STATEMENT BY THE CATHOLIC BISHOPS OF AUSTRALIA C ivilization recoiled in horror when the inhuman atrocities of World War II were brought to light. Today the world is witnessing, with too little apparent concern, similar horrors. A civil war has been raging in Nigeria/Biafra for more than two years. A rms are being supplied to both sides and no end to the conflict seems to be in sight. The origins and aims of this conflict are confused. An undisputed fact is that large numbers of innocent men, women and children have been dispossessed of their homes, t hat thousands have died and many more thousands face the threat of a terrible death by starvation as long as the war continues. The International Committee for the Red Cross and Joint Church Aid set up avenues to provide food and medicines to both Nigeria and Biafra. Joint Church Aid, consisting of Church groups from many countries and headed by Caritas International set up an airlift into Biafra when and and sea access became impossible. The cost of mounting this mercy airlift has been over $100 million. Australian Cathol ic Relief and Austcare have made and are making substantial contributions towards this relief work. However, very difficult restrictions have recently been imposed which have hampered and, in the case of International Committee for the Red Cross, s uspended relief flights. The supplies of urgently needed food and medicine have dwindled, with fearful results. Hundreds of thousands of our fellow members of the family of God will die of starvation because of the failure of world authorities to t ake adequate action. We, the Bishops of Australia, wish to add our voice to those of others and especially of Pope Paul who have pleaded on behalf of the innocent victims of this war. The Australian people have shown tremendous, spontaneous generosity towards their unfortunate brethren. The Australian Government has sent s hipment of flour to assist refugees In the name of charity and mercy and in the interest of human life and dignity, we appeal to the Government and people of our nation to take any further possible steps to alleviate t he misery and suffering of these people and to bring this senseless slaughter to an end. On behalf of the Catholic people of Australia, 1 0,000 contributed to Project Compassion is being sent by Australian Catholic Relief as a further gift. Despite diplomatic or political difficulties, we urge the United Nations to take up this c ause, particularly with a view to influencing t hose nations supplying arms to both sides. We pray and we urge all those who hear our voice to pray a just and peaceful solution to the problems which impede the development of Nigeria/Biafra and for the innocent victims of starvation and disease whose premature deaths are a daily reproach to the conscience of the world.

'GET INVOLVED' The basic objective of community development is an improvement in the standard of living, says a Welsh-born bishop from Africa. He stressed that missionaries must not only become in involved community development programmes, but must also study and keep in mind the government's policy and concept of community development +. 1-.2 in areas to which they are assigned.

The speaker, Bishop James Holmes-Siedle of Kigoma, Tanzania, last year set up a community training development centre in his diocese at a cost of about $50,000 and then turned it over to the Tanzanian government. He is now establishing an agricultural training centre that also will be turned over to the government. Addressing the concluding sessions of the Summer School on Community Development for Christian Missionaries in Dublin, Bishop HolmesSiedle also stressed the Last week -end two new priests were ordained for the Archdiocese of Perth in two impressive ceremonies held respectively at Shenton Park Parish Church and St. Mary's Cathedral, Perth. The new rite of ordination succeeeded magnificently in capturing the attention and interest of all present and the simplified ceremonial made the ordination itself more meaningful and impressive. A CAVALCADE To their astonishment and possibly embarrassment, there suddenly appeared a large number of horsemen riding various types of steeds, shouting, cheering and hurrah'ing as they rode up at an alarming speed. Much of the discussion on the role of woman in modern society centres on her equality with man, her educational and professional competence in areas of endeavour that were formerly maledominated, and her need for acceptance and self-expression.

In light of this somewhat lengthy introduction, we come to the central consideration of this column, that is, the "Head Start Child Development Act of 1969", presented to Congress by Senator Mondale of Minnesota. The purpose of the bill (S. 2060) is to "assist children of pre-school age from low-income families". The bill also intends to help mothers of young children in lowincome families further their own education, obtain vocational education, or take some gainful employment.

NEW DIMENSION i t seems to me that too little attention has been given to the fact that today's women are better educated, more socially aware and involved, generally more affluent and possessed of greater leisure time than ever before, and that these factors heighten her abil ity to provide a new dimension to motherhood —specifically, the educative dimension. Parenthetically, these same attributes are also positive factors in the husbandwife relationship at the very same time.

The more we learn of child development during these preschool years, it becomes increasingly clear that every effort should be made to avoid separating mother and child. Yet, for many poor families, the mother's works is the critical factor that helps the family attain enough economic stability to move out of the prison of poverty. For these families, day-care facilities are indispensable, just as they are for other families faced with a specific problem, i.e., maternal sickness.

The Head Start child received two or t hree months of special attention in the summer preceding his entrance into school, and the programme was essentially designed to expose him to books and toys, to an orderly schedule, and to a waken his abilities to speak, ask questions, and play with other children. In the short span of five years, the concept of Head Start has proved to be one of the most important discoveries of our age, while paradoxically, the success of the programme has been less than encouraging. In fact, not too many months ago there was some discussion of discontinuing the whole programme. The reason behind the paradox is that intensive research into the early years of child development has led to the conclusion that every child has much to

This phrase is used several times in every Mass. The central part of the Mass, the Eucharistic prayer (which means literally the prayer of thanksgiving) commences with the solemn call "Let us give

thanks to the Lord Our God". The liturgical exof such a perience phrase will make us more aware of the significance of the simple "Thank God", and remind us every day that thanking God is the very essence of our lives. In a similar way every liturgical text or prayer should be capable of flowing over into everyday usage, so that we are continually reminded that all we do or say has to proclaim God's redeeming love to the world.

"The Record" Sporting Round - Up FOOTBALL COMMENTS ( By TIPIT) In a crowd pleaser at Subiaco Oval on S aturday last, Perth defeated Subiaco 13-17 to 12-15. Perhaps the main factor in the Maroon's defeat was their inability to make more use of lapses in the Demon's defence. Subiaco couldn't contain Barry Cable and the Demon's No. 1 rover with his superb kicking, did a tremendous amount of damage especially when Perth were in attack. Across the centre, Greg Bennett more than held Cam Blakemore, while on the wings the "-Demons had a slight edge. Graham Ramshaw once again shut Austin Robertson out of the game and demonstrated by his kicking and speed to close-check that he is undoubtedly the best goal-keeper in the League. Haydn Bunton, the Subiaco captain-coach, never gave up trying. However, the Maroons could wel l do with another rover to enable Bunton to spell off the ball more often than he does. The wind has always been a great factor at Subiaco Oval, favouring the side kicking to the City end. It hasn't the same effect now that the new grandstand eliminates a great portion of the cross-breeze and this assists the team kicking into the wind. The standard of football was fairly high until both sides concentrated on playing the dead flank. As a result, the bal l was out of bounds far too o ften. The Maroons seemed to run out of steam in the last quarter and it seemed that the physical clashes had taken toll of Subiaco. Or perhaps the Demons were the fitter side. R ay Scott gave a good display of umpiring, although he is really finding it tough to keep up with the game these days. I t must be frustrating for the Maroons to have to live in the Football Premiership wilderness so long. Perhaps Haydn Bunton will find the answers in his third year of coaching. That drab colourless football programme needs a lift for the finals. A colour photograph or two of some of the highlights of the season would be a tonic for the backers. . East Perth should carry too many guns for West Perth in the second Semi Final next Saturday. Their, half-forwards and forwards look more capable of kicking goals than those of West Perth. Dear Boys & Girls Dear Boys and Girls, Obviously I am a little behind the times! Gregory Kempton has just written to say that his family moved f rom Carnarvon to Palmyra six years ago. What a lot of things are happening around Palmyra and Fremantle, Greg. CBC Fremantle are certainly well up in the sporting world aren't they. And thank you for telling me about how Our Lady of Fatima School, Palmyra, won the Shakespeare Festival 4th and 5th grade. Thank you Lynn Dydder for sending the form for your little brother, Leigh. I think he's just a little too young at eleven months to become a full member of the Club. But he's got a wonderful hobby—crawling and opening cupboards. I'll put his form on one side for the moment, and I w i l l remember him especially in my prayers on his birthday, September 21 . On with the hunt! You remember we had found out something important about what the New Testament tells us of the birth of Jesus. I want you to have a look at St. John's Gospel, chapter 19, verses 26 and 27. Our Lord was very anxious that His mother should have someone to care for her. So he told his faithful friend St. John to look after her.
