Buttheresponsefromthegeneral publictowardsanendowmentfund forexPensesofadministrationhas beentoosmalltojustifynsinattemptingtolaunchaschemewhich aimsatbeingpermanentlyendowed. Wehaveuptodate,beengivenor promisedbetween£4,000or£3,ono whereas,werequireacapitalsum ofnotlessthan£4o,000for.theadministrativeexpensesoftheFederalandStateCouncils.
ThesecondpointIwishtodraw attentiontoisthisthatasour desirewastodecentraliseasmuch asPossible,soastohavethePracticaladministrationoftheScheme inthehandsoftheStateCouncils, wemadethefunctionsofthosebodiesofparamountimportance,and consequentlyourorganisationdependsforitsexistenceupontheformationoftheStateCouncils.But althoughwithintheStatesthereis anundoubteddesireinmanydistrictstoestablishasystemofDistrictNursing,thegeneralandinfluentialsupport,withoutwhielssuch aSchemeasthiscannotbesaid toberepresentativeornationalin character,hasnotbeenforthcoming toanextent,whichalonewould maketheformationofStateCouncilspoliticorevenpossible.
