POLITICS AND PEOPLE By John Durante IN THE latter part of the 19th century, a young journalist began to draw comment from some of his contemporaries for his keen interest in a united Australia. So much so that Alfred Deakin's desire for federation became k nown in some quarters as 'Deakin's dream'. It was a subject that both inspired and frustrated the nation's future Prime Minister. He nurtured the concept of federation for years and contributed significantly to the debates of the 1890s. In the end, he was to say: "Like my friends, I would, if I could, have secured something nearer to my own ideals. But for the present, as we must choose, let us gladly accept it." Then in 1970, Sir Henry Bolte sat up and said loudly: "Now's the time—let's have something closer to our ideals." He soon let the other State Premiers know of his intention. He picked, however, an inopportune time to vent his frustrations. Although he received sympathetic glances from elsewhere, the overwhelming support he wanted was not forthcoming. The WA. Premier, Sir David Brand, sighed gently and remained cautious and uncommitted. The February 20 election had to be fought first, he said. Then Mr. Askin realised he, too, had an election on his hands in NSW—another blank look for Sir Henry. For all this, the time may well be ripe for a review of the Federal Constitution. Even the sentimentalist admits things are not working out for the States. Sir Henry's call for an all-States Convention has merit, and there can be little doubt that Sir David Brand will throw in his support if he is returned next month. Even if he he's not, W.A. will still back the move. The Opposition Leader, Mr. Tonkin, is known to favour an all-party Parliamentary delegation. Once the Premiers get electioneering off their minds, the journey will only have just begun. If any leaders show reluctance, it may well be they have in mind the exhaustive studies and conferences that were required to frame the Constitution in the first place. And years of work, even now, could be rejected in the referendum that must follow the final deliberations. ANOTHER issue that will have to be faced eventually in W.A. is one considerably ies grand than that of federation and its inherent problems. Recently, the Law Society handed the State Government a report on the rather ticklish question of liability in the case of straying stock and traffic accidents. It is a question that has vexed many people for years. There are cases on record of motorists being killed after hitting straying stock on country roads. Up till now, everybody concerned looked the other way. Now some action is likely as a result of the Society's report. But one primary industry group is reported to be concerned that too much might be expected of the farmers with big properties and whose problems are even bigger when it comes to patrolling the fences to see they're in good repair. It is to be hoped the Government is not going to be intimidated by any such wailing. It is quite astounding in this age to absolve a property owner from responsibility because it's difficult for him to keep a constant check on his fences. The Country Party could be expected to come under increasing pressure from farmers' groups to see such a measure does not come to pass. For the party to bow would be cowardly. If the ordinary Mr. Citizen fails to keep his motor car in good repair. and he kills or maims another citizen as a result, the court has little mercy for him. And rightly so. There is no difference in the two cases. There is every good reason to ensure that the property owner meets his obligations. It is the human life that is at issue after all

W ORLD of SPORT ENGLISH CRiTICS HATE TO LOSE But then the English sporting critics have never been good losers. They are the parasites who live on the game, often making outlandish claims to gain wider circulation. Incidentally, if Australia is so untalented, why is it that it finished with more gold medals than Great Britain at the last Commonwealth Games. Where are the superior English tennis players? And what about its rugby league team. Surely, with a greater population—and if Australia is so untalented — there should be no need to try and dupe such a great sporting country. The belligerent John Snow must be made of pretty powerful stuff. The
has certainly taken us ( Australians, that is) a long time to realise that we are an untalented cricket nation. We are full of tricks, too. I mean, it's just not right that we should attempt to frighten MCC Test teams before a series even starts. WELL, it
Sounds corny, doesn't it? Just as corny as the puerile remarks by a socalled English columnist after the MCC defeated Australia in the Sydney Test. It has been described as one of England's greatest Test triumphs. Well, why not; it has been so long since the MCC .,as in a position to win back the ashes that English critics have every reason to crow. Do I sound just as chauvanistic as the English newspaper critics? I hope so, for I'm fed up with reading the mush they write. A person who comes out with a statement that Australia is an untalented cricket nation should have a licence to write, or should take a close look in his own backyard. He has every reason to be bitter. After all, we colonials (another term used) were taught by our English superiors what the game is all about. I guess it's just not cricket that Australia has held the whiphand over them for so long. The thing that irks is that the same English critics who have lauded the MCC's win over Australia will sink their fangs into their own team if it loses the next Test. There is a very good adage that applies to victory in any sport. Take victory as though you are used to it.

The thing that is worrying is: Has Snow got the Australian batsmen bluffed? Remember how our batting collapsed before the fast bowling onslaught in South Africa?
