Sir.-Theenclosedclippingfromthe "KalgoorlieMiner"ofthe29thinst., referringtoalocalBallheldunder theauspicesoftheHiberniansand IrishNationalForesters,deserves morethanpassingnoticefrontIrish readers.Howlongmustweyetendurethis"stage"Irishmanwhoseattemptatthepronunciationoftheallegedvernacularissoshriekingly funnytoanti-Irishears,butsodiscordantandoffensivetotherealsons anddaughtersofthesoil?Andifwe condemnthisludicrousburlesquewhen emanatingfromourbitterfoespoliticallyandreligiouslyshallwecondonetheoffencewhenperpetratedbythosewhoprofesstobeofIrishblood atleast? "Itsanillbirdtheftfoulsits0wn nest,-'andifsucha'character'set wereintroducedinanybigcityofthe LandoftheStarsandStripesthe Ballwouldsoonreachthe"Godsave theKing"stageandtheamateur actorsreceiveapracticedlessonon 'DecentBehaviour'eventhoughthey calledthemselvesHilbernians,Foresters,FcniansorSinnVenters. WerethereanyIrishmenpresentI wonder?Ifsotheymaypossibly readthisprotestfromanotherIrishmanawlexaminetheirconsciencesto knowiftheiractwasacommendable one.Th..ymaypossOhlytrytojustify theiractiononthegroundthatthe garbasworn,andthespeechas spokenactuallyandtrulyrepresented thedres;andspeechoftheperFions pourtra)-441. Yes,thefox-hunting gentlemenofacouple'ofcenturiesago affectedthestyleofdressindicated, thouehc,rtainlynohumanbeingever

spokeinthenaturaltoneasthese allegedmimicswouldhavetheiropenmouthedaudiencesinfer.Further, thesefox-hunterswere"gentlemen"in thetruesenseofthewordandfollowedthehoundsatapacethatwould makesomeofthedandifiednoodles whocaricaturethemquaketogaze upon,muchlesstoperform.Strange these'Character'Irishmendidn't''go thewholehog"andinsertthestem ofaAtideen'intoSomeconvenient socketintheir'cau'been'butperhaps itwasanoversight-orshortsightedness-onthepartofthereporter.

Ihope,Sir,thatIrishmen-thereal ones-willnotfailtosettheirfoot downheavilyonthis'Character' compatrioteverytimetheyate,nis greenswallow-tailorhearhim 'shpake'inadialecthenever'shpoee' andthatthosewhoprofesstobe Irishinsympathyorinbloodwill refrainfromexhibitionswhicharetoputitmildly-inverybadtaste.

The'Colleens'willIhopetakea friendlyhintandabandonthismimicry-iftheywillimitatetheirgrandmothers,letitbeintheirvirtues, notintheirdressorspeech.

TheHibernianandForesters'plain andfancydressball,heldintheHibernianHalllastnight,wasavery delightfulfunction,andreflectsgreat creditonthepromoters.Thehall was,mosttastefullydecoratedwith flagsandevergreens.Fromtheceiling(lagsweredrapedintheformof aMalteseCross,withhunchesof wattleinthecentre,fromwhichhung colouredelectriclights,andChinese lanternsworesuspendedatintervals, alsolitwithelectriclight.Thehandsomebannerofthesocietydecorated onesideoftheroom,whilepictures coveredtheothervacantspaces,inter sitersedwithevergreens.Amostsumptuoussupperwasservedinamarqueeerectedonthegroundadjoining thehall,andlittletableswereplaced

Answer.-Theaboveletterhasno nameoraddressattachedandwould inanordinarycasehavebeenconsignedtotheW.P.B.,wereitnotthat thesubjectissoveryprominentlybeforethepublic,sincethepassingofthe aboveBillthroughtheHouseofLords, thatabriefstatementofthe"attitude"oftheCatholicChurchtowardsitmayhetomanyofgreatinterestjustnow.Herpositionmayhe putinanutshell,thusByanecclesiasticallaw,marriagewithadeceasedwife'ssister,isinvalid.Aman cannotmarryanyofhisdeceased wife'srelationstotheforthdegree inclusive.Rutthisbeinganecclesiasticallaw,thesameauthonity-the Church-whichmadeitcanalso,for goodreasons,inaparticularcase dispensefromit.Afterthisdispensationhasbeenobtained,marriagewith adecessedwife'ssisterisperfectly lawfulandvalid.Thelawinthe firstplacehadbeenenactedinthe interestsofmoralsandforthegood ofsocietyand,needlesstosay,adispensationisnotgivenexceptinthe mostextremelyrarecasesandforthe mosturgentreasons.WhenBishops grantthedispensationtheydosoby a"specialindult"fromRomeand onlyBishopslivingatagreatdistance fromRomehavethepower.Hencea mancannotvalidlymarryhisdeceasedwife'ssisteror,indeedanyofher relationstothefourthdegreeexcept byadispensation;hutoncethedispensationisgrantedinaparticular case,themarriageisvalidinspiteof atenthousandsactsofParliament.
