Theywould ascertainly,Ibelieve,havevote. forIrishbeinganessentialinour IrishUniversity,aswouldFloodana Grattan-whoseParliamentary,associationsmusthavemadethemfat moreEnglish-andyetoneofwhom lefthiswholeestatetoaUniversity forthestudyingofIrish,andthe otherofwhomhasleftonrecord thefactthathewouldbesorryto seeIrishforgotten.
Inalettersending£10tothe fund,hesays,-7Ienclosemyannual contribution(Rio)totheParliamentaryFund.Innoyearofits existencedidthePartydobetter workthanduringthelongSession of1908.MeasuresofthefirstimportancewerepassedforIreland, andthedefenceofourcountrymenin Englandwasnotforgotten.Next SessionMr.Birrell'sgreateffortto finallysettlethelandquestion,and especiallythequestionofcongestion willbeunderconsideration.Itisa timewhenattendancebyeveryNationalistrepresentative,rivallingin regularitythatofourworthy*member,Mr.M'Veigth,wouldhehighly desirable.Iwellknowwhatasacrificeitisforablementogivetheir lifeworktotheserviceofthecountryawayfromtheirhomes.But thesacrificeisabsolutelynecessary inthepublicinterest,andtherountrymakesanexceedinglygoodinvestmentinpayingtheexpensesofa cerpiceitcannotremunerate. In theresolutionswhichIobserve, elverawidefield,Ifullyconsur.
Thequestionasitstandsnow,is, broadlyspeaking,this-AUniversity hasbeenestablishedforthosepeople who,forreligiousornationalrec.sons,wouldnotgotoTrinityCollegeortheQueen'sCollege.That Universityhasbeenestablishedwith Trishmoney,thoughcomingfrom imparicitfunds.Itwillbeundoubtediycotietedasanoff-setagalne.t ourover-taxation. ThemanagementofthisUniversityhasbeen placedinthehandsofIrishmen themselves.Youarehereto-night totellthemthecoursethatthe Midlandsdesiretoseefollowedwith regardtoIrish.Itisaquestion which,astheStandingCommitteeof theCatholicBishopssaid,isa questionforfairargument.They themselvesseemtothinkthatIrish shouldnotbemadeessential.The GaelicLeague,ontheotherhand thinksthatitoughttobesomade, andthesearetheargumentsthat morallyactuateitFirst.-Itwouldenormouslydeepen thenationallifeofIrelandbyturninaalltheCatholicSecondary SchoolsandmanyoftheProtestant onesintoanIrishchannel,andpersuadincmentoteachboththeIan-
Third.-Nothingwilleverconvince theIrish-speakingpeople,whoselanguagehasbeenforsolongyearsunderaban,thatitreallyisanassetofnationalimportanceunlessthe drasticpressureofmakingitcompulsoryonentranceistaken.
Fourth.-Nothingshortofthiswill striketheimaginationoftheIrish raceathomeandabroad,andshow themthatwehavereallyaNational University,whichitwillhetheir dutytosupportandendow.These aregreatandsolidadvantages,and thereisnogainsayingthem.Onthe otherhandwemayastheStanding Committeehavepointedout,drive awaynotafewstudentsintoother un-IrishColleges.Iadmitthatat thefirstwemight.Ithinkhow-' ever,theywouldbeveryfew,and thoughIshouldnotliketolose evenonestudent,ifIcouldhelpit, Ifeelperfectly,certainthattheloss wouldbe,compensatedforahundred foldby,thegainofahomogeneousIrishUniversity(applausel.

Everyparishwasunderadeepdebt ofpracticalgratitudetotheUnited IrishLeagueanditsmouthpiecetheNationalParty.Butnotparishesonly,butindividualslikewise, ouldrecognisethegreatnessof thisdebt,for.indeed,theadvantagesthathadcometoIrelandfrom theagitationofthelastquarterof acenturyhadcomeimmediatelyand directlytoinlieidualtenantfarmers andshop'ceepers.Norwasitthe poorman,butitwasprincipallythe manofbroadacresandlargepro pertythathadreapedmostbenefit HencetheUnitedIrishLeague,which wasthesolesurvivingoneof thosemanlyorganisationsofthe past.whichhadlivedanddiedfor thefurtheranceoftheircountry's rights,deservedthesupportofell classesofNationalists,andespeciallythelargepropertyowners.Proceeding,hesaid-SomeNationalists lrebnoutoftheranksoftheNationalistworkers,becausetheyhave faulttofindwiththetacticsor deedsoftheNationalParliamentary Party. In1882throughtheadvocacy,of theannestyassociationDavittwas releasedfromprison.Immediately hefoundhimselfatlargehesetout toputintoactionplanswhichhe thoughtofduringhisincarceration, andsufferingsinDartmoreprison.
ofMay1906thisgreatchampionof Trishlibertybreathedhislast.By Davitt'sspecialrequesthewasattendedbyaministerofhisChurch, andreceipedthelastSacrament.

Heatfirstfoundgreatdifficultyin winningtohiscausethethenleader oftheParliamentaryParty,Parnel; afterwardspraisedforhissueeialat-buthavingwonagreatvictoryover tentionofhim.Attheageoffif-LandlordisminMayoitbecamePopteenheattainleftschoolandfound employmentinaprintingofficewhere heremaineduntilhebecameconnectedwiththeFenianmovement.
ThoughsometimeinEnglandhe wasstillanIrishmanatheart.loved thelandofhisbirthandlongedto dosomethingforthatsuffering country.
Allto-dayknowstheabsurdityof theFenianmovement.Davittat theageofnineteen.perhapswith thehighesthopes,entereditsranks. Helatertookupthepositionoforganisingofficer,thepretendedoccupationofanammunitionagent,the purposeofprocuringarmsandthe sfalsenameofRobertJackson.The suspicionoftheCrownofficialswas raisedatanearlystageyethebaffledthemforthreeyears.Aday camewhentheyseizedaconsignment ofgunswhichweredirecteddisguisedlytoadepotatLeedsandarrestedDavitt.
InamovementliketheFenian someunworthypersonsgenerally findpositions.Thereweremen,in thismovementwhowerelessw4thy andcapablethanDavitt,andwho foundpositionsofplaceandpower. Oneofthese,ayouthofeighteen, wasledtobelievebyratherunjust reasons,thatoneofhiscolleagues wasnottrustworthyandonthis grounddeterminedtoassassinate Aim.TopreventthismurderDavittwrotealetteradvisinghimto conimitnosuchcrime.Thepolice insuspiciontheyouthwasaFenian onedayenteredhisroom,andfound himreadingaletterwhichheendeavouredtodestroy.Theygatheredandgluedthepiecestogetherand foundthemtohethisletterfrom Devitt. Ahandyinstrumentit provedtothemfortheconvictionof Davittwhohadalreadybeenarrested.Itwastheprincipalevidence whichcausedhiscommittaltofifteen yearsimprisonment.
Thesufferingsenduredbyhimduringhistermofimprisonmentareal-
ular;and,Parnelthenenteredits ranksandacceptedarequestto speakatitsnextmeeting.TheastutepoliticianParnel,uncomparable withhumbleDevitt,waseverready toembraceapopularmovement; andentereditonlytobeitsmost conservativeelementtodenounce Davittforhisdemocraticprinciples. DavittnextwenttoAmericaona lecturingtour.Earningmoneyin thisdirectionhespentitinorgani- singtheLandLeague.Henext formedawomen'sbranch.Parnel andothersridiculedthisideaDavittcarednotbutwiththeaidof FannieandAnnaParnel(sistersof CharlesStewart)heformedthis Branchwhichafterwardsproveda greatassistance. Itiswelltoremarkinsomecases thestandmadebyDavittagainst theclergyofIreland.ClericalinfluenceinIreland(toViespeaker's mind)whilegoodinmanyrespects, wassometimesnotbeneficialtothe People,He,thoughastrictmember tothatChurchwaseverreadyto contraversewiththemonapolitical matter,anddenouncethemifthey werewrong.
ThesympathyofDavittintherecentSouthAfricanwarwaswiththe 'Boers.He(thespeaker),beinga pro-hoeramongstalotof Britishfanatics, watchedhim closelyonthatoccasion.Though thecauseofIrelandwasdearerto Devittthanlife.Inaddressingthe HouseofCommonshesaid,thatrot evenforitsfreedomwouldhevote againstoneiotesofBoerliberty.
TothepositioninParliamentDavittwaselectedwhileonatourto Australiain1896.BeingareformerandnotaParliamentarian,his occupationdidnotsuithim. He resignedandwenttoSouthAfrica, aswarcorrespondentforsomeAmericanjournals.

Inthecaseofoneparticularmine, closeddownsomeyearsago,itisa notoriousfactthat'morethandoublethequantityofgoldobtained bytheCompanyfounditswayinto thehandsoragangofprofessional goldstealers,whowereworkingon theProposition.Sincethattime mostofthedefunctcompany'sabandonedleaseshavebeentakenup bypartiesofworkingminersand Ainthe'maiorityofinstancesthe yreturnshavebeenhighlypayable.In certaincirclesinNorsemangold stealingisregardedasbeingquite alegitimateenterprise.Theaction ofCorporal''Feeinendeavouringto detectthethievesmeetswiththe generalapprovalofallright-thinkingpeopleinthecommunity. Sofartherailwaytraffichasbeen exceedinglygoodandthereisevery indicationthatthelinewillproveto hea,remunerativeundertaking.Already'theoldagitationofthe throughlinetoEsperancehasbeen re-started,,butjudgingfromtheopinionsheldbyamajorityOfmem-
bersinthepresentParliament,the extensionofthe'linemustberegardedasbeingaveryremotepassibility.
