Equality urged in Govt. funds for schools All children should share equally in public spending on education, states the National Catholic Education Commission as a guiding principle.

Prefacing a recent report the Commission says that it is concerned for the welfare of all Australian children and all Australian schools. It has this concern, "because of the intrinsic worth and dignity of all the whom children schools serve. "The Commission believes that this worth and dignity finds guarantee and reinforcement in the Christian view of the human person," the report adds. It sets out four basic assertions: • (1) That children are individually entitled to an education which will assist them in developing their full human potential.

INFLUENCE OF PARENTS • (2) That in this development, the influence of the family has a critical importance. (Family influence precedes that of the school, and continues to enhance, to limit, and to qualify what a school may do for a child. The school complements and extends the influence of the family.

Early in January 1916, the Administrator of Kalgoorlie, the V. Rev. Dean James Kiely, was faced with the need to replace his presbytery which had recently burned down. At that time, Fathers P. M. Doddy and McMenarnin were his assistants, and he had to get them fixed residence also. Archbishop Clune suggested that the old convent at Menzies be brought in and re-erected in the Church grounds. Messrs. Cruse and Moran, of Kalgoorlie were taken out by the Dean to look at this building and estimated the cost of the project as $1,600, with the fire insurance on the former building covering all but $600 of this amount. Shortly afterwards, Dr. Maxwell's fine residence, "The Grange", at the corner of Porter and Brookman Streets, and opposite the church, came on the market. The Menzies plan was abandoned and "The Grange" was purchased by Dean Kiely. The Kalgoorlie clergy got other shelter whilst renovations were being carried out on the new purchase to fit it out as a presbytery. On January 19, Mr. and Mrs. P. J. Russell and family left for two months vacation in the Eastern States. Their home at 141 Colin Street was placed at the disposal of the Kalgoorlie priests during the family's absence. "The Grange- began its new and unbroken life as the Kalgoorlie presbytery when it was blessed and opened as such by Archbishop Clune on Sunday, May 14, 1916. The total cost. including purchase. renovations and furniture, was $2,260, with only $400 of this debt remaining on opening day. Dean Kiely had previously been administrator at Boulder. and had built the fine All Hallows Church there. SEVILLE (NC).— Archbishop Pierre Martin Ngo Dinh Thuc, exiled brother of assassinated President Ngo Din Diem of South Vietnam, has incurred excommunication, along with five men he ordained without authorisation to the priesthood and to the episcopacy. This was announced by the papal nuncio in Spain, Archbishop Luigi Dadaglio, and at the Vatican. Both announcements said the excommunications were automatic and could be absolved only by the Vatican. Archbishop Dadaglic4 tried to interview Bishop Thuc in Seville but was told that he was out of town. Archbishop Ngo Dinh Tuc ordained the men priests on December 31 and ordained them bishops on January 11. They are three Spaniards, Clemente Domingo Gonzales, Manuel and Camilo Moreno Estevez, an Irishman,

Archbishop Ngo Dinh Thuc headed the Hue archdiocese in Vietnam from 1960 until his transfer in 1968 to Rome as a consultor to the Congregation for the Evangelisation of Peoples. The Vatican yearbook lists him as resident in Rome, but no longer as a consultor to the congregation. One of the irregularly ordained bishops, Clemente Domingo Gongales, said: "This is only the beginning. We will keep on ordaining priests and consecrating bishops."
