Theconcerthallinwhichtheopeningceremonywoeplace(saysthe "CatholicTimes"correspondent)was filledtooverflowing,and,decorated, asitwasinmostelaboratestyle, presentedagalaappearance: The largestbandandchorusevergathered togetherinaDublinconcerthallrenderedanexcellentselectionofemir inamannerthatcharmedallpre.e.nt. Itconsistedofoverfivehundredperformers,underthedirectorshipofMr. BartonMcGuikin. IllsExceeency wasevidentlymuchpleasedwithall hesawanbheard.Replyingtoan addresspresentedtohintbythe1.xecutiveCouncil,LordAbendeerideliveredasympatheticspeech.Ile firstreadamessagewhichhehadleceivedfronttheKingthatmorning. Itranasfollows:-"Trustthatthe Exhibitionyouaretoopento-day:nay proveasuccess.anddemonstrateInternationalprogressmadebyIreland. -EdwardR."HisExcellencythen Paidawell-meritedtributetothe promotersofthegiganticundertaking for Thepaltrinessofthe,Billmay

TherewasoneprovisionintheBill whichmadeit,notmerelyunworkable, butfatuusandinsultingtoIrishmen.Thenewcouncilhadnolegislativepowers.Theyweresupposedto haiveadministrativepowers.butinrealitythatwasimpossible.becaesethe Lord-Lieutenantcouldnotmerelyveto thedecisionsoftheCouncil,hecould absolutelyignorethem.TheCouncil mightresolveonalineofaction,the Lord-Lieutenant'couldfiletheirresolutionsandproceedtodojusttheoppositeofwhattheCouncildetermined. Hemightpursuethiscourseoftreatmentindefinitely,andtheCouncil wouldhavenoredresstheywouldhe powerless. ABillwhichwouldintroducesuchananomalyisessentially absurd.Itwelldeservedthestricturespassedonitbythefriendsand theenemiesofIrishliberty. That greatblotalonewouldhesufficientto condemnit:

Itisnowpretty certainthatlargecrowdswillbeattractedtotheIrishshoresduringthe approachingholidayseasonbythe maenificentExhibition,whichhas beenerectedregardlessofexpense.

TheRejectedIrishBill.

Afullreportofthespeechmadeby Mr.BirrellinintroducinghisIrish AdministrativeBillconiestouswith ourlatestexchanges. Brieflythe BillgaveovertoanIrishCouncilthe management.ifitcouldbesocalled. ofthreedepartments:-TheEducation Department.theAgriculturalandPubWorksDepartments. Theotherfine departmentswhichweretobeunder theCouncil'scontrolwerepractically ofslightimportanceandtheirbearinguponthecountry'swelfareisinconsiderable. AnythingwhichmitigatestheevilsofCastlerule,theIrish Partywereanxioustoaccept,howevershortoftheirdemandsthenew legislationmightbe.Forthatreason theywouldhaveacceptedMr.Birrell's Billgladly,pooranddisappointingas

MR.BIRRELLAHOPELESS FAILURE.

WhenMr.BirrellwassenttoIreland asChiefSecretary,hehaduponhim' thestigmaoffailurteintheEducational Department.Thatfailuredidnotaugurwellforhisworkintheinfinitely moredifficulttaskofcontrollingDublinCastle.Nordoweseehowhecan succeedinIreland.Heispossessed ofradicallywrongideasonthatcountry.ThesearetheideaswhichEnglishmencannotdivestthemselvesofin regardtoIrishmen.WhilstMr.BirrelllooksuponthepeopleofIreland asaninferiorrace,unfittocontrol theirownaffairsorruletheircountry,itismanifestlyabsurdtoexpecthinttosucceedinIreland.Itis manifestlyabsurdtoexpecthimtogive HomeRulesolongashebelieves Irishmenarenotcapableofruling themselves.Thatisthekey-noteof Mr.Birrell'sspeech-whoinhissuperiorwaylongsforthedayWhen Irishmenwillhavelearnedhabitsof "self-respect.dignity,andself-restraint."ThesoonerMr.Birrell leaveshisIrishofficeandbetakeshimselfentirelytohisbooksellebetter forhisownreputationandthebetter forIreland,whosefriendheprofesses tobewhilstheusescoercionandall theotherweaponsofToryismtocrush anddragdownintoslaveryherspirit ofindependence.

TheIrishNational Conventionisonthebroadestdemocraticbasis.Itisthenearestpossibletoaplebiscite.Everyclassin thecountry,everybodyinthecountry.withanypretensions.4oarepresentativecharacterhasanampledelegationtotheConvention.Townand country,clericandlay.theagriculturalinterestandthelaborinterestall senddelegatesproportionallytotheir importancetothisgreatParliamentof thenation.Theyarecomposedof allthevaryingelementsofNational life.anditisimpossibletohope thatconflictinginterestsshouldnot findrepresentationattheseConventions.Moreover.fromtimetotime therewerehighlyimportantandacrimoniouscontroversiestobedecided. andvigorousmeasurestohetakenfor thesuppressionoffaction.themaintenanceofmajorityrule.andthegeneral furtheranceofthemovement.Such controversieswerenecessarilyprovocativecifstrengfeeling.Buttheproce.edinesoftheNationalConventions havealwaysbeenconductedwitha dignityanddecorum,theirresolutions cheracterisedbyamoderation.intelligence.andenlightenedpatriotismthat haveencouragedthefriendsofIreland. andwnnthereluctantadmirationof herenemies.Theyhavefurnishedthe mostconclusiveanswertothesilly andinstillingsuggestionthatthere wouldheanydifficultyinmaintaining free.full,andcourteousdebate Itmoreestfriendsandenemies.inthe IrishHomeRuleParliament.Onall uuestionsaffectingIrelandtheNational Conventkmislifesupremecourtofappeal.Itsjudgmentisfinal.

Speakingofthefamousauthorof '9S.whosedeaththe"Record"announcedlastweek,the"DublinWeeklyFreeman"says:-

Thecircumstancesunderwhichthe famouspoemwaswrittenareinterestingandworthyofnarration.It wascomposedbyDr.Ingraminhis roomsinTrinityCollegeinhisundergraduatedays.Itwasnottheresultofdays,orweeks,ormonthsof mentallabour.Itwaswrittenin onenightasthedirectoutcomeofthe influenceexercisedontheauthor's mindbyhisattendanceataNationalistmeetingheldsomehourspreviously.

-'Afterthemeetinghesatupinhis roomsdiscussingwithsomeofhis Collegefriendsdifferentphasesofthe historicrisingof'98,andwhenhis companionshaddepartedhismind continuedtobepowerfullyagitatedby theeventsassociatedwiththeinsurrection,andthesacrificesofthetuieelfish'menwhohadendeavouredtobring Englishtyrannyinthiscountrytoa closeatanycostappealedstronglyto hisimagination.

"Forhourshepaced'hisroomunder theinfluenceofthemostpatriotic emotions,andbeforethedawnappearedeverylineofthefamouspoemhad beencomposed.andasoul-stirring contributionmadetoIrishNational poetry. "ThereisnolandinwhichIrishmenhaveassembledthatthevigor-

"Dr.JohnKelpsIngramwasbornin CountyDonegalin1823.Ilewasthe eldestsonoftheRev.WilliamIngrain,liereceivedhisearlyeducationat.NewrySchool.andsubsequently,atauunusuallyearlyageentered TrinityCollege,whereheachieveddistinctioninalmosteverydepartmentof scholasticstudy.Ilegainedallthe honour.oftheUniversityduringthe courseofhisremarkablysuccessfulcareer.HebecameaFellowinthe yearprevioustotbeout-breakofthe Famine.IlewasappointedProfessor ofOratory,andEnglishLiteraturea fewyearssubsequently,in1852. Themissionariesmadechargesof crueltyaidbloodshedagainsttheinhabitantsofBantu,andcalledupon theStateofficialstopunishthem. TheGovernor-Generalproceededthere inpersoninJanuary,1906,tofind outthetruth.Thishefoundtobe thatthepeoplewouldhavenothing todowiththemissionaries. The contrasttoBauruwasfoudilas-Beringa,wheretheblackswereinsolent eveninthepresenceoftheGovernorGeneral.Themissionariesgavethem everyencouragementtodeclarethat therubberisexhausted,although thereisstillplentyofitinthnforest. Atanothervillage.namedBefongi,the twochiefsmadethisstatement,:"Themissionariescametous,but theysaidnoprayers.Theydidnot evenmentionthenameofGod.They saidtous,'Worknolonger,therubber isexhausted,andtheGovernmentcan nolongercompelyoutodothis work.'"Alittlelatertheofficialin questionvisitedthedistrictsofeight distincttribes,whomhenames.All ofthemhadrefusedtopaytheirtaxes andallexplainedthattheydidsoon therecommendationoftheEnglish. Owingtothewithdrawalofalarge partofthemeltreferredtoastaking refugewithmissions.theoldprosperityofthisregionhaddisappened, initsplacewerevillageswithoutpopulationandfieldswithoutculture.

Duringthecourseofhisservicethe officerreceivednumerouscomplaintsas tohowthemissionariestreatedtheir blackservants.Herearesomeof them.
