THE DESIRE to make money is stronger than the desire to make ourselves better.
Ambition is not wanting to morals, but its target is often something extrinsic to our personality. Shakespeare's judgment on those who neglect to improve their character cannot be denied: "Self-love is not so vile a sin A s self-neglecting." Evil takes over because the good do nothing. Not everything becomes better with time. White clothes do not get whiter with time; someone has taken poison, but it makes little difference w hether he throws the curing antidote out of the window, or neglects taking i t. The poison does its work.
SELF HELP There are two areas where the desire to improve one's condition makes for happiness. The first is, strangely enough, in psychiatry where we are told
that patients who, through effort and help, overcame mental illness, developed a level of intelligence far beyond what they would have had if this drive had been lacking. William James, the famous psychologist once was so depressed that "he wondered how people could live so unconscious of the 'pit of insecurity beneath the surface of life'." Lincoln was often, according to S tuart, a "victim of melancholy." Even on his wedding day, he was found in a room in a blue mood. The many failures he had in his early life were in part due to this despair. But by "taking thought" and with effort he reached the high level of good practical humour and common sense which distinguished him a s President. Not that all cases of despair and mental stress can be overcome; but one thing is certain, unless there is the will to get better, there wil l be no cure. Man is, to some extent, the captain and master of his own fate and destiny. Benjamin Franklin, while not subject to low spirits as was Lincoln, was nevertheless governed by an overwhelming passion to make himself better and healthier. He sought to transcend the moral plateau at which most men level off, and at which he found himself. He wrote that in early life he conceived the
project of "arrival at moral perfection." Almost everyone takes this resolution, but human nature being as it is, 'made me much humbler. I concluded that the mere speculative conviction that it was our interest to be completely virtuous was not sufficient to prevent our slipping; and that the contrary habit must be broken, and good ones acquired and established, before we can have dependence on a steady, uniform rectitude of conduct."
METHOD He took a little notebook, made seven columns in red ink on each page, one for each day of the week. He crossed the seven columns with 13 red lines on which he marked 13 virtues he willed to practice: Temperance, Silence, Order, Resolution, Frugality, Industry, Sincerity, Justice, Moderation, Cleanliness, Tranquility, Chastity and Humility. When he failed to do wel l in a virtue he would put a black dot opposite it. When he finished he would start all over again. His final conclusion was: "But on the whole, though I never arrived at perfection, I had been so ambitious of obtaining, but fell far short of it, yet I was, by the endeavour, a better and happier man than I would have been if I had never attempted it . . . The will to be better will do man more good than the will to pleasure which Freud says is the dominant drive of our civilisation. What is lacking in so many is this will to put something ahead of the ego first. As one doctor explained it: "The patient says 'I cannot get well'; his friend says 'he will not,' but the doctor says that 'he cannot will'." We are tired in the mind before we are tired in the body. In the physical order there a re some who do not want to be well. As one young woman in a hospital for a year said: "I have a right to be ill." Every decent person strives for morel perfection like Franklin, but as Thomas Aquinas said: "There is one reason why we are not saints; we do not wil l to be." Leon Bloy added this wise observation: "One step beyond mediocrity and we are saved."

Most often this will be accomplished through the process of democratic government; but there may be t imes when we must suffer upheaval or revolution to purge ourselves of the deep-rooted cancers of prejudice or injustice as evidenced by the riots in our cities. The pastoral acknowledges our national failure to adopt comprehensive and realistic family-centred policies" that would give unity and foresight to much of our welfare planing. Too many Americans, freed from the conditions
come families. Again, apartment house living meets the needs of the smaller family unit, and the growing family lacks the financial resources to move from quarters that are too small. In many cases, a family can carry the cost over the long run, but just can't get s tarted. Too often, the poor become trapped in inadequate dwelling units, and are subject to the unscrupulous landlord. To build a financial base, a man needs a job. To obtain a job in our society, a person needs training. Much more must be done by government and private business to tap the potential of many whose education does not prepare them for the technological society. In this same vein, specific programmes of education in money management, in domestic skills, in child rearing, in health and hygiene can make the difference between family disruption and responsible family living. In all instances, special attention should be paid to the needs of growing families, to families that include older people or adopted or foster children, to those relatively large families that are witness to the conscious choice of the spouses to share life, love and the joy of living in a spirit of familial partnership. Praising the generosity of those fam-l ies that are "helping families," that carry on their mission of service to others, the bishops also note that much of our legislation affecting adoption and foster parent care may need revision. Although there are few real orphans in our nation, there are times when the law is an obstacle to al lowing a child to be adopted. So too, the range of alternatives for the one-parent family are often limited, particularly when the parent is an unwed mother. The Bishops' pastoral letter is not sufficient to bring about the change of social conditions necessary to insure family stability. Christian families must consider it their mission and obligation to bring about necessary legislation revision by their participation in the political community. For, as Vatican II has reminded us, "all those who exercise influence over communities and social groups should work effectively for the welfare of marriage and the family."
of poverty and family instability are socially myopic in their conviction that poor families choose the welfare system in preference to working for a living. The pastoral offers specific recommendations to provide this family-centred dimension. First of all, there is the question of income. The minimum wage scale is generally based on a concept of equity or the needs of the individual, and is notably slow in adjusting to the cost of living. Consequently, many men must hold two jobs just to support the family, and this very often forces an absenteeism on them that interferes with their paternal leadership and direction. Quite obviously, this is especially t rue of those in the lowest income brackets, and is all the more dangerous because survival requires their holding both jobs, neither one of which assures them of a good future. This frequently a ffects the middle income family also, where the family expenses are at their highest before a man reaches his maximum potential. The present tax structures offer no help; indeed, on the consumer level, they are more detrimental to the lower wage earner. The American bishops point to the need for some type of guaranteed annual income that will assure all families a basic family income. The pastoral suggests a system of family allowances that provides a set sum per child each month. Already at work in other nations, it is inexpensive to administer, assures steady financial base, is graded to family size. The bishops stand ready to support any enlightened legislative proposals in this general area. Careful attention must also be paid to present programmes of assistance to families to provide sufficient income. A major weakness of last year's Social Security Amendments was the requirement that the mother obtain a job or take job training as a condition for receiving assistance. In family units that were already lacking stability, this further disruption threatened harm to the children and deprived the family of the actual presence of the only adult who was capable of giving it some unity and s trength.
THE HOME Housing is another area that calls for better planning. An expansion of home ownership programmes that will provide for lower down payments and better mortgage structures is necessary, particularly for low and moderate in-

The first principal: the mission given by God to each person and the dignity of each one which is a consequence of this mission. The second: the young worker's ignorance of this mission and the contradictions between his working life and his dignity. It is because of these truths that a movement is necessary which can help the young workers to discover and accomplish this personal and communal mission— but to do as young workers on the basis of their lives, their surroundings, the problems and needs of each one in particular and of all as a group. This is the "Y.C.W. dialect," which is as true for the youth of countries which are in the spearhead of atomic progress as for those of areas still on the road to industrialisation.

This, then, is the "Third World,' " as opposed to the Communist world and the developed world, which includes the nations of Europe, U.S.A., Canada, Australia and Japan. The Church wants to serve the world and to lead all men to a life worthy of the dignity of the human person, as it was repeatedly s tated by Vatican I I . The Pope's Encyclical on the "Development of Peoples" contains the guidelines for Christian service to the people of the undeveloped nations—to announce to them the truth, justice and charity of Christ. " Your light must shine in the sight of men, so that, seeing your good works, they may give praise to your Father in heaven,- (M 5.16.)

Allegations, without sufficient evidence, of political and military involvement in the civil war have been made against the Church. We protest and emphatically deny these charges. "The Church of Christ has particular concern for the poor and suffering. It is the duty of the Church to serve the suffering everywhere. When brother fights brother inflicting dreadful suffering, the Church cannot disown them, but must suffer inconsolably until they are reconciled. To bring help to one's neighbour in need is a holy command of all religions_ We urge everyone to accept this responsibility to continue, and if possible to increase their help to the victims of this sad conflict. If and when some have made staternents with political bias, such statements have never been given official approval or support. We regret and deplore them. With equal vehemence we regret and deplore the misrepresentations of the missionaries' practical charity as political involvement- in the c risis. A LONG-DISTANCE phone call on Monday, February 24, from London to Boulder brought the sad news of the sudden death of Mr. Patrick Joseph O'Reilly, formerly of Alden Street, Kiltimagh, County Mayo, Ireland. He was the father of Father Patrick O'Reilly of All Hallows, Boulder, and brother to Sister M. Dympna, 0.P., Benoni, South Africa, Sister M. Denis, 0.P., Pieterburg, South Africa, and the late Sister M. Agnes, 0.P., of South Africa. His niece, Mother M. Agnes, 0.P., is a superior in England and a grand-niece, Sister M. Mark, i s a member of the Ursuline Order in Sligo, Ireland. Mr. O'Reilly was an American Army veteran who served in France during the First World War. He was a founder-member and the first president of the local branch of the St. Vincent de Paul Society. He was well known to many of the Sisters of St. John of God and their His kind and gentle manner, his love for the poor and for children was admired by all. He was a daily communicant to the day he died. On Tuesday last a Requiem Mass for the repose of his soul was celebrated in All Hallows Church, Boulder, by Father Patrick O'Reilly in the presence of His Grace the Archbishop. Also present were the priests the Christian Brothers, the Sisters of St. John of God, St. Joseph, and of Mercy of the Goldfields, the children from the school and a large number of parishioners. Sincere sympathy is extended to his family. May he rest in peace.
