THE burning of the flag, the revil ing of the fatherland which gave so much affluence is a sign of the loss of that virtue which the Greeks called "Piety." Piety embraced love of God, love of neighbour and love of country. When "God is dead" the other loves die also. An indirect proof is that the country which exiled God, namely Russia, is the womb of most of the world's revolutions and closed societies. One wonders if the United States is not now faced with identically the same problem it had in the beginning of its history. Then, as now, the question is: "What kind of revolution will we have?" Those who appeal today to the American revolution to justify their destructiveness, forget the fundamental difference between that revolution which, in a way, continues and the new revolution sweeping our cities and our schools which in turn was rooted in the Jeffersonian principle of the dignity of man and the fact that all rights and liberties come from God.
T wo Types EFFERSON, in the American J Revolution, had to oppose another kind of revolution which was beginning in France and was fostered by the "Archangel of Terror," St. Just. We do not know if Jefferson had met him; it is likely that he did, for they were in Paris together. But Jefferson certainly had no sympathy for his principle that revolution is based on violence. St. Just was for terror and destructiveness, for wiping the slate clean, for whipping everyone until they all walked through the same gate which he called liberty. "A Nation," he said, "can regenerate itself only upon a mound of corpses." While Jefferson's revolution was along the line of the liberties of the Magna Carta, St. Just's revolution had no memory of history and no heritage. Jefferson would have let the sprig of liberty grow; St. Just would have cut it down. Is not the choice which faced our country almost two hundred years ago now facing us again—on the one hand a revolution of old ways which preserved per-

sonal worth and God as the Source of laws and, on the other, the violence, the terror, the programme-less madness of St. Just which substitutes nihilism? Are not some of our new revolutionists telling us, as he told the convention: "Avenge those who disagree. Nothing so much resembles virtue as a great crime." At the crossroads, America shall now ask whether it shall go forward, on the basis that liberties are being constantly won for new times and new classes through respect for life, property, order and religion, or whether terroristic nihilism shall take over the land? Our new revolutionists who have protests but no reform, placards but no programme, hate but no love, have substituted for the two principles of Jefferson, Elitism and Mysticism.

Allied with elitism is what might be called Mysticism. Mysticism belongs pro. perly to the field of religion and its highest expression was given by John of the Cross who summarised total dedication to the God of Love as "Todo y nada." Either we give all to God or we must admit we give nothing. As religion declines, its realities are taken over by the secular. The new mysticism sees nothing good to be preserved; it makes no distinctions between degrees of virtue; its slogan is: "All my way or death." If there are rats in the pantry, burn the house. With St. Just, they say: "In revolution there are no halfmeasures." There is no Purgatory or time for cleansing; there is only heaven or hell, and their heaven is to raise hell. America is a revolutionary country, but its continuing reovlution never destroys the dignity of the person or law and order rooted in God. Lincoln followed Jefferson as he prayed in August, 1861: "Pray that the inestimable boon of civil and religious liberty earned under God's guidance and blessings, by the labours and sufferings of our forefathers, may be restored in all its original excellence."

Ties That Bind. . by Father 1. McHugh AS I WRITE this column, little over a month has passed since Pope Paul VI issued his encyclical on the regulation of birth. Throughout this time, the encyclical has been the basis of constant discussion. Needless to say, the reaction of a significant group of American theologians has contributed to this, and the discussion is beginning to harden into debate. The purpose of this column is to attempt to dispel some of the confusion, and also to muffle some of the emergent hostility, accusation and counter-accusation. First of all, Pope Paul has spoken clearly, honestly and forthrightly on birth control. He affirms the teaching of previous Popes that anything that interferes with the physiological completion or biological perfection of the marriage act is against the
natural law. At the same time, Pope Paul endorsed the teaching of Vatican II on the importance of conjugal love and the necessity of responsible parenthood.
DISSENT WITHIN 24 HOURS of the reception of the encyclical a group of 87 American theologians—their number has since grown to more than 500—publicly registered a dissenting opinion. It seems to me that this dissent—which has an acknowledged validity in the scholarly world—has generated a good deal of confusion among American Catholics. However, the confusion is not on the topic of birth control, but on the question of the theologians' loyalty to the Church and the Pope. In order to provide an understanding of why the theologians spoke and the effects of their statement, a description of theological dissent may be helpful. Unless otherwise stated, the teaching of an encyclical is authoritative but not infallible. As such it is an important guide to the members of the Church. It should be received by the people and given internal and external assent. By this we mean that it is intellectually accepted because of its relationship to the body of Christian doctrine, and it is seen as the guiding norm for the activity of the Christian. On the other hand, theological dissent has always been a part of the theological
POPE PAUL AND THE THEOLOGIANS method, although it has come into play only rarely, and in the instances when it did operate, it was a process that took a considerable amount of time. For example, a given scholar may question of specific point, publish an article in a scholarly journal, communicate by mail or in academic debate with other theologians, and wait for his thesis to be translated and published in other lands. If it gained acceptance, it would gradually qualify or replace the original teaching. If not, it could be withdrawn or just dropped. All in all, the process may have taken from aye to fifty years, and sometimes longer.

It is their understanding of their scholarly responsibility.
IN THE PRESENT CASE, the whole process has been speeded up. Pope Paul spoke on a topic—birth control—that has been discussed and investigated intensely for the past five years or more. It is a familiar topic to most educated persons. Within hours of its issuance, the encyclical commanded significant amounts of time on radio and TV. The following morning the full text was printed in major newspapers. By reason of modern transportation and communication facilities the theologians were able to fly into Washington, obtain copies of the text, read and study it, and phone their colleagues to obtain support. Before the American bishops had even received a copy of the text, the theologians had issued their statement and the media had publicised it. It should be noted that the theologians did not reject the teaching authority of the Pope, nor did they completely reject the encyclical. They cited a number of reasons as to why they could not theologically accept the natural law basis of the teaching. It should also be pointed out that the theologians did not say that the Pope should have approved all methods of birth control, nor did they say that people generally could ignore the Pope. Although they made a number of assertions that will require scholarly substantiation, the important part of their statement was the

THE Melbourne archdiocese has established a programme to aid married couples in the wake of Pope Paul VI's encyclical on birth control, "Humanae Vitae." The programme will employ panels of experts to guide and advise couples on marital problems. The panels will be comprised of a priest fully conversant with the papal encyclical, an expert on marriage guidance and a doctor thoroughly trained in the rhythm method of family planning. Announcement of the panels was made by Archbishop J. R. Knox at a clergy conference. The work of the panels, which will include visits to parishes, will be coordinated by the Catholic Family Welfare Bureau.
