Publicopinionisdailybecoming educatedontheTemperancequestion,themaskofpretenceandof questionablegenerosityisbeingtorn away,andvicesaswellasvirtues, areviewedinthelightofdayunder thebrightsunofsoundcommonsense. Henceitisthatintemperanceisatlastlookeduponbythe majorityofourpeoplenot,asheretofore,aslightfaultandagood man'sfailing,butasashameto theindividual,acrimeagainstsocietyandagrievoussinagainstAlmightyGod.
InnocountryhastheTemperance movementbeenmoresuccessfulthan inIrelandduringthepasttenyears. Thereithastakentheform,ofan Anti-TreatingLeague,themembers ofwhichtake-notnecessarilythe TotalAbstinencepledge,butapledge bywhichtheypromisetogiveupthe habitoftreating,or,asitiscornmorlycalledinAustralia,"shouting." Thispernicioushabitid "shouting"is,atpresentmaking drunkardsofmanyofourPeoplein Australia,ruiningtheirhomes, blightingtheirprospects,andshorteningtheirlives.

Proceedingswerestartedbyallthe membersattendingMassinregalia, theCelebrantbeingtheRev.Father Lynch,'whoisanardentsupporter oftheSociety.Atthebeginningof themeetingatelegramwasdispatchedfromtheConferencetoRight Rev.Dr.Chine,congratulatinghim tohisappointmentasBishopof Perth,andassuringhimoftheSociety'sunswervingfealty,andrespectfulhomage.Afteranhour'sdeliberationanadjournmentwasmade totheMayor'sparlour,whereacivicreceptionwastenderedthevisitingdelegates,byhisWorshipthe Mayor,inthecourseofhisremarks heassuredthemembersassembled, thathewoulddohisutmostto causetheConferencetobeasuccess socially.Severaltoastsweregiven andhonouredbythosepresentanda mostenjoyabletimewasspent.
Dr.Clune'wasAt-HomeonWednesdayafternoon,inSt.George'sTerrace,inorderthatcallersmight inspectthemanybeautifulpresents whichhereceivedatthetimeofhis consecration.Mrs.J.D.Connolly hadbeenaskedbyhisLordshipto actashostessontheoccasionwhich) wasaverypleasantone,numbersof peopletakingadvantageofthepleasantopportunitythusaffordedof payingtheirrespectstotheirnew Bishop,forwhomitisveryevident theyhaveafeelingofreverenceand affection.Thebeautifulhousewas thrownopen,andthevisitorswere atlibertytogoupstairsandsee thegiftswhichBishopClunehad received.Amongthesewereseveral framedaddresses,whileabeautiful oneinbookform,withphotoscame fromtheConfraternityoftheHoly FamilyatSt.Gerard's,Wellington, NewZealand,withwhomhisLordshiphadbeenintimatelyconnected. ThenthereweretheMitresandAlbs adornedwithalltheexquisiteart workthatabilityanddevotioncan give,whichweremadebytheSistersinvariousconvents.Thevestmentsweremagnificentandtherochetsoftheloveliesthand-made laceweretheadmirationofeveryone.ofthesetherewereseveral, andeachonewasapresentfrom someeommunit\ Also,eachrochetwasmadeofdifferentlacethere werenotwoalike,andallthesacredsymbolswere'workedonthem, inthelacebydevotedfingers.One wasintheMostdelicateLimerick lace,anotherinBrusselspoint,and soon,eachinitsawnwaybeinga perfectworkofart.Fiveyears wasthetimegiventothemakingof oneofthesebeautifulpieces of lace.Adeliciousafternoonteawas Partakenofinthedining-room,BishopChinemovingaboutamonghis guestsandspeakingapleasantword toeachandall.ArchdeaconSmyth andFatherVerlingassistedtheBishopindispensingthehospitalityof theafternoon.Thefunctionwas notbywritteninvitation,butby announcementmadebyHisLordship intheCathedralonSunday.Over Sonladieswerepresent.

Butifhedonotgaineternal life,what-willitprofithim to havegained thewhole world? TheofficeofChristianparentage impliesfourduties-toinstruct,to watchover,tocorrect,andtogive goodexample.

ItistheHolyGhostwhosays "Hastthouchildren? Instruct themandbowdowntheirnecksfrom theirchildhood."Fromthevery dawnofintelligencethechildcanbe taughtsomeofthethingsofFaith, andwhatshouldgivemorepleasure toaChristianfatherormotherthan toexplaininch enge th' meaningoftheCrucifix,totrainthe innocentlipstoPronounce-withreverencetheHolyNameofGod,and eventoinstilintothemindand heartaholyfearofGodanda
ehantothechildrenoftheirbosom. Those,theywatchandpruneandwaterandtrainwhiletheyletthechildren"justgrow."
Thedutyofvigilancerequiresparentstoguardtheirchildrenfrom dangersthatcometheirway.Clean andpureinmindaslittleonesare, sooftenreflectingtotheeyethat canseepuritytheimageinHeaven, yettheycontainhiddenwithinthem thegermsofsin,andparentscannotbetoocarefultokeepfarfrom themsuchcompanionshipasmight proveharmful. Whetheritbeintheirrelatior.s withtheirownbrothersandsisters, orwithotherchildrenoftheirage, orwithgrownupPersons,withinor withoutthehousehold,inallofthese theparentsthatlovetheirchildren welfarewillhejealousoftheirpurity.Asarulepeopleareveryparticularastohowtheytrustothers withtheirmoneyshouldtheynot, beatleast,justascautiousinexposingtothedangeroflosstheinvaluabletreasureoftheirchildren's virtue.
Parentalvigilancewillguardagainstthedangersthatcometochildrenfromreading.
Anddonotsuchdangersexist amongstus?Thereisthecapacity toread,nowtherule,ratherthan theexception,andthereisthesupplyofprintedmatterofallkinds, muchofitcheapandnasty,some foulandloathsome,comparatively littlesound,wholesomeandimproving.IfParentsusenodiscretion, butletthechildrentakewhatever readingcomestheirway,theyare guiltyofgrosscarelessnessinamatterofthegreatestimportance.From readingthechildrentakethefoodof theirthoughtsandonthatfood, thehealthoftheirsoulsdepend.It isaquestionwhethertheyshallbe strengthenedorweakenedintheir FaithandloveofGodandtheir Religion,whethertheyshallgrow strongintheloveofvirtue,orbe sickenedevenuntodeathbytheseductionsofvice.Formany,indeed, thematterofreadingisavital matterandyetthereareparents whotakelittleornocareofwhat theirchildrenread.Letit-besuggestedtothemthatthefoodinthe useofthefamilyisnotquitepure, theyarealarmedatoncebutwhen itisaquestionofthemoreimportantfoodofthesoul,theytakeno heed.HowunwisesuchconducttowardsthechildrenoverwhomGod hasplacedthem!

Undueseverityinpunishmentis,of course,tobeavoided;anditwill beavoidedif,punishment,whensessary,bedictatedbyreason,Id notbyanger. Someparentsneverpunishtheir childrenunlesswhentheyareangry withthemandbyactingthus,they probablysinthemselves,possiblydo bodilyinjurytothechildren,and certainlysacrificeallthegoodeffect thatpunishment,properlymeasured, andgivenwithdeliberationandcalmness,issuretoproduce.Theparentswhoknowshowtodealwith childrenwiselywillhardlyeverneed toresorttobodilypunishment,as hewillknowofmany'otherkindsto takeitsPlacebuttheParentwho expectstobringuphischildinvirtueanddisciplinewithoutsomekind ofpunishment,heldoutinprospectiveatleast,expectsmorethanhumanraturewillallow."Sparethe rodandspoilthechild."isanold adagethatcontainsmuchtruthand awarningofmuchnecessityfor someover-hopefulParents. Thenecessityforadministing punishmenttochildrenwould rife,f butveryrarelyifparentsfromthe veryfirstmadetheirchildrenrespect theirwordsandneveralloweddisobediencetopassunpunished,notevenasingletime.Thereareinlay ordersgiventochildrenthatconcernverytrillingthingsbutno childmustheallowedtoregardany orderofaparentasamatterof littleimportanceforhim.Ifhebe allowedtodoso,thenverysoon willthatparentsauthoritybedespisedbybim,eveninmatters of greatimportance.Howpitiableit issometimestohearparentswho donotknowtheirdutytryingto coaxobstinatechildrenbyentreatiesandpromiseofrewards. They donotreflect,thatinthiswaythe arerewardingdisobedienceinsteadof preventingit,andencouragingtheir childrentorepeattheirdisobedience, inthehopeofreceivingbettertreatment.
Incorrectingtheirchildrenparents shouldactwithjudgment.Some whosparetheroddon'tsparetheir tongue,butscoldandscoldallthe day,varyingthequalitynotwith realgravityoftheoffence,butwith theirtemperorsomeminorcircumstance.Thussometimestheaccidentalbreakingofajugwillcall forthmorescoldingthananactof deliberatedisobedience,likeplaying thetruant. Theabsenceofjustice inpunishmentsmakesthechildren despisethem.Italsomakesthem deceiversandProbablytheywill learnthemselvesfromtheexampleof theirparentstoscoldthosewhodispleasethem.

VIGILANCE.
ItisthedutyofParentstokeep constantandcarefulwatchover theiryoungchildren,anditistothe neglectofthisdutythatmanyof thesinsofchildhoodaredue. To exercisethisnecessaryvigilanceparentsoughttostudytheirchildren's characteranddispositionsfcritis awell.knownfactthat,justashumanfacesdiffer,sodohumancharactersandthiseveninearlychildhood.Itwillnotrennireanyvery specialPowersofobservationfora parenttoseewhetherhischildhas atendencytofeelingsofangeror revenge,ofpride,self-willorvanity. Andifsuchtendenciesaremanifested,itisamostimportantdutyof theParenttoopposethemandinclinetheminabetterdirection. Ifyousay,asmanyunfortunately dosay,"timeenoughtocorrect themwhentheygetmoresense,they willgrowoutofthesefaults,"you willprobablyhavetoregretthat youletthepropertimeforcorrectionpassby. Wedon'twaitto trainavineuntilithasgrownhard andstiff;butspendourcareonit whileitistenderandpliable.So alsoshouldwedowithchildren. Preventionismuchbetterthancure, inthisconnectionandtheobjectof parentalvigilanceshouldhetoeffectivelyforestallalldangeroustendencies.Somenarentspaymoreattentiontotheflowersintheirgarden,

NodearParents,benot mistakeninthismatter.Although manyyearshavepassedsincethe abovewordsoftheHolyBookwere written.thenatureofchildrenhas notchangednorhasthenecessity forwholesomecorrectionceasedto exist.Judgingfromwhatweobserveandhearveryoften,wemight !beinclinedtothinkthattheconduct ofmanyparentshadchangedorhad neverbeenmodelledonthecounsel oftheHolyGhost.Fcrwhatis morefrequentthantomeetwith parentswhohavetodeplorethat theirthirteenorfourteen-yer-old childrenhavegotbeyondcontrol? Thisfactiscertainlybeforeour evesandisitnotproofofthe wisdom'oftheDivineCounselwhich
Parentsshouldthenrealisethat theyhaveaserious-dutytowards theirchildrenofcorrectingthem.If theyneglectitinthebeginning,they makeafatalmistake,fortheycannottakeituplateron.Prudencein thisdutyisfarpreferableinaparerttoholinesswithoutsuchprudence.ItisnotunknownthatreallyvirtuousParentsbringupchildren quitedifferentfromthemselves;,and itseemsstrangeandhardtoexplain Butthereasonis,thattheseparents didnotrealiseinthebeginningthe necessityoftrainingtheirchildren whentheywereyoungintheway ofdisciplinebywiseandjudicious correction.
GOODEXAMPLE.
ExampleisaPowerfulteacher,and nowheremorethaninaParent.Be assuredthen,dearparents,thatall yourinstructionandvigilanceand correctionwilldolittlefor._your children'strainingunlessyouMlif thembygoodexample. Noparentseverteachtheirchildrenviceonsetpurposebutsomedo sobytheirbadexample.Youmay teachthelittleonestheCommandmentsandthewaytofulfilthem. THEPROCESSION.
Theannualdemonstrationofthe LeagueoftheCross,whichwascelebratedatSt.Patrick'sCathedral, onSunday,March12th,constituted arecord,overthreethousandchildren,wearingtheredribbonofthe League-indePendentofthevarious adultbranches-takingpart.Punctuallyat3o'clock,theprocession passedthroughtheCathedralgates, alongGisborne,GiPps,Lansdowne, andAlbertstreets,andhacktothe CathedralviceGisborne-street, in thefollowingordert-Clrossbearer, andacolytes,girlsoftheschools, boysoftheschools,andthefollowInvadultbranchesFitzroy,Malvern,St.Kilda,SouthMelbourne, Hawthorn,Richmond,NorthMelbourne.CliftonHill.TheprocessionwasclosedhehisGracethe Archbishop,whowasaccompaniedby theVeryRev.DeanPhelan,V.G., Rev.S.Hegarty,C.M.(president), VeryRev.W.Quilter(St.Francis), Rev.M.C.Gough(Elsternwick), Rev.1.W.O'Meehan.Amongstthe laitypresentwereMessrs.W.L. Bowditch.M.A.,T.J.O'Brien,W.J. Ditchburn,J.Maher,senr.(vice-presidents)P.F.Kavanagh(whohas beenconnectedwiththeLeaguesince itsinception,23yearsago),J.G. Martin(IndependentOrderofGood TemPlars),andrepresentativesfrom otherTemperancebodies.Anumber ofverybeautifulbannerswerecarriedattheheadofthevarious schoolsandadultbranches.During theProgressoftheprocessionthe Cathedralchimesplayedanumberof selections,and,astheprocession PassedthroughtheCathedral,the childrentotheaccompanimentof theorgan,sangseveralhymns. Greatcreditisduetothemembers ofthecommitteefortheexcellent mannerinwhichthedemonstration wascarriedout,notasinglehitch occurringinthehandlingof so Marythousandsofprocessionists. THEOCCASIONALSERMON.
ThespaciousCathedralwaspacked ineveryPartwhentheRev.Fr. O'Meehan,ascendedthepulpitto preachtheoccasionalsermon,the ArchbishoppresidingattheThrone. Takingashistextthewords'"Winedrunkenwithexcessraiseth quarrelsandwrathandruin.Wine drunkenwithexcessisbitternessto thesoul"(Eccl.xxxi.,38-39).
Inthecourseofaneloquentand impressivesermontherev.preacher, saidthat,amongthemanygrand featuresofAustralianlifewhichcannotfailtoimpressavisitorfrom theolderlands,wasthe'wonderful spiritofsobrietyandgoodorder thatprevailsatallpublicgatherings Itwasnowalmostayearsincehe (thepreacher)hadarrivedinVictoria,andnothingamonghismany pleasingandinterestingexperiences, hadsodeeplyimpressedhimasthis finetraitoftheAustralianpeople. Hehadattendedmeetingsatwhich thousandsofPeople-wereassembled, andnotoncehadhewitnessedthe uglyspectacleofastaggeringdrunkard.Whatfurtherproofwasneededtoshowthatthepublicopinionof AustraliawassoundontheTemperancequestion,andthatthecitizens ofthisyounglandappreciatedthe beautyanddignityofmanhood?The firmandwell-knownconvictionin thepublicmindthatthedrunkard inflictsagraveindignityonaselfrespectingpeopleisthefirstand greatesttriumphfortheTemperance cause,andundoubtedlytheLeague oftheCrosstrulymayclaimashare inbringingaboutsuchafinepublic spiritinthisgreatCommonwealth. ButwhiletheymightrejoicethattodayinthepublicmindofAustralia, drunkennessisregardedasasinagainstsociety,andthatthe'drunkard isoneoftheenemiesoftherace, the,mestnotcies?,theireyesto thefactthat,inthedarkandsecret placesofthecitiesandtowns,"Wine
isdrunkenwithexcess,"anddaily raising"quarrelsandwrathand manyruins,"producingmuch"bitternessofsoul."Awayfromthe searchinglightofthePublicgaze, halfconcealedundertheshadowor inthedarkness,the'drinkdemonis doing-asitwerebystealthinAustralia-thesamefelldestructivework asheisdoingmoreopenlyinmany ofthenortherncountriesofEurope.Thesamebitterfruitsofintemperance-thesamehardfacts, black,ruggedandhorribleintheir ghastlynakedness;stabbing,wounding,murder,brutalassaultsonwomenandonchildren,accidentswithoutnumberdeathssuddenandviolent,homicide,parracide,matricide, infanticide,suicide-yea,everyform ofsinandcrimeandmiseryare foundhere,ifyouwanttofindthem asinothercountrieswherethedemonofdrinkisallowedtoroam.
METHODSOFCOMBAT
Continuing,Fr.O'Meehansaidit, wasnothispurposethatafternoon todilateonthecountlessevilsof intemperance,ordwellonthemany sickeningsightsresultingfromexcessivedrinking,witnessedbyhimin otherlands.Hewouldrathersuggestafewideasandmethodswhich mightprovehelpfultotheheroic workersintheirgreatorganisation. Itwouldbereadilyconcededbyall thatthetemperanceproblemwasa mostcomplexone,anddemandedthe mostcarefulanddetailedstudyof
butagainstdrunkennessandthedrunkard.DrunkennessisacrimeaccursedofGodandman,andagainst anevilsoperniciousandsowidespreadthepriestsoftheGospel,and temperanceworkers,whomaytiecallidthepriestsofhumanity,should putforththeirstrongesthand.The HolySpiritofGodpronounces,"Woe tothemwhoriseupearlyinthe morningtofollowdrunkenness,and todrinkintheeveningtobeinflamedwithwine."
THESOCIAL,PHYSICALAND pSyCHICASPECT.
Whilereligionandreligiousorganisationsmustalwaysexercisethe mostPotentinfluenceintemperance reform,heFr.O'Meehan),often thoughtthatsufficientattentionhad notbeenpaidbyTemperancework erstothesocial,physical,andpsychicconditionsofthevictimofalcohol. Medicalsciencenowacknowledgesthatdrunkennessatacertain stagebecomesadisease,andthatthe habitualdrunkardisasadvictimof themalady.Andifthisistrue,is itrightorj'isttocommitsuchunfortunatesuffererstoacoldanddis malgaol?Whynottreatthevictimofalcohollikethevictimsof anyotherrecogniseddisease?Why notdetainhiminahoneorhospice ratherthaninthecoldprisoncell, sothatthebestmethodsknownto sciencecouldbeemployedtorelieve himfromsuchadreadfulaffliction? Dotemperanceandsocialreformers alwaystakeaccountofthevaried, andcomplexforcesthatPlayupon thevictimsofalcohol?Do they notveryoftenleaveoutoftheircalculationsandplansthetwosupreme influencesofheredityandenvironment?Yetitisameretruismto statethat,ifadoctordesiretocure adisease.hemustattackitatthe veryroots.

thetemperanceapostle,thesocial reformerandthestatesman. The causesofintemperancearemany,variedandsubtle,andtheremedies,to beeffective,mustassumemany shaPesandforms.Bigbattalions, andhugehiddenforcesarerangedon thesideoftheenemy,andifthe friendsofChristandofhumanity, aretoconquer,they,too,mustorganisebigbattalions,andattackthe drinkdemonateveryavailahlecoign ofvantage-fromthepulpit,inthe TemperanceSociety,inthepublic hall,intheschool,intheworkshop inthefield,inthehighway,andin thehome.Buttheattackoughtalwayshewell-orderedandfair.Much injuryhasbeendoneinthepastto thecausebytheintemperatemethods oftooenthusiasticadvocatesoftemperance.Itdoesnotaddstrength toacasetooverstateit,noristhe truthofanycausemadecleareror morepotentforgoodbyexcessor exaggerationintheexposition.ExcessindealingwiththeTemperance question,orwithanygreatsocial question,whatever,alwaysweakens theforceofthetruth,andveryoftenhadthefurthereffectofantagonisingreasonablemen.whowould otherwisehavegiventheirbestenergiestothecause.Bothtemperance apostleandsocialreformersshould directtheirforces,notagainstthe !Ise,butaea!rstthea'husecfalcoholnotagainstthemoderateman, whowellknowshispropermeasure,
THEINFLUENCEOFWOMAN. Thereisanothergreatfactorin temperancework,whichisnotsufficientlyemphasised.ItistheenormousDowerthatwomenwield in promotingtemperance.Asmothers theymoldthecomingrace.Aswives sisters,anddaughters,theirhelpful influencemaybeexercisedeveryday, andeveryhour.Isitnottootrue thatgloomyandilakePthousesand badcookinghassentmaneaman toadrunkard'sgrave? Goodfood andgoodcooking,andbrightand cheeryhomes,areassuredlyamongst thefirstaidstohabitsoftemperanceinmen Andisnotthisthe grandworkofwoman'shands?Impressthisfactonherquickintelligence.andyouconvertherintoa mostusefulapostleoftemperance youshowhowshemayleadintothe familyhome,whichboundsherworld theangelofpeaceandjoy,bysuccessfullycombatingthetemptations, whichinevitablylurethemanfrom thegloomyhearthtosuchconsola tionsasthedrinkingsaloonoffer him.InIreland,nearlyallthecon vents,religiousandprimaryschools nowteachgirlshowtocook,keep house,sew,knit,makeandmenddo thee,andit.ishopedthatsuchinstructionwillgraduallyeducatethe youngtoPractiseeconomyintheir homes,andhelpinaneffectiveway, he'renderingthehomebrightand comfortable,toridthelandofan evil,-whichhaslainattherootof nearlyallournationalmisfortunes, andmisery.
TEMPERANCEWORKINTHE SCHOOLS. Continuing,FatherO'Meebansaid hewasconvincedthattoomuchattentioncouldnotbefocussedonthe Poweroftheschoolinsosacreda cause. Morethanacenturyago, VoltaireandRousseauandthe FrenchEncyclopaedistssawthephilosophyofsecuring,throughthe schools,theyouthofFrancefor theirowrevilends.TheAtheisticalFrenchGovernmentto-daysees it.Andisitnotwisesometimesto learnalessonevenfromtheeneIflastingresultsaretobeachieved,hebelievedthatthetemperancepropagandamustinvadeand conquertheschools.Thecry of thetemperancereformerto-day sho'lldhe"CatchtheYcuth."We allknowhowdifficultandtrellis itistoreformhoarystumblers
middleageandconfirmedhabits.But youth,inthehandsofthegoodinstructor,islikeclayinthepotter's hands.Itscharactercanbeso shapedthatexcessiveindulgencein alcoholicdrinkwouldbeafterv4ards, well-nighimpossible.Tempetce teachingintheschoolwasessential, andprizeessaysontemperancesubjectsextremelyusefulbutmuchmore isneedediftemperanceworkistobe realandlasting.HisownshortexperienceofIrishmissionarylifehad convincedhimthatverymanyofthe boyswhotaketheconfirmation Pledgebreakitbeforetheyaretwenty-one.Manyofthemdevelophabitsofintemperance,withstartling rapidityafterleavingschool. He couldnotsayhowfarthesameis trueinAustralia,butatanyrate thepledgeadministeredatconfirmationshouldhaveafairchange.The CapuchinFathers,ofDublin,have alreadyindicatedthetruesolutionof thedifficultybyestablishinginthe schoolsjuvenilebranchesofthetemperancesociety.Thechiefaimand objectistokeepthelineoforganisationcontinuousfromearlyyouth tofull-grownmanhood,andthusto establishthemuch-needed d aonbetweentheschoolsodaLs, andtheadultsocieties.Theboy teetotallersarecalledthe"Young IrishCrusaders."Theyaremarshalledbytheirownprefects,attend themonthlymeetingoftheadult societyinthetemperancerooms,and proveavaluableaidtothecongregationalsingingatthequarterly meetingintheChurch.Theymarch infrontofthemeninallthetemperanceprocessions,andarealways proudtowearthebadgeorbutton ofthesociety. Theyarethus broughtintohealthycontactwith theirgrown-upbrothersandfrierds, andfeelbetterandbigger'bytheassociation. Whentheboysleave school,theynaturallypassfrom thejuvenilebranchintotheadult society.Thus,inaveryfewyears anexceedinglyhighpercentageofthe youngmenoftheparisharesecurelyplacedinthearkofsalvation. Allthatisneededtobringabout suchahappyresultisalittleearnesteffortonthepartofthespiritualdirector. Andwhataglorious missionitistolisttheyouthofa nationonthesideofGodandof humanityItistrulyanapostolic work,andworthyofourhighestand' holiestefforts.TheHolySpiritof Godcallsthelandblessed,"Whose Kingisnoble,andwhoseprinceseat indueseasonforrefreshmentsand actforriotousness."(Eel.x.,17).
APUBLICPROFESSIONOFTEMPERANCE.
InconcludingFr.O'Meehansaid -You,mybrethren,haveassembled herethisafternoontomake-allelic professionofyourfaithinthemud virtueoftemperance.Youhave declaredthatyournamesshallbe enrolledasamonumentagainstthe viceofdrunkenness.Youhaverai sedupthestandardoftheCrossagainstademonwhichrobsyourfellowman,notaloneofthehighest giftsofdivinegrace,butofevery vestige-ofhismanhood.YoutherebyassertthegloryofGodinHis image--man.Youasserttheglory ofChristbycherishingthebeautyof thathumannaturewhichHeassumedforloveofus.Youassertthe gloryofyourhumanitybypreservingintactthegraciousgifts,ofmind andheartwhichraiseyouaboveall earthlybeings,andmakeyou"alittlelessthantheangels."You,the childrenofIrishbirthandofIrish blood,assertthegloryofdearand lovedoldIrelandbyyournobleeffortstofreeourpeoplefromitt.onlebesettingsin.Forhasnorithe viceofintemperancealwaysbeenthe greatesthindrancetothespiritual missionofaracewhosehighdutyit is,inthewordsofthegifted,but ill-fated,ClarenceMangan,"to teachtheworldthepowerofmoral beauty,andimplantGod'simageon thestrugglingsoul?

ThesimpleRePealersareofopinion thatthereconstitutedIrishParliamentshouldhavethesamepower, andauthoritywhichtheformerIrish Parliameethad. The"Federalists,"onthecontrary,appearto me,torequiremoreforIrelandthan thesimpleRePealersdoforbesidesthelocalParliamentinIreland havingfullandperfectlocalauthority,theFederalistsrequirethat thereshouldbe,forquestionsofImperialconcern,colonial,military, andnaval,andofforeignalliance,
intoexistence.Thefollowingresolutionswereunanimouslyadoptedby theHomeRuleConferencein 18;r3-
I.That,asthebasisoftheproceedingsofthisConference,wedeclareourconvictionthatitisessentiallynecessarytothePeaceand ProsperityofIrelandthattheright ofdomesticlegislationonallIrish affairsshouldberestoredtoour country.
II.That,solemnlyreassertingthe inalienablerightoftheIrishpeople toself-government,wedeclarethe time,inouropinion,'hascomewhen acombinedandenergeticeffort shouldbemadetoobtaintherestorationofthatright.
III.That,inaccordancewiththe ivtcientrndconstitutionalrightsof :heIrishNation,weclaimtheprivilegeofmanagingourownaffairsby aParliamentassembledinIreland, andcomposedoftheSovereign,the Lords,andtheCommonsofIreland.

Inexplainingtheseresolutions,Mr Tiutt,inhisspeechesattheConferencesaid:-

ThegreatestLivingFriendoftheParty. andpolicy,aCongressionalorFederalParliament,inwhichIreland shouldhaveafairshareandpro portionofrepresentationandpower. Itisbutrightandjusttoconfess thatinthisrespecttheFederalist wouldgiveIrelandmoreweightand importanceinImperialconcernsthan shewouldreceivebytheplanofthe simpleRepealers. Formy ownFart,Iwillown,sinceIhave cometocontemplatethespecificdiffernces,suchastheyare,between "simpleRepeal,"andFederalism,I doatpresentfeelapreferencefor theFederativeplan,astending moretotheutilityofIreland.
Shortlyafterthisdeclarationof O'Connell's,theunhappydiiTerences, betweenhimandtheYoungIreland eraarose,followedbythefamine, andthenbyO'Connell'sdeath.AfterthataPeriodensuedwhenConstitutionalmethodspracticallydisappearedaltogether.ItwasnotuntilaftertheFenianMovementhad beenbrokenthatthethoughtsof Irelandagainturned,undertheinspirationofIsaacButt,toConstitutionalagitationandwhenthe HomeRuleMovement,asitisnow known,arose,itwasonthebasis ofFederalismthatMr.Buttproceeded.
Themovementtookshapeatthe treatConferencewhichassembledat theRotunda,inDublin,onthe18th, 19th,loth,and21stNovember, 1873.TherethebasisofHomeRule waslaiddown,and,forthefirst time,RepealoftheUnionwasformallyanddefinitelyabandonedbythe representativesoftheNationalistsof IrelandandaFederalUnionproposed.Fromthatdateuntilnowthirty-sevenyearshaveelapsed,and thedemandputforwardbyIsaac Butthasneverbeeninsubstancevaried,andremainsto-daythedemand oftheIrishPeople.AsIwillshee lateronMr.Gladstone'sBillof 1R86wasquiteconsistentwitha generalschemecfFederalismand hisBillof18'V,bytheretentionof IrishmembersatWestminsterwould havecreatedanewIrishConstitu tionready,thereandthen.toform nartofageneralFederalscheme, wheneverthatsystemmightcome

V.Thatsuchanarrangementdoes notinvolveanychangeintheexist-

VI.That,tosecuretotheIrish peopletheadvantagesofconstitutionalgovernment,itisessential thatthereshouldbeinIrelandan administrationforIrishaffairs,controlledaccordingtoconstitutional principles,bytheTrishParliament, andconductedbyministersconstitutionallyresponsibletothatParliament.
VII.That,intheopinionofthis ('onference,aFederalarrangement, basedupontheseprinciples,would consolidatethestrengthandmaintaintheintegrityoftheEmpire,and addtothedignityandpowerof theImperialCrown.
VIII.That,whilewebelievethat inanIrishParliamenttherights andlibertiesofallclassesofour countrymenwouldfindtheirbestand serestprotection,weare'willing thatthereshouldhe,ncerporatedin theFederalConstitutionarticles, supelyneth-'ano1-stTeter(ntees, thatnochangeshallbemadeh, thatParliamentinthepresentset-

Withreferencetothisquotation ofMr.Butt's,Iwishagaintosafeguardmyselfastothedetails,but IassertthatthegeneralPrinciple underlyingthisproposalasexplained byMr.Buttembodiesto-day,justas itdidthen,ourPresentdemandfor HomeRule Infaceofthesefacts,isitnotludicroustoPretendthatthestirstionofFederalismasasolvetiMof theIrishproblemissomethingnew?
