, mustwebendthenecktothebrandishedsword,listenlikemutestothe declarationofwar,andlookunmovedonthePreliminariesofthefight, thefinalissueofwhich,asitisalreadyaffirmedandPromised,isto hethedeathagonyofCatholicityin clrbelovedland.
Canitbesuggestedthatweshould haveavoiceonlytoapplaudtee deedandsalutethedoer? Isitto ITwishedthatthePortugueseBishopsshouldimitatethemiserable gladiatorsandjoinintheircry "AveCesar,morituritosalutant?"
Noonehastherighttoexpectfrom usanattitudesounworthyofus. Wehavebeenaccusedofbeingtimid ecausewehavebeenrespectful,possiblytoomuchso Butnowitis thetimeforustospeakoutwith thelegitimate and tywhich,farfrombeingunbefitting, areratherinkeepingwithourcharacterasBishopsandourrightsas Portuguese.
Thesentenceofcondemnationwas PassedbytheProvisionalGovernmentofthePortugueseRepublicin itsDecreedatedAprilTo,1911.Historywilljudgeofthisactwithdeservedseverity;andallcivilisednations,eventhoseamongst whom thespiritofanticlericalismhas Penetratedmostdeeply,willstand amazedatthegratuitoushatredand theimpoliticviolence,tosaynothingoftheingratitude,itreveals. GratuitoushatredthePortuguese clergyhavedonenothingtocreate anyobstaclesinthewayofthenew regime. Whatreason,then,was therethustostrikeandvilifya wholeclassofpeacefulcitizensand sowfreshseedsofdiscontentand troubleinthefieldofPortuguesesociety?
Howcouldsuchameasurebeopportunewheneverythingseemedto counselactsofconciliationandharmonyandtocallfortheassurance ofpeaceandorder.SucceedingGovernmentsoftheFrenchRepublichesitatedconcerningSeparationfors5 years,andthesubjectwasdebatedat greatlengthinParliament. But hereinPortugal,notevena few months,orafewdays,delaycould heallowed.Itwasnecessary..it wasurgent,itwasimperative to strikeatoncebeforethePeriodof thedictatorshipwasover.Notthe slightestregardwaspaidtotheSupremeHeadoftheCatholicChurch beforetheexistingsystemofConcordatagreementswasbrokenanddestroyed,-agreements,which,likeall internationaltreaties,constitutebilateralcontractsthatcannotbedone awaywithbyoneofthePartiesconcernedwithouttheconcurrenceand consentoftheother.
Wehavebeen-wedonotrepentit -andweshallcontinuetoherespectfultoauthorityandobedienttothe Powersthatbe.Soshallwecontinue,hiltofcourse,onlysofares csrobediencecanhereconciledwith theboundendutiesimposeduponus, byoursacredmission,andsofar assuchrespectshallnotdegenerate intodesertionofourposts,orabetrayalofourconscience.Letnot cneregardusasseditiousorasrevolutionists wearemerelyplaintiffs.WePreachnorevolt-weonly cryoutagainstinjustice.Wedonot eocitehostilitieswedobutdefend ourselvesagainstviolence.

WearenothereasBishoPsaddresslagourclergy'andourfaithfulflocks; wearespeakingtoallourfellowcitizensindependentlyof,andapart from.theirreligiousbelief.Weare notprescribingtheverdict,butonly allegingthereasonsonwhichitis tobeProvedhowwell-foundedare ourcomplaints.BeforetheGovernmentandbeforethewholenationwe raiseacalm,butstrongvoice,againsttheenslavementoftheChurch, whoselibertyissosingularlypleasingtoGod,Whocommandsustonoholditatanycost.Itisnota pastoralthatwearewriting,itisa solemnprotestthatweareproclaiming. Wedonotproposetomakeany completejuridicalanalysisofthe Decreebystudyingitsprovisionsone byone. Weconfineourselvesto consideringitasawhole,andina generalmanner. TheDecreeofAprilzoisopposed toPositiveDivineLaw,foritisantagonistictothedivineconstitution oftheCatholicChurchandtoits independenceasaspiritualpower. ItisopposedtopublicLaw,for, asalreadyexplained,itisanarbitraryabrogationoftheConcordatsystemoftreaties,whichformanycenturies,fromtheverydawnofour nationalexistence,hadobtained,with theexceptionofshortperiodsofeclipse,whichneverimpliedanyabsoluteorfinalrupturebetweenthePortugueseStateandtheHolySee. ItisopposedtoCanonLawbecause itinvadesthedomainandrestricts theprerogativesofecclesiasticaljurisdiction,andsetsatnoughttheautonomyandhierarchyoftheChurch byempoweringtheStatetointerveneintheprovisionandadministrationofdiocesesindependentlyofany agreementandwithouttheinterventionoftheecclesiasticalauthority; givingtheStatetherighttoalter theboundariesofdioceses,annulling Patrimonies,andpermittingandeven encouragingtheviolationofthelaw ofcelibacy.
Itisoppressiontoreligiousteaching,whichishinderedonallsidesto. endlessobstaclesandrestraints.It isoppressionintheformation of candidatestoLhepriesthood,andin theregulationofSeminaries,from whichtheteachingofPreparatory disciplinehasbeenbanished,andthe lifeofwhichistoremainabsolutele, sse` dependentonthewilloftheState. Itisoppressionontherelationsof theBishopswiththefaithful,orof thefaithfulandtheBishopswiththe SupremePontiffforitrequiresan authorisation(whataseparation whatalibertyofconscience! what acoherenceoflogic!)forallPontificalConstitutions,andevenforall PastoralsandEpiscopalPronouncements.Theverycassockisbanned! itisforbiddenoutsidethePlaceof worship! Isitbecauseitoffends theFithinker?Butthatgarment isdisoi.ctiveofaclassofmenwhose doctrinespossessnothingthatisanti-social,andarepubliclyprofessed. Andhastherenotbeenallowedthe publicexhibitionofemblemsofsocietieswhich,beingsecret,noState canacknowledgeAhthefactis thattheblackcassockofthePriest sneaksofmourningandremindspeopleofdeath,whilstmodernsociety wantsjosswithoutshadowsandlife withoutcares! Howeverexcellentinitselfalaw mayhe,unlessitisopportuneand itscharacterisadaptedtothestate ofthepublicmind,itwillnotonly Producesurprisehutdispleasureamongagreatnumberofcitizens,and, may,perhaps,causeadisturbanceof thepublicpeace.Forexample,in 189i,uPonthequestionoftheending ofdieConcordat,M.deFreycinet, thenPresidentoftheCouncilofMinisters,saidthatwhateverhispersonalideasandaspirationsmightbe, hedidnotconsiderthecountrysufficientlypreparedforsuchameasure. IsPortugalatthismomentprepared fortheSeparationwhichhasbeendecreedsounexpectedly? Noonecan withsinceritysayitis.Andwhat acontradictionitisAllLiberalsystemsanddemocraticregimesregard asanessential,asoneoftheirprinciplesrespectforopinion,andconformitywiththewillandfeelingof themajority.Andyet,thoughall statisticsprovethatanenormous majorityofthePortugueseprofess Catholicity,thismajorityiscrushed andsacrificedatthecommandofan insignificantgroup ofnon-CatholicsandFree-thinkers! It isthisaudacious,hotsmall minority thathas carried theclayitwasatthesuzzestionof thissmallhandofhot-heads,ofthese
ItisopposedtotheCivilLawbecauseitinfringes,inrespectofmany Persons,thefundamentalprincipleof thenon-retroactivityoflawsforit disregardsthelegitimaterightsof beneficiaries,-rightswhichhavebeen acquiredundertheshadownotonly oftheCanonbutalsooftheCivil Law,afterpreliminarycostlycourses ofrequiredstudies,tests,andcompetitions,andthepaymentsofheavylegalandregistrationStatefees,and possessionduty.ThustheDecreeinjuresalargenumberofcitizens.And itfurtherannulstherightsofall thosewhombyreasonoftheirnaturalisationtheCivilCode(Art.r8, 5)regardsasPortuguesecitizens, whoarenowdespoiledofthatcharacterwithoutanyfaultontheirpart andwithoutatrial.
ItisopposedagaintotheLawof Nature,becausebyignoringthewills andtramplingonthelastwishesof testatorswhofoundedpiousbequests, itattackstherightofassociation, andtherightofprivatepropertyit restrainstherightofmakingofferingstoreligion,offendsthelibertyof conscienceofagreatmanyindividuals-ascollegiatesandsick,prisonersandsailorsonvoyage,andsoldiersinthefield,-toallofwhomit rendersthehelpofreligionmostdifficult.

Attheendofninety-nineyears (Art.So).itappropriatestoitselfall theChurchesbuiltwiththemoney confidentlygivenbyCatholicsforthe exerciseoftheirreligion.Withwhat title,withwhatrightdoestheState layhandsonpropertybelongingto privateindividuals,onbuildingserectedbythesubscriptionsandthedonationsofthefaithful?Thetitleis alwaysthesame-thediscretionary willofthelegislator.Therightis onlyonethatofmight.

ThoughAlexandertheGreatissaid tohaveweptbecausehetoolnoothercountriestoconquer,stillhisem- pire,whetherinpowerorresources, orduration,wasinsignificant,com- paredwiththatoverwbichKing Georgenowreigns.
If,then,thecoronationofaKing isaneventofsupremeimportancein theaffairsofanation,nomatter howlimited,itisnowonderthat theCoronationofKingGeorgehas excitedsuchworld-wideinterest.The BritishConstitutionisadmittedlythefreestandbest-balancedthe worldhasyetdevised.TheKing actsasaconstitutionalruler.He exerciseshisinfluence.notbyarbitraryinterferencewiththelawsof theKingdom,orthelibertyofParliament,ortherightsofhisPeople, butpreciselybyabstainingfrom suchinterference,andbytheefficaciouspowerofhisownpersonality. Thisinfluenceoperatesnotonlyat home,andamongsthisownsubjects, hutalsoamongstforeignnations.
ThelateKingEdwardVIIwasso successfulinadjustinginternational disputesandcomposingjarringintereststhatheearnedforhimself themostblessedofalltitles-the Peacemaker.
QueenVictoria,too,byherwomanly,aswellasqueenly,virtues. rowerfullyinfluencedforgood the domesticaswellasthenationallife ofherpeople.
ANEVENTOFSUPREMEIMPORANCE.
Whether,then,weconsidertheextentoftheEmpire,theperfectionof theConstitution,orthePersonalinfluenceoftheKing,theCoronation isaneventofsuPremeimportance. Buttherearehigherconsiderations thananyofthese,,vhichwemust notoverlook.God'sinterestsare veryintimatelyconcernedinthe reign,andthereforeinthecoronation,ofaKing.Nomatterwhat theformofgovernment,nomatter whatthepersonalcharacterofthe ruler,thepowerwhichheexercises comestohimfromabove."ByMe," Hesaidofold,"Kingsreign,'end thelaw-giversdecreejustthings." St.Columbawasthegreatestcf Irishmissionarysaints.In 363, withtwelvecompanions,helefthis belovedDerryandsailedinafrail curracbtoIona,whichduringsix hundredyearsbecame"anIrishis- landinScottishseas."Hebrought withhimthetraditionsoftheIrish church.Thesetraditionswereintroducedfrom.RomeandGaul, throughSt.Patrick.Amongsthis missionarydutiesSt.Columbawas calledontoconsecrateAidanas KingofDalriada.Heusedinthe ceremony,aswearetold,"thecrys- tal-coveredhookoftheordinationof Kings,whichwasathand."
Thuswecantracethevery.irst recordedconsecrationofaking withsacredritesintheBritish Isles,or,indeed,inwesternEuroPe,toanIrishSaint.Thatconsecrationdidnottakeplace,assome recentwriterremarks,inagrandcathedralandinaroyalcity,butina littlewattledchurchonadesertisland.Yetthatislandwasoneof theworld'smostfamoussanctuaries, duringthefollowingsixcenturies. Butifoutwardmagnificencewaswan- ting,weknowthatinthesixthcentury"faithwasfreshofhue."The harpofErinwasprobablytheonly accompanimentofthevoiceofIA. TherearemanyotherhistoricassociationsconnectedwiththeCoron- ationofKingGeorge,suchasWestminsterAbbeyandSt.Edward's
inwhichittookplace,thecorona- tionchair,andthe"stoneofDestiny,"preservedunderthechair, whichareallmostinteresting,butonwhichwemaynotdwellto-night. ForCatholicswhowerePresentat thesolemnceremonythereweremany thingstheywitnessedwhichmust havebroughtbacktheirmindstothe religiouslifeofCatholicEngland. TheAbbeyChurchitselfinwhich theywereassembledwasofCatholic andkingly.origin.Itwasthegift ofSt.Edward,builtattheinstance ofPoPeLeoIX.incommutationof theKing'svowtomakeaPilgrimagetoRometoveneratetheshrines oftheApostles,anddedicated,ac- cordingtothePope'swish,toSt. Peter.ThecrownswhichtheKings wearatCoronationisknownasSt. Edward'stheSceptrewiththedome isemblematicofhispeacefulreign theglovesareareminderofhisre- missionoftaxes;theroyalrobe,too iscalledbySt.Edward'sname.The ceremonialistakensubstantially, withouttheMass,fromtheRoman Pontifical,translatedandconsiderab- lymodified.
ItwasinthisvenerableCatholic AbbeyChurchrebuilt,andin St. Edward'sChapel,thattheCoronationofKingGeorgetheFifthtook placeonlastThursday.Heisnow thecrownedKingofaworld-wide empire.Ourloyaltyisduetohim firstandchieflyonreligiousgrounds. Inrenderingtohimcivilobedience, weareobeyingGod,"bywhom kingsreignandlaw-giversdecreejust things."
FURTHERREASONFORCATHOLICLOYALTY.
ButbesidesthisParamountreligiousmotivethereareextrinsicreasonswhyweasCatholics,andchieflyIrishbybirthordescent,should evensurpassourfellow-citizens.n manifestingourloyaltytothepersonandthroneoftheKing.Ifin theoldland,andinpasttimesIrishmenbarelysatisfiedtheirreligious dutyofobedience,thereweregraveandlong-continuedreasonsforthis reserve.Forcenturiestheircreed, theirpoliticalrights,andtheirnationalaspirationswereheldinsubjection.Buthereinthisfreeland, theCatholicortheIrishmanhasno reasonablecauseofcomplaint.Apart fromtheSchoolquestion,weenjoy allthereligious,political,andcivil libertywecouldreasonablydesire. Ourmanifestationsofloyaltyshould thereforebemoremarkedinpropor- tiontothelargerfreedomwe enjoy.

careful.Manyyoungheartsatthis supremecrisisoftheirlivesaretorturedwithdoubtsanddifficultiesaboutthechoiceofastateandwith repugnancesfoundedonimaginary, andexaggeratedreasons.Whatis tobedone? AtthesametimebePersuadedthat whatGodwishestodowith-,ou mustbethebeet.FollowHiscall, andtakewhatcomesofthat.You willfindoutingoodtimethatthe repugnancewhichthedevilhelped youtoconceive,wasfoundedonutterlyfalseandfutilereasoning.
Thetimeofissuingoutof youthandenteringtheworldisthe mostdangerousofallourlife.There westandatthepartingoftheways, andmanyatoncebegintotakethe roadwhichleadstodestruction. Hence,letyoungpeoplebeonthe watchatthebeginningoftheirlife intheworld.Forewarnedisforearmed.Youwillbetemptednowperhapsforthefirsttime-toberemissinthefrequentationoftheSacramentsandintheexerciseofpray\er.Ifyouyieldtothetemptation andbecomeremiss,thatisthe`first signofaweakenedspirituallife. Youwillbelessstronghenceforth inthepresenceoftemptation.And suchastatenatrulyalarmingone. Hence,beware Clingcloserthan evertoyourspiritualduties."Watch andpray,lestyeenterintotemptation,forthefleshisweak."
4.Atthisstageoflife,thedangerfromone'scompanyisgreater thaneverthatis,asageneralrule. Thereasonisbecausetheconversationandthehabitsofone'scompanionsatthisPeriodsavourmoreof thespiritoftheworldthanthoseof ourcompanionsatschoolorat home.Hence,oncemore,letus "watchandpray."
5.Thechiefcare,therefore, of polingpeoplewhoentertheworld shouldbethepreservationof the sentimentsandpracticesofpiety, whichtheyhaveobservedintheir youth.
6.Asnothingismoredangerous thanidleness,especiallyatthisperiod,notimeshouldbowastedinaPp13ingoneselftosomebusiness.
Threegreatandterribleenemiesbesetyoungpeople'spathatthis dangeroustimeoflife.Theyarenegligenceinregardtoprayerandthe Sacraments,drink,andimpurityIf thereisneglectofPrayerandthe Sacraments,asaconsequencethere willheaweakeningofspiritualforce andthen,whenstrongtemptations fireathandwhoistogivethevictory? Ifyouwishtohesafedon't neglectprayerandtheSacraments.
Awordinconclusion.Whatever maybethestateoflifeyouchoose, underGod'sprovidence,remember thatthefinalendandPurPoseofeveryconditionoflifeisthesame. AllroadsshouldleadtoHeaven.
