Receiving congratulations for his 50th anniversary as a priest from accredited diplomats during an audience, the Pope also said the priesthood was at the core of his personal life as well as his activity as Pope. The ambassadors gave the Pope a scholarship grant for the education and preparation of a priest. The Vatican did not disclose the size of the scholarship, or indicate where and how the recipient would be chosen. The Hon. A. F. Watts, my predecessor in the Education portfolio, was a most distinguished parliamentarian and educationist. The Education portfolio was the one which he held throughout his ministerial career, and, I believe, the one in which his practical ability and his idealism were best expressed. He held it for nine years in all-1947 to 1953 in the Mc. Larty-Watts Government, and 1959-1962 in the Brand-Watts Government, until he retired from politics. Those were crucial years for education, and for the State's development as a whole. Wartime shortages had left us with great problems in school building programmes, and the rapid postwar increase in births meant still greater problems. Mr. Watts' foresight, his great ability and energy, made an invaluable contribution to solving these problems, and the benefit of his work will be with us far into the future. One of the most important developments in education which he introduced as Minister was the widespread consolidation of schools in rural areas, accompanied by numerous school bus services for taking the children to these schools. Secondary education was made available on a large scale to country children, with the introduction of Junior High Schools in country areas. Rural education was always one of his special interests, and agricultural high schools. He tackled the problem of the school population increase, and, under him, the Department made significant progress in the battle to reduce class sizes. His tenure of the portfolio covered a period of rapid development in secondary education, and the introduction of the comprehensive district High School. In 1959, the first radio school of the air began --a uniqre development in the education of rural children. Many important innovations in teaching methods were made, such as, in 1960, the introduction of the Cuisenaire method of teaching mathematics. Educational research was greatly expanded, especially curriculum and research into the future needs of education. A new concept in education was the shifting of emphasis in teaching from regulation to educational leadership. All these concepts and innovations have been continued and greatly extended by my Department during the time I have held the portfolio. Between us, we owe Mr. Watts a very great debt for his vision and understanding of the problems of education. The great progress we have been able to maks-i in so many fields of education could never have been achieved without the foundations he laid. I pay tribute to him as State leader of my as Party for 20 years, as Deputy Premier, and an outstanding Minister for Education.

Dear Boys & Girls Y ou all know how often your mothers and fathers remind you to do t hings. " Did you clean your teeth yet?" or "Have you made your bed this morning?" are probably familiar reminders. Has it ever occurred to you that perhaps God reminds us to do things in a very similar way? Perhaps you have forgotten to say your prayers on occasion. And then, without warning, something goes wrong and you find yourself a sking God to help you. Do you think this may have been God's way of reminding you to pray to him? It is a sad fact that many people pray only when they are in trouble — only when they need God. Possibly God recognises that this form of prayer is better than none at all and t herefore allows things to go wrong. This is his way of reminding them of his existence, of the necessity for p rayer. It is to be hoped, of course, that none of us fall into this category of praying only to ask for help. But, unfortunately, forgetfulness is part of human nature. We al l forget or don't find time to clean our teeth on occasion. Similarly, it is almost inevitable that some time in our lives we wi l l forget or not find time for God. When tragedy strikes then, or troubles come our way, let us not cry out to God asking 'Why? Why has this happened to me?' But let us ask ourselves: 'Is this a reminder f -om God? What have I forgotten? What does God want me to do?' God bless you all, P.S.
