TheAmericans,whoareaPracticalPeople,havestartedaLasmen's LeagueforRetreatsandSocialStudies.

ANAPOSTOLICSPIRIT. andurgeustodoasmuchgoodas possibletothesoulsandbodiesof ourfellowmen.Itwillstirusup tofightagainsttheviceandignorance,theinjusticeandoppression, theselfishnessandbasenesswhich wefindrampantintheworld.When wecomeoutofretreatweshallwant tojoinhandswithourfellowCatholicswhoarebentonthesameerrand;andifourfightingistobe effectivewemustknowsomethingof itsconditions.

SotheAmericansareright.Retreatsandsocialstudiesgowelltogether.TheRetreatwillgivethe motiveforthesocialstudy,andthe socialstudywillgivedirectionto theenergystoredintheretreat. Thereisnoquestionofinvadingthe Privacyoftheretreatorturningit intoacommitteemeeting.Itis onlyaquestionofgettingmentogetherforthetwofoldpurposeof makingretreats,andsubsequently, ofderterminingtheexactnatureof thosesocialdutiesandopportunities theexistenceofwhichtheyhavediscoveredduringtheirretreat.

thewreckagecausedbydrink.They werebuttoooftenthehidden,silent uncomplainingvictimsofitscruelty anditssavagery.Itwasthisinsatiable,selfishmonsterof drink, whichrobbedthemselvesandtheir littleonesofhousing,food,clothes, education,religion,andextinguished everyprospectofbettermentintheir lives.Itwasdrinkwhichcondemnedthemtohunger,loathsomerags andsqualor,untilamercifuldeath, cametoputanendtotheirlivesof hopelessmisery.Inlighting for temperancetheywouldbefightingas nootherscouldfight-forthemselves andfortheirchildren,forearthand forheaven! Thiseventfulmeetingofthefirst FourPioneerstookplaceinDecemlier,1898,andimmediatelJ.preceded mystartingasecondtimeformissionarenterpriseinSouthAfrica.

Ihopedthatduringmytwelve months ofabsencethat?first battalionofthelittlePioneerarmy, entirelycomposedofwomen,would Pavethewayforfutureconquest.

Thewomenleadingtheway,Ibelievedthattheboysandmen,indue course,wouldsurelyfollow.However,beforeembarkingforthisdistantn-issionaryundertaking,Iwas oneofanumberofJesuitsdetailed foramissionintheChurchofSS. l'eterandPaul,herein3ourcity.

InoneofthesermonsIexplainedthe origin,scopeandconditionsofthe newmovement,andaskedfortheassistanceofsomebravewomen in Corktogiveitahelpinghand.That nighttherewasaheartyresponseto theappeal.Perhapsadozer, or more,nualifiedforinstantadmission gaveintheirnames,endthework wasbegun.

But,onthatsamenight,astrange occurrencetookplace,whichmateriallyalteredmywholeplanofcampaign. Onleavingthepulpitandreachingthesacristy,Iwasconfrontedla anumberofearnestyoungmen,who complainedthattheywerenotallowedtoassistinthegoodcause.I repliedthatonmyreturnfromAfrica,IhadresolvedtobeginrecruitingamongstmenforthenextbattalionofPioneers. Butone,whoseemedtobe the spokesmanoftheothersretorted, "ButFather,ifyoushouldnever comehack,perhapsthemenshould

neverhaveachanceofbecomingPioneersatall Hisreasoningwasirrestiblyconclusive.Igavewayandanswered, "Well,inGod'snamewewillstart themen'sPioneerbattalionheretonightinCork" Andso,intheoldsacristyofSS. VII.Whendangerofdeathisimminent,andwheretheparish-priest, ortheOrdinaryoftheplaceora priestdelegatedbyeitherofthese cannotbehad,inordertoProvide forthereliefofconscienceand, (shouldthecaserequireit),forthe legitimationofoffspring,marriage maybecontractedvalidlyandlicitly beforeanypriestandtwowitnesses.

VIII.Shouldithappenthatinan, districttheparish-priestortheOrdinaryoftheplaceorapriestdelegatedbyeitherofthem,beforewhom marriagecanbecelebrated,isnotto be had, andthatthiscondition of thingshaslasted for amonth, marriagemay bevalidlyandlicitlyentereduponbytheformaldeclarationofconsentmadebythespousesinthePresenceoftwowitnesses.

IX.(r)Afterthecelebrationof amarriagetheparish-priestorhe whotakeshisPlaceistowriteat onceinthebookofmarriagesthe namesofthecoupleandofthewitnesses,theplaceanddayofthecelebrationofthemarriage,and otherdetails,accordingtothemethodPrescribedintheritualhooks, orbytheOrdinaryandthiseven whenanotherpriestdelegatedeither bytheParishPriesthimselforby theOrdinaryhasassistedat the marriage.

(2)Moreover,theparish-priestis tonotealsointhebookofbaptisms thatthemarrledpersoncontracted marriageonsuchadayinhisparish.IfthemarriedPersonhasbeen baptisedelsewhere,theparish-priest whohasassistedatthemarriageis totransmit,eitherdirectlyor throughtheepiscoPalcuria,theannouncementofthemarriagethathas tal:enPlacetotheparish-priestof theplacewherethePersonwasbaptised,inorderthatthemarriagemay beinscribedinthehookofbaptisms.

(e)Wheneveramarriageiscontractedinthemannerdescribedin VII,andVIII.,thePriestintheformercase,thewitnessesinthelatter,areboundconjointlywiththe contractingpartiestoprovidethat themarriageheinscribedassoon aspossibleintheprescribedbooks.

X.Parish-priestswhoviolatethe rulesthusfarlaiddownaretobe punishedbytheirOrdinariesaccordingtothenatureandgravityof theirtransgression.Moreover,if theyassistatthemarriageofanybodyinviolationoftheruleslaid downin(2)and(3)ofNo.V.,they arenottoappropriatethestole-fees, butmustremitthemtotheparishpriestofthecontractingparties.

XI.(1)Theabovelawsarebindinguponallpersonsbaptisedinthe CatholicChurchandonthosewho havebeenconvertedtoitfromheresyorschism(evenwheneitherthe latterortheformerhavefallen awayafterwardsfromtheChurch), whenevertheycontractbethrothals ormarriagewithoneanother.

Mr.F.Readmoved-"Thatinthe opinionofthosepresentitishigh timethatstepsbetakentoopenup thesplendidcountrybetweenDenmarkandBridgetownandtoprovidemeansoftransportforsettlers alreadyontheland,andthattothis endthosepresentformthemselvesintoaRailwayLeaguetohecalledthe SouthCoastRailwayLeague,having asitsobjecttheextensionoftherailwayfromDenmarktoBridgetown.

Themoversaidtherailwayhadbeen promisedbytheGovernmentyears ago,andSirJohnForresthadsaid thatitshouldhavebeenthefirst tobeconstructedintheState.On theGovernment'slithoofthedistrictwastobeseenablackstreak, andwrittenoverthisthewords "Trialsurveyofproposedrailway."

Muchdependsalsoupontheemployer.Hemaybeamanlookingafter thecomfortsofhiswork-people,one whosuppliesreading-rooms,recreationfields,providesperfectlysanitaryworkshops,andgenerallybyassistingtokeeptheman'shealth good,enableshimtolivelongerand earnmore.Butwherever,orfor whomsoeverthelabourerworks,his wagesshould,ineverysensehea livingwage.

TheSocialistviewfixesthewages byascalebasedontimeandtroubleexpended,theSocialisttime --sayeighthours'daily,and the trouble,thatexpendedbytheslowestmemberorworkmanoftheparticulartradeoroccupationconcerned.

Anotherwayofgaugingtherateof wagesisbywhatisneededtoreproducetheforcespent.Thisview isadvancedchieflttohinderaman fromsaving,andsobecomingacapitalist.Becauseitisevident,ifa manistoreceivenomorethanwill keepuphisstrengthhecannotsave.

Tofurtherobtainthisnon-capitalisticState,theworkingdaywould belimitedtoonlythosehourssufficienttoearnthatdailysubsistence. Anotherpointakintothisisthat thewholeproductoverandabove reimbursementofcapitalexpended wouldbelongtolabour.Butwe havelearnedthat

Werewetoconsiderlaboursofar asitisPersonalmerely,then,since amanisfreetoworkornot,sois hefreetoacceptasmallremunerationornoneatall,butitisnecessary,andthismakesallthedifference.Thepreservationoflifeisthe boundendutyofoneandall,andto bewantingthereinisacrime.Furthermore,everymanhasanatural righttosetuPahomeandfamily; thereexistsanaturaldutytomaintainthemNaturehasprovidedthe means,andsogivesarighttotheir possession. Iffollows,therefore, thateachonehasarighttoprocure whatisrequiredinordertolive,not onlyforhimself,butforhisfamily, andsincetheworkingmancanprocureitinnootherway,hemustbe enabledtodoitthroughworkand wages. If,throughnecessity,or fearofaworseevil,theworkman acceptharderconditions,becausean emFloerorcontractorwillafford himnobetter,heismadethevictim offorceandinjustice. Acondition worsethanslaverywillresult.

Whenwecometoconcretecases,it canonlybelaiddownthatamaster isboundinjusticetogivesucha wageasthesaleofthegoodsallows. Ifthatisalivingwage,well and goodifitisnot,something is wrongeitheronthepartofthebuyerortheseller.Thenatthemost itcanonlybesaidthatthemaster hasanobligation,notsomuchin justiceasincharity,tostrivethat hiswaresfetchapriceenablinghim togivealivingwage.Togiveany manawagelessthanistheequivalentoftheParthehastakeninthe wholeproductionisabsolutelyunjust,evenifsuchbethecurrentmarketwage. Butnottogivemore thanthis,whenmoreisneededfor thedecentupkeepofanormalfamily cannotabsolutelybesaidtobea sinagainstjusticethatis,asin bindingtorestitutionbutitcertainlyisoneagainstChristiancharity.Amanmustbelookedupon, notasamachineorabaleofgoods butasahumanbeing,havingfrom Naturecertaindutiesandcertain rightsconferredandimposedbyNature.ButNaturehasnoweheresaid thatawanshould,asaruleliveon charity,butonworkandwages.Consequentlyalivingwageisademand ofNature.Charitycomesinwhen extraordinarycircumstancesprevent anormallivingwagefrommeeting individualrequirements.-"Catholic Times."

Anumberoflabourersdidwaiton thatgentleman,but,asyet,itappearsnoneofthemhavemade up theirmindsastowhethertheywill emigrateornot.AtthethreeMassesinCashel,theVeryRev.Dean Kinaneandhiscuratesreferredtotheemigrationquestion,andwarned thepeopleagainstemigratingto countriesaboutwhichthey,knewab-solutelynothing.Theywerewarned nottobeledintoemigrating,orto believeintheglowingpicturespain- tedofanyforeigncountry.
