BLINDCHRISTIANBROTHERFORPERTHCONFERENCE

PARENTSTODEMONSTRATE OVERVICTORIANREFUSAL

TheParentsandFriends'Federation,Victoria,hasarrangeda specialmeetinginRichmondTownHallforMondoy,November13. ThisspecialmeetingfollowedthepublicationinMelbourne'sdaily papersoftheVictorianStateGovernment'srefusaltoallocate £2,000,000ayearfortheeducationofchildrenattendingnon-governmentschools.

OneofVictoria'sCatholic papers,TheTribune,announedthiscomingmeeting inaPageOnearticlelast week.

TheVictorianrequestwas madebyaFederationdeputationtoMr.Bolte,Premier, andMr.Bloomfield,EducationMinister,atthePremier'sofficeonOctober26.

TheFederationrepresentativeswereMr.T.Roche, president,Mr.P.Gill,vicepresident,Mr.J.McKenna, secretary,andMr.C.Gartland,treasurer.

OutliningtheP.andF. case,Mr.Rochestressed thattherequestwasmade onbehalfoftheparentsand thattheclaim,whichwas purelyaminimum,immediatarequirement,andnot tobe"regardedasafinalor totalstatementoftheCatholicclaim,wasbasedonthe educationalneedsoftheir children.

"Asparents,"hesaid,"we areforcedtoactbecausewe areconcernedaboutour children'seducation."

Thisconcernhadbeen highlightedbytheCatholic EducationOffice'srecentinstructionthatnochildunder fiveyearscouldbeadmitted toCatholicschoolsnext year.

Thisinstructionhadbeen causedbytheseriousshortageofteachers-only90 newteacherswouldbe availabletomeetaminimumrequirementof200,he said.

Mr.Rocheaddedthatthe indicationswerethatthe situationmightbeeven worseinthefollowingyear.

Federationofficialshave urgedallCatholicparentsto attendthemeetingtobe stagedatRichmond. Athens:Hundredsof GreekOrthodoxhaveexpressedtheirsympathyto theleaderofByzantineRite CatholicsinGreecesincea minorriotbrokeoutin frontofhisnewchurchhere.

"TheHouseofWolves," wasemblazonedinboldlettersacrossthetopofthe handbill.

"TheUniatesarethegreatestenemiesofOrthodoxy," thehandbilldeclared.

"TheybelongtothePope. theywearthesamevestmentsasourOrthodoxand theycunninglydeceivethe faithful.

"Theynowhaveunder constructionamansionat AcharnonStreet,nearSt. NicholasChurch,whichthey sayisachurch.Achurch thatwillbeacentreofgreat propaganda."

Thehandbillurged:"Let usprotestdecorouslyagainst thewickedactthatthey

TheEDAandtheFAME arecamouflagedremnants oftheoutlawedCommunist partyinGreece.

THEquestionoftheuseofUnitedNations fundsforthespreadofinformationon artificalbirthcontrolmeasureshasarisen again.

Thistopicisboundtocomeupindiscussionson assistancetounderdevelopedlands.Itwillalwayscrop upbecausetothematerialistandthosewhohaveno God,otherthantheirownopinions,thecontrolofbirth byartificialmeansistheeminentlypracticalMETHOD offeedinghungrymouths.

Thefactthatthesubjectisagainbeingdebatedin theUnitedNationsisindicativethatmanyhavenot acceptedtheprincipleslaiddownbytheHolyFather inhisencyclicalletter,"MateretMagistra."Norhave theytakenanynoticeofthewidelypublicisedmatter whichwasprintedanddistributedafterthelast explosionofthe"populationexplosion"flurry.

Inhisencyclicalletter,HisHolinessadvocated, amongotherthings,theincreasedtechnologyandthe greaterdistibutionofthebasicsurplusfoodstock-piles ofthe"have-nations"toassisttheproblemsofthose nationswhichhavelargepopulationsandnotthemeans tofeedthem.

Inthedebateonthesubject,theIrishdelegation, throughMr.F.A.Coffey,hasobjectedstronglytothis proposedexpenditure.Hestatedthattheproposal wouldbeharmfultotheunitywhichhasalreadybeen achievedundertheUnitedNationsExpandedTechnical AssistanceProgramme.

Thisitwouldcertainlydo,notonlyinthenations participatingintheprogramme,someofwhomhave sufferedinthepastwithtoolittletofeedtoomany andsurvived,andthereforeobjecttotheseunnatural methods;butalsothepeopleofthosenationsexpecting assistancefromsuchahighlynamedprogrammewould undoubtedlyrealisethehyprocrisyoftheaction.

TheUnitedStateshasindicatedthroughitsdeputy permanentrepresentative.Mr.F.T.Plimpton,thatthe U.S.delegationwouldcertainlyopposeanyeffortto dictatetoanycountrythemeanstobeemployedin dealingwithexcessivepopulationgrowth.

Puttingthingsinasimilarmoralcategory,theproponentsofartificialbirthcontrolmightjustaswell instituteproceedingstolopofftheheadsofallpersons overacertainage,thesickandtheuseless-onlyin thosecountrieswhichneedhelp,ofcourse!Thesame resultwouldhappen,populationwoulddiminishand theyoungandvigorouswouldhaveplentytoeatto increaseproduction.

Themeansproposedinthisfatuousexamplearejust asimmoralandjustasdisgustingasthepreventionof birthbyartificialmeans.Forboth,onehastoadmit theexistenceofGod.

AtTheLocalLevel

Thereisatwofoldandoftentwo-facedattitudetothis subjectwhenitcomesupfordiscussion.Ithappens notonlyintheexpensivehallsoftheUnitedNations Organisation,butintheofficetearoom,thehotelbar, thetennisclub,whereverpeoplegather.Ithappens becauseitisasubjectofVITALinterest.

Oneonehand.itisregardedasapracticalsolution toaproblemofwhichalotofdiscussersknowonly vaguely.Theydonot-realisethatotherpeoplesmight holdlifeandthepowertoeffectnewlifeasasacred andnaturalright.

Ontheotherhand,whenappliedtothemselves,they wouldshunthepracticewitharepugnancethatisalso natural-oreffectit,yetthroughanobviouslyspecious argument.

Thesubjectmustbeputintoitscorrectperspective beforeanydiscussiontakesplace.

Manmustobeythelawsofnatureasmuchasother createdforms.Thefactthathehasfreewilldoesnot takeawayfromhisobligationtoobey.Individualman orthecollectivemanintheState,ortheunionofman tothenationscannot,forwantofahandiersolutionto aproblem,changeanaturallaw.Hehascapabilityof findingsolutionsbymoralmeans.

Birthcontrolbyartificialmeansiswrongbecauseit prohibitsthenaturalconclusionorconsequencesofan actwhichhasthatpurposeandpossibleconsequenceas itsmainfunction.Artificialbirthcontrolseekstoprohibitthisnaturalpurposebyunnaturalmeansand thereforeisimmoral.

It-isimperativethatCatholicsputforwardformal andreasonedexplanatonsofwhytheChurchhas alwayscondemnedartificialbirthcontrolandwhyit isimmoraltousethesemeansofprohibitingtheformationoflife,oncetheactforforminglifeisdone. Withthisasabasis,theproblemoffeedingthe world'shungrycanthenbediscussed.

CATHOLICSCONTENDTHATPART-TIMERELIGIOUS EDUCATION,GRAFTEDONTOASECULAR EDUCATION,ISFORTHEIRPURPOSESINEFFICIENT. Historicallythatcontentionbroughtintobeing thesystemofCatholicschools.Currentlythatcontentionkeepsthesystemprecariouslyinbeing.

Webelievethatwehavearighttoaneducation suitabletothefamilyreligiouspattern.Further, thattheexerciseofthatrightshouldbefinancially supported,notfinanciallypenalised.Theseclaims areacceptedintheory,ifnotinpracticebyAustralia,asasignatoryoftheU.N.Declarationof HumanRights.Article46ofthatDeclaration assertsthateducationshouldbefull,freeandin accordancewiththewishesofparents.

Weask,therefore,thatthestructureofAustralianpubliceducationshouldbechanged.Instead of"allbeingtaxedtosupplyschoolssuitableonly tosome,"wewanteducationaldisbursements, equallysubscribedbyallsectionsofthecommunity,tobeavailablefortheeducationofALL childrenofthecommunity.Whyshouldwepayfor aformofeducationwedonotwanttouse?

Thatthepresentpositionisdiscriminatoryis clear.In1959intheinterestsof115,000children, EducationDepartmentexpenditurewasinexcess of£7,000,000,plus£2,000.000onrelatedPublic Worksexpenditure.

Intheinterestsof36,000childreninnon-governmentschools,afigureof£24,000appearsinthe EducationDepartmentReport.Tothismustbe addedaSMALLSHAREintransportcosts (£900,000),inboardingallowances(£84,000), andincertainotherperipheralservices. Inotherwords,inWesternAustraliaOn76%ofschoolchildrenisspent£9,000,000 On24%ofschoolchildrenisspent£24,000(plus someshareofotherexpenditure). Thisisthediscriminatorypositionwewantended. InitsplacewewantasituationinwhichallAustralianchildrenaretreatedequally.

ParentsevidentlydesireschoolsotherthanState schoolsasatpresentconstituted.Catholicparents havereachedalimitbeyondwhichtheycannot alonesustainthecostoffurtherdevelopmentofthe kindofeducationtheywant.Furtherdevelopment requiresthatthefinance,derivedfromtheparents ofchildrenattendingCatholicschools,shouldbe availablefortheeducationoftheirchildren.

Weask,therefore,notforotherpeople'smoney; weaskformoneyultimatelyderivedfromthe sectionofthecommunityusingtheseschools.

WeaskforGovernmentexpenditureintwo ways:

Asubsidyof£for£oncapitalexpenditure, and/orthemeetingofinterestpaymentson capitalexpenditure:

Thepaymentof£10grantperprimarychild, andaproportionatelyhigheramountforseccondarychildren.

Theserequestsaremadewithoutprejudicetoa claimforamorecompleteequalitylater.Butif governmentsandthecommunitygenerallycould bemadetounderstandthegravityofthesituation, theywouldagreetothismeasureofequality,and totheprinciplesofacceptingashareofthefinancial responsibilityforallformsofeducation.

Thatthissortofclaimiscommon,reasonable, andelsewhereoverwhelminglyacceptedasjust,is indicatedbyalistcompiledbyRev.K.O'Sullivan, S.J.Henamesthecountrieswhere"thetaxesof thepeoplesupporttheeducationintheschoolsof theirchoice"bycontinents.Theyareasfollows:

Educationalleadersarepreparedtoadmitthat itisnotgoodforaneducationalsystemtobe responsible,withoutsomealternative,fortoolarge asectoroftheeducationalfield.Butanalternative education,increasinglyimpoverishedinaneconomy ofrisingcosts,isnotaproperalternative.Australia desperatelyneedstosubsidiseandassisttheexistingalternative,andwillpersistinthepresent arrangementattheexpenseofeducationalvariety, ofequity,ofliberty,

Butthisotherthingthatspeakstousisnotapartof ourselves;itisavoicefromtheoutside.Itisnotthe garbagethrownintothebasement;itisafacepeering inawindow.Wetrytomakeitvanish;wesometimes resorttodrink,toconstantexcitement,torestlessness, butdespitealloftheseattemptsweknowthatsomehow wemustgetsquarewithit.

Thismysteriousvoiceisaneternalbeamthatissent outbyourMakertoguideusbackagaintoport.No oneisforcedtofollowit,butthereisnosafelanding withoutit.Tochangetheanalogy,itisaspecialkind ofkey.Wehavekeysofsciencetounlockthemystery oftheplanets,keysofmedicinetounravelandexplain thegatewaysandalleysofthebody,keysofarchaeology todigupthepast.Butallofthesekeysarekepton thechainoftime.Thereisoneotherkeythatfitsa lockontheothersideoftime.Fewtherearewhokeep itreadyforus.

ThisKey,thisBeam,thisVoice,ifwedonotbury, extinguishorsilenceit,bidsusdoatremendous amountofunstuffingandunpackingofself.Life becomeslikeuntoasuitcaseduringtravelin\which soiledlinen,rolled-upsocks,uselesstravelbook, tatteredshirts,areallmassedintoa"confusionworse confounded."Thereareotherswhoselivesarelikea medicinecabinetwhichbecomesfilledwithbottles,of allsizesanddescriptions,somehalf-used,somewhose purposeshavebeenforgotten,andothersforimaginary ills.Whatisthestuffinthissuitcaseandinthis medicinecabinet?Thestuffisconstitutedofbooks, ideas,opinions,clashesofpointsofview,humiliations, vices,ambitions-allalivelikewriggling,littleworms thatdisturboursleep,thathauntusintheraremoment ofquiet.

Firstly,OneMustLiveWithGod

Theonlymanwhocanlivewithhimselfistheman whoisalreadylivingwithGod.Hislifeisguidednot bytheopinionsofthegroup,forthegroupcanbeoff thebeamasmuchashimself.Itiswhileoneisinthe noisygroupthatoneworkstoincreasedeferencetoit; itisonlybyseparationfromitthatonecomesfaceto facewithself.TheIsraelitesinthedesertdidnot determinetheirownway;theywereguidedbyapillar offireatnightandthepillarofcloudbyday.Thiswas thekeyandthebeamandthevoicethatledthem throughwhatlifereallyis,apilgrimage.Whatthe weepingLordsaidtoJerusalem.Herepeatsoverthe citiesoftoday:"Ifthoutoocouldstunderstand,above allinthisdaythatisgrantedtothee,thewaysthatcan bringtheepeace.Asitis,theyarehiddenfromthy sight."

PrimeMinisterNehruof Indiacalledthegiantbomb explosionofOctober23a "horriblething,"butforthe mostpartneutralnations weresilent.Nevertheless, Moscow'saction,particularlythefactthatitresumed itstestsjustasrepresentativesof"neutralist"nations openedtheirconventionin Belgrade,leavesthe"neutrals"inanexposedpositionbeforetherestofthe world.

Thereisreasontobelieve thatMoscowhasconducted theseseeminglysenseless testsprimarilytoforcethe UnitedStatesintoresuming

"Thenewconditionapplies toschoolswhichhavehithertohadnoconditionimposed bytheregistration.Another importantpointisthatenrollmentlimitsaregoingto bestrictlyenforced.Ifeven oneextrapupilisenrolled theMinister(ofBantuAffairs)haspowertowithdraw registration."

Meanwhile,inacircular senttoCatholicmission schools,FatherSt.George toldschoolmanagersthat becauseofthebanonnonCatholicpupils,staffreductionswouldbenecessary.

"Eachmanagerwillhave tomakeadecisionimmediately,whichteachers-if any-willhavetoreceive

notice,"hesaid."These teachersmustbegivennoticeonNovember1.Any teacherwhoisstillunemployedinJanuary,1962. mustbepaidsalaryatthe endofJanuary,butallare tobehelpedtofindpositionselsewhere."

Themissionschoolscoordinatorsaidthatindecidingwhichteachersshouldbe given dismissalnotice, schoolmanagersshouldtake intoconsiderationlongand loyalservicdInaddition, hesaidthatpreference shouldhegiventoanyteachertrainedinaCatholiccollegesince1957."These teachers,besidesbeingexcludedfromemployment elsewhere,arespecially trainedforourmission schools."

Thereplacementofthe finalthreewoodendoors withbronzeoneshaslong beenawishofVaticanauthorities.Thewishbecame a realitywhenPrince GeorgeofBavaria,whodied 20yearsagoasacanon ofSt.Peter'sbasilica,willed partofhisfortunetothe Vaticanforthispurpose.

Aninternationalcompetitionwasopenedin1947for theselectionofdesignsfor thethreedoors.About100 artistssubmitteddesigns, whichwereplacedonpublic exhibitionintheporticoof St.TreTer's.The12bestdesignswerechosenandthe competitionwasrepeatedfor achoiceofthefinalthree.

Germanyisthemostactive country,ofallthoserepresentedintheIrishRepublic, inpromotingculturalrelations;thenewGermanInstitute,openedbytheAmbassadoroftheFederalRepublic(Dr.ReifferscheidtI inMerrionSquare,Dublin, inOctoberisprovingof greatinterestandvalue.

"Polities,andinparticularpartypolitics,willhave noplaceintheserooms," saidtheAmbassador,asa statelyGeorgianhousein Dublin'smostfamoussquare becametheGermancultural centre.

Inthoyear210therewas horntopaganparentsin PontusofAsiaMinar,a sonwhomtheynamedTheodore.ThissonwasafterwardscalledGregoryand fromhismiracleslatercame tobecalledThaumaturzus, orWorkerofWsnders.

Attheageof14,Gregory losthisfather,buthiseducationwasnotinterrupted andhecontinuedhisstudies withtheintentionofbeing alawyer.Hissisterwas marriedtoaRomanofficial inPalestineandGregory. withhisbrotherAthenodorus,laterabishop,travelledtoCaesarea.

GregoryandAthenociorus intendedtocontinueonto Beiruttostudylaw.They happenedtomeetOrigen, whohadrecentlyopeneda schoolinCaesarea.Origen couldseethattheywere twoexceptionallygoodlads whowouldmakegood Christiansandhepersuaded themtostudyathisown school.Theyabandonedthe ideaofgoingtoBeirut,and settledintostudying,logic. naturalphilosophyand mathematicsunderOrigen.

Origenlaterintroducedhis pupilsfinallytoaknowledge ofthetrueFaith,whichhe taughtnotonlybywordbut alsobytheexampleofhis ownlife.

Whentheconversionof thebrotherstoChristianity wascomplete,theyreturned homeaftersevenyears' studywithOrigen.Gregory stillintendedtopractiselaw inhisowntown,butina shorttime,eventhough therewereonlyseventeen ChristiansinNeocaesarea, Glkegorywasappointedits bishop.Hewasthenforty yearsold,andhecontinued torulethediocesefor30 years.

ThereisalotofinformationonthelifeofGregory whichisdoubtfulhistory.Of manyfacts,however,we havereliableacc"unts. Gregoryhimselfwrotevery little,beingbotheredmuch duringhisreignbypersecutionsandwar.Neocaesarea wasabigplaceandwas notedthroughoutPontusfor itsidolatryandaddictionto vice.Gregorysetaboutthe conversionofthispagan peoplewithzealandcharity andGodsawfittoconfer uponhimthepowerof workingmiracles.

Apaganpriest,impressed byhispoweroverevil spirits,cametohimtolearn aboutthetrueFaith. Gregoryexplainedtohim thatitwasnotonlyreason-

ingwouldhelpapersonto accepttheFaith,butalso thewondersofGod'sdivine power.Thepaganpriest, hearingthis,pointedtoa mountain,andaskedthe sainttocommandthatit changeitsplacetosomewhereelse.

Gregorydidso,andthe mountainobeyed,bythe powerofHimWhopromised Hisdisciplesthatbyfaith theyshouldbeabletomove mountains.Thepaganpriest wasconvertedbythis miracle.

St.Gregorywasaccustomedtocurethesickatthe sametimeaswroughtthe conversionsoftheirsouls. Hewassaidtobesimplicity itselfinhisspeech,nevez shoutingorboasting.He waspatientandkindtowardsall,paganandChristian.

Alittlebeforehisdeath, St.Gregoryenquiredhow manypaganswereleftin Neocaesarea.Seventeen,he wastold,justseventeen idolatorsleft."Justthe numberofChristians I foundinthecitywhenI becamebishop,"Gregory' answered.Havingthen prayedairtheconversion ofthesefewandforthe confirmationandsanctificationofthosewhobelieved inthetrueGod,St.Gregory Thaumaturgus,theWonder Worker,wenttomeetthe Godhelovedandservedso well.
