It also listed the world total of priests as having declined by 4,228 in the twoyear period from 351,709 to 347,481. Newly ordained priests dropped from 4,032 in 1969 to 3,500 in 1971. There were 44 fewer major seminaries and 49 fewer minor seminaries last year than in 1969, according to Activity. The new figures on Catholic population and priesthood mean that the world average is now one priest for every 1,535 Catholics. The book also includes figures on marriage annulments requested and granted through the Church's highest appeals tribunal, the Sacred Roman Rota. Nigerian bishop"s statement on birth control criticised

LAGOS, Nigeria (NC ).—The Nigerian bishops' statement opposing abortion and artificial birth control was criticised by the Family Planning Council of Nigeria.

The bishops warned that Catholics "must not practice family planning by artificial means . . . because man-made aids to family planning — including pills and gadgets—are, just as abortion, harmful importations from European culture that violate the most sacred values of Nigerian life."

DECENTRALISATION By Dr Colin Clark

C ATHOLIC politicians are not free to make up their own minds on the question of centralisation or decentralisation. The need for maximum decentralisation is a binding principle. "It is an injustice," wrote Pius XI in Quadragesimo Anno, "a grave evil, and a disturbance of right order, for a larger and higher association to arrogate to itself functions which can be performed efficiently by smaller and lower societies."

It is one of the most fundamental of Christian teachings that man is not an animal or a mechanism, but a person endowed with free will, who must therefore accept responsibility for all his actions and decisions, both before God and before his fellow men.

Our present system, with nearly all the revenue in the hands of the Commonwealth, which then makes grants to the States, which, in turn make grants to local governments, is about as bad as it could be. As financial adviser to the Queensland Treasury, I was present at the original negotiations in 1942, when the centralisation of income tax in the hands of the C ommonwealth was forced through at Chifley's insistence. The Premier of Queensland, Forgan Smith, made the prediction, which has proved all too true, that this system of Commonwealth grants would slowly destroy all sense of political responsibility in the State governments.

A DISGRACE

It is claimed it is necessary that all income tax collection should be in the hands of the Commonwealth for the purposes of regulating the economy.

If the States took over all personal income taxes, this would give them enough revenue to provide for all their expenditure, both on current and on capital accounts.

If State governments have an3 expectation whatever of grants this will be the thin edge of the' wedge, and before long we will be back where we started. SIDNEY NOLAN is a very famous Australiari. painter, who was born in Melbourne in 1917. Ha became well-known especially for his series of paintings depicting Ned Kelly-the Australian bushranger. These paintings were an experiment in a type of picture story or narrative, and are considered the most important such experiment by any painter of the 1900's. Other series, painted by Nolan include: "African Journey", "Leda and the Swan", and "Illustrations of Shakespeare's Sonnets". Mr. Nolan has become so famous that his paintings can be found in galleries in London and New York, as well as in Australia. Nolan trained at the National Art Gallery School in Victoria.
