After an inquiry which lasted six c ommittee established to examine the Licensing Act, handed its report to Justice Minister Griffith just before Christmas. Its recommendations are far reaching. The committee, which comprised Mr. P. R. Adams, Q.C., Mrs. Robin Clarke and Mr. J. Ahern, is to be congratulated for the sane, sensible and responsible approach it showed in the reappraisal of antiquated liquor laws. It has done its work well and has taken into account the whole good of the whole community, its safety and its sanity. It will be criticised by many for advocating a reduction of the drinking age, just as it will be censured for recommending Sunday opening. The question being asked by many is 'where do Catholics stand in this matter?' It must be made clear at the outset that there never has been any hard and fast specific teaching in the Catholic Church on the matter of alcohol. The Church has never c ondemned it. It condemns excessive use of alcohol, when it encroaches upon the rights of the family and impugns human dignity. Christianity is a religion of restraint and moderation. Thus the freedom of the individual and the responsibility of the individual are at once safeguarded. The proper use of alcohol is the individual's problem and will not be solved except through education at home and at school which leads to the cultivation of purposeful restraint and strong a ttitudes to the whole question of drinking. The Record" agrees with the reducing of the drinking age. It has made it clear throughout its columns that alcohol properly used can be beneficial to the personality, towards proper social demeanour and mature exercise of responsibility. It is not the only way of achieving these ends, but in our society it is an inescapable one. The lowering of the drinking age places the onus on the family in a more realistic fashion, to educate youth within the family environment to the proper use of alcohol. Family occasions and celebrations provide a climate for restraint and the inculcation of moderation. They also demand a shift of attitudes on the part of parents and elders, and require fresh confidence in parents in their own ability to educate. This education should be supplemented by the schools. The rationalisation of the trading hours and the trading places as recommended in the report, will do much to raise the aura of drinking and lift the moral fibre of the moderate drinker. We do not condone excess. Alcoholism is a cancer in society, but while human beings show their desire for alcohol, legislation must make proper provision for its sale, place of consumption, and hours of purchase. It must remove the psychological duress as far as possible from purchasing, by just and equitable arrangement of trading times. Sunday sessions have been the big draw card for many clubs and organisations up to now. Willy-nilly the family was separated. Why should people have to travel outside the city area to purchase drink on Sundays and then constitute a hazard to life, and limb? Remove the restrictions and broaden the basis of the laws to ensure that alcohol can be enjoyed in moderation in healthy surroundings. The abolition of the wine saloons in their present form, the removal of the "gallon licence", the emphasis on the combining of food and drink, and the safeguards recommended to ensure supervision of these recommendations will do much to remove what the report calls "sly-grogging", "over-supply and over -consumption". "The Record" is convinced that the implementing of the Committee's recommendations will do much to ensure that people will drink more wisely and mateurely. It does not presume to speak for the Catholic Church, but it does support the Tribunal's recommendations and encourages discussion and thought on the deep issues involved.

Page Four It's not uncommon to blame parents for spoiling a child who is particularly unruly, without ever trying to find out if the parents are really at fault or if the child may be a bit precocious. A group of researchers at Harvard has recently studied a group of children between the ages of one and three to see what effect the mother-child relationship has on the child's overall development. Dr. Burton White, director of the Harvard Pre-School Project predicts that children who seem outstanding by today's standards will be pretty much run of the mill in 50 years, and this is mainly attributable to better educational programmes for mothers. In another study, Jerome Kagan makes the point that first-born children are often more alert because there is so little to distract them from maternal presence and attention. His point is that it is the distinctiveness of the maternal influence that counts, and this influence can be effective for any number of children provided the mother is aware of her potential. At any rate, in the Harvard study of the one-to-three-year-olds, the researchers identified five different types of mothers, and suggested the following cause-effect relationship between maternal type and the child's development. First of all there is what the research team called the super-mother, who possessed an instinctive teaching ability, was relaxed and carefree with the child, and used almost every opportunity to help the child learn. Mothers of this type were found in every socio-economic bracket, so the maternal ability was not merely a result of a woman's own educational or cultural advantages.

He agrees with Dr. Kagan that it is the dsitinctiveness of the mother's response that is mos tencouraging and stimulating for the infant. Bruno Bettelheim makes a further point in regard to the parent-child relationship.

Noting the tendency of many parents to adopt a permissive approach to childrearing, Dr. Bettelheim maintains that many parents are unwilling to accept the consequences of their permissiveness when the child grows up and becomes assertive. He also maintains that what children want is not always good for them, but they are able to adjust to the personality of their parents. Therefore, parents must first of all be themselves, and not try to play a totally permissive role in child-rearing with which they are not comfortable. To switch to the school-age child, a programme in Rochester, N.Y., has brought mothers into the school to serve in an auxiliary capacity to teachers and school personnel. The housewife-aides are able to work with small groups of children who require special attention, and the children can be grouped according to specific need. The housewife-aide receives special training to prepare her for a specific type of assistance, and by reason of her specialized attention, she is able to deal with specific emotional needs of some youngsters. The aides are also able to visit the homes of some of the children and to gain a knowledge of how the home situation affects the child's behaviour and ability to learn. The aides are able to feed back their information to the school psychologist, and are not expected to solve problems all alone. All of these projects further prove the complexity of the educational process, and the ability of parents to play an even greater and more influential role. In a way, it's also reminding us that every child is a member of the family of man, and that the larger community can find within itself untold human resources to meet particular needs.

CARDINAL TELLS OF VISIT

But V ienna's Franziskus Cardinal Koenig lists it as one of a series of events which led to his now famous visits to the embattled Jozef Cardinal Mindszenty w ho lives as a monk in strict cloister in t he U.S. Embassy in Budapest. The 77-year-old cardinal, primate of Hungary, was sentenced to life imprisonment by the Yugoslavian regime nearly 20 years ago, but has been a "guest" of the American government since November, 1956. Interviewed about his visit to the Cardinal in 1962 and the faith behind the Iron Curtain in the Italian monthly, "Famiglia. Cristiana", Cardinal Koenig emphasised that he was not a Vatican diplomat but only the Archbishop of Vienna. He said his geographical position prompted a natural desire to visit the nearby bishops of Hungary, Czechoslovakia and Yugoslavia. As head of the Vatican Secretariat for Non-Believers, he had contact with many groups, including Marxists and atheists. All of this helped, of course, to gain him admission to half a dozen Iron Curtain c ountries, but he cites the incident in which he was nearly killed in the entree that got him to Cardinal Mindszenty. "On Feb. 10, 1960, Cardinal (Alojzije) Stepinac died. On an instinct,I asked permission to enter Yugoslavia to attend the funeral. I did not think I had a chance,
but on Feb. 12, the day before the funeral, permission was granted." On the way to Zagreb, Cardinal Koenig and his driver were seriously injured in a car accident and were eventually airlifted back to the hospital in Vienna. It was to be ironic that Cardinal Stepinac, who had known President Josip Tito's prisons, and died under house arrest, would be the link to lead Cardinal Koenig to Cardinal Mindszenty, another of Tito's foes. On meeting Cardinal Koenig in Vienna two years later, Tito recalled the accident and said to the Austrian prelate: "You, too, have spilled some blood for Yugoslavia." The door was open. The cloak-and-dagger aspect of Cardinal Koenig's account of his trip to Budapest to see Cardinal Mindszenty was due mostly to avoid the press for Tito's police had him under surveillance, but mostly to protect him from any interference. Presenting himself as a "foreign priest" and refusing to give his name, Cardinal Koenig finally got to the American ambassador and told him why he had come. He was allowed four hours with the "guest" and came away trembling from the emotion of the moment. Cardinal Mindszenty did most of the talking, for Cardinal Koenig was one of his first visitors in six years. His first question was to know the will of the Pope for him and he was "immensely comforted by the visit."

Cardinal Koenig had been briefed to conduct himself as if there were hidden microphones, so the two cardinals conversed over the blare of a radio turned to its highest volume. "We first tried English, but I could not get around his accent, so we spoke in Latin," Cardinal Koenig said. "He commented on his situation there, his personal problems, his human drama. No-one could see him, only a priest who, from time to time, would come to hear his confession. This was a concession ordered by the President of the United States himself, starting with Eisenhower. This is probably the first time in the history of the U.S. that the President has given an executive order to allow a priest in for confession. The visit was emotional for both of us. Hours later . . my hands were still trembling." He noted that Cardinal Mindszenty lives his day as a monk in strict cloister, saying Mass early, then devoting himself to reading and writing, concentrating on his memoirs. "His situation is practically insoluble," he said. "Budapest would allow him to leave, but on the condition that the Pope forbade him to speak or to write, terms the Cardinal would not accept." Cardinal Koenig explained that Pope Paul VI has left the decision to stay up to Cardinal Mindszenty but "he is the Archbishop of Budapest and he will stay in his city."

NOTES . . . SEMINARIANS FOR NATIONAL SERVICE
Seminarians in South Korea have a three-year period of obligatory military service, but this does not prevent them from keeping in touch with their seminary training. Of the 127 semi. narians from Holy Ghost Major Seminary in Seoul who are at present doing their militar• service, about 90 per cent returned to the sem:nary in mid-year for a retreat conducted by Father Paul Chang Yeol Kim, who was recently appointed Rector. Among the group were members of the Army, Air Force and Marines. Military commanders are requested in a letter from the Rector to give the seminarians under their command time off for their annual retreat, and their co-operation has been excellent. The seminarians usually start their military service at the end of the philosophy course. Some of them are assigned by their military superiors to the task of chaplain's assistant, hut even those who are assigned to other jobs do what they can to help the under-staffed and overworked chaplains. On Sundays, in areas which cannot be reached by a priest, the seminarians frequently conduct a service similar to t hose conducted by Catechists in mission outstations. They also help to prepare candidates for baptism and confirmation, and valuable pastoral experience is gained by visits to military hospitals in their area. With the help of the chaplains ,the seminarians try to keep in contact with each other, often those working in the same general vicinity are able to gather for monthly days of recollection. C ATHOLIC AFRICA LOOKS TO ITS LAITY In spite of their modest size, Burundi P' R wanda contain one-tenth of all the Catholics in African countries dependent on 'Propagation of the Faith'. More than half of the population is Catholic, and the rest have strong leanings t owards Catholicism. The main problem facing the Church here is that of lack of ecclesiastical personnel, both to sustain the mass of the faithful in their religion and to train an elite. To make up for the la of sufficient clergy, there is a very active lar which helps the Church through providing catechists and through lay councils. One bishop in Rome for the recent Synod explained how he had 398 Catechists, most of them working full-time. In his diocese parishes normally have three priests, who each month vi :: out-stations that are run by catechists. In the main parish and in the outstations t here are lay councils that take charge of certain activities, such as: — the admission of catechumens to baptism: — the arrangement of difficult matrimonial situations; - - the admission to baptism of children -,.'nnso parents are in an irregular situation. material aid to the poor. It is thanks to the efforts of these devoted lay people that the few priests are able to manage parishes of 30,000 Catholics and 5 or 6 thousand catechumens. There must be few countries where lay people take such a direct part in the apostolate. The 'development' side of the Church's work is not forgotten either, and both R wanda and Burundi have their 'Justice and Peace' Commissions and their branches of Caritas. The parishes at present are much too large, but they cannot be divided unless there is an increase in the number of priests. The missionaries are not numerous enough, and the native clergy, which is doing excellent work, is not increasing in proportion to the number of Christians. The Bishops of both countries are promoting a drive for local vocations, aimed at making Catholic families conscious of their duty in this regard. Financial aid for the missions of Rwanda and Burundi is still, of course, very much needed if the Church is to continue to develop in this fruitful part of the mission field, and the Bishops of Africa appealed once more at the Synod for continued and increasing aid frotrl the older Christian countries.
