Mr.Downersaidwarmlywelcometheinstitution ofImmigrationSundayintheCatholicChurchandI deeplyappreciatetheveryactiveworktheFederal CatholicImmigrationCommitteeperformsinthe interestsofAustralia."

Australiahasrecently takenitssharesuccessfullyinaworldwideaffair ofhumanity-theInternationalRefugeeYear.
Withthehelpofour churchesandofallpeople ofgoodfaith,wemadea humblecontributiontothe spreadofhumanhappinessbybringingtoanew lifeinAustraliamany soulsforwhomthelight ofhopewasfadingfast.
Butthiswasnotawork thatshouldbe,oris,confinedtothecalendarfora specialyear.Thetitle"InternationalRefugeeYear" andtheco-operativeeffort ofvariouscountriesdraw attentiontoacontinuing needandasteadytaskin whichmanyhavebeen, andwillbe,engagedfor years.
Thus,ImmigrationSunday,introducedinthe RomanCatholicChurch asanannualeventof greatsignificance,illuminateswithapowerful beamthecontinuingdaily
PageantWill ReplaceIrish Concert
ThesonsofErinallover theworldwillobservethis yearthe15thcentenaryof thedeathofSt.Patrick.It hasbecomeknownasPatricianyear.
Asusualtherewillbethe SolemnHighMassinthe presenceofHisGracethe ArchbishopatSubiacooval, andtheSt.Patrick'sBall atthePagodaBallroom.
However,bywayofspecialcelebrationforPatrician year,theannualIrishNationalConcertwillgiveway tothepresentationofa movingandspectacular pageantofSt.Patrick.This pageant,thescriptof whichhaswonunstinted praise,waspresentedbefore 100,000inIrelands'magnificentCrokePark.St.Patrickwasportrayedbythe famousShakespeareanactor AnewMcMaster.
Directorofthepageant willbeFatherPeterMcCuddenwiththeCathedralchoir supplyingthemusic.ProducerwillbeCoralieCondon whoneedsnointroduction tothetheatreinPerth.An associateproducer,the choreographerandthe wardrobemistresswillbe namedatalaterdate.
Thepageant,withitscast of60,willbepresentedin theopen-airduringthe monthofNovember.

Ifeelthattheconcern ofthepeopleofAustralia forthewelfare,spiritual andmaterial,ofthenew peopleintheirmidstisa practicalapplicationof Christianlove.Itisavibrantthing,andbyitsdaily exerciseourpeoplehave helpedhundredsofthousandsofmigrantstowards abettermeaningoflife intheirnew.land.
NoforceinAustralia hasplayedalargeror moreimportantpartthan themajorreligiousdenominationsingivingthe migrantacontinuityof spiritualinterest,andin spreadingthespiritof Christiancharitytowards ournewcitizensamongus olderAustralians.
Iamdeeplygratefulfor thenotableworkofthe
RomanCatholicChurchin assistingimmigration,caringforthemigrantand teachingtolerance,patienceandhope.
ImmigrationSunday,in theRomanCatholic churches,drawsattention tothespiritualnatureof theendeavoursofthe Australianpeopletoinvitemanyotherstojoin theminthefulllifeour countryoffers.Itbrings, Ipray,ablessinguponall thoseengagedinthisgreat adventureanduponall ourpeoplewho,byacting astrueandfriendlyhosts, aremakingthemigrants happilypartofus.

DURINGtherecentnational conventionof theDemocraticLabor Party,thepointwas bluntlymadethatthe Stateshouldgivefinancialaidtoprivate aswellastopublic schools.
Partymembersmeeting inCanberraclaimedthat itisunjusttomakeeducationcompulsoryforall, butfreeonlyforthose whoaccepttheState systemofseculareducation.
CatholicschoolsinAustraliafaceagrowingprobleminprovidingadded spaceforthethousandsof newstudentsregistering intheschoolseachyear.
In1946about93,000 studentsattendedCatholic schoolsinNewSouth Wales,65,500ofthemin primarygrades.Bythe middleof1960thetotal hadrisento167,049.Secondaryschoolenrolment rosefrom20,149in1946 to44,772in1960.
InSydney,newschools orsubstantialadditionsto existingschoolswere openedinJanuary,and morearescheduledfor dedicationinatleast12 otherparishes.Thisisin additionto12schoolsthat havebeenopenedsince June,1959.
Thetideofjuniorstu- dentspassingintosecondarygradesisthreatening tooverwhelmcurrent buildingprogrammesunlesstheyaresteppedupto meetthechallenge.
Attheopeningofa Catholicboys'schoolrecentlyinaSydneysuburbPremierRobertJ.Heffron ofNewSouthWalescited thelargecontribution madebydenominational schoolstotheState'seducationsystem.
HespokeafterFather ThomasA.White,director oftheCatholicEnquiryCentreinSydney,chargedthatthereseemedtobea
"conspiracyofsilence"on Stateaidtochurch schools.
ThePremiersaid:"I thinkFatherWhitewas underestimatingwhenhe saidyouhadpaidhund-
ByKENSCULLY fromCanberraredsofthousandsof poundsintaxesforeducationwithnoreturn.The amountrunsintomillions.
"Theestimateofexpenditureoneducationinthe Statefortheyearis72 millionpounds.Thiswill giveyouanideaofwhat theStateisavoidingby thecontributionyouand yourschoolsaremaking."
OnthequestionofreimbursementbytheStateto Catholicschoolsfortheir expenditures,Premier Heffronsaidthesolution isnotamatterforany individualbutoneofgeneralpolicyforallofthe
State'spoliticalparties.
TheArchdioceseof Perthproducedfigures whichshouldgivecause forgraveconcern.In1939 (astheArchdioceseisnow constituted)therewere66 Catholicschoolsenrolling 9,087students.By1960 thenumberofschoolshad increasedto103andthe studentnumbersto19.929.
Whatwiththeprospects ofincreasedandcontinued immigrationtoWestern. Australia,astrongeremphasisonfinancialparticipationinparochiallife, andtheever-risingcostof living,thestrainonCatholicparentsineducating theirchildrenintheFaith becomesevermore burdensome.
Thuswiththegrowth ofthisStateandtheattendantexpandedneedfor Catholiceducationthe anomolouspositionofthe doubly-taxedCatholic parentmustdemandthat incommonjusticethe Stateplayitspartin equalisingitsaidtoALL schools.

BishopJobstBuys HalfAMillionAcres
BISHOPJOHNJOBST,S.A.C.,Vicar ApostolicoftheKimberleys,Australia's largestSee,hasbought,halfamillion acresoflandaspartofaprogrammetoraise cattleandhorsestohelpmakehismission self-supportingandtosettleaborigineson landtheBishopcallsrightfullytheirs.
Thishugelandacquisitionwasmadepossiblebythe resultsoflastyear'sAustralia-wide"Kimberley Appeal,"whichwasbackedbytheHierarchyandthe CatholicPress.BishopJobstreceived£65,000,thebulk ofwhichcamefromNewSouthWales,£42,000.The ArchdioceseofPerthcontributedatotalof£6,100.
TheBishopsaidaborigineswillbetrainedinpastoral andagriculturalpursuitsonthenewlandwiththeaim ofsettlingthemonit."Withtheextensionofirrigation schemes,particularlyofsub-artesiansupplies,our neglectednativepeoplecouldtransformtheKimberleys,"hesaid."Tothatend-and,ofcourse,the salvationofsouls-wehavededicatedourlives."
ThismissioninthehinterlandoftheNorth-Westis mainlydesert,whereninePallottineFathersandfive BrothersaretryingtobringthelightofFaithtothe primitive,nomadicaborigineswhoroamtheregion.
The142,000squaremilesofthevicariatehasa populationofonly15,000-1,600ofthemCatholics.
Besidestheaboriginesandthefewhundredwhite peoplelivingintheKimberleys,themissionariesalso havepastoralcareofmanymixedblocds,theoffspring ofnativewomenandtheorientalcrewsofthepearling luggers.

ForFreud,themorbidsenseofguiltarosefroma conflictofforces,suchasthe"Id"whichismadeof primalinstincts,particularlysex,andtheSuper"Ego" whichisformedoftaboos,conventionsandthemorals ofsociety.Freudputstheoriginofguiltontheinside, andtracesitsorigintoatensionbetweentheinstinctive andthesocial.
Theothertheoryofguiltfindstheoriginofguilton theoutside:itsbasisisaccusationwhichinduces"confession"oferrorsandthenasksforpunishment.The concentrationcamp,Siberia,thefiringsquad,thecellars .)ftheKremlin-thesearetheproofsofguilt.Guiltis notintheact,forexample,intheactualmurder,rape, theft,falsewitnessing:itisinthesubjectinhisadmis,ionandself-accusation.
Thefalsetheoryholdsthatitisnotwhatmandoes againstanobjectivemoralorderwhichmakeshim guilty:itisratherhisowninteriorselfwhichcreates theguilt.Becauseitissubjective,themoreamanis lefttohimself,themoreheisisolatedfromhisfellowman;themorehehearsbutonevoicetellinghimheis guilty,themoreanxioushebecomestoadmithisculpability.Guiltthenbecomesnotsomuchareturnupon ')neselfbecauseofthedisturbanceofamoralorder outsidehimself,butaveritableactofdisapprobation. Themindsoffreepeoplearemystifiedattheconfes,ionsofguiltinCommunistcountries.Missionaries. airmen,nurses,doctors,businessmen,armyofficers beforecrowdedcourtroomswillrattleoff"confessions" :fbeing"spies"and"enemiesofthepeople."Thesense ofguiltdidnotcomefromthebrute,pedestrianfact thattheywerespiesandthelike,butbecausetheyhad beenisolatedformonths;theyhadbeenaccusedover andoveragainthattheywerespies;eventuallythey becameaggressiveagainstthemselvesandaskedtotell theworldaboutit,andsaythattheCommunistsystem wasmercifulingivingsuchalightsentence.Punishmentistheproofofguiltinone-thirdoftheworld.
OnemissionarywhospenttwoyearsinaCommunist prisoninChinawasaskedforfivehourseverydayto writeoutonapaper:"IamaspyfortheUnitedStates." Ill,hungryandexhausted.onedayshetoldtheCommunistsoldiertobringapaper;shewouldwriteouta full"confession"andaskforpunishment.Whilehe wasgettingthepaper,shegotatoothache-thefirstone sheeverhadinherlife-italmostblewoffthetopof herhead.Butthetoothachebroughtherbacktoher sensesandeventualexile.

However,themainfactwhichhasbeenmadeobvious andwhichisstilloftenoverlookedisthatthereare realproblemsintheworklifeofthecommunitywhich need^onstantattentionandsensiblesolutionsifthey arewittoeruptindrasticactionbeneficialtonobody exceptthosecommittedtodisorderandrevolution.
Thepublicitygiventotradeunionsintimesofcrisis givesaone-sidedpresentationoftheirroleinthecommunity.Theyarepicturedasratherpoorplayerswho strutandfrettheirhouruponthestage,"fullofsound andfury,signifyingnothing."
Thishasbeenthewayofthings,particularlyinrecent times,andunfortunatelyevenCatholicworkershave beenledtotakethispresentationatfacevalue. Consequentlytheyhavebeenstrengthenedintheir convenientconvictionthatitisawasteoftimetotake partinunionaffairs.
Themainfactisstilloverlooked.ThereAREreal problemsinworkinglife,otherwisetheseupheavals wouldnotoccurfromtimetotime.Theserealproblems, astheyshowthemselvesfromdaytoday,shouldbe faced,andifCatholicsweremoreChrist-likethey wouldbemoreconcernedaboutthem,moreactivein seekingthemoutandattemptingtofindsolutionsfor them.
Theywouldbetakingtheirplaceingreaternumbers onunionexecutives,givingtheirtimeuntiringlyto helpingtheirfellow-workersandbringingsomething ofthetruthofChristtoreplacepoliticalpropaganda andsomethingoftheloveofChristtoreplaceclass hatred.
Inspiteofourtremendousadvancesinraisingthe standardofliving,theindividualapprenticestillfinds difficultiesinlearninghistradeproperly,theshop assistantcanstillbeplacedinapositionofintolerable boredomandcanbeputoffratherthanpaidasenior wage,andallthetimehighinterestratescanrobthe workingmanofthefruitsofhislabourunlesshecan findprotectioninsuchsocietiesascreditunions.
Alltheseandmanysimilarproblemsarethepreoccupationoftoofew,andamongthosefewarethe tradeunionofficialsinourmidstwhoarealmostcompletelyoverlookedwhengoldenopinionsarehanded out.

LITTLESISTERSOFTHEPOORinTunis havebeentoldtheymust"voluntarily"vacate theirhomefortheagedinthelatestofa seriesofmoveswhichhaveworsenedChurchStaterelationsinrecentyears.
MayorZouacheofTunis toldtheSistersthatthe citywantstoturntheir homeintoaschool.
Atpresentthehomecares formorethan150oldpeople ofvariousEuropeannationalities,includingabouta hundredItalians.Twentyeightresidentsofthehome, allofthemill.aretobe flowntotheirhomecountries.
TheSistersweretoldthat theyhadtoleavetheirhome "voluntarily"byFebruary 18,ortheywouldbeevicted.
The13Sisterscomefrom France,Belgium,Spainand Malta.
UntilJuly,1959,therewas nobreakinthefriendlyrelationsbetweenChurchand Statethatbeganevenbefore Tunisiawonitsindependencein1956.Duringthe struggleforindependence thatfollowedthewar, nationalistleaderswere gratefulforstatementsby Churchauthoritiesonsuch mattersasinternational morality.
Until1956Tunisia,witha populationof3,315,000,was aFrenchprotectorate.About 280,000people-practically thewholeCatholiccommunity-wereforeigners,including180,000French, 70,000Italiansand7,000 Maltese
Followingindependence, conditionsbecamedifficult forthesepeopleandmore thanhalfreturnedtotheir countriesoforigin.
Thegovernmenttooksteps tostresstheMoslemcharacterofthecountrybysuppressingChristianfeastdays aspublicholidays.Italso removedastatueofCardinalLavigerie-founderof theWhiteFathersandfirst archbishopoftherestored SeeofCarthage-fromone ofthemainsquaresin Tunis.
In1959,Churchauthorities,withtheapprovalof theHolySec,placedanumberofchurchesandrectories atthegovernment'sdisposalforuseasdispensaries.schoolsandadministrative offices.Theywerebuildingsnolongerneededbythe Churchbecausethedepartureofmanyforeign Catholicshaddepopulated certainparishes.
Thegovernmentwelcomed thisgesturewithgratitude, althoughinsomecasesit did fornotusethebuildings thepurposesagreedon. One,forexample,wasturnedintoacinemaandanother

InJuly,1959,Tunisian PresidentHabibBourguiba hadanaudiencewithHis HolinessPopeJohn.Onhis returntoTunishespokeof negotiatingaconcordatwith theHolySeetoregulate Chucrh-Staterelations.
Butthefollowingmonth Church-Stateproblemsbegan.
AttheendofAugustthe governmentaskedArchBishopMauricePerrinof Carthagetogiveupachurch inKairouanCitywherereligiousserviceswerestill beingheldforseveralhundredCatholicsandacommunityofSisters.The Archbishopagreedtostudy thequestionofusinga smallerchurch.
Onthepretencethatthe Archbishophadagreedto giveupthechurch,thegovernorofKairouandemanded thattheprieststheregive himthekeystothechurch within24hours.ArchbishopPerrinimmediatelysenta representativetoKairouan. butthegovernorinsisted thatthechurchhadtobe turnedover.Thepriestsat thechurchwerethenforced tomovetoahotel.
InSeptemberanotherincidenttookplaceinKairouan.Nunswhoranaschool thereweretoldtheywould notbeallowedtoreopenit forthebeginningofthe schoolyearinOctober.The governoralsodemandedthe keystotheschoolandthe Sisters'conventwithin48 hours.
TwooftheSisters-one MalteseandtheotherSpan- ish-wereobligedtoleave thecityinNovemberbecausetheauthoritieswould notrenewtheirvisas.
AttheendofOctoberan incidenttookplaceinconnectionwiththehermitage ofSidi-Saad.Forabout30 yearsagroupcfhermits, twopriestsandfourSisters,hadlivedcontemplative livesthere,supportingthemselvesbycultivatingapro-pertycalledAin-Blartha.

Wearefightingcommunismbecausewemusthope thattheEightBeatitudes, theMagnaCartaoftheGospel,arenotjustwords,but areindeedthefirmpillars supportingthecomplicated structureofthehuman buildinginallaspectsof life.Itcannotsupportitself alone,notevenwiththeaid ofthestrongestarmandthe strongestbrainofitsmost outstandingmembers.
Wearcfightingcommunismbecauseweloveliberty andbecausethethoughtof havingasinglemasterinthe Statefrightensus.Werepudiateslaveryfromwhereeveritmaybeimposed.
Wewanttobegoverned bythewisewillofGod, becauseonlywithitand throughitcanhumanconsciencebefreedfromfear, hate,greed,revengeandall theotherpassionswhich, farfromennobling,revile anddegrademan,making ofhimthemostfrightful andmostrepugnantofall thebeingsthatinhabitthe earth.
WewanttoseeGod'swill, andnotmaterialismwithout God,rulingthedestiniesof theworld,whoserenovation preoccupiesus,forweare struggling,accordingtothe DivinePlan,sinceeveryday wearemoreconvincedof thetruthofthesecords:

Rejectingoutmodedcapitalism,andhavingdeclared thepoorsolutionsofferedby communismtobeinadequate,itisnecessaryforus toofferandembracethe onlyvalidsolutionstudying, spreadingandapplyingthe
carefully-weighedandwise socialdoctrineofthe Church,whichisunknown tothegreatmajorityofthe amateursociologistswho claimtheyknoweverything andareendeavouringto dominateandanathenatise allwhodonotbowtotheir will.

Announcementthatthe congressonlayactionwould meetaftertheecumenical councilcamefromthePermanentCommitteeofthe InternationalCongressesfor theLayApostolate.The announcementfollowed meetingsinRomeofthe committee'sBoardofDirectors.
Theboardreceiveda letterfromDomenicoCardinalTardini,VaticanSecretaryofState,communicating thePope'sencouragement foritsworkandhiswish thatthethirdworldcongress takeplaceaftertheecumenicalcouncil.
