Op PAUL HITS A BIG BREAKAUST. THROUGH VISIT
THE PRIME MINISTER, SIR ROBERT MENZIES, ANNOUNCED IN PARLIAMENT LAST WEEK THAT THE FEDERAL GOVERNMENT WILL PAY THE FULL COST OF ALL APPROVED BUILDINGS FOR INDEPENDENT SCHOOLS IN THE AUSTRALIAN CAPITAL TERRITORY AND THE NORTHERN TERRITORY.
POPE PAUL has announced in Rome that if the dreams he has are permitted to become a reality, he hopes to see at least some parts of the vast territory of Australasia and Oceania.
In future, the Government will repay the capital borrowed by schools on new building projects and continue to pay interest charges on the approved capital borrowing. Sir Robert said that before any assistance was given, the Government would have to be satisfied that the proposed facilities were needed. The increased assistance will apply to approved projects built or begun over the next ten years and to some projects now under construction or about to start.

Under the new scheme announced, capital payments will be made by equal instalments over 20 years. In New South Wales, the Liberal Government is rumoured to be considering extending its State aid to independent schools by paying, for their new buildings. The Premier, Mr. Askin. said he intends to study the Commonwealth's new plan for approved independent school buildings in the A.C.T. and Northern Territory. Commenting on Sir Robert's statement in Parliament, Monsignor E. C. Favier. the acting Adminstrator of the Canberra-Goulburn Archdiocese, said that Canberra Catholics welcomed the new capital assistance. He said that because of the large increase in population in Canberra, there have been greatly increased costs of buildings, staffing and maintining Catholic schools, which educate a quarter of Canberra's children.

NEWS COMMEN T ( BY THE EDITOR) TWO reports from the Eastern States dealing with honesty in advertising show that there is cause for worry in this huge business. In one, tighter control to eliminate false advertising was recommended in a report presented in the Victorian Parliament. In the other, the Federal Director of the Australian Association of Advertising Agencies strongly 'supported such a move. It was agreed that the portion of false and misleading advertising was small in comparison with the amount of advertising done in Australia. Some of those which came under fire from the report were TV repairers, used car firms and electrical trades. One of the worst forms of advertising to offend in this regard is that of the film industry. In the more sensational of the advertisements for some films, the actors could not possibly portray on the screen what the ads say they
do—or, worse, hint at. Their appeal is usually a base one. In other areas, the domestic scene is the hardest hit of all.

DECLARATION ON CHRISTIAN EDUCATION
Introduction
The Sacred Ecumenical Council has considered with care how extremely important education is in the life of man and how its influence ever grows in the social progress of this age. Indeed, the circumstances of our time have made it easier and at once more urgent to educate young people and, what is more, to continue the education of adults. Men are more aware of their own dignity and position; more and more they want to take an active part in social and especially in economic and political life. Enjoying more leisure, as they sometimes do, men find that the remarkable development of technology and scientific investigation and the new means of communication offer them an opportunity of attaining more easily their cultural and spiritual inheritance and of fulfilling one another in closer ties between groups and even between peoples. Consequently, attempts are being made everywhere to promote more education. The rights of men to an education, particularly the primary rights of children and parents, are being proclaimed and recognised in public documents. As the number of pupils rapidly increases, schools are multiplied and expanded far and wide and other educational institutions are established.

Following is an English translation of the text of the Second Vatican Council's Declaration on Christian Eduation, proclaimed by Pope Paul VI on October 28, 1965. The translation is by the N.C.W.C. News Service. sub-headings and paragraphs are our own.

• The duties and rights of parents Parents who have the primary and inalienable right and duty to 'educate their children must enjoy true liberty in their choice of schools. Consequently, the public power, which has the obligation to protect and defeat the rights of citizens, must see to it, in its concern for distributive justice, that public subsidies are paid out in such a way that parents are truly free to choose according to their conscience the schools they want for their children. In addition it is the task of the State to see to it that all citizens are able to come to a suitable share in culture and are properly prepared to exercise their active duties and rights. Therefore the state must protect the right of children to an adequate school education, check on the ability of teachers and the excellence of their training, look after the health of the pupils and in general, promote the whole school project. But it must always keep in mind the principle of subsidiarity so that there is no kind of school monopoly, for this is opposed to the native rights of the human person, to the development and spread of culture, to the peaceful association of citizens and to the pluralism that exists today in ever so many societies. Therefore this sacred synod exhorts the faithful to assist to their Utmost in finding suitable methods of education and programmes of study and in forming teachers who can give youth a true education. Through the associations of parents in particular they should further with their assistance all the work of the school but especially the moral education it must impart.

In the past years more than two hundred young people from Perth have participated and everyone had a terrific time. mould men and women so they will forget their everyday personalities and assume a different character is a gift one is born with. Miss Coralie Condon, producer of the w omen's session on TVW7, has perhaps inherited this gift from her mother's family who were musical. As a child Miss Condon attended St. Joseph's Convent at Fremantle. When she left school she was employed as a ledger machinist in a Government office, and it was through office work that Miss Condon learned organisation. "It wasn't until I grew up," said Miss Condon, "that I realised that all art is discip. line and organisation. During the war Miss Condon's mother moved from Fremantle to Perth, and it was then that she joined the repertory theatre, first for companionship, but then later it became a more consuming hobby. Miss Condon has studied all phases of the t heatre, acting, props, stage-management, prompting and stand-in for actors and actresses.

If anyone were to advisse these same people that they only had a 50-50 chance of staying alive in 1965, they would start an all-out campaign to preserve their health and avoid disease and accidents. Yet they can enter into a serious r elationship, such as marriage, having only one thing in their favour—they love each other, or at least they think they do. Except for Asia, this tendency to marry young is peculiar to the United States. There must be something in the American culture or in its family structure which causes or at least encourages young marriages which have such a frightening rate of disintegration.

It was in 1949 that life began to change for Miss Condon. She produced her first three-act play, and that play won three a wards in the W.A. Drama Festival. The next year she went to England, not to work in the theatre, but for a working holiday. While in England she did not let time s tand still—she wrote the words and music to a revue. This was presented by the repertory theatre in 1951, and in the next two years she wrote two more revues. Miss Condon produced quite a few productions for the Company of Four on a semiprofessional basis, also in later years for the Playhouse. It was while in Sydney in 1956 that she w as fortunate to be present at a television training school. In 1958, Miss Condon wrote the now wellknown "Good Oil;" this was presented to packed houses at the Playhouse, and recently it was televised by TVW7. Miss Condon is very interested in the Young people of the theatre, and conducts classes in speech, drama and television presentation; she also gives an occasional talk to the members of the Therry Society. "I grew up in the theatre," said Miss Condon, "at the time when there was a lot of c ompetition, not for money but for love of the theatre. But nowadays if the young People of the theatre had the same regard for their work as the young footballers have for the game of football, the standard among our Young people would be higher." Miss Coralie Condon is a very hard, keen W orker, who has been very fortunate, as her one-time hobby has developed into a full-time c areer.

On Monday we celebrate the feast of St. Cecil ia.
