TheParentsandFriends'Federation,Victoria,hasarrangeda specialmeetinginRichmondTownHallforMondoy,November13. ThisspecialmeetingfollowedthepublicationinMelbourne'sdaily papersoftheVictorianStateGovernment'srefusaltoallocate £2,000,000ayearfortheeducationofchildrenattendingnon-governmentschools.
OneofVictoria'sCatholic papers,TheTribune,announedthiscomingmeeting inaPageOnearticlelast week.
TheVictorianrequestwas madebyaFederationdeputationtoMr.Bolte,Premier, andMr.Bloomfield,EducationMinister,atthePremier'sofficeonOctober26.
TheFederationrepresentativeswereMr.T.Roche, president,Mr.P.Gill,vicepresident,Mr.J.McKenna, secretary,andMr.C.Gartland,treasurer.
OutliningtheP.andF. case,Mr.Rochestressed thattherequestwasmade onbehalfoftheparentsand thattheclaim,whichwas purelyaminimum,immediatarequirement,andnot tobe"regardedasafinalor totalstatementoftheCatholicclaim,wasbasedonthe educationalneedsoftheir children.
"Asparents,"hesaid,"we areforcedtoactbecausewe areconcernedaboutour children'seducation."
Thisconcernhadbeen highlightedbytheCatholic EducationOffice'srecentinstructionthatnochildunder fiveyearscouldbeadmitted toCatholicschoolsnext year.
Thisinstructionhadbeen causedbytheseriousshortageofteachers-only90 newteacherswouldbe availabletomeetaminimumrequirementof200,he said.
Mr.Rocheaddedthatthe indicationswerethatthe situationmightbeeven worseinthefollowingyear.

Themeansproposedinthisfatuousexamplearejust asimmoralandjustasdisgustingasthepreventionof birthbyartificialmeans.Forboth,onehastoadmit theexistenceofGod.
AtTheLocalLevel
Thereisatwofoldandoftentwo-facedattitudetothis subjectwhenitcomesupfordiscussion.Ithappens notonlyintheexpensivehallsoftheUnitedNations Organisation,butintheofficetearoom,thehotelbar, thetennisclub,whereverpeoplegather.Ithappens becauseitisasubjectofVITALinterest.
Oneonehand.itisregardedasapracticalsolution toaproblemofwhichalotofdiscussersknowonly vaguely.Theydonot-realisethatotherpeoplesmight holdlifeandthepowertoeffectnewlifeasasacred andnaturalright.
Ontheotherhand,whenappliedtothemselves,they wouldshunthepracticewitharepugnancethatisalso natural-oreffectit,yetthroughanobviouslyspecious argument.
Thesubjectmustbeputintoitscorrectperspective beforeanydiscussiontakesplace.
Manmustobeythelawsofnatureasmuchasother createdforms.Thefactthathehasfreewilldoesnot takeawayfromhisobligationtoobey.Individualman orthecollectivemanintheState,ortheunionofman tothenationscannot,forwantofahandiersolutionto aproblem,changeanaturallaw.Hehascapabilityof findingsolutionsbymoralmeans.
Birthcontrolbyartificialmeansiswrongbecauseit prohibitsthenaturalconclusionorconsequencesofan actwhichhasthatpurposeandpossibleconsequenceas itsmainfunction.Artificialbirthcontrolseekstoprohibitthisnaturalpurposebyunnaturalmeansand thereforeisimmoral.
It-isimperativethatCatholicsputforwardformal andreasonedexplanatonsofwhytheChurchhas alwayscondemnedartificialbirthcontrolandwhyit isimmoraltousethesemeansofprohibitingtheformationoflife,oncetheactforforminglifeisdone. Withthisasabasis,theproblemoffeedingthe world'shungrycanthenbediscussed.

CATHOLICSCONTENDTHATPART-TIMERELIGIOUS EDUCATION,GRAFTEDONTOASECULAR EDUCATION,ISFORTHEIRPURPOSESINEFFICIENT. Historicallythatcontentionbroughtintobeing thesystemofCatholicschools.Currentlythatcontentionkeepsthesystemprecariouslyinbeing.
Webelievethatwehavearighttoaneducation suitabletothefamilyreligiouspattern.Further, thattheexerciseofthatrightshouldbefinancially supported,notfinanciallypenalised.Theseclaims areacceptedintheory,ifnotinpracticebyAustralia,asasignatoryoftheU.N.Declarationof HumanRights.Article46ofthatDeclaration assertsthateducationshouldbefull,freeandin accordancewiththewishesofparents.
Weask,therefore,thatthestructureofAustralianpubliceducationshouldbechanged.Instead of"allbeingtaxedtosupplyschoolssuitableonly tosome,"wewanteducationaldisbursements, equallysubscribedbyallsectionsofthecommunity,tobeavailablefortheeducationofALL childrenofthecommunity.Whyshouldwepayfor aformofeducationwedonotwanttouse?
Thatthepresentpositionisdiscriminatoryis clear.In1959intheinterestsof115,000children, EducationDepartmentexpenditurewasinexcess of£7,000,000,plus£2,000.000onrelatedPublic Worksexpenditure.
Intheinterestsof36,000childreninnon-governmentschools,afigureof£24,000appearsinthe EducationDepartmentReport.Tothismustbe addedaSMALLSHAREintransportcosts (£900,000),inboardingallowances(£84,000), andincertainotherperipheralservices. Inotherwords,inWesternAustraliaOn76%ofschoolchildrenisspent£9,000,000 On24%ofschoolchildrenisspent£24,000(plus someshareofotherexpenditure). Thisisthediscriminatorypositionwewantended. InitsplacewewantasituationinwhichallAustralianchildrenaretreatedequally.
ParentsevidentlydesireschoolsotherthanState schoolsasatpresentconstituted.Catholicparents havereachedalimitbeyondwhichtheycannot alonesustainthecostoffurtherdevelopmentofthe kindofeducationtheywant.Furtherdevelopment requiresthatthefinance,derivedfromtheparents ofchildrenattendingCatholicschools,shouldbe availablefortheeducationoftheirchildren.
Weask,therefore,notforotherpeople'smoney; weaskformoneyultimatelyderivedfromthe sectionofthecommunityusingtheseschools.
WeaskforGovernmentexpenditureintwo ways:
Asubsidyof£for£oncapitalexpenditure, and/orthemeetingofinterestpaymentson capitalexpenditure:
Thepaymentof£10grantperprimarychild, andaproportionatelyhigheramountforseccondarychildren.
Theserequestsaremadewithoutprejudicetoa claimforamorecompleteequalitylater.Butif governmentsandthecommunitygenerallycould bemadetounderstandthegravityofthesituation, theywouldagreetothismeasureofequality,and totheprinciplesofacceptingashareofthefinancial responsibilityforallformsofeducation.
Thatthissortofclaimiscommon,reasonable, andelsewhereoverwhelminglyacceptedasjust,is indicatedbyalistcompiledbyRev.K.O'Sullivan, S.J.Henamesthecountrieswhere"thetaxesof thepeoplesupporttheeducationintheschoolsof theirchoice"bycontinents.Theyareasfollows:

Educationalleadersarepreparedtoadmitthat itisnotgoodforaneducationalsystemtobe responsible,withoutsomealternative,fortoolarge asectoroftheeducationalfield.Butanalternative education,increasinglyimpoverishedinaneconomy ofrisingcosts,isnotaproperalternative.Australia desperatelyneedstosubsidiseandassisttheexistingalternative,andwillpersistinthepresent arrangementattheexpenseofeducationalvariety, ofequity,ofliberty,

Thismysteriousvoiceisaneternalbeamthatissent outbyourMakertoguideusbackagaintoport.No oneisforcedtofollowit,butthereisnosafelanding withoutit.Tochangetheanalogy,itisaspecialkind ofkey.Wehavekeysofsciencetounlockthemystery oftheplanets,keysofmedicinetounravelandexplain thegatewaysandalleysofthebody,keysofarchaeology todigupthepast.Butallofthesekeysarekepton thechainoftime.Thereisoneotherkeythatfitsa lockontheothersideoftime.Fewtherearewhokeep itreadyforus.

Aninternationalcompetitionwasopenedin1947for theselectionofdesignsfor thethreedoors.About100 artistssubmitteddesigns, whichwereplacedonpublic exhibitionintheporticoof St.TreTer's.The12bestdesignswerechosenandthe competitionwasrepeatedfor achoiceofthefinalthree.

GregoryandAthenociorus intendedtocontinueonto Beiruttostudylaw.They happenedtomeetOrigen, whohadrecentlyopeneda schoolinCaesarea.Origen couldseethattheywere twoexceptionallygoodlads whowouldmakegood Christiansandhepersuaded themtostudyathisown school.Theyabandonedthe ideaofgoingtoBeirut,and settledintostudying,logic. naturalphilosophyand mathematicsunderOrigen.
Origenlaterintroducedhis pupilsfinallytoaknowledge ofthetrueFaith,whichhe taughtnotonlybywordbut alsobytheexampleofhis ownlife.

Gregoryhimselfwrotevery little,beingbotheredmuch duringhisreignbypersecutionsandwar.Neocaesarea wasabigplaceandwas notedthroughoutPontusfor itsidolatryandaddictionto vice.Gregorysetaboutthe conversionofthispagan peoplewithzealandcharity andGodsawfittoconfer uponhimthepowerof workingmiracles.
Apaganpriest,impressed byhispoweroverevil spirits,cametohimtolearn aboutthetrueFaith. Gregoryexplainedtohim thatitwasnotonlyreason-
