"However necessary, this renewal could become the pre-occupation of the post-concilliar _ Church, causing it and society to become even more isolated from each other. "This, of course, would be a direct contradiction of what the Church is really all about." The Lyons pointed out that at the same time as the Australian movements were meeting, Pope Paul, in St. Peter's Square, was calling on all Christians to integrate the modern world by seeking to understand and harmonise the new functions of youth, the famiiy, Church and society in the modern culture. This was not a condemnation of the new culture, or a call to battle stations, but a positive s tatement of how Christians should become more responsible for modern life. It was a re-emphasis of Council directions and an extension of his Populorum Progressio in which he had stated that "it belongs to the laymen without waiting passively for directions to take the initiative freely and to infuse a Christian spirit .-to the mentality, customs, laws and structures of the community in which they live. Their impression of the Canberra conference was that the Australian movements renewed their identity as being to seek to understand the modern world, to make Christian decisions in the 1;ght of the Gospels and to strive always to bring about beneficial change. "It would be pretentious to claim that lay movements by themselves are capable of renewing the world, but they do remain unique in their efforts to do so."

THE ROLES THAT AUSTRALIA AND NEW ZEALAND CAN PLAY ASIANS are not happy to receive handouts. Mr. Rene Martinus, of Malaysia, retiring vice-president of the St. Vincent de Paul Society in Asia, made this clear in an interview in Christchurch. But he also said there was tremendous scope for Australia and New Zealand to help Asians to help themselves. "People in Asia prefer to participate in some kind of self-help project rather than, s ay, receive food or clothing and be no better than they were five years ago," he said.

"We may arrange for tutors to teach t hese people the trades. They will be their own countrymen, but we wil l have to organise everything. We might even have to pay the tutors and have a centre where they can be trained." For example, in Malaysia, there was an artisan training scheme in which not only
members but non-members were industrial arts teachers. "So you see, we are involving the nonChristians as teachers in this work." After visiting Wellington, Christchurch and Auckland, Mr. Martinus will continue a visit to Australia. He works as an office assistant in a rubber company, lives near Malacca, is 36 married with four sons. "I was invited to join the St. Vincent de Paul Society by a friend about 13 years ago and I have been in ever since," he joked. He has travelled in a dozen Asian countries and has also visited Europe and the United Kingdom. There is tremendous scope for the society because of poverty and want all over Asia. "Ninety per cent of the people of Asia exist on a family income of less than one dollar Australian per day. "There is tremendous poverty in Asia and, therefore, tremendous scope for the society and its activities." But, of course, the society was very small. The Christian population in Asia was not more than two per cent "and the St. Vincent de Paul Society is not even one per cent of the Christian population." Therefore, the society tried to do in a very modest way what it could to alleviate poverty, suffering and disease. There were various training schemes, such as tailoring classes, book-binding courses, medical dispensaries and so on. Drugs might be supplied by Australia and a unit in, say, India would get a doctor to give medical attention free of

charge. The doctor might not even be a Christian — he could be a Hindu or some other religion. "It is not only international co-operation but also ecumenical co-operation." Asked about the attitudes of Asians to this sort of work, he said it was open. "They do not suspect the society of any ulterior motive," he said. "We have never, at any time, tried to convert them. They accept the aid quite willingly and I think are very happy to receive it. "And they see themselves that we are not coming with strings attached." Australia and New Zealand can help meet the problems of Asia in so many spheres, although the St. Vincent de Paul Society was not "a gigantic philanthropic organisation." "We are really a body of Christians who give personal service as witness of their faith — that is all. "But if we have to go into institutional work, we will not turn away from it. I can see the society playing a very concrete role in the development of a country." This could be in the provision of housing, not only in building homes for the poor, but in encouraging the poor to save to build their own homes. This could be done by the promotion of thrift societies. There were many self-help projects in Asia which were financed by the society in Australia and New Zealand. Mr. Martinus, who has travelled extensively throughout Asia, says there is considerable scope for expansion. "The St. Vincent de Paul Society has not yet been established in Laos, Cambodia,

Afghanistan, Persia, Iraq and countries in the Middle East," he added. " And where they are established, they will need some assistance and financial and moral support perhaps from a country in Asia. "We envisage that New Zealand and Australia have important roles to play in this respect." New Zealand was already linked to Asia in a special way by a training scheme in Korea. "Through this, New Zealand is helping to develop the society in Korea which was started in 1961," he said. "Today, there are 55 conferences and they are 'twinned' with a similar number of units in New Zealand. "And they receive a small financial subsidy, encouragement and the personal interest of members." As to the economic gap between developed and under-developed countries, Mr. Martinus says existing trade patterns should be changed. 'The trade patterns as they stand are heavily in favour of the developed countries," he said. As to what countries in Asia were most under-developed, Mr. Martinus said there would be little to choose from between India, Pakistan and Indonesia, "as among the worst countries that I have been to." Asked to comment on the Communist threat in Asia, Mr. Martinus said: "There is more threat by subversion than by military expansion. If we fail to give our people a better life, then they will vote for the Communists who won't have to come in with their tanks and guns."
