TIPPERARY.-ThegoldenjubileeofI VeryRev.EdmundMaher,P.P.,BalUna,aparishinthedioceseofCashel wascelebratedonMay23inaway thattestifiedtothewidespreadpopularityofthevenerablejubilarian.The districtofwhichheispastorbordersonthedioceseofKillaloe,andis pictures;quelysituatedonthebanks oftheShannon.Priestsandpeople ofhisownandtheneighbouringdiocesejoinedheartilyinthecelebration andatitsclosetheywerehospitably entertainedbytheagedcleric.

LONGFORD.-Irishmenhavelearned withdeepregretofthedeath,which tookplaceonMay17,oftheMost Rev.Dr.Flood,ArchbishopofTrinidad.BorninCountyLongfordsixtythreeyearsago,heenteredthenovitiateoftheDominicanOrderatTallaght.Co.Dublin,in1860.Four yearslaterhewenttoRometostudy theology.Hewasordainedin1867 andtookhisdegreeofDoctorofDivinitythefollowingyear.HesubsequentlyministeredinCork,Waterford,Galway,andNewry,ineachof whichplaceshewongoldenopinions. WhenFatherBurkediedin1883, leavingunfinishedthebuilding131*a newchurch,hisSuperiorscouldthink ofnoonewhowasbetterabletotake theplaceofthegreatorator,and cenipletehiswork,thanDr.Flood. HewenttoAmericatocollectfunds fortheundertaking,andhadthehappiness,beforehewascalledtothe SeeofTrinidad,ofassistingatthe consecrationoftheBurkeMemorial Church,amonumentnotonlytothe greatpreacher,buttotheuntiring zealofthefutureArchbishop.Six monthsafterwasdshereceivedanintimationfromRomethatPropaganda hadappointedhimtosucceedDr.Hyland,himselfanIrishDominican.as CoadjutorofTrinidad.Hemade everyefforttoescapeanhonourfor whichhethoughthewasunworthy, hutRomeremainedfirm,andhehad tosubmit.Hisconsecrationtook placeinthePro-Cathedral,Marlborough-street,Dublin,onthe15thof Dr.Walshe,ArchbishopofDublin: August,1887,theconsecratingprelatesbeinghisGracetheMost.Rev. Dr.O'Callaghan,O.P.,Bishopof Corkand1)r.Woodlock,Bishopof Ardagh,anintimatefriendofDr. Flood.Twoyearsafterhisarrival inTrinidad,hesucceededtotheArchbishopric. FortwentyyearsDr. FloodlaboredintheWestIndieswith unflaggingzeal. **

THECONSECRATIONSERMON.

MostRev.Dr.O'Donnell,Bishopof Raphoe,preachedaveryeloquent sermon,whichwaslistinedtowith raptattentionbythevastcongregation.HisLordshippaidahightributetotheAedemptoristCongregation,themembersofwhich,hesaid, spendthemselvesungrudginglyinthe serviceoftheirMaster.Solidinstructions,longhoursintheConfessional,andtheexercisesofpersonal pietyconsumedalmostthewholeday andfrequentlycurtailedthehoursof repose. Suchfortwentyyears weretheoccupationsofDr.Boylan. Foryearshehadparochialworkat Clapham,inLondon,mainlyamong peopleofIrishorigin.Hebaptised children,marriedtheyoungpeople, andstoodbythebedsideoffeverand diptheriapatientsinthegarretsand hospitals.Thenhebecameprovincial,andinthewonderfulwaysof ProvidencehewasbroughtintocontactwiththegreatChurch,whichthe childrenoftheIrishracehaddoneso lunchtobuildupinanotherhemisphere.Hehadanimportantpart inshapingtheneworderofthings inthePhilippines.EveryBishopand priestinIrelandwhoknewDr.Boylan woulddeemtheflockhappyover whomhewasappointedBishop.He wouldbeashepherdinloveandkindnesstoallthelambsandallthe sheep.andalsoashepherdinvigilance andvigourandself-respect,giving noquartertothewolf,norbeingsilentathisapproach.

Inreplyingtoaddressesofcongratulation,DrBoylan madespeeches whichmarkhimasnotonlyavery holyprelate,butalsoaverythoroughpatriot,whoisabletoadvise hispeoplenotmerelyinthemomentousaffectingthewelfareofthecountryaswellasinthemoreminutedetailsofeconomy.HeadvisedIrishmentofollowahold,determined, andmanlycourseinadvocatingtheir rights.

'I'HENATION.11,CONVENTION.

Bytwelveo'clockthesceneoutsidetheMansionHousewasofaveryanimatedcharacter.Hundredsofdelegates,aswellasclergymen,membersofParliament,andalargenumberofladieswereassembledbefore thebuilding.Delegatesfromthe differentpublicbodiesstruggledto obtainadmissionbythedoorleadingtotheMansionHousegardenin frontoftheSupperRoom,fromwhich passagesleadontotheRoundRoom. Thecrowdwassogreatandthenecessaryexaminationofcredentials tooksomuchtimethatonlyslow progresscouldbemade,thoughMr. DenisJohnsonandtheofficialsdid allintheirpowertofacilitatematters.Suchofthedelegatesasobtainedentrance,however,foundthemselvesstillexcludedfromtheRound Room,asthepassagesleadingtoit werethicklythronged.Theycould heartheproceedingsintheRound Roominprogress,andrecognisethe voiceofMr.Redmondaddressingthe assembly,butwereunabletocatch whathewassaying,andmanywho wishedtogetoutsidefoundtheirway blockedbythosewhowerestillpouringin. Averylargenumberof ladies,clergymen,andsomemembers ofParliamentwereassembledonthe stepsleadingtotheMansionHouse. TheMansionHouseSteward,who heldthedoor,endeavouredtoadmit themembersofParliament,andin thisprocessagreatdealofcrushing tookplace.Itwaswiththegreatest possibledifficultythat.Mr.T.P. O'Connor,M.P.;Mr.JosephNolan, M.P.;Mr.Wm.Field,M.P.;andothers wereabletoforcetheirwayin.Mr. O'Connorwasaccompaniedbythe Hon.A.SchumannandMr.andMrs. Dreyfus,ofBoston.Mrs.Dreyfus (daughterofMr.Schumann)and someotherladiesgotseverely crushedintheprocessofgainingentrance,butenduredtheinconvenience good-humouredly. Owingtothe enormousbodyofdelegateswhoturnedupearly,quiteanumberofrepresentatiaemen,includingmembers ofParliament,prominentpriestslike CanonM'Cartan,whohasbeenso oftenaleadingfigureatConventions, andwell-knownmembersoftheDirecttoryofthe['tiltedIrishLeaguewere unabletogetneartheRoundRoom. Theresult.wasthatmanyofthedeleIgateshadtospendtheirtimeinthe SupperRoom,waitinganopportunity togoin,asitwasnotpossiblein thepassagesofftheRoundRoomto hearwhatwasgoingonwithinit. Otherscontentedthemselveswith waitingaboutinDawson-street,in theneighbourhoodoftheMansion House.

Hewentonto showhowutterlyimaginativewasthe statement.TheywerenotcommittedtotheBillasawhole,notto thedetailsoftheBill,nortotheGovernment;andhementionedthathe hadnotseenthemeasureinfullAtil ithadbeenprinted.Thenhedealt withthecriticism-thehostilecriticism-thatheshouldhaverejectedthe BillintheHouseofCommons.Had hetakenthatcoursewhatwouldhave happened?Wouldcriticsbewanting whowoulddeclarethathewasa would-hedictatorandwould-bedespottryingtosmotherthepublicopinionofIreland?ThepointwasimmediatelytakenupbytheConvention.AndsoitwaswhenMr.Redmondproceededtodealwiththeother hostilecriticismthatthreeyearsago theIrishPartyrefusedabetter schemeofferedthembytheToryGovernment.Mr.Redmond'sanalysis ofthatschemewashailedwithdelightedcheers.Itprovedthatbadas wastheIrishCouncilBill,itwasnot quitesoutterlybadastheprecious DevolutionScheme. Drawinghim speechtoaclose,Mr.Redmondstirredenthusiasmagainandagainby thedeclarationthattheLiberalPartymustonceandforallabandonthe RoseberyiteideaofgoverningIreland; andbysummarisinghisreasonsfor advisingtheConventiontorejectthe Bill.

TwoorthreetimesMr.Redmond hadtoceasespeakingowingtothe noisecreatedbytheenormousattendancebeingfurtherreinforcedbydelegateswhoexperienceddifficultyin gettingintothecrammedroom.

Mr.Redmond'smotionwasseconded byMr.A. Kettle.Theveteran Nationalistwaswarmlywelcomed, andhemadeabriefandpointed speech.HewasfollowedbyMr.John O'Callaghan.SecretaryoftheUnited IrishLeagueofAmerica.whoseeloquentutterancewasinterruptedagain andagainbyenthusiasticplauditsespeciallyenthusiasticwhenhesaid thatthedecisionoftheIrishpeople atthatConventionwouldbethedecisionoftheTrishraceinAmerica. TheRev.1)-Humphreys,Killenaule. CountyTipperary.alsorosetosupportthemotion,buthadnotproceededveryfarwhenhehadtobe remindedbyavoicefromthehotlyof thehallthat"TheBillisdead"-an observationwhichprovokedatempestofcheering. FatherHumphreyscontinued,however,togointo details,andrepliedinratherstrong termstosomeexpressionsfromhis impatientaudience,withtheresult thattheChairmancalleduponhimto conclude.This,theonlyjarringinddentoftheproceedingsofthevast meeting,wastheinspirationofthe thrillingpassageinwhichMr.Joseph Devlin,whonextaddressedthemeeting.openedhisspeech,thetextof thatpassagebeingthatinpoliticshe recognisednosect.Pealingwiththe Billhesaidthatitwasnotonlyan insulttoIrishNationalsentiment,but itviolatedthespiritofIrishdemocracy.AweakIrelandwouldreceive aweakBill-astrongIrelanda strongBill.

CAVAN.-Whit-Sunday,1907,says the"WeeklyFreeman,"willbememorableintheannalsofKilmoreas thedayonwhichwasconsecrated theMostRev.Dr.Doylan,ProvincialoftheIrishProvinceoftheRedemptoristOrder,andthefirstmemberofthatgreatcongregationtobe raisedtotheEpiscopateinIreland.

HisEminenceCardinalLogue,in theimpressiveceremonyofconsecration,wasassistedbyMostRev.Dr. Iloareand:llost Dr.Henry.The followingmembersoftheHierarchy werealsopresentMostRev.Dr. Healy,MostRev.Dr.O'Donnell,Most Rev.lir.O'Neill.MostRev.Dr. Browne.MostRev.Dr.Clancy,Most Rev.Dr.Sheehan,MostRev.Dr. O'Dea.andMostRev.Dr.Gaughran. Greatnumbersoftheclergyandlaity fromvariouspartsofIrelandattendedandfilledtheCathedralinevery part.TheMayorofLimerick,where Dr.Boylanwasextremelypopular, attendedinstate,acomplimentwhich thenewBishophighlyprized.While theceremonywasinprogress Boylanbecameindisposedandhadto behelpedintotheopenair,butquicklyrecoveredandshowednofurther signofweakness.

Withoutdoubtthelargest,mostrepresentative,andmostimportant ConventioneverheldinDublinwas thatofMay21st,whichrejectedMr. Birrell'sIrishCouncilBill. AsoneoftheIrishpaperssays "IrelandpouredintoDublin."Every class,creed,andinterestwerethere. Ourreadersalreadyknowtheresult ofthenationaldecision.Thespeeches wehavenotspacetoreprint.But wegivebelowthesummaryofthe great.Conventionandthemostimportant.partofMr.Redmond'sspeech aswefinditinthe"WeeklyFreeman."TheRoundRoomInthe MansionHouse,capableofholding 3000people,wasunabletocontain thedelegates.Thepassagesandthe streetsoutsidewerefullofdelegates unabletoentertheroom.

Thescene,saysthe"Freeman." whentheproceedingswereopened wasveryanimated.Thegreatbuildingwaspacked.Hundredsofpeople whowereunabletogetseatingor evenstandingroominthebodyofthe hall,weremassedinthespaciousentrance.Everyinchofroomhadbeen occupiedlongbefore.Intheglow oftheelectriclight,whichhadbeen turnedonathalf-pasteleven,the Conventionformedapictureofextraordinaryinterest.

Attheoutsetoftheproceedingsat twentytotwelveo'clock.Mr.RedmondreferredtothetragicbereavementthathadbefallenMr.JohnDillon.Aresolutionofsympathywas proposedandsecondedinsilence, whilstthewholeassemblystoodup. ThesameimpressiveproceedingsmarkedthepassingofaresolutionreferringtothedeathofMr.Devitt. Thoseexpressionsofcondolenceproducedaprofoundeffect,andthewhole gatheringseemedtothrillwithsympathywhenMr.Redmonddeclared thatatthismomentMr.Dillonhad attractedtohimtheheartsofIrishmenandIrishwomenthroughoutthe world.Someformalitiesastoprocedurethroughoutthedaywerenext disposedof,andthenMr.Redmond rosetoproposethemotionstanding inhisname-thegreatdecidingresolutionofthisConvention.Firsthe dweltupontheimposingcharacterof theassembly.Itwasoneofthe greatestConventionsthateverassembledinDublin,andthe'eyesofthe civilisedworldwerecentreduponthe proceedingsabouttotakeplacein thatroom.WhentheChairmanread hismotionthekeynoteofthegatheringwasheard.Thedeclarationin favourofHomeRulepureandsimplewascheered.andwhenMr.Redmondreadoutthewords"ThathavingconsideredtheIrishCouncilBill introducedbytheGovernment,wedeclarethatitisutterlyinadequatein itsscopeandunsatisfactory*inits details,andshouldherejectedbythe IrishNation,"therewasaroarof approval,andthecheerswererepeatedagainandagainwitheffect.Mr. Redmond'sspeechurgingthemotion wascheeredfromfirsttolast.He wasnotaminuteonhisfeetwhen henailedtheinvention.Itwasthat heandothermembersoftheParty werecommittedtotheGovernmentin regardtothisBill."Thereisnot ashadowoffoundationforthat statement."saidMr.Redmond,and ringingcheersagainburstforthfrom

Speakersinquicksuccessionnow appeared.Mr.E.T.Keane,who hadamotioninfavouroftherejectionoftheBill,withdrewit,andsupportedtheChairman'smotiontothe sameeffect.Mr.Sheehy-Skeffington, M.A.,tookthesamecourseunder similarcircumstances,andwasabout toreferto'theauthoroftheBill whenhewaspulledup,andtoldthat personalcriticismwouldbeoutoforder.FatherCasey,ofAbbeyfeale, causedastormofcheeringwhen,.reterrine;totheallegationofFather HumphrysthattheConventionwas rigged,hesaidthatheshouldrepudiatethatstatementasapriest.It wasoneofthefreestandmostrepresentativeConventionshehadever attended.AlludingtotheBillhe askedhisaudiencetojoinhimin singingthe"DeProfundis"overit; andlaughterbrokeoutafreshwhen FatherCaseyconcluded"Godrestits soulit'sgone."

Mr.T.B.Fitzpatrick,Treasurerof theUnitedTrishLeague,wasthenext speaker.Theatmospherehadnow grownveryoppressive,althoughseveralwindowshadbeenopened,hut Mr.Fitzpatrickwasattentivelyheard andloudlycheeredattheclose.Here theChairmanaskedthattheHon. FrankConnor,amemberoftheParliamentofWesternAustralia,should beheard.andthedistinguishedvisitormadearousingspeech.applaudingthepatriotismoftheTrishpeopleinAustralia,andsayingthathe wouldbringhacktothemthemes-

sagethattheIrishpeopleathome wereatlastunanimous.Mr.Peter Bradley,ofNewcastle-on-Tyne,whose firstappearanceitwasasapublic speakerinthecapitalofhisnative land,deliveredatouchinglittleaddressexpressiveofthefidelitytoIrelandofthelargenumberofNorth ofEnglandNationalistsforwhomhe stood. Mr.1'.P.O'Connor,who wasnextcalledupon,lefttheConventioninnodoubtastohisopinion oftheBill.Itwasthatitcouldnot betouchedbyIrishNationalistseven withaforty-footpole.Butheand othersdidnotobjectasstronglyas Somepeopledidtothenominated element,andthereasonwasthat everythoughtfulIrishmanwanted,so farashecould,tomakeaunited Ireland.Butt didthinkthatthe nominatedelementwastoolarge,and theyregardeditasatemporaryand passingexpedient.Referringtothe financeoftheBill,Mr.O'Connorsaid, amidapplause,thatitwouldmean unlesschangedfromtoptobottom, thattheIrishCouncilwouldbegin localgovernment.itsabankruptconcern,whiletheconstitutionofthe Councilwouldinvolvethesettingup ofashambody.TheLiberalGovernmenthadnothadthecourageto dealgenerouslybyIreland,andhad shownitselfdevoidoftruestatesnianship,andMr.O'Connor'sregret thatitdidnotincludemanymore membersofthesterlinghonestyofthe Prime.MinisterandtheChiefSecretary,foundgeneralecho.Thelast noteinthespeechwashopeful.This disappointingoccasion,butthe Irishpeoplewouldreturntothe struggledeterminedtocarryiton withgreaterenergyandspirit.Such ash..titof"Aye"wentup!
