DEBATE ON STATE AID IN the W.A. Legislative Assembly, Labor pressed a constructive debate o f the second reading of the Government Education Act Amendment Bill designed to pay $10 a pupil a year to independent primary schools. Labor members R. Davies (Victoria Park), C. Jamieson (Beeloo), H. E. Graham (Balcatta) and D. Norton (Gascoyne) criticised aid to independent schools as piecemeal, inadequate and unplanned. The subsidy to primary schools should be at least $20 a year to match up to secondary school subsidies. There seemed to be no clear for $10. tn enquiry into the needs of independent ools was necessary for the establishment a logical and sufficient basis for subsidy. An important feature of the bill emphasised the Hon. E. Lewis, Minister for Education, that the subsidies are legislated as a direct yment to schools on the basis of primary school enrolment. They are not a payment to the school on behalf of parents. This is the time in almost a hundred years that a.rect payments to independent schools have been provided in legislation.

Tribute to the work of the Parents and Friends' Federation was paid. A section of its 1956 report thanked the Hawke Government for "placing justice before prejudice" in passing the first legislation in the sixty .s.s since 1895 to give assistance in independent schools.

AROUND THE DIOCESE . . . UNDER -AGE DRINKING ENQUIRY.—With the ultimate aim of lowering the legal drinking age, Kensington Y.C.W. are carrying out an enquiry on under-age drinking. They have put out hundreds of questionnaire forms, and are hoping to put out many hundreds more. Young people all over the metropolitan area will be asked to fill these in with details of their drinking habits. They have already handed out eight hundred and have received about five hundred back in. Beginning with the Kensington Y.C.W. leaders' group, they started handing out forms and from there have spread into all the southern .suburbs and into city offices and business houses. The idea arose through the -Time for Living" enquiry, which is the current official Y.C.W. enquiry. Through this enquiry, one leader was asking his friends what they did in their spare time, and it seemed that whenever they mentioned fun, drink was involved. This led to further discussion within the Kensington group, and this to the discovery that most teenagers are drinking anyway in spite of the law, and often in greater quantities than they normally would because they have to do it in an underhand manner. From here they felt the next thing to do would be to get facts to support their ideas on the subject — which pointed straight to the questionnaire form. There are 14 questions on the form involving how often young people drink, how easy it is to get, where they get it, how often they get intoxicated, and whether they encourage others. One of the important questions on the form is the drinking-driving one. Kensington's president, Peter Moxham, says that from the answers already received, many people drive after having drunk moderately, but the ones who drive after drinking heavily are very rare. They are hoping for opinions and help from the Police Liquor Branch, the Health Department, and from Alcoholics Anonymous. Even if they do not get encouragement from these, they are hoping that they will pose questions which they can then proceed to answer. From the results of the questionnaire they will draw up a report, but at present they are still busy putting out and collecting forms. LAY WORKER. — A recent letter received from Christine Harding, a former Y.C.W. executive member from Scarborough, is very cheery and interesting as She describes her at a mission in Broome. Chris seems very happy and excited about her new job and is adjusting to the hot weather very quickly, as long as she her midday "siesta." as she says. To prepare for the job she has undertaken. Christine spent a fortnight with the Franciscan Missionaries of Mary in Victoria Park before leaving Perth. BENTLEY ACTIVITIES. — Last weekend three girls from the Y.C.W. group attended a training weekend at Marian Lodge along with 15 others from Como. Kensington and South Perth. . •

On December 3 a barbecue and house-party will be held at 20 Pitt Street, Bentley. Everyone is welcome and is asked to bring their own meat. Bread, salads, etc., will be supplied and drinks will be available. Admission charged. A long-range plan is for a river cruise, which will be held on February 11 next year, so try and keep that date free. COUNCIL MEETING. — A Girls' Y.C.W. Council Meeting wil be held at the Y.C.W. Centre on Monday, December 4. All branch presidents are asked to attend, this being the last council meeting for the year. Annual reports will be presented at the meeting and it is hoped that a guest speaker on the subject of "Home Savings Grant" will be in attendance. BUNBURY FRIENDSHIP WEEKEND.—This is a further reminder about the annual ball and social weekend to be held in Bunbury on the weekend December 9 and 10. Tickets will shortly be available from the Y.C.W. Office in Perth. As usual, the accommodation will be arranged by billeting out in Bunbury. Those who wish to book into guest houses can have this arranged for them by the Bunbury Y.C.W., but this will be at their own expense. All means of transport must arrive at the Y.C.W. Office, Wellington Street (opposite Rose Hotel) , Bunbury, between 2 and 5 p.m. on Saturday., December 9. There will be a picnic on the Sunday, so casual as well as formal clothes will be a must. Also on Sunday a special "Youth Mass" will be celebrated and all those participating in the friendship weekend are expected to attend. Father has done fine work in co-ordinating the famine-relief work of several charitable bodies. He has a keen appreciation of the spirit of love which radiates from the Sisters of various congregations who have come from many parts of India to relieve the sufferings of the sick-poor.

Most people if asked who was Ireland's greatest saint would reply "St. P atrick!" But Patrick was not born in the Emerald Isle. Ireland's greatest s aint must surely be St. Columban who after decades of missionary enin his native land evangelised great areas of present-day France, S witzerland, Austria and Italy. He and his 12 followers founded monasteries in these countries when, in the wake of the barbarian invasions, Christianity had all but disappeared f rom northern and central Europe. In Italy alone there are dozens of towns a rid villages named San Colombano in his honour. I have travelled to many of them and all speak reverently of the great missionary lrlandese. _ Nowhere is he more honoured than in Bobbio in the Apennine Mountains !he monastery here was his greatest foundation south of the Alps. CATECHISTS — A Key To The Future S T. MARTIN'S INSTITUTE, Sunson, the Catechists' training school in the Tamale Diocese, Northern Ghana, opened in 1962 with an initial grant from the Congregation for the Propagation of the Faith. Since then, out of 74 students who have attended the school, 17, after a four-year course, have now qualified as Catechists, including one who is entering the junior seminary this year and another former student is instructor in religion to his fellow soldiers in the army. These results are noteworthy when one realises that of last year's entrants only half had been to a middle school; most of them had to learn English, reading, writing and arithmetic before studying the catechism, the Bible ,the liturgy and elementary catechetics. Again, most of them came as catechumens, but only a few had already been baptised. The candidates sent by the Tamale parish priests had no funds to pay for their keep. They were given part -scholarships by the Society for the Propagation of the Faith. Students who have still to finish their studies are working part or full time for their parish priests while waiting to complete the course.

CATECHISTS — In India the Situation Is Similar THE above news from a catechists' school in Africa prompts me to give this comment from the Archbishop of Madras and Mylapore: "The future of this diocese is largely in the hands of our catechists, who are devoted body and soul to the salvation of their brothers. "I have just come back from a long pastoral tour and I have been able to see close up the work that is being done in our missionary centres. We can really only thank God for endowing us with such a means of aptostolate. -To give you a slight idea, this is what is. being done at the village of Morai, an isolated post some 15 kilometres from a parish centre. We have over sixty new converts there. It is the catechist who cares for them specially, all the more so in that from there apostolic work is possible in numerous non-Christiar villages in the surroundings. As the peoph. work during the day in the fields, they can be gathered only in the evening. For the tirre • being, these meetings take place in the villa?, school and the catechist goes there regularly at least once a week, instructing the Christians and visiting the non-baptised. • 'Sunday is a particularly heavy day for him. At six o'clock in the morning, he is at his post, preparing the chapel and altar for the Mass. As soon as the children have arrived, he gets them to run over the hymns that will be sung that day. During the ceremony, he directs the singing and prayers of the faithful. After Mass, he does the catechism, then he visits the sick in their families. At 2.30 p.m.. the catechist is in the parish hall for the adults' meeting. At 4 p.m. he 1n another place to provide Sunday cat,. chesis. now has had only minor effects on our worship. It is important, though, that we understand the principles its emphasises, as a preparation for future changes, which will be of a more drastic and fundamental nature than those already implemented. Quoting the documents of Vatican II, it stresses that the Mass is at the same time and inseparably (a) a sacrifice in which the Sacrifice of the Cross is perpetuated; (b) a memorial of the death and resurrection of the Lord, Who said, "Do this in memory of me;" and (c) a sacred banquet. While the first two considerations are an accepted part of our devotional life, the significance of the third, and equally important factor, is often not understood. Through Communion we unite ourselves with Christ in His offering of Himself to the Father; but we also renew the New Covenant, or new agreement, which God has made with man for all through the Blood of Christ. By our faith and hope we renew our acceptance of the offer God has made to us of union with Him for eternity, and by our union with Christ in Communion we foreshadow this union of heaven. Heaven is often spoken of as a banquet in the Gospel, because, with the Jews, as with ourselves, a party or meal is a sign of love, unity and friendship; in the Eucharist we are really united with Christ., and also we are really united with one another. If we are truly loyal to our ideals, this unity and friendship of the Eucharist should carry over into our daily lives.

The first part of the book gives, in Latin and English, the principal canons of the Eastern and Western rites, and, taken with documents in Father Deiss' book, it provides excellent preparation for understanding the changes to come.
