OnFridayafternoonMr..Coupland, thelocalsecretary,gatheredthestudents,friends,andpatronsofTrinity College,London,intheQueen'sHall forthepurposeofdistributingtothesuccessfulpupilstheprizesandcertificates wonatthelastexaminationsintheory andpractice.HetookoccasionofMadameAlbaniapresenceinthecity,and obtainedherconsenttodistributethe prizes,andthusgivetheoccasionan importanceandsolemnitythatitotherwisewouldnotposses.However,the presenceofthedivahardlymadeupfor theunpreparednessandinextricableconfusioninwhichthesecretaryfoundhimselfwithregardtomedalsandcertificates.Hithertothedistributiontook placeinDecember,whenallthemedals andlatestresultshadbeentohand,but onFridaylastthecertificatesforthe practicalhadnotcomefromLondon,and themeads,whichwerelocallystruck, weresuchinartisticmonstrosities,that hewasashrmedtopresentthem,andhad tosupplytheirplacewithtemporary bogusoneswithoutvalueorinscription.

Thestudentswhowonmedalsweredisappointed,andthestudentswhowon honorsinthepracticalwereworsethan disappointed,because,whiletheformer hadtheirbogusprizesgiventhetaby MadameAlbani,whosepresenceadded considerablytotheirvalue,thelatter werecondemnedtositinsilence,without evenhearingtheirnamesread,andwithoutawordofpraiseorrecognitionfrom theworldwideQueenofSong.

ThingsgotgoingwhenHisLordship theBishop,accompaniedbyFather Smyth,arrived,andonemaymentionin passingthatMadameAlbani,toher credit,andasanexampletomanyof ourCatholics,receivedtheBishopwiththatdemonstrativereverencepeculiarly characteristicofthefaithfulCatholics ofFrance.ThechairwastakenbyMonsignorBourke,of Perth,whofor yearshasbeencloselyassociatedwith thedifferentcollegesofmusicwhichhold examinationsinWesternAustralia.

TheprizeswerepresentedbyMadame Albani,whoaddedawordofencouragementtoeachcandidate,anditwasparticularlynoticeableasamatterforgeneralcommentthattheaffairseemedtobe monopolisedbyCatholics.Outofthe 527passesforthelocalcentre,theConventschoolsobtained304,about60per cent.

HisLordshiptheBishop,inproposing avoteofthankstoMadameAlbani,said thatthemusicalstudentsofthecityand suburbs,weredelightedtohavethe opportunityofmeetingthedistinguished visitor,towhomprobablythenumberof childrenreceivingmusicaltrainingwas asurprise.Theyweremakinggreatadvancesinmusic,andhehopedthey wouldgrowlikewiseinothergracesand virtues.Musicbathitscharms,and nowherewereitsadvantagesmoreappreciatedthanwhentheyounggirl,after herschooldays,wasabletorecreateher parentsandgivethemthepleasureof hermusicaltalents.Sofarastheschools withwhichhewasassociatedwereconcerned,hefeltproudtobeabletosay beforethislargeaudiencethattheycarriedawayfully60percent.ofhonors, passes,andcertificates.Hetookthisopportunity,throughMr.Coupland,to complimentandcongratulatetheprincipal!ofTrinityCollegeontheuniform justicethatobtainedintheirexaminations.andheassuredthemthattheir examiningrepresentativesinthisState havegiveneverysatisfaction,andhe Inirdeveryconfidenceintheirhonorand ability.Heurgedthecandidatesin whateverschooltheywerepursuingtheir studiestoseizeeveryadvantagethat wouldcontributetomakethemefficient musicalscholars,andprovetothegreat cityofLondonthattheschoolsandcollegesofWesternAustraliaareascapable ofturningoutstudentsinmusicalproficiencyasanyschoolsorcollegesin England.

MonsignorBourkesecondedthevote ofthanks,andfeltsurethatthechildrenwhoreceivedtheprizesandcertifil cateswouldrecallthisdaywithpleasure whentheyrememberedthattheyhadreceivedthemfromthehandsofMadame Albani,thegreatQueenofSong.

Duringthelastfewyearstherehave beenseveralremarkableinstancesof theidentificationofcriminalsbymeans offinger-prints,andinconnectionwith thissystetoitisinterestingtonotethat itistothepresentChiefCommissioner ofPoliceinLondonthatitsintroductionandsuccessfulworkingisina gr.atmeasuredue.Beforewedescribe theprincipaladvantagesofthisvaluable systemofidentification,letusglanceat thegeneralmethodsadoptedbyScotland Yardandotherauthoritiesforthedetectionofcrime,andtheclassificationof criminals.

Aregisterofhabitualcriminalsits keptattheHomeOffice,andissuedannuallytoeverypoliceforce.Itcontainsalistofseveralthousandnamesin tartsalistofseveralthousandnamesin -alphabeticalorder,withrecordsofthe dateofconviction,characterofcrime, andotherusefulparticulars. Thizworkofreferenceisnot,however,verylargelyused,partlybecauseit doesnconicoutoftenerthanoncea yearandpartlyowingtothefactthat thereisnogeneralindexextendingbeyondthat.period;aseriesofvolumes mayhavetobesearchedforanycase datingbacktwelvemonths.Moreover oldoffendersdonothesitatetoassume names. Amethodknownasthebertillon systemisextensivelyusedinParisfor theclassificationandidentificationof criminals.Therecordtakeofeach prisonerconsistsofcertaiiiieeasureinentswhichdependmainlyonthelength ofthebonystructuresinthebody,and maythereiore,betreatedforpractical purposesasinvariableinadults.

Thecardsonwhichtheseparticulars arerecordedaresoclassifiedthateach cambeeasilyfoundbymeansofthe measurementsalone,withoutthename oftheperson.Thus,bytakingthemeasurementofanypersonwhoisarrested, itispossibletoascertainhisidentity ifheisalreadyamongtherecordsunder anynamewhatever.

Thelicemostimportantmeasurements whichformthebasisofthesystemare: thelengthandwidthofthehead, lengthoftheleftmiddlefinger,the leftfoot,andtheleftforearm-these beingselectedasthemostconstantin eachindividual,.themostvariedindifferentpersons,theleastco-relatedin outet,tyanother,andeasiesttotakeaccuthissystem-mostingenious,yet simpli-amisedentificationispractically impossible,consideringtheenormous safeguardsinthenumerousmeasurements -eachofwhichmustcorrespondwithin narrowlimitsinorderthatanidentificationmaybeestablished.Anywarder identifyingacriminalftchohasescapedrecognitionbythisordealreceives arewardof10franc,payableoutof thesumvotedttotheBertillonstaff.

ThewriterhassatforhourswithM. Bertilloninhislarge,well-lightedatelier, filledwithagreatcrowd-newly-arrived prisonersfromthedepotbelow,eachin turntakinghisplaceunderthecallipersoronthemeasuringstool.adozen ormoredeft-fingeredassistants.policeofficers,andprisonweeders.butall arrayedinalongwhiteblouse.and lookingverymuchlikemarblemasonsin asculptor'sstudio,comeandgo,busily employedtakingnewmeasurementsor makingthesearchesamongthecardrecords.Thelatter,patientlyaccumulatedforyears,lieincabinetswithininnumerabledrawersandpigeon-holesso arrangedthatasearchoftwoorthree minutessufficestobringtolightthe onethatisrequired.Stupefaction,to saytheleastofit,sitsonthefaceofthe prisoner,whohasbeenenergeticallydeclaringthathehasneverbeenintrouble before,thatheisamanquitewithout criminalantecedents.Heisquitetaken abackwhenheisconfrontedwithhis ownphotograph,andtoldhisrealname. TheFtiger-PrintMethod.

Oneofthemostinterestingsystemsof identifyingcriminalsisthefinger-print method,associatedwiththenameofMr. FrancisGalton,butsuggestedinthe firstinstanceandpartlyappliedbySir WilliamHerschel.Ithasverygreatrecommendations.Intheworkingitis muchmoresimplethanthewonderful systemofM.Bertillon,andtherecord takenisofanalmostinfalliblewenracy.

Ifthereaderwillopenhishand,he willseethattheinnerpartiscovered ineverydirectionwithlines,long.and Mort,brokenandmoreorlessstraight, runninghitherandthither,andsomeof themgroupedintoverycomplexpatterns. Theconspicuouscreasescausedbythe foldingoftheskinmaybeplainlyobservedinthehandofachildjustborn. Noonehasbeenabletosaydefinitelyhow theywereformedorwhatofficethey serve;sciencehasdiscoverednorealuse forthemandtheyareofinterestchieflytothestudentofpalmistry.

Now,however,observethedelicate linesonthefingers.Bewickwasso struckbythemthat"hemadeengravingsonwoodofacoupleofhisfingers, whichheusedasdesignsforhisillustratedworks."Thesamelineationswere destinedlatertobefarotherwiseapplied.Notethatonthethirdjointof thefingersthelinesorridgesnearest tothatjointrunrightacrossthefinger, butthelinessomewhatclosertothefin ger-tipfollowtheformofthenail.They takeontheshapeofthemoderatelyroundedarch,andinthecentreofthe bulbofthefingerisfoundthepattern properofthefinger-print.

Letthereadercomparethesefinecurvaturesofhisownfinger-printswith thoseofanyfriend.Ataglancethedifferencewillseemnotverygreat.Let, thembeexaminedclosely,andthedifferenceswillbegreaterthanatfirst.View thetwohandsthenunderasmallmagnifyingglass,andthedifferenceswillbe merethaneverconspicuous.Briefly,the conclusionarrivedatbyMr.(laltonis thatthechanceoftwofinger-printsbeingidenticalislessthanoneinsixty-four thousandmillions.If,then,inusingthe finger-printsasameansofidentification,twosuchprintsarecompared,and arefoundtobeidentical,nodoubtcan beentertained"thattheyaretheprints ofthesamefingerofthesameperson;if theydiffertheinferenceisequallycertainthattheyweremadebydifferent fingers.Theprintsofonefinger,if clearlytaken,arethereforeenoughtodecidethequestionofidentityornon-identity.andiftheprintsofthreeormore -fingersbetakenandcompared,allpossibilityoferrorisabsolutelyeliminat- ed."
