Emigration

Inthepastfiveyears,accordingtothepreliminary reportoftheCensustaken intheIrishRepublicthis year,thepopulationhas droppedbyover80,000and morethan200,000people emigrated.

Becauseoftheexcessof birthsoverdeaths, thepopulationshouldhavegoneup, andthefigurescameata timeofincreasednational confidencebecauseofrising exports, newindustriesand ageneralsenseofprogress.

Governmentsupporters, preparingforageneralelectionInOctober-thedate willnotbeknownuntilthe dissolutionofparliamentin September-pointoutthat theemigrationrateisnot whatitmightseemfromthe figures;thatwhentheyreturnedtopowerfiveyears ago,emigrationwasrunning attherateof70,000ayear,

andthatmorethanhalfthe emigrantsinthepastfive yearswereatthebeginning ofthegovernmenttermof office, andthatemigration isnowdowntoabout30,000.

Thisisdisputedbythe opposition,whopointout thatthepopulationisnow atitslowestsincetheestablishmentoftheStateabout fortyyearsago.

Emigration, however, has beenatahighrateformore thanahundredyears, and someeconomistsputforward theviewthattheIrishare bynatureamigratory people, whohavehelped buildmanynations, andthat thereshouldheanational planforemigration.

Meantime,exportscontinuetorise,Britisheconomic journalspaytributetoIrish economicprogressandplans, andthelatestavailableexportfigures--forthemonth ofMay-showanexport riseof121-millions,toafigureofover£131millionsas comparedwithMaylastyear.

Buttheimportfigures wentupbyalmost£6-millions,toover123q-millions, comparedwiththeprevious May.Theexportincrease forthefirstfivemonths oftheyearwasmorethan £11-millions,buttheimport increaseinthesameperiod was£18-millions,compared withthesameperiodin1960.

Thesetrendshavecaused theNationalFarmers'Association, amosthighlyorganisedandinfluentialorganisation, equippedwitheminenteconomists, tosuggest thatassemblyworksandnew industriesbasedonimported materialswillnotsolvethe situationrevealedbythe Census;thattheansweris industriesbasedonfarmmaterials.

SuccessInSugar

Somesuchindustries,notablytheIrishSugarCompany,arealreadyoutstandingsuccesses.

Whatevertheoutcomeof alltheeffortandadvice nowgoingintoIrishindustry atanunprecedentedrate, thesenseofimprovementis survivingtheCensusfigures and, withIrelandanapplicantforCommonMarket mehbership, thefutureis seenaspromising.

Frontacoldlookatthe importfigures, itisdifficult forcriticstounderstandthis feeling, buttheimportsare knowntocontainalarge quantityofmachineryand materialsfornewindustries.

Anindicationofthisis theriseinpopulationinover fiftytowns,wherenewindustriesareabigcontributing factor:insometownsvirtuallyfullemploymentis available-oneexampleis Roscrea,whichhasanumberofindustries-andthe governmentisalsoreportedlyplanningnewfarmdevelopment.

TheCensusstatisticshave notbeenpleasant;hutmost observersregarditastragic iftheyweretohaltthe

growingconfidenceofrecent years.Newindustries,with German,British,American andothernatieths'participation,arebeingstarted,and thehopeofputtingtheRepublic'stradeonabetter internationalbasiswiththe aidofcommonmarketplanningmayhelpfurtherreduceemigration.

TheattitudeinGovernmentcirclesisthatthat theirExpansionProgramme, intowhichtheyhavebeen puttinglargecapitalinvestment, issucceeding, andthat theCensusfiguresarea challenge, andthatalready theyhavehalvedtheemigrationfiguresincetakingofficeinaneconomiccrisisin 1956.

Q.:Heexplains:"FortwoorthreeyearsbeforeIjoined theChurchofEngland,Ihadbeenconvincedthatin theeyesofGodIwasnolongerboundbymonastic vowsand,further,thatmarriagewasquiteconsistent withtheexerciseoftheChristianpriesthood."

R.:AdifficultyhereisthattheAnglicanChurch, whichhasitsownBenedictinemonksmakingthesame monasticvowsasCatholicmonks,saysinits"Directory oftheReligiousLife,"publishedwiththeauthorityof theArchbishops,ofCanterburyandYork,thatonewho

R.:Thedailypressreportatthetimeread:"The Frenchgirlwithwhomhehadfalleninlovecamewith himandtheyweremarriedinLondoninaRegistry Office."

Ofcourse,thatdoesnotexcludehishavinggone throughasecondmarriageceremonyaccordingto AnglicanritesafterjoiningtheChurchofEngland;but merelytosaythatmuch,withnoreferencetothe previousRegistryOfficemarriagecanscarcelybecalled anadequateaccountofthecase.

ItsthesisisthattheChurchbecamehopelesslycorruptintheMiddleAges;andthattheChurchofEngland,asa"reformed"Church,hadtobypasstheMiddle Ageswithalltheiraccretions,andgetbacktothepurer doctrine,moralteachingandliturgyoftheprimitive centuries.

Perhaps,beingaBelgian,Mr.deMendietasimply doesnotunderstandwhattheChurchofEnglandstands foratall!Again,hesaysthatChurchistheCatholic Church"inthiscountry,"meaning,ofcourse,England. ThatcanonlymeanthattheChurchtowhichheformerlybelongedistheCatholicChurchinBelgium.If itisn't,thenthere'snoCatholicChurchinBelgium. ItfollowsthathewasjustasmuchaCatholicin BelgiumashenowclaimstobeinEngland,despitehis havinghadtoabandonthedoctrines,moralteachings andliturgyofhispreviousreligion.Itdoesn'tmake sense,anditwouldhavebeenbetternottoattempta rationalexplanationofanon-rationaldecision.
