OneofthemostmysteriousproblemsthatpuzzlethethinkingCatholicatthepresenttimeisthe trendofDemocracy.Manyn.en, evaoftheprofessionaland,generally,educatedclassassumethatthey knowallaboutit,andfurthermore, thatCatholicsneednotworryover itsmeaninganditsaspiration. Yetwhenaskedtodefinethatwhich intheircredulitytheyprofessis harmless,theycanoffernoteing, saveintangibleandillogicalassertions,orverticesincongruities.To thethinkingman,however,whohas apracticalknowledgeoftheteaching oftheCatholicChurch,Democracy, asitisprofessed,isadanger,the consequencesofwhichnomindcan forecast.ThereisDemocracyand Democracy,andthepresentandultimateconsequencesoftheoneand theotherareasdifferentasthe Poles.TheHolySeehaslaiddown unchaneeablePrinciplesandsafeguardsfor theproperpopular guidance of Christian action,but one of the mostdaringdifficTireinthepresaltdevelopmsntistomakethose sereesrlyknownandunderstood. Mr.Devas,inhistreatise on"Socialceiestionsandtheduty ofcetholies,"consieersthat,"the graeitvofourores^tcifnationis ofthatwehaveteide.whether itshellbeDemocrtic,oranti-Democratic,lotwheiherthedemocracy hallbeChristianoranti-Christian."TheillustriousBishopof

HehasnotreadofSS dang hehasnotheardof a counterorganisationwiththegenie objective,whichPraesepetorealise thesameresults,whilestrictlyconformingtoallthemorallawsof theChurch.MeantimeheisreadingSoteialistiebooksandlectnresksod imbibingtheiranti-ChristiatSi semisnligioussentiments.It s littleuseforpreachersormoralists tod'flounceSocialism.Suchattitude isopentogravemisconeeption.If itsprinciplesareapparentlygood, anditsobjectiveapparentlyjust, andifnoChristianorCatholicbody publicly-andsystienateellyattempts thesametheworkingmanewill givebutscantcredittoitsopponents.HisConclusionwillsimplybe -ifheisnotpreparedtogiveimmediateandblindobediencetothe voiceoftheChurch-thattheChurch isagainstallthereformswhichSocialistsadvocate.Hefailstounderstandthatitisnotreformthat theChurchisoPposodto,butonly tothematerialisticbasisofSocialism,andtothemanyimmoraland anti-religiousitemsofitsprogramme.Fromtheseremarksit willbereadilyunderstoodthatwe ,areinthoroughaccordwithithelate HolyFather, LeoXITI,and !with the principles which he laid downfor the properguidanceof"ChristianDemocrace,"andwiththemotuproprioofHisHolindesPiusX on "The,FundamentalOrganisationof ChristianPopularAction.' in otherwordswedreadlestthebanefulandseductiveprogramme of Socialism may'dominate the Labour orDemocratic Party,absorbitsjustand admirableprinciples,anddestroythe 'Catholicityofoutworkingmen. Well,first,itisnotatalllikely that,underanyforthcomingHomo RuleBill,theIrishmemberswould becalledupontovacatetheirrepresentativepositionintheHouse OfCommons.Imperialquestionsof foreignpolitics,taxation,legislation wouldclaimtheirattentionandattendance.By.thegrantof Home Rule,Irelandisnottobecut fromherinterestinimperialaffairs Shemusthavesomerepresentation thesupremecouncilsofthenaon. AnyonewhoconsilersourdiplomacytowardsTurkeymustseethat ourattitudetowardsthatMoslem Powerhasbeenandisaftectedby therelationsbetweenitandour MohammedansubjectsinIndia.And sowiththeOstholicsofCement, Australia,Ireland;theeoninicnreaetsuponWestminster,andworks IIinDowningstreet.

HomeRuleforIrelandwouldnot weakenCatholicinterestsinEnglent.ACatholicnationacrossthe Channel,unitedwithusunderthe sameCrown,wouldstrengthenthe PositionofCatholicshere. For itwouldfreeusfromonegreatobstaclepresentedbydifferencesinee gardtoHomeRule.Atpresent thatdifficultyitemstobeinsurmountable;whocanfailtoseeit nearlyeverywhereamongusatthis hour? Nowithasgrown Powerlesstoinfluencemanyofus. Ithinkitistimeweshouldtake nomorenoticeofit,shouldjoin handswiththeotherdemocracy, shouldbefitndIrelandwheneverwe can,andshould,bysodoing, removefromourgreatpopulousparishestheone'seriouscauseoffrictionanddisagreement.
