Theypreachpoliticalsermons,deliverpoliticallecturesandaddresses, andshinewithagreatradginceat politicaldeputations.Theytackle allmannerofsubjects,including footballandsocialpurity;.andthey bristlewithstatementswhichcan't bearinspection,andwithstatistics whichtheyhaveapparentlymanufacturedthemselves.Theyaregreat athintsandinnuendoesandveiled slanders,andnonesavethemost Persistentopponentscanpinthem downtoadefinitestatement,ifthe definitestatementbeginstolook dangerous.whentheyarebowled cutinaglaringuntruth,oradozenglaringuntruths,theyshowno suchsignsofshameasacommercialtravellerorsharebrokermight do,nordotheyusuallyapologise, thoughthatisanactwhich the deck-handofaferrysteameriscapableof,shouldhediscoverthathe has'donesomeoneaninjury.The bowled-outpoliticalpreacher,asa rule,justretireswithdignityina cloudofindefinitesanctity,and turnsupatthenextopportunity withanewsetofallegationsas recklessasthepreviouslist.His unreliabilityisamazing,and!hisdisregardforallideasoffairplayis thelimit. TheresponsefromtheNursing Districtshasbeenentirelysatisfactoryallthosedistrictswhichhave definitelyappliedforanursehave declaredthemselvesableandread, tofindthemoneyforhermaintenance.

Buttheresponsefromthegeneral publictowardsanendowmentfund forexPensesofadministrationhas beentoosmalltojustifynsinattemptingtolaunchaschemewhich aimsatbeingpermanentlyendowed. Wehaveuptodate,beengivenor promisedbetween£4,000or£3,ono whereas,werequireacapitalsum ofnotlessthan£4o,000for.theadministrativeexpensesoftheFederalandStateCouncils.

ThesecondpointIwishtodraw attentiontoisthisthatasour desirewastodecentraliseasmuch asPossible,soastohavethePracticaladministrationoftheScheme inthehandsoftheStateCouncils, wemadethefunctionsofthosebodiesofparamountimportance,and consequentlyourorganisationdependsforitsexistenceupontheformationoftheStateCouncils.But althoughwithintheStatesthereis anundoubteddesireinmanydistrictstoestablishasystemofDistrictNursing,thegeneralandinfluentialsupport,withoutwhielssuch aSchemeasthiscannotbesaid toberepresentativeornationalin character,hasnotbeenforthcoming toanextent,whichalonewould maketheformationofStateCouncilspoliticorevenpossible. Iamonlysorrythatthisshould be sobecauseIammore deeply impressed thanever bythe needforamore extenaidsystemofDistrictNursing inAustralia; morethaneverdoI grieveforthequiteunnecessaryhardshipsandlossoflifeoccasionedby alackofskillednursingandattentionintimesofaccidentorillness, particularlyinRushdistricts.More thaneverdoIeagerlyhoPethat thedayisnotfarintothe'future, whenAustralianswillthemselves framemeasures,bymeansofwhich, suchhardshipswillberemovedand valuableliveswillbesafeguarded.
