Partofthetroubleisthatthisrequestcaneasily becomeasectarianaffair.Itcannotbetoooften stressedthatthisisnotprimarilyamatterbetween ChurchandState,butbetweenparentsandthe State.Butitisimportantthattherequestbe madenotonlybyCatholics,butbyothersalso.

Forthisreasonitisdesirablethattheparentsof childrenatschoolsotherthanCatholicshouldbe anxioustopreservetheirfreedomofeducational choice.Therisingscaleofcoststowhichsuch parentsaresubjectedshouldmakethemawareof howprecariouslyplacedisthisfreedom.

Afurtherdifficultyisthatthedivisionofpower betweenStatesandCommonwealthtendstopreservethestatusquo.TheStatescanpleadlackof funds,andtheCommonwealththatprimaryand secondaryeducationisaStatematter.Itisimperative,therefore,thatrepresentationsshouldbe madestronglytopoliticalparties,andINpolitical parties,andnotmerelytocandidatesseekingelectiontoStateorFederalseats.Inthecaseofcandidates,thepossibilitiesofevasionaresimplebecause ofthedivisionofpower.

Butevendespitethisdivision,themajorityof candidatesareindividuallysympathetictorepeesentationsmade.Whatisneededtocoalescethis individualsympathyintopracticalissueissomeone strongenoughandcourageousenoughtoputit clearlythatequity,economyandnationalwelfare demandthischange.

Sinceeconomyistheusualescape,Catholic parentsshouldmakeitperfectlyclearthattheydo notwantthepresentexpenditurediffusedovera greaternumberofchildren.Theywantextra expenditure.Australiaspendsonly2.25percent ofitsnationalincomeoneducation.NewZealand spends3.4percent,England4percentandSweden 5.4percent.CertainlySwedenandBritainareless affluentthanAustralia.A50percentincreasein AustraliawouldstillonlymatchNewZealand.It isfromthisextraexpenditurethatthesharewe askshouldcome.

Toreturnthereforetoourquestion-whatare thechances?Thechancesaredirectlyrelatedto strengtheningandmakingsufficientlyvocaland impressivethemajoritypublicopinionthatinfact exists.

Intheirdarknesstheyareincapableoftakingabewilderedhandintheshadowandleadingitinto'1e light.

Thattherehasbeenasofteningofpublicopinion towardssuchashareinpublicexpenditureis incontrovertible.Publicopinionpollshavesug- gestedthatamajorityofAustraliansareinfavour ofsuchasharing.

Thismajorityisnotyetsufficiently vocal,sufficientlyunitedinitsrequest, orsufficientlypoliticallyimpressive.

Partofthetroubleisthatthisrequestcaneasilybecomeasectarianaffair.Itcannotbetoooften stressedthatthisisnotprimarilyamatterbetween ChurchandState,butbetweenparentsandthe State.Butitisimportantthattherequestbe madenotonlybyCatholics,butbyothersalso.

Forthisreasonitisdesirablethattheparentsof childrenatschoolsotherthanCatholicshouldbe anxioustopreservetheirfreedomofeducational choice.Therisingscaleofcoststowhichsuch parentsaresubjectedshouldmakethemawareof howprecariouslyplacedisthisfreedom.

Afurtherdifficultyisthatthedivisionofpower betweenStatesandCommonwealthtendstopreservethestatusquo.TheStatescanpleadlackof funds,andtheCommonwealththatprimaryand secondaryeducationisaStatematter.Itisimperative,therefore,thatrepresentationsshouldbe madestronglytopoliticalparties,andINpolitical parties,andnotmerelytocandidatesseekingelectiontoStateorFederalseats.IIIthecaseofcandidates,thepossibilitiesofevasionaresimplebecause ofthedivisionofpower.

Butevendespitethisdivision,themajorityof candidatesareindividuallysympathetictorepresentationsmade.Whatisneededtocoalescethis individualsympathyintopracticalissueissomeone strongenoughandcourageousenoughtoputit clearlythatequity,economyandnationalwelfare demandthischange.

Sinceeconomyistheusualescape,Catholic parentsshouldmakeitperfectlyclearthattheydo notwantthepresentexpenditurediffusedovera greaternumberofchildren.Theywantextra expenditure.Australiaspendsonly2.25percent ofitsnationalincomeoneducation.NewZealand spends3.4percent,England4percentandSweden 5.4percent.CertainlySwedenandBritainareless affluentthanAustralia.A50percentincreasein AustraliawouldstillonlymatchNewZealand.It isfromthisextraexpenditurethatthesharewe askshouldcome.

Toreturnthereforetoourquestion-whatare thechances?Thechancesaredirectlyrelatedto strengtheningandmakingsufficientlyvocaland impressivethemajoritypublicopinionthatinfact exists.

Naworldinwhichmindsarebewildered byproblemsoflife,marriage,ethicsin businessandmedicine,brokenhomesand shatteredhearts,towhomshouldoneturn fordirection?

Ingeneraltherearethreetypesoneshouldusually avoid,thoughthereareparticularcircumstancesin whichconsultationmightbeprofitable.Itisobvious thatherewearereferringnottoproblemsofthe mechanical,economic,legalorinternationalorder,but ratherthosewhicharemoral,spiritualandethical.

Ingeneral,oneshouldnotconsulttheyoung.Not onlyaretheylackinginexperience,butthereisalso thepossibilitythattheymay"throwthebook"atthe personintrouble.Theyhavenotlivedlongenoughto beabletomakeatransferfromtheabstractknowledge theyhaveofaproblemtotheveryconcretecasebefore them.

Knowledgeisliketimber;itisbetterwhenaged.In thescientificorpoliticalorder,however,youthoften surpassesmaturity.Attheageof27,Napoleon executedhisgreatmilitarycampaigninItaly.and drovebacktheroutedAustrianstotheircapital.The KingofBabylonchoseyoungmen,well-favoured, withoutblemishandwithgreatabilitytostandbefore him.Butthemoralleadershipoftheyoungmendid notequaltheirpoliticalacumen.

Everyadolescentisanadverbturningintoapersonal pronounofeither"he"or"she."Untilthatmaturity isreached,itisnotwelltoseekmoralguidancefrom youth,unlesstheyaresaintsinthemaking. TheSelf-WillOfYouthAnObstacle

Itwillberecalledthattheyoungmancounselled KingDavidtobecruel,apolicywhichprovedtobe wrong.Sometimestheself-willofyouthmakesit impossibleforthemtoenterintothewillofothers. OurBlessdLordtoldPeterhowdifferentlyhewould actwhenhewasoldthanwhenhewasyoung: "Asapilingman,thouwouldstgirdthyself andwalkwherethouhadstthewilltogo,but whenthouhastgrownold,thouwiltstretch outthyhands,andanothershallgirdthee, andcarrytheewherethougoest,notofthy ownwill."

Thesecondtypeofcounsellerthatshouldbeavoided istheonewhoisimmoral.Anadulterershouldnotbe consultedaboutpurity,athiefabouthonesty,adivorced manaboutthemeaningofmarriage,acarelessparent aboutjuveniledelinquency,oracrookedpolitician aboutinternationalrights.Beforeseekingtheguidance ofalegislatoraboutaminimumwagelaw,itisalways welltofindouthowmuchhepayshisservants.The robberdoesnotwanttohaveapoliceman'slightshining uponhimasherobsasafe.Neitherdotheevillike themorallawshininguponthemintheirmisdeeds. Intheirdarknesstheyareincapableoftakingabewilderedhandintheshadowandleadingitintoae light.

Howverydifferentisteachingfromcounselling.An immoralmanisjustascapableofteachinghigher mathematicsas-amoralman.Infact,ifhisintellectual preparationandequipmentisbetter,histeachingis nearerperfect.Butwhenonecomestowhatiscalled thepracticalintellect,asdistinguishedfromthespeculative,therithewayamanlivesdeterminesthewayhe thinks.Ifahusbandorwife,therefore,arehaving maritaltroubles,itwouldalwaysbewelltofindout fromthemarriagecounsellororpsychiatrist,before theyconsulthim,ifhebeatshiswife.

Athirdtypeofcounsellortobeavoidedisonewho isalwaysactive,butnevercontemplative.Hewhois caughtupinthewhirlpooloflifecanneverextricate anotherfromitswhirlingwaters.Marthawhoisbusy aboutmanythings,wasnotasgoodatadvisingothers asMary.whosatattheFeetoftheMasterinquietand contemplation.Oneofthewisestofsayingsisthatof oneofthemostlearnedmenwhoeverlived,Thomas Aquinas:"Contemplataaliistradere"-Wedeliverto othersthosethingsuponwhichwehavemeditated.

ProtestOverBrazilianSovietDiplomaticTie

THEPARLIAMENTofturbulentBrazilwasthrownintoanuproar whenapriestandothermembersprotestedvigorouslyagainstthe government'sannouncementthatithadreneweddiplomatic relationswiththeSovietUnion.

Twoofthecountry'stop prelatesalsodenouncedthe moveandafloodofcriticismwasreleasedbyprominentCatholicpolitical leaders.

MonsignorArrudaCamara, ChamberofDeputiesmemberfromPernambucoState, condemnedtheresumption ofrelationswiththeSoviet as"aslapagainstthe Church"evenbeforethe ForeignMinister,SanTiajo Dantas,finishedmakinghis announcement.Theprelate, amemberoftheChristian Democraticparty,declared thatthegovernment'saction was"treasonagainstthe Catholicelectorate"andprotestedagainstit"inthe nameofCatholicvotersand Brazilianfamilies."

Whilethechamberbooed theForeignMinister'sstatement,MonsignorCamara pointedoutthatitwasbeingmadeonThanksgiving Day,traditionallyobserved inBrazilbyaTeDeum (thanksgivingservice)attendedbythepresidentand othergovernmentleaders. Hethereforeaccusedthe governmentof"lightingone candletoGodandanother tothedevil."

CensureMoved

Theeveningoftheannouncement,deputiesbelongingtotheconservative DemocraticActiongroupwhichholds155ofthe326 seatsintheChamberof Deputies-votedtointroducemotionsofcensure againstDantasandlackof inthegovernment.Ifthelattermotionis passed,thegovernmentwill havetoresign.Itisheaded byPremierTancredoNeves, whohasrecentlytakenover

someoftheformerpowers ofthepresidency. TheDemocraticAction groupdeclaredthatitisan errortore-establishrelationswiththeSovietUnion atatimewhenBrazilisin "adelicateeconomic,politicalandsocialsituation."The groupdescribedtheU.S.S.R. asanation"heldunderthe yokeofaviolent,aggressive ideology"whichhasbeen creating"seriouspolitical andsocialagitationinLatin Americawithbrutalinhumanity."

AprotestmarchonItamartiPalace,whichhouses theForeignMinistry,was scheduledforNovember27 todemandthatrelations withtheSovietUnionbe brokenagain,Theywere firstseveredin1947when theSovietgovernmentrefusedtoapologiseforinsults totheBrazilianarmythat hadappearedintheSoviet press.

MeanwhileArchbishopAlfredoSchererofPorto Alegredeclaredthattherenewalofrelationswiththe U.S.S.R.willbeharmfulto Braziland"willprovoke hatredonthepartofthe public,includingnonCatholics."

ArchbishopofRiodeJaneiro,saidthatatremendous responsibilityhasfallenon thosewhorenewedrelations. Thiswasthecoreofan addressbyAugustinCardinalBea.,S.J.,presidentof thepreparatorySecretariat forChristianUnityforthe council.Itwasmadetoa standing-room-onlyaudience inZurich.

AlmoittheentireProtestanttheologicalfacultyof ZurichUniversitywaspresent.The2,300seatsinthe city'sHallofCongresseshad beensoldoutforseveral days.

Whiletellinghisaudience thatdogmaconcessions shouldnotbeexpected,CardinalBeasaidthathewas convincedthatthecouncil would"throwlightonthe elementsofthetreasuryof revealedtruthswhichareof primaryimportanceforour separatedbrothers."

Oneofthemostimportant ofthesedoctrineswhichinterestnon-Catholics,theCardinalsaid,isthatwhichconcernsthenatureofthe Church.Hesaid:

Itwouldbewrongtounderestimatethedifficulties thatstandinthewayofunity,declaredtheCardinal; butitwouldbejustas wrongtobefrightenedinto inactivitybecauseofthese obstacles.Hesaid:"LetUs withconfidenceandcotfrage, withloveandprayer,with workandpenance,followthe roadthatleadstotheunion ofallwhoarebaptisedin Christ."

PierrevanPaassenisan ordainedministerofthe UnitarianFellowship;wecan thereforetakeitforgranted thathisassessmentofSavonarola'smotivesincalling attentiontotheillsofthe ChurchandofAlexander's reasonsforfinallyconsenting tojoinforceswithSavonarola'senemiesinFlorence arenotbiassedbyCatholic prejudice.Heisobviously anadmirerofSavonarola, buthepresentstheproblem confrontingAlexanderBorgia withanhonesfywhichdoes himcredit.

Asapreacheranda would-bereformerwithin theChurch,Savonarolaisno isolatedfigureofhistime. andhispublishedsermons werereadbythePopehimselfandpraisedwithoutreservation.Evenhisattacks ontheRomanCuriaandon AlexanderhimselfwereregardedbythePopeas"fair comment."Thesamecriticismswerebeinglevelledat thetimebyallfervent preachersanddiscussed openlybyallintelligent churchmen.TheyledtoordersbeinggivenbytheBorgiaPopeforathoroughinvestigationofthestateof theChurch,allundertaking whicheventuallyledtothe reformingCouncilofTrent, butwhich,unfortunately, wasdelayedbypoliticalcircumstancesandtherashactionofreformerssuchas Lutherand whowere

tooimpatientwiththedelaystocontinueSavonarola's workofreformfromwithin.

Mr.vanPaassenpoints clearlythisessentialdifferencebetweenSavonarolaand theProtestantreformers:at notimedidheattemptto breakawayfromtheCatholicChurch,norfromtheauthorityofthePope,except insofarashejoinedtheclamouroftheUniversityof ParisindemandingaGeneralCouncilandthedepositionofthereigningPopeon thegroundsofsimoniacal election.

Itwasthesourceofthis requestratherthanitssubstancewhichfinallycaused AlexanderVItoact.The greatdangertothePapal StatesandtotheItalianpeninsularwasFrance,andFlorencewasbytraditiona Frenchally.TheHoly LeagueofItalianStates couldbepiercedbythedefectionofanysingleState, andFlorencewastheweak linkintheirdefences.And thechiefprotagonistofthe FrenchalliancewasSavonarola.

AsPierrevanPaassensees it,itwastheHeadofthe PapalStatesandorganiser oftheHolyLeaguewho proceededagainstSavonarola theleaderoftheFrench partyinFlorence.Itwas nottheHeadoftheChurch

actingagainstoneofhis clergy.Alexanderwasapatientman,andreluctantto muzzle..apreacherwhomhe admired,butthedangerof asecondinvasionbythe Frencharmyforcedhishand.

Historicallytherearesom, minorinaccuraciesinthis book,butnoreallymajor ones,and,afterall,vanPaassenisajournalistrather thanahistorian.Italianstudentswillalsonoticesome ratherobviousinaccuracies inthequotations,whichis moresurprisingconsidering thededicationtohiswife whoseancestorscamefrom Verona,butapparentlya longtimeago.

PierrevanPaassenwrites withasincerityandanunderstandingwhichwilllead himtotheTruthifheis notcareful,andthenhemay understandthatthemissing linkinSavonarola'sarmour ofsanctitywhichhaspreventedhiscanonisationis nottheimpliedrepudiation ofPopeAlexanderVI'sinfallibility,whichisnoway concerned,butSavonarola's lackofhumilityinrefusing toobeytheordersofhissuperiors.

Thisisabookwhichwill helpmanyProtestantsto seeanoldprobleminanew light,andshouldalsohelp manyCatholicstoappreciate betterthecircumstancesin whichtheProtestantReformationwasborn.ThefigureofGirolamoSavonarolawhichvanPaassenpresentsmaybealittleidealised,butitiscertainlycolourfulandmemorable.

Dr.Oberhofferwashead ofRubagaHospitaland leaderoftheGrailinUgandaforsevenyearsbefore herelectiontotheinternationalpresidencyinJune. Shehascompletedavisitto GrailcentresinUgandaand elsewhereinAfrica.

TheGrailhas52nonAfricanmembersworkingin Uganda,and 11 African members.Inthemedical fieldtheyhaveonehospital andeightdispensaries:four ofthemwithmaternity centres.Itrunsaspecial trainingcentreforsocial workers,asecondaryschool forgirlsandatraining centreforparishhelpers.

Grailsocialteamsare workingwith350women's clubswithatotalmembershipof7,000.AGrailmember,JoanDilworth,actsas co-ordinatoroftheseclubs andputsthemintouchwith thegovernmentandCatholic Action. Mainemphasisinthese clubsisthetrainingof leadersamongthewomen.

In1960theGrailoffered49 trainingcourseslastingfrom threedaystoamonth,plus year-longcoursesattwo centres:Almost750women tookpartinthesecourses. TheGrailhasbeenwork_ inginUgandaalmosta

decade.Thereare12Grail teamsinthecountry.

Theteamsalsoworkwith girls'clubsanddiscussion clubsformarriedpeople. Theyarealsoatthedisposal ofindividualfamiliesin theirareasandconcern themselveswiththewomen's prisonatMbaleandwiththe problemsofAsianwomenin Uganda.

TheGrailisnotareligious congregation.However,its membersdrawstrengthfor theirlifeoftotaldedication fromadeepspirituality wheretheliturgyplaysan importantrole.

Thefounder,oftheGrail, FatherJ.vanGinneken,S.J., alwaysinsistedthatits memberstrytojoincontemplationtoaction.Hefounded themovementinHollandon November1,1921.

Grailmembersarefound inmanywalksoflife-social work,medicine,nursing, teaching,study,journalism. Somemembersaremarried. Theydedicatethemselvesto theworkoftheChurch eitherforlifeorfora definiteperiod.

IREMEMBERlilyfirstappointmentinNigeria.Raw, inexperiencedanduntropicalisedasIwas,Iwassent aweekaftermyarrivalto openanewparish.The Bishophadlittlechoice,of course.Therewereparishes waitingforanypriestwho arrivedfromIreland.First impressionsarelastingand oneofmyearliestimpressionswasthatevenin1930 thelocalMethodistMission wasutilisingtheservicesof agreatnumberoflayworkers-teachers,doctors, nurses,midwivesandeven technicians-whilethere wasnolayCatholicworker inthewholeoftheEastern Region(orDioceseofSouthernNigeriaasitwasthen called).

DUSTBATH.-AsIwentto visittheChristiansinthe outstationsonmypushcycle-therewasnotevena motor-cycleavailablein thosedays-Iwasoften givenadustbathbythe MethodistMaternityNurse onhermotor-cycle.She seemedtobealwaysawheel -here,thereandeverywhere-attendingtoher maternityclinicsanddoing domicilarymidwiferyinthe townsandvillages.

MOSTPOPULARFIGURE. -InquiriesamongourCatholicwomenbroughtthe furtherinformationthatthis intrepidnursewasthemost popularfigureinthevicinity.Shewasknownnear andfar.Thepeopleinthe bushtoldstoriesofMrs.Soand-So,whomshesaved wheninchildbirthafterthe jujudoctorshadgivenup hope.Inashorttimeitwas impressedveryclearlyon mymindthatthereare manyavenuesleadingtothe soulsofNigeria'spaganmillions-themedicinebottle, themidwife,thenurseand theclasshallmustallbe utilisedinreachingthemind andsoulsofthepeople. Paganismisamany-headed monsterandmustbeattackedfromdifferentangles.

THECALLFORVOLUNTEERS.-In1932andfrom thattimeonwardsthe clarioncallwentacrossthe seatothelaypeopleathome askingthemtocometothe MissionsinAfrica.Theresponsewasimmediateand generous.Fromthatdate untiltodaytheyhavecome inhundreds-teachers,doctors,architects,builders, nursesandunskilledworkers.Untiltheycame,the peoplemetonlySistersor priests.Thefewlaypeople theymetwereGovernment officialsinNigeria,who werenotCatholicsanddid notgiveaverydefinite
