Theresultofthe'o8-'o9ConferencewaswhatiscalledtheDeclarationofLondonwhichthoughagreedtobyGreatBritainandthe otherPowers,awaitedParliamentary sanction.
"Blockade,"conditional, and absolute "contraband,"and manyothertermsweredefinedasclearly aspossible. Byoneofthefinalprovisionsthe PowerssigningtheDeclarationbind themselvestoensuretheobservance oftherulesagreedtobytheirarmedforcesandPrizeCourts.
AspecialcommitteeoftheLondon ChamberofCommerceconferredon the"declaration"andintheirreportfurnishedintheendof1910 unanimouslyagreedthatthedeclarationshouldnotberatifiedinits existingform.Thecommitteewas oftheopinionthattheeffectofthe declarationwouldmateriallyalter thepresentlawofNationsand wouldbedetrimentaltotheinterests ofGreatBritainwhosePeculiarpositionhadnotreceivedsufficientconsideration.Theleadingmercantile bodiesconsideredthat strengthwouldbelessenedintimeof war, andaveryseriousincreasein thecostoffoodmightbefeared, evenintimeofPeace.

However,thatmaybe,welearn fromthelatestcablesthatthedeclarationofLondonhasbeenratified bythemembersoftheImperialConference,withtheexceptionofMr. AndrewFisherandMr.Batchelor, whorefrainedfromvoting,because theycouldnotagreewithsomeof theclauses,particularlythosewhich dealtwiththequestionoffoodand contrabandinwartime.
