are part of God's creative plan. They belong to man because he is man, created in the image of God. They are not given to man by the State or by the United Nations. They are man's birthright, not merely what a society is willing to give him.
Human Rights. This December marks the 20th anniversary of the Declaration, and the intervening years have witnessed many a challenge to the rights of the human person. The United Nations hopes to celebrate the anniversary by restating the ideal of respect for man's basic rights for all the peoples of the world. It is important to remember that the

AT HOME • • •
Before the Papuan boy begins his 'formal primary education at an outstation, he learns the language and skills of his own people. Moral education in the early years comes from attachment to his family rather than from any formal training received at home. He does not learn the habit of regular work, for a Papuan's work is intermittent and done according to the needs of the family, not for self -advancement. The mission outstation, as well as other centres of European civilisation, begins to exert a slight influence on the life of the nearby Papuan boy, but if he conies to the mission school from one of the many isolated regions, there is a marked change in his life. At each outstation, there is a central school with boarding facilities, which is conducted by Australian religious Sisters. In addition to the central school there are minor schools in the most distant parts of the island or in neighbouring islands, which take students through two or three grades. This type of school is the smallest and weakest in our system, since it works under many disadvantages.
AT THE OUTSTATION SCHOOL.. . There are many more advantages at the central outstation school, where there may be electricity and so the possibility of seeing films, opening a whole new world for the boys. The improved religion classes of the central outstation school, together with the regular communal worship of God through the Mass, help to establish a true Christian life, deepened in the higher grades when some pupils become active in lay apostolic groups.
AT THE CENTRE . The Papuan boy coming to the central school of ,Sideia is subject to the same three educational forces he met at the central outstation school — European contact, quality teaching, and an improved language milieu. English is the established everyday language. Another assisting factor is the isolation of Sideia. Although the school is in the area of the Basilaki language group, it is situated in a thinly populated locality and contact with village people is rare for the schoolchildren. Sideia has advantages in the quality of the teaching, the availability of general educational aids such as films, talks by visitors and school organisations, and also influence of numbers and higher grades of advancement. The Papuan boy here is one of some 270 boys and learns much through this group contact. The presence of the secondary school and advancement year by year of pupils to its forms inspires those in lower standards to work willingly to take their place in the upper groups. An important element is the fact that the secondary education of our boys is carried out with that of the secondary girls. Coeducation has proved an important element at this stage and has had good influence on both groups. Together with such inspirational forces we must place the presence of the teacher- training college at Sideia. The success of our teacher-trainees in the past has given the school great prestige among the pupils, because they can now achieve a professional status recognised by the government. All of these elements have a bearing on the Papuan boys' education—a vital necessity for them as their area of the world reaches towards the 20th century.
