"PEACE IS A DUTY." THIS is the central theme of Pope Paul's message to the world in connection with the observance of the second Day of Peace, which he has called for on January 5. The message was released at a press conference on December 18 and is an impassioned plea to all men to dedicate themselves to avoiding "the incalculable catastrophes should new armed c onflicts occur."

New Delegation HIS Holiness Pope Paul VI has erected a new Apostolic Delegation for New Zealand and the Pacific with its seat in iVellington, New Zealand. Since 1914 these areas were attached to the Apostolic Delegation in Sydney, but they are now made a separate entity. Right Reverend Monsignor Raymond Etteldorf has been appointed Apostolic Delegate to New Zealand and the Pacific and has been made Titular Archbishop of Tindari. T his appointment was announced in "L'Osservatore Romano" on Saturday, December 21, 1968. The New Zealand Delega tion territory does not include Papua-New Guinea or the British Solomon IN1ands.

To discover hope in this is merely to reaffirm the ancient myth of Pandora's box. G. F. Watts has painted an allegorical picture of hope as a lady perched blindfold on a world rolling into space. Held in her hands is a lute with all the strings broken but one, from which she extracts a melody: "Where there is life, there is hope." But hope is not in these images, but in something else—or better, Somebody Else. Suppose we modernise the story of Cain and Abel in terms of the assassination of Martin Luther King. Suppose the murderer is brought to trial. Evidence is produced that he was seen in the room from which the shot was fired; that the fingerprints on the gun matched his own

fingerprints; that the bullet which penetrated Dr. King was of the same calibre a s the gun which the assassin held. The proof of guilt would indeed be irrefutable. There would be this difference-no one would be present to put a mark upon him to preserve him from vengeance such as was placed upon Cain. But all is not finished. Suppose that as the trial went on, rumours began to be circulated that Martin Luther King was not dead, that he was seen by some of his followers in Atlanta, Memphis and W ashington, and that the tomb where he was buried was empty. Doubts would be circulated concerning the authenticity of the statements; the press would ignore the rumour and few would credit them. But, at the very moment when the a ssassin was condemned, what if Martin Luther King suddenly walked into the courtroom. The judge would immediately have to adjourn the case, saying to the accused: "Since Martin Luther King is living, there is no corpus delicti." How can one be accused of killing a man when the man is alive? The condemned would be saved by the resurrection of the victim.

Ties That Bind. . THIS final article on the question of conscience centres on the scientific data that we have on child development and the implications of that knowledge f or conscience formation in children.

tudes. We must remember, then, that although the child may not be aware of —nor readily advert to—a personal relationship with God, this relationship exists in and through his parents.

PARENT-CH1LD RELATIONS I make this point because the research constantly emphasises the powerful effects of the parent-child relationship during the pre-school years. In fact, young children believe that adults are all-knowing, are always right in their judgments, and that all adults agree. Since parents, especially mothers, exert the most powerful influence during these early years, the child is assuming attitudes and forming judgments that are almost perfect reflections of their parents. Moreover, since the very young child needs some source of security, he readily finds it in his parents. As time goes by, the child acquires more knowledge on his own, compares it with already held assumptions, refines it by questionng and investigation, and comes to realise that adults are fallible, do not know everything, and are sometimes wrong in their judgment or inconsistent in their way of acting.

As this happens the child is becoming more capable of learning about God, and realising that some of the qualities that he attributed to his parents are really a ttributable only to God. At this point it is important for parents to be honest, humble, patient and just, and to help the child understand God's goodness and man's weakness. During these early years the child looks on rules as absolute norms. Whether they are rules laid down by parents, or those that are exercised by other children — rules for playing marbles — all have equal force and admit of no exceptions. In light of the rules, a given act is all good or all bad. The effects of the act itself and the sanctions reinforce the child's evaluation of the act. To the child, the accidental dropping of a tea cup, and the deliberate throwing of a tea cup on the floor are seen as bad. In fact, the accidental breaking of two cups may be seen as more evi l . So too, if parents severely punish a given act, it is seen as evil, although in fact the parental r eaction may be somewhat subjective.

DISCOVERIES The important thing is that as the child grows older, he comes to know that adults do not know everything and are not always right. He begins to find a rational basis for some rules, and to recognise that are others are necessary for order. He also begins to realise that the goodness or badness of a given action resides not only in the act or its consequences, but in the intention of the doer. So the difference between the accidental and temperamental breaking of cups. I f parents are overly rigid and unreasonable in their discipline, they inhibit the child's ability to develop moral judgments on his own. The child may fixate on a given norm, and may never be able to formulate proper adult attitudes or act without extreme guilt feel-

For instance, if a woman reacts violently towards drinking, perhaps because her own father was a drunkard, she sets up an antagonism t hat confuses the child when his own father drinks. Moreover, the child may never "think out" the morality of drinking, but always judge it in the light of his mother's reaction. He may always experience a twinge of guilt when he has a cocktail, and if he does overdrink at a college party, his moral judgment might be more concerned with offending her t han with his own intent and the results of the act itself. Parents should make every effort to recognise that rules are supports for young children, but that they must be led to understand the reason for the rules and the excusing causes as they grow older. We must always remember that the child develops moral judgment correlative to his growth in knowledge and within the framework of his own experience. The psychological stability that is necessary for free and deliberate actions must be provided by parents in the home. Acceptance of each child as an individual person, recognition of human weakness, encouragement in the face of failure, a Christian concept of sorrow and resolution to do better, are attitudes that parents must continually manifest. In such a home, the child moves out of his own insecurities, becomes aware of his pilgrim status, and builds his conscience on the bedrock of faith, hope and charity. To return to last week's distinction, this does not guarantee that he will infallibly choose good or avoid evil in every specific action, but we can be reasonably certain that he will be a good conscientious Christian. Many people make P romises they cannot possibly keep. It's much better to make one very simple promise and stick to it. I f I asked you what is the most p recious thing you have you would p robably give me one of three answers. Some would think of the nicest thing in their toy cupboard. S ome would say Mum or Dad (or b rothers or sisters) . One or two -night say 'Life.' I am going to suggest another answer. I think time is the most precious thing. Yet we waste such a lot of it, and we can't say I'll just use up the time I didn't do anything with yesterday, because it has gone for good. New Year always reminds us that time has got to be used properly. The best way we can use it is for God, so why not promise to give Him a little of every day. I don't think it ould be wise to promise Him too uch of it. Just a few minutes, if possible always at the same time, nd then :et nothing make you break our promise to Him. Try it. After a few moments of silent prayer, the girls came down from the stage and lit the candles of all in the hall in readiness for the procession. Candles flickered as the participants came out from the Convent into the street. The Rosary was recited on the way to the cathedral, where the presbytery was illuminated with a row of coloured lights. At the cathedral, Father Michael Rose, Si., took over as co-ordinator from the pulpit, and a full congregation joined in Mass, concelebrated by the Bishop and nine of his priests. The Epistle was read by the Governor-General, Sir Davis Rose.
