Theunusuallylargeandrepresentativemeetingwhichtookplaceinthe TownHall,Perth,onThursdaynight, April25isastrikingsignofthedeterminationofthepublicbeansomething mustbespeedilydonetopreventa continuationoftheappallingsacrifice ofchildren'sliveswhichadmittedly goesoninourmidst.Thehallitself wasfull.AmongthoseontheplatformweretheMostRev.Dr.Gibney, *BishopofPerth,theVeryRev,ArchpriestBourke,V.G.,theVeryRev. FatherKeogh.V.G.,theMayorof Perth(Mr.SydneyStubbs).theLieutenant-Governor,SirEdwardSlone, DeanLatham,theSpeakerofthe LegislativeAssembly,Mr.Quinlan, Mr.BriggsPresidentoftheLegislativeCouncil,Ministersofthevarious Protestantsdenominations,andprominentcitizens. Mr.BriggssaidthatwithinhisexperiencenotwomendidmorefordesolateorphansthanBishopGibneyand Mr.WalterPadbury. ThatpartoftheHealthActrelating tobaby-farmshadbrokenidowii,either throughtheincompetency.dereliction ofduty,orthedividedauthorityof officials,-andbaby-farmingmustgo.'
Anynewsystemshouldlieunder Statecontrol,ensuringattentiontothe mother(luringconfinement,andsafeguardingthelifeofthechild,where themotherwasunabletobestowpersonalcare.Hehopedthatthepresentinterestwouldbesustained,and thatpermanentgoodwouldensue.(Applause).
Mr.Quinlan,SpeakeroftheLegislativeAssembly,secondedtheresolution.Hesaidhehadpracticalexperienceofinstitutionswhichweredoingtheworkofsavingfallenhumanity.Hewasintimatelyacquainted withthoseinourownState.And quiterecentlyhehadthepleasureto betakenthroughasplendidinstitutionofthekindwerequirielwhich wasconductedbytheSistersofMercy inNewSouthWales.
Inspeakingtotheresolutionthe Lieutenant-GovernorpaidahightributeamongotherstotheSistersofthe GoodShepherd.Leederville,whohad devotedtheirlivestotherescueof "Thosehonourableanddevotedladies,hesaid,whosawtheexistingevil, werenotslowtodotheirbestto grapplewithit,andtheyestablished theinstitutionshehadnamedwitha viewtoassistingthoseunhappypeoplewhorequiredassistance.Itwas saidthatthecurseofsuchestablishmentswasthattheyencouragedimmorality.Hedeniedthis.Hecould notbelievethatanygirlwhoentered theinstitutionseverthoughtfora moment.beforeherfolly,oftheexistenceofsuchinstitutions.Surely,it wastheirdutyasChristiansnotto trampleonthoseunhappypeoplewho hallfallen.becausetheyweredown, buttotrybyallmeansintheirpower toliftthemupagain,.(Applause). Withregardtotheoffspring,hecould onlysaythatiftheydidnotfound suchahomeashehadmentionedand thePremierhadalludedto,theevil wouldstillexist,andinfantlives wouldhesacrificedbutiftheyestablishedafoundlinghometheywoulddo agreatdealtowardssavingmanyinfantlives.TherecentcaseintheSupremeCourtwasasufficientanswer tothosewhowouldcontinuebabyfarms.'Thosewhoknewhumannature,whoknewthedifficultiesattendingtheearlystagesofinfantlife,realisedtheereattareandattention thatitwasnecessarytobestowupon them:andunlesstheyhadlovingand affectionateh'eartstodealwiththem, theriskwasverygreat.Hedidnot saytherewerenotgoodandhonourablewomentowhomtheycouldentrustthemastotheirownwives,but thereweremanyitwouldbevery riskyindeedtoplaceinchargeofinfants.Therewouldalwaysbecases ofneglectandmurderwherebabyfarmingwasallowed.HoweverstringenttheActmightbe-theNewZealandActwasstrictenoughhewas satisfiedtheywouldnotpreventsuch casesoccasionallycroneineup.He supportedthepresentexistinginstitution.hutthoughtthereshouldbean' otherinstitutionthattheGovernment wouldbecomeresponsiblefor. TheresolutionwassecondedbyMr. W.Kingsmill,M.L.C..andcarriedunanimously.
Asmightbeexpectedfromhispositionandhisattitudetowardsaenominationalinstitutions,inhis.speech hemadeanunwarrantedattackonthe charitableinstitutionswhose"splendid"services"hemostcordiallyacknowledged"inhisresolution. The audiencetreatedhimmostdeservedly. Assoonasthedriftofhisfantical sectarianrantwasrealised,they ll APPLAUDEDIIIMINTOSILENCE. Itwouldberidiculoustotakehimselforhischargesseriously,andthe common-senseoftheaudienceshowed itself'bygood-humoredlydrowninghis ravingsbylaughterandhand-clapping: Theymerelykilledhintwith'kindness andby"heapingcoalsoffireonhis head."Healsoshowedinhisspeech thatreligiousanimosityaloneactuatedhim.Hewasnotanimatedbyany desiretofindsomerefugeformisfortunatewomenortheirhaplesschildren. Hewouldutterlycondemnanyinstitutionwheretheycouldbesuccoured. Theseinstitutionshesaid,"werea sortofcloakstosinandtookaway theresponsibilitiesthatshouldattach tothefathersandmothersofthechildren.Theburdenofhiswailwas thattheseinstitutionsdidnotexpose theerringonetopublicoblosuyand scorn.ThedaysofthePhariseehave notpassedawaywhentherepentant Magdalenewouldbecastforthfront nercy.Suchprudesashewouldbring backthecustomsodeartotheAmericanPuritansofhavingthehaplessvictimofguileandpassionbrandedpubliclywiththe"ScarletLetter" andexposedtothegibesandscoffsof rotten-heartedhypocritesand"whited sepulchres."
ThenextresolutionwasthatproposedbytheMostRev.Dr.Gibney. Unfortunately,owingtothelate hour,hewasnotabletogivehis opinionsandtheresultofhispracticalexperiencewithanythinglikethe fulnessoftreatmenttheirmerits calledfor.BishopGibney'sspeechand resolutionwererecognisedbyallthe judiciouspersonsintheaudienceas themostpracticalresolutionofthe evening,andtheonethatwenttothe rootofthematter.
DR.GIBNEY'SSPEECH.
Onrisingtoproposehisresolution,theMostRev.Dr.Gibneysaid thathewishedtoexpresshispleasureattheenthusiasmwhichhad markedtheproceedings.Hehad, however,hesaid,certainexceptionsto taketothesentimentsofsomeof thespeakersthatevening.
Hereferredtothemanysplendidinstitutionswhichwerecaringforunfortunatewomenandchildren.butthey wereofnousewithoutStateaid. (Hear,hear). Afoundlinghomewas absolutelynecessary,butafterthat thepublicmustnotforgettheirduty.
Themotionwascarriedunanimously.
Mr.Daglish,M.L.A.,moved-
'That,whilenotexcludingthetakingofothermeasures,itisboththe wisdomandthedutyoftheStateto assistandfosterexistingsocietiesand institutions,andinstitutionstocome intoexistence,designedforthecare ofneglectedinfants."
WhiletheywerearguingaboutwhethertheStateshouldfoundthenecessaryinstitutionsorWhetherthepublicshould,somethingmustbedoneto savethechildrenwhoweredyingday byday.(Applause). Itmattered nottohimwhatchurch'savedthebodiesofthechildren.Ifthebodies weresavedtherewasplentyoftime tosavethesouls.(Applause). He thoughtallhonorwasduetothe nobleinstitutionswhichweredoing what,inhisopinion,shouldbedone bytheState.Suchinstitutionshe feltwereonlycalledintoexistencebecausetheGovernmenthadneglected itsduty,andtheyshouldnowbeassisted.
Mr.HarryBrown,M.L.A.,seconded themotion.Hethoughtthatprivate institutionsassistedbytheState coulddobetterworkthantheState byitselfcoulddo.(Hear.hear.)
Mr.Daglishinaheatedreply,said therecouldnoobjectinmovingthe resolutionthatwasjustifiedbythe utterancesofthespokesman.(Applause).Hismotionwassimplythat theGovernmentshouldassistcertain institutionswhichhadalreadybeen esta',Iished,andwhereverpublic moneywasspenttheinstitutionreceivingitwassubjecttoGovernment supervision.Thespokesmancould servenogoodendbyforcinghis amendment. liehadcordiallycongratulatedtheinstitutionsonthework theyhaddone,andyethadmoved thisresolution.Itseemedtohim (thespeaker)thatthespokesmanhad becomearivalofMr.Gladstoneinhis abilitytosaynothinginsomany words.(Laughter.)Theyallwantedpubliccontrolandpublicresponsibility,buttheyfoundthatthoseorganisationswhichhaddonenothing themselvescomplainedagainsttheGovernmentgivingsomethingtothose whohadtakenthematterinhand. (Hear,hear.)Hewasnotofthat classofcritic.andwouldalwaysendeavortoassistaninstitution,whetherRomanCatholicorSalvation Army,whichwasdoinggoodwork whichtheStateshoulddo.
ItisonlysinceChristcameonearth thatinfantsliveswerevaluedbymanVinci;Sincethenonlywasthepreservationofinfantlifelookeduponas anadmirableandnoblework,bymen. ForChristpickedupalittlechild, tookitintohisarmsandcaressedit. Heimpressedonhisfollowersthesacrednessanddignityandvalueofthe child'slife.AndHesaidtothem, 'Inasmuchasyedoituntooneofthem yedoituntoMe."Thelittleones areChrist'sown,andwhateverisdone forthemChristlooksuponasdonefor Himself.TheSisterswhodevote theirlivestothecareofchildrendo notneedinstructionuponthatpoint., buthealwaysinsiststhatwhatever theydotothelittleonesintheir charge,Christregardsasdonefor Himself,andthattheyalwaysmust considerthefactthateachchildrepresentsChrist.antiistheobjectet Hislove,anditisassuchthateach childmustbetreated.Theirdeeds ofloveandaffectionforthechildren werenotactuatedbyanymotive savebytheloveforChristwhichmust beembodiedinloveforthesechildren. NoonecouldloveGodwhodidnot lovehisneighbour.Hetoldevery Sisterinchargeofchildrenthatif shedidnotloveeverychildunderher careshedidnotloveChrist.Their loveforthechild,theirdevotionand attentiontoitwasthemeasureof theirloveandaffectionforChrist. Itwasonthis planeofexalted motivehehadeachchildcaredfor.
ANAUTHORITYONTHECAREOF CHILDREN.
Mr.H.Briggs,Wee..proposedthe secondresolution:"Thatwhileonthemattersoflegislationandtheprovisionofremedies theGovernmenthasundoubtedresponsibility,thepublichasitsresponsibilityalso"
"BecausetheState,"hesaid, cannot buy love. Loveand personalkindnessareimperativelyrequiredincaringforthese children.TheStatemaygetmento workforsalaries:itmaylavishmoney onitsservants,butitcanneverpurchasetendernessandaffection.The ladieswhohavegivenuptheirlives forloveofGodandwhodevotethose livestocaringforhelplesschildren, andtheirunfortunate.mothers,calsalone givethatloveandpersonalkindness, andthatheartfelthumansympathy whichthemiseryoftheirchargesrequire."
Unfortunately,atthisstageofthe proceedings,aspokesmanfromanunrepresentativeandgenerallydiscreditedlittlesectionofthecommunity, marredtheunanimityandUseenthusiasmprevailingbytheintroduction ofthatmostdespicableandhatefulof allevils-sectarianism.Ilemovedas anamendment"That.whilemostcordiallyacknowlteiginthesplendidservicesrendered bydenominationalinstitutionsinthe careofneglectedchildren,thismeetingdeclaresthatnosystemofprotectioncanberegardedasadequate whichdoesnotembodythefullest measureofpublicresponsibility,as expressedinpublicsupportandpublic mutrot.'
Aftersomefurtherargumentthe amendmentwaslostandthemotion wascarriedbyaverylargemajority.
Afterthefourthresolutionhadbeen proposedthereunfortunatelyarose suchconfusionowingtothevarious amendmentswhichwereproposed.that theresolutionitselfwaslostandan thendmentproposedbyDrMacauleyon behalfoftheCouncilofChurcheswas unconsciouslyacceptedbytheaudience withoutrealisingitstenor. The amendmentcontainsthewords"This meetingstronglyurtesupontheGovernmenttohc'artilyadmitthesystemandmethodofproceduresosplendidlycarriedoutbytheGovernments ofSouthAustraliaandHungaryover solongaperiodofyears."
Dr.Gibneycontinuing,saidIhave arighttospeakonthisquestion.My wholelifehasbeatdevotedtothecare andup-rearingofchildren,andmylife longexperiencewithchildrenandinstitutionsfortheirtrainingentitles metospeakwithauthorityonthe coursewhichshouldbefollowedfor theirpreservation. Iam-IIyearsin Australia,and40yearsofthese44 yearshavebeendevotedtochildren. ItisjustfortyyearsagosinceIestablishedthefirstorphanage-theorphanageatSubiaco.Andnotone childfromthatinstitutionhadgone astray.Speakingfrommyownexperience,andwiththeauthorityof onewhohaspracticalknowledge. I saythatthemanagementofsuchinstitutionsinthehandsoftheState MUSTBEAFAILURE.
Thisresolutionintentionallyorinadvertentlycontainsaseriousmisstatement. Itmentionsasystem carriedoutinHungary"overalong periodofyears."TheHungariansystemisonlyinexistencesince1903. Tosayasystemwhichisonlyinits fourthyearandwhichevenitsmost enthusiasticadvocatesadmittobe stillonitstrial.hasbeencarriedon overalongperiodofyearsisridiculousandabsurd. Itshowsgross ignoranceoradeliberateintentionto deceivetheunwary.
Inhisspeechwhichfollows,Dr.Gibneycalledattentiontothismisstatement.Inanycase,theamendmentisnotofmuchimportanceas thesubsequentresolutionmovedby BishopGibneyandcarriedbythe meetingshowsthattheaudiencewere inrealityopposedtothisamendment ofDr.Macauley's.Otherwisethey wouldnothavecarriedDr.Gibney's resolution.whichwasindirectoppositiontoit.
Because,everychildcomingintothis world,has,fronttheveryfirstmomentofitsexistence,byitsvery instinct,acravingandayearningfor amother'slove.Tendernessandaffectionisindispensabletoit.That tenderness,loveandaffectionitwould receiveonlyfronttheSistersAlio lookeduponthechildasbeiage.vcn intotheirchargebyGod,andwho feltthattheywerenotdoingtheir dutyto'thatchildinthesightof God,whomtheywerestrivingtoserve unlesstheygavethechildamother's love.Thatmother'slovecouldnot bepurchased. Thereisnoearthly powercapableofbuyingit.Therefore,theStatemustnecessarilyfail inanyattempt'tosupplythe'need.It maylavishmoneyonStatebuildings orStateofficials,butthetenderness andaffection,whichistheverybreath ofitsnostrilstothechild,theState couldnotpurchase.andthereforefailurewouldbethedoomofanysuch Stateundertaking. WeonlyasktheGovernmenttogive usahelpinghandandwewilldothe rest.IhaveestablishedmanyinstitutionsofthekindinWestern_lustreHa.FortyyearsagoIstartedand foundedtheGirls'Orphanage-now permanentlyestablishedatSubiaco.

IthereforestronglydifferfromDr. Macauleyandfromtheopinionsof someofthespeakersto-night,who wantedtocarryustoHungary.Why gosofarawaywhenatourverydoors wehaveinstitutionsdoingbetter work? Thesystem'inHungary cannotbebroughtforwardasapracticalsystemtofollow.Itwasonly startedafewyearsago-in1903.It istherefore,practicallyonitstrialitmaybeonlyafaddistexperiment whichtimemightsoonprovetobe disastrous.Norwasitprovedtobe applicabletocircumstancesinAustraliawheretheconditionsoflifeare ainelutelydifferent.

AConfusionofThought.-Oneof theirargumentsisthatiftheGovernmentshouldcontributetothesupportofamisledwomanandherchild, itwouldtherebybeassistingthedenominationwhichwouldbecarryingon theinstitution.Thefallacyisquite apparent.Itisabsurdtothinkthat theGovernmentwouldlieaksisting anychurchmerelybecauseitgaveto ahouseofmercyoranhospitalconductedbyadherentsofthatChurch forthehighestmotives,thepittance respiredtosupporttheinmates.The remittanceisgivenasassistanceto keeptheinmates,andifithesufficienttothatend.itisnevermore. Asamatteroffact,however,itrequiresonlyalittleinvestigationto showthatjusttheoppositeofitis true,andthatthegreatmedical scientistshave,inallagesbeen,mainly,veryfaithfulmembersoftheCatholicChurch.Itisnotsurprising thatthisshouldbethecaseduring thefourteenth,fifteenth.andsixteenth centuries,whenItalywasthegreat homeofmedicalinvestigation,and whentheChurchwasthemotherof education,scientificaswellasphilosophic. Itwillbesomewhatofa surprisetomostpeople,however,to learnthatitisquiteastrueforvery moderntimes,andthatthegatest investigatorswhomadeourIsthcenturymedicineveryfaithfulC'tholics. ThisholdsnotonlyinCatholiccountries,hutalsointhosewhichtheProtestantreligionisusuallyconsidered sotodominateinthepopulationthat verylittlemightheexpectedfrom thosewhoadheretotheChurch'.

Thenextchanceofsceneinmedical progressbringsthefocusofactivity intoFrance.ThegeniuswhoaccomplishedarevolutioninclinicalmedicinetherewasLaennec.Ileitwas whotaughtfirstwhatthesoundsproducedwithinthechestmeant,andhow to soasto recogniseclearlythemanifestationsof healthandofdisease.Ilebeganhis greatworkasamanoftwenty,and attheageofthirty-threehepublished abookthathaseversinceremained thestandardofauthorityonauscultation.Whenhehadcompletedhisinvestigations,practicallynothingfurtherwaslefttodiscoverinthisbranch ofmedicalscience.Hisnameishonoredasoneofthegreatestdiscoverers inmedicalscienceofalltimes,and worthytobeplacedbesidethoseof Hippocrates,Harvey,andSydenham.
