Withtwosuchmenupontheirplatform,howhollowsoundedtheeqemlid andinfamouschargewhichtheenemiesdftheNationalmovementwere foreverwhispering-thatIrishCatholicsweretheslaves(ifreligiousintolerance.Their'swas

undertheBallymoneyUrbanCouncil, BallymoneyRuralCouncil,Antrim DistrictCouncil,AntrimTownCommissioners,PortrushTownCommissioners,AughnacloyTownCommissioners,DromoreTownCommissioners, ColeraineDistrictCouncil,Bangor. UrbanCouncil,ormanyotherlocal authorities,Catholicsownoroccupy one-thirdofthepropertyinCookstown,butthereisnotoneoftheir co-religionistsonthecouncil,andnot onepennygoestoaCatholicservant. Butthecriticmightsayonesidewas asbedastheother.Wasthatreally 90?Letthemlookatthefacts. Taketheirownprovincefirst.Newry boroughwasonlyafewmilesaway fromthatspot,andtheretheNationalistswereinalargemajority,but ProtestantsofficialsundertheTown Commissionersdraw£628outofa totalof£1,580.Nottogooutside theimmediatedistrict,wehavea largemajorityontheNewryNo.1 Council,NewryNo.2Council,Newry Union,KilkeelUnion,andDownpatrickUnion,butineverycasethereare moreProtestantsemployed,andat largersalariesthanCatholics.Newcastle'stownshipwasonlyrecently created,andtheNationalists,who wereinthemajority,couldhavecarriedallthetwelveseats,hutdidthey? Mr.Birrellrepliedthattheinquiry wasproceeding.

MeJohnRedmondaskedif,inview ofthesuspiciouscircumstances,the Governmentwouldorderasworninquiry.

INBELFAST,FOREXAMPLE, theCorporationpaid£51,405ayear insalaries,andofthissumonly£640 goestoCatholicemployees,though Catholicsformedone-thirdofthepopulation.Moreover,aCatholiccould notgetelectedtothatCorporation untilaToryParliamentsteppedin andsoredistributedthewardsasto secureCatholicrepresentation.The BelfastHarblourCommissionershada salarylist,accordingtotheirannual accounts,of£11,37017s.10d,hut theyhadnotoneCatholiconthe board,andtheyhadonlyoneCatholicemployeeonthatsalarylist,his remunerationbeing£200ayear.The BelfastPoor-LawUnionspterds£10,681ayear,includingsalariesunder medicalcharities,registrationallowances,andsuperannuationcharges, andonthelistof"officersrersuired togivesecurity,"thatistosay,the higherclassappointments,thereappearedthenameofoneCatholicdrawing£45.Inotherdirections,however,theydistributenearly£1,000 amongstCatholicempleyees,sothat badastheywere,theyweretheconcentratedessenceoftolerationandliberalitycomparedwiththeCorporationorthe

TheParliamentaryrepresentationindeed,provesit,buttheassertionis madethatProtestantsareunfairly treatedinlocalbodies.Who,forexample,hadnotheardoftheintoleranceoftheAsylumCommitteeof Ballin;asloe.Eventheirownco-relig- ionistswouldbeamazedtohearthat inthishotbedofpersecutionthesala- riesandallowancesofofficerswerealmostequal-Z1.102goingtoCatholics,and£1,003toProteetants-althoughProtestantswereonlyaninfinitesimalproportionofthepopulationofthedistrict,andifthatbeintolerance,heonlywishedtoheaven theUnionistswouldgivethematouch ofitinUlster.(Hear,hear.)Belfast hasneverhadaCatholicMayoror LordMayor,butsince1843ProtestantshaveheldtheLordMayoraltyof Dublinonnolessthantwenty-three occasions.NorwasitinDublinalone thatremarkablecontrastswiththe positionintheNorthofIrelandwere tobefound.InListowel,forexample theCatholicsformed98percent.of thepopulation.TherewasoneProtestantintheworkhouse,toministerto whosereligiouswantsthisCatholic boardpaidaProtestantcentenei£10 ayear,whichtheyrecentlyincreased to£15withouthisaskingforit-Persumaiblytoconsolehimforhaving nothingtodo.(Laughter.)Hecould recitealonglistofotherpublicbodies intheSouthandWestofIreland whereCatholicshadshownmostcommendableliberality,andhadtreated theirnon-Catholiccountrymenwitha considerationfarbeyondwhattheir proportionwouldentitlethemto. iii)Wheneveramarriageiscontractedinthemannerdescribedin VIIandVITT.thepriestinthe formercase,andwitnessesinthe latterareboundconiiiintlywith thecontracting'partiestoprovide thatthemarriageheinscribedas soonaspossibleintheprescribed honks.

X.Parish-priestswhoviolatethe rulesthusfarlaiddownaretobe punishedbytheirOrdinnriesaccording tothenatureandgravityoftheir transgression.Moreoveriftheyassist atthemarriageofanybodyinviolationoftheruleslaiddowninii)and iii)ofNoVtheyarenottoappropriatethestole-feeshotmustremitthem totheparish-priestoftimecontracting parties.

XT.i)Theabovelawsarebindingonallpersonsbaptisedinthe CatholicChurchandMIthosewho hovebeenconvertedtoitfrom heresyorschism(evenwheneither thelatterortheformerhavefallen awayafterwardsfromtheChurch) whenevertheycontractsoonsalia nrmarriagewithoneanother.
