A WEST AUSTRALIAN who has been a lay brother on the Catholic Mission conducted by the Missionaries of the Sacred Heart at Samarai, Papua, for the past eighteen years is at present in Perth on leave.

Brother Ronald Moore, M.S.C., is a boat builder at the mission and is in charge of building and maintaining boats in the mission's fleet. He is visiting his mother, Mrs. M. Pope Heads Anniversary Tribute To John XXIII

Prime Minister Indio' a Gandhi has blessed a move by the country's Catholics and non-Catholics to work for national development through a new organisation that brings together members of all Christian denominations. Mrs. Gandhi expressed her support when leaders of the Christian Union of India called on her in New Delhi during a conference which adopted the organisation's constitution and elected the first officers. The union is an offshoot of a meeting held in May, 1966, in Bombay under the joint sponsorship of the Catholic Union of India, the Protestant National Christian Council and other Protestant, Catholic and Orthodox bodies. The meeting was opened by Valerian Cardinal Gracias. The three-day conference in New Delhi from May 26 - 28, defined the union's primary objective as "Serve India in the Name of Christ." It was announced that while strengthening the secular base of Indian democracy, the union will work in collaboration with other agencies t o achieve national development and social, economic and political justice for all.

TIES THAT BIND I N last week's column, we tried to provide some understanding of

the role of

government in relation to population problems.

THE issues and dictates of morality are more clear when speaking in terms of foreign aid. The difference in values among nations is also more clearly apparent. The issues become somewhat clouded, however, when the discussion moves to the role of government in an affluent, successful society. The question is not so easily handled when we attempt to spell out what the government of the United States, or the individual State governments may do or ought to do. In attempting to analyse the problem, it is important to pinpoint some basic principles.

RESPONSIBLE PARENTHOOD

FIRST of all, the basis of all family planning must be the concept of responsible parenthood. When we speak of responsible parenthood we are speaking of the conviction of personal responsibility arrived at by each individual couple.

This conviction is not merely the result of some conceptual ideal, but is equally the result of the lived experience of marriage and family life. In formulating the decisions concerning the frequency of child-bearing, the couple may call upon the Church, the State, private agencies, and their personal conscience for information and advice, but ultimately, they must decide for themselves and accept the responsibility that goes with their decision. At the same time, responsible parenthood should not be viewed as a totally

ture that can be solved effectively merely by cutting family size. However, the Federal government has certainly involved itself in family planning, especially on the motivational level, and without great success. The failure of family planning programmes is in some part related to the failure or unwillingness in high government circles to attempt to understand all that is involved in the decision-making process on the level of the family unit, or the implications of such a decision as the married couple sees it.

The reported opinions of the Papal Commission emphasise that the assembled experts agreed that generous, responsible parenthood is the ideal to which married couples should aspire, and that society should help couples towards achievement of this ideal.

HUMAN FREEDOM

AS we noted last week, family planning programmes must be based on respect for human freedom. Not only must individual persons or agencies refrain from exerting a coercive pressure on the individual, but government in its overall approach must be cautious that it does not create a pressure which sets up societal norms as to the ideal family size. Again, to apply this thinking to the United States, it is extremely difficult to identify any one problem in our cul-

TWO SUGGESTIONS

LET me offer at least two indications of what I believe is a lack of responsibility on the

part of government. First of all., our country is long overdue for a national research conference on family life. The last White House Conference on the Family was about 20 years ago, and the one that was projected for two years ago was the victim of political expediency. Secondly, our welfare philosophy looks mainly to concern for the individual and our welfare programmes do not adequately take into account the welfare of the family. As has been pointed out time and again, a woman without a husband can get more welfare aid than if her husband is present but unemployed, or not adequately enough employed to support the family.

Government And Family Planning LOOSE TALK

MOREOVER, we are treated to over-generalisation as to how effectively family planning can help wipe out poverty; we are exposed to conjecture on how the population is growing so drastically that we are in danger of running out of space and air. For example, Secretary of the Interior Stewart Udall outlined all these possibilities rather dramatically in a recent speech. It almost seems that he caught himself in his own rhetoric, when he offered the suggestion that in order for the government to deal effectively with this awesome problem, we may have to think about taxing more heavily the larger family and offering tax incentives to the family with fewer children. The obvious question is whether this is one of the "new and imaginative solutions" to the population problem that President Johnson is seeking. The more difficult dilemma is how one preserves the American values of freedom, individuality, personal achievement, and competition while at the same time attempting to control the child-bearing of supposedly free men by means of the government-administered tax structures.

GLENDALOUGH.—The girls wish to thank all those members of the parish who contributed to the success of their cake stall held last Saturday morning in the Mt. Hawthorn shopping centre. The result was $17. KEY LEADERS' SCHOOL.—The apostolate of work was one aspect of the layman's vocation which received special attention at the Key Leaders' School conducted recently at Marian Lodge. One leader spoke of how he had learned through Y.C.W. to spread the word in a practical way by helping a workmate to lift his tool kit on to a truck and by laying on water pipes to the homes of people so that they could benefit in various ways, such as having hot showers. He had come to see more value in his day-to-day life. The National Secretary, Garry McDonald, was present at the school. He gave leaders the benefit of his studies of the lay apostolate in Australia and overseas. The session on Trinity Sunday was highlighted by the visit of Bishop McKeon, who offered Mass in the Lodge chapel. He 'spoke of the special vocation of the layman in the consecration of the world and stressed the fact that lay people by the very fact of being baptised and confirmed are called to be witnesses of Christ in the world. He said that they should not need any call from a bishop or priest to carry out their role as apostles; they should do so because they were Christians. He concluded by saying that as he held up the Sacred Host at Communion

Movement co-operated with the Co-ordinating Committee for Overseas Students last long weekend, to give eight Asian and two African students a taste of Australian hospitality in Y.C.W. homes. Two branches were involved — the Highgate branch, who contacted the students, and the Northam Y.C.W., who received the visitors into their homes for the weekend. On Saturday evening a barbecue with Asian dishes was the highlight of their visit. The Northam Y.C.W. were very happy and learned a lot from their Asian neighbours, and they are looking forward to a return visit in the August vacation. Marquis Gonzaga held a high position in the court of the powerful Philip II of Spain. He dreamed that his elder son, Aloysius, who was a page to the Crown Prince, would become a great soldier. But Aloysius was far more interested in the lives of the saints, prayer and devotions. He did not want to become a soldier or inherit his father's title. He wanted to enter the Jesuit Order. When his father learned this he threatened to flog Aloysius. But nothing could dissuade him and he entered the Jesuit novitiate in Rome in 1585. When shown his cell he exclaimed, "This is my place of rest forever: here will I dwell, for I have chosen it." ( Psalms). He was a model novice. He always begged permission to do the most menial tasks in his search for humility. In 1591 a terrible epidemic swept thousands into their graves. Aloysius was indefatigable in his zeal and charity to the poor sufferers, making their beds, washing their sores, catechising them, and lifting their thoughts to Heaven.
