THE RECORD 450 HAY STREET, PERTH.

COLOUR IS NO TESTIMONIAL TO A MAN'S WORTH AUSTRALIA'S immigration plan, it is believed, will be reviewed to see if it is, after all, feasible to attract more migrants. Let us not be coy and self-deceiving: Australia needs migrants for one simple reason—manpower. She lacks it. Australia is big, young and rapidly developing. To continue her healthy growth, she must be serviced with a continual flow of ideas and manpower. And this means,—at this stage, at least—the wooing of more immigrants who can supply this demand. What the Government needs to do is not so much set a target number for immigrants to be allowed in, but, rather, to take a c loser look at its White Australia Policy. It should ensure that there is an even flow of newcomers worthy of being "new Australians'—no matter from which corner of the world they come. A t present, the bulk of Australia's immigrants c ome from Europe, particularly Britain. Only a handful are Asians and Africans. But the Europeans who are al lowed to stay here are not necessarily skilled workers or men of high academic qualifications. In fact, t here are fewer restrictions for them than t here are for others. Some are even eligible f or assisted passages. Though it must be said that not all the Europeans who come here to live are unskilled, the fact that, in reality, the majority are not professionals, defeats the whole purpose of t his country's immigration policy. The Asians and Africans who are given the "greenlight" to stay here are mainly of the skilled variety. And they do not receive assisted passages. In fact, skill or academic qualifications are the prime prerequisites for any Asian wishing to c ome besides family ties. Contrary to what some ill-informed people seem to think. Asia and Africa have a great number of skilled workers and professional people. Their motive for leaving their countries is mainly political, or just plain f rustration. With the exception of the British, a large number of Europeans hardly know a single word of English when they touch Australian soil. On the other hand, Asians and Africans who apply for permission to come are more often t han not English educated though their accents may seem different. It all boils down to this: If a man is worth his salt and can prove his worth, then let him in --be he black, brown, white or yellow. A s Archbishop Knox, of Melbourne, said this week: "We should eliminate anything in our legislation that is offensive to the dignity of man."

Ratti an's Com laint STATEMENT OF THE ILL

Few will disagree with the comments of Father Vincent Callaghan regarding "The Record" as a Catholic paper (Sept. 3). Many will hope that his suggestions as to ways and means of stimulating greater interest and support, will be given consideration. In spite of criticism levelled at the paper from time to time, I believe "The Record" has more than justified its existence over the years. If it does not satisfy its readers, let them submit their objections and suggestions —constructively. Unlike the sensational outbursts of the secular news media, we can at least rely on direct Vatican statements being accurate—such as THE INDIAN AFFAIR, which had a lot of people slightly worried. The front page of last week's issue headlined a statement which was a forthright attack on pornography— and all that, by The Holy Father. It left no doubts in the mind as to our duty to think along with him. But one completely boggles on turning to page five (same date) and sees featured, an article by Peter Rattigan in condemnation of our censorship and obscenity laws. Of course, the subject under discussion was the controversial "Portnoy's Complaint", described by many responsible citizens as "filth and garbage" and banned because of its obscenity. Mr. Rattigan declares that— "This book has been proclaimed throughout the world as a literary masterpiece" By whom? It's extraordinary how these particular books are always defended because they have "literary value"! Isuppose it is all right to give someone a dose of poison provided you hand it to them in a glass of priceless crystal. Mr. Rattigan, can you, or anyone else prove that the world is better— materially or spiritually—since the Permissive Society gave unto itself the authority to outpour its mental obscenities into the reader's market, the picture galleries and the fashion broadwalks? Let us make up our minds where we stand on these issues. Opinions expressed by readers are understood as not being necessarily those of the management. BUT articles contributed or featured by regular columnists when accepted and given some prominence, bear a sort of Imprimatur. Cathleen Mc'Donnell.

ANALYSIS In your issue of September 3, one can note the contrasting opinions on pornography of Mr. Peregrine Worsthome writing in the `Sunday Telegraph' and your columnist Mr. Rattigan. After reading Mr. Rattigan's article. Irealise how uncharitable Ihave been in thinking that the present fuss, created mainly by writers and publishers, over the banning of "Portnoy's Complaint", was caused by sheer frustration at the thought of the absence of the sound of lovely money clinking into tills, instead of seeing them as lofty minded idealists, whose sole purpose is to free the poor, downtrodden Australian public from the dictates of the Government. I really must do penance for those unworthy thoughts. I also took particular note of that sentence which implies that children are capable of deciding for themselves what is good and what is evil, and must be given a chance to broaden their intelligence. Well, God forbid that I should stand in the way of progress and change, so, for a start, out goes that old fashioned Bible, which, among other things, exhorts me as a parent, that "The rod and reproof give wisdom; but the child that is left to his own will brings his mother to shame" (Prov. 29, 15). Also those Christian doctrine books which we had to read so assiduously at school. To think how misled I have been all these years, taking heed of the duties of parents towards their children, to train them to keep the Commandments ,to guard them from bad company, indecent plays, books and films. Now all that has changed, I must try to get a copy of that world wide acclaimed masterpiece (outclassing Shakespeare no doubt) without which my education is not complete. In the meantime will no one have the Christian charity to try to cure poor Portnoy of his Complaint? Isabel Reilly (Mrs.).

DIFFICULTIES AT SCHOOL Parents should see that the sex and moral education continue when the child goes to school, and, as the child reaches adolescence, parents must accept endless jokes children bring home; jokes about sex told by other children. Sexual curiosity is natural between early childhood and adolescence, and too much disapproval will make a child feel that sex has become a subject not to be mentioned at home.

Wendy Reid

CLASSROOMS A classroom is not a group therapy room and adolescents attending are not to be treated as patients and, more important, personal questions must never be asked. I know a 13-year-old girl who was asked searching questions about her 'sex' life by a woman teacher. The child was horrified and she said the teacher is a 'dirty-minded thing'. An isolated case? No, in spite of talk of sex and of questionable behaviour, many adolescents are innocent. PARENTS OR SCHOOLS? Few parents help their children to understand life and its problems—and more and more the job of training and guiding them, not only with questions of sex but such basic needs as manners, hygiene and decent behaviour, becomes the responsibility of the teacher. Sad, but true. However, the teacher, in primary or high school, should not give sex instruction. This should only be given by teachers trained for this particular work and children should be taken in small selecgood ted groups, never in a large class, and a to how learn will them, to teacher, by listening deal with individual needs.
