Ur.Bin-ellandtheLiberal'Ministry madeanattemptlastyeartoput the"Imperialist"ideaintolegislativeeffect.Whathappenedisnowa matterofpasthistory.Theeffort willneverberenewedonsimilar "lines"Ireland'sverdictonthepoint isfinalandirrevocable.No,"Mandate"foraHomeRuleBillduring thepresentParliamentcanbeclaimedbytheLiberalsbut,winorlose, theymustseeksucha"Mandate" whennextthey"gotothecountry." ElseLiberalism,asthepolitical creedofagreatBritishParty,will PerishandsowillthePartyifthey seektoevadetheelementaryprinciplesofinternationaljustice.ThedebateanddivisiononMr.Redmond's resolutionwillbeinstructive.Henceforward,whilebattlingforthereformstowhichtheGovernmentare actuallycommitted,theIrishlentler andhisPartywillshapetheircourse withunfalteringpersistenceforthe [evenofHomeRuleafterthenext GeneralElection.

ManyargumentsinfavourofIreland'sclaimtoSelf-Governmentwill headvancedduringtheforthcoming debate.Theutterhopelessnessofexpectinganylastingimprovementin theconditionofamis-governedcountry-thecoastandinefficiencyofaforeignadministration-thelong,sadrecordofineptitudeandfailuretothe discreditofeach"department"in DublinCastle'sendlessroll,andof allthe"departments"together-the futilityofpassinglawsinanAssemblywhoseauthorityisnotrespectedor reallyacceptedbythevastmajority ofthepeople,whichlawsareinvariablydeprivedinpracticalapplication ofwhatevergoodmayhavebeenintendedbytheirauthorsallthese pleasandfactswillbeurgedbythe supportersoftheresolution.But thereis

ThisUnionwasnotacompactora bargainbetweentwoNations,butan abominablecrimeonthepartofthe strongerandanoutrageontheweakerworsethanearrottingormurder.
