THE NEED FOR A WORLD PANORAMA

Technological progress and the conquest of space combined with the great advances in communications have caused the world to 'shrink' somewhat and people today are more aware of the particular needs and problems of nations both well developed and under-developed. This has jerked man out of his isolationist and individual way of thinking and imposes upon him a greater a wareness of his brotherhood with the rest of mankind. This has been shown in a tangible fashion by the responses to the various appeals for help for the victims of the Peru earthquakes. The Australian Council for Overseas Aid has also announced that voluntary contributions to under-developed countries has reached the gigantic sum of $14 million during the past year. The generous gifts of people and their unselfish response to voluntary aid appeals, such as Red Cross, Austcare, Catholic Relief Fund and Freedom from Hunger, as wei! as the willing dedication of time and eneegy in raising these funds and the implementation of assistance projects, must surely stir the hearts of men of good will to concern, emulation and generosity. People are capable of rising above differences of religion and locality as the figures show. Federal Aid and Overseas projects have not always been over generous, as the paltry $15,000 to the Peru appeal exemplified, but they have been forthcoming and they too give rise to greater optimism for the future both socially and economically. The important thing for individuals is the a wareness of the problems outside our own sphere and a readiness to help to solve as far as we can. This awareness too can be brought to the notice of Federal and State authorities so that instead of the present planned 0.70 per cent. for official development assistance Australia's contribution may be raised significantly to at least 2 per cent. of the Gross National Product. Further, trade agreements and revision of trade policies to assist developing countries can also be adjusted by our exerting our influence. In the post-Vatican II era, when emphasis is being given everywhere to renewal and updating the field of world deve!opment and communication should not be excluded. Reeducation through youth groups and apostolic awareness of self and one's mission can bring about the desired vision of the brotherhood of mankind. No one can stand idly by and be unaffected in this gigantic work. It is this awareness too that the Catholic Press of Australia and your own Catholic newspaper seeks to give. We have the world in our sights and seek to give a news coverage which is balanced and embraces the Church in the World. "But it doesn't include local news," you say. The Record will not support that view as our paper carries local coverages too, but we have a right to ask how local is your view? Is it parochial or insular? While the Church exists in your locality it also exists throughout the universe. Hence our view must be universal. It must show the Church working, teaching, bringing consolation to the needy, hope to the poor and lonely, and ever seeking to spread the Christian influence in the interests of social justice and charity. That is what we seek to achieve. As long as your horizon remains insular and closed we have no possibility of reaching you.

A Tribute To Father P. J. Dunne By the

Legion of Mary Bentley.

The Legion of Mary had already been started in this parish by Father O'Farrell when Father Dunne was appointed our Parish Priest. From the time of his arrival until his recent and untimely death, Father Dunne took a keen interest in the Legion and was an inspiration to the members of this Praesidium by his faithful attendance at the weekly meetings. We appreciated the help and advice he always gave us when we needed it most. He always made it his business to see that we had transport to our homes after the meetings. At the 7.30 mass each Sunday, Father offered for the intentions of the members present of the particular Sodality of the day, be it Sacred Heart, Holy Name, or Children of Mary. On each fifth Sunday, the 7.30 Mass was offered for his Legionaries. All these Masses, nlus others, were 'on the house' as he called it. At each of the three Masses on Sundays we were asked to join him in saying 'One our Father and three Hail Marys and the like for the deceased people for whom he had been asked to say Mass that week. It was our privilege to help him in a small way by doing catechist work in the State schools and by doing Legion visitation, especially a census of the new homes. For the nine weeks prior to his jubilee ( which he did not live to celebrate), we were organising a busy Bouquet Spiritual which was to have been presented to him e t the Offertory of his Mass. MR. FRENCH GETS REPLY

National Secretary Replies

In the Australian (30 June), Mr. Gordon Hawkins attacked the Australian Catholic Women's official statement on abortion. The National General Secretary has asked us to publish the following: It seems to us Mr. Hawkins does two things, He puts aside too easily the question of the nature of the foetus and he asserts that the fundamental question of abortion reform is not whether the foetus is a human baby or not but whether opponents to abortion should be allowed to speak or not. He thinks it is progress to end discussion on the nature of the foetus or when 'human life' begins without coming to any conclusion. Perhaps he wants to avoid this fundamental question. If this question is avoided, proponents of abortion, i.e. those proposing that the human foetus can be destroyed, will be able to continue proposing that the human foetus be destroyed without being accused of encouraging killing or at least 'manslaughter'. This is very convenient for them but not for the child. Mr. Hawkins, having avoided this fundamental question of the nature of the baby, proceeds to berate the argument of A.C.C.W. without quoting us sufficiently. Our statement explains that the killing of an innocent human baby is morally wrong. All right thinking people agree with this, However, some may say the foetus does not become a human baby till some time after conception. They admit they cannot be sure of this but even if this is the case the abortionist is destroying a foetus which may be an innocent human baby. The A.C.C.W. say this is unjustifiable and use the 'kangaroo' analogy: `If a man sees a form that may be a man or could be a kangaroo it is morally wrong to shoot'. The hunter must have CERTAINTY that it is not a man before he shoots. Just as a car driver seeing something on the roadway which may be a man or may be a sack of potatoes must have certainty it is not a man before he runs over it, otherwise he could be accused of manslaughter. In other words the ONUS is on the hunter to be sure of his facts before he shoots and on the car-driver before he runs over the object. This seems evident. If we apply this now to abortion we say that, if the abortionist knows the foetus is a human baby and kills it, he is acting immorally. If he is not sure whether the foetus is a human baby or not, the onus is on him to make sure it is not; to be certain it is not, before he destroys the foetus. This again seems evident but apparently not to Mr. Hawkins. Then Mr. Hawkins, having demolished to his satisfaction the arguments for the presence of an 'innocent human baby', changes his ground somewhat and asks what he calls THE fundamental question on abortion reform—whether those who oppose abortion should be allowed to impose their own principles on those who do not subscribe to them. This is a question to be answered and a fundamental one. There are really two fundamental questions on abortion. First: Is abortion against the moral law or not? Secondly: Should there be some change in the civil law on abortion? To the first question we answer that abortion is against the moral law. With regard to the second question we, as Catholics, do not 'seek to impose by law our moral views on other members of society'. However, as citizens of a democratic nation, we have the right to express ourselves on what we think is best for welfare of the nation. As citizens of a civilised democratic nation we think that civil law safe-guarding the life of an innocent human baby should not be weakened but made more effective. Is that so unreasonable? In conclusion we say that we, Catholic citizens of Australia, support any reform that safeguards the life of an innocent human baby but oppose any reform that would endanger that life. There is no question of 'imposing our principles' on others. We live in a pluralistic society in which one should be free to live by one s principles. However, any civilised society or family group, pluralistic or not, presupposes certain truths held in common. All would agree the defence of an innocent human baby is one of these truths. Once allow the right to destroy the foetus at any stage of its development and before long you have the killing of those who are certainly human and alive, as has happened in England in so many cases. Remember the protest of the English nurses who were revolted at the killing of what were visibly small babies. PERTH SAMARITAINS Having read an article on Manchester Telephone Samaritans, the readers of "The Record" will no doubt be interested to know that the same organisation is operating in Perth. It is run by the same person who helped establish the Manchester Samaritans eight years ago. Rev. D. C. Woodroffe was Deputy Director from its inception until he came out to WA. four years ago as a minister of Claremont Congregational Church. Australia has an equally serious problem regarding suicide, attempted suicide and people suffering from emotional distress and, in fact, has r slightly higher suicide rate. It was seen that there was a similar need for an emotional first aid post, where people could readily obtain help at any time of the day or night. It is now three years since the Samaritans of W.A. opened their Telephone Service 81-1000, for the despairing and suicidal.

The mining developments of the North West and the spiritual implications of all this were predominant in Father Fitzgerald's thoughts as he outlined the progress made and the plans to be implemented immediately. "The work is a challenge," he said, "because we have a continuous turnover of staff, labour and immigrants in this area".
