Theplansweredrawnupat theOctobergeneralmeetingof theBishopsofEnglandand Wales.InthemtheHierarchy offerstoleasetheChurch-owned schoolbuildingstothegovernmentandtoallowlocaleducationauthorities-toappointteacherssubjecttoapprovalby Churchauthoritiesfortheirreligiousandmoralqualifications.
Inreturnthegovernment wouldtakeoverthe£60,000,000 chargesfacingtheschoolsand giveassurancesthatreligiouseducationremainsunchangedand underthedirectsupervisionof theChurch.
justicesinthe1944Education Act.Thebillrequiredextensive modernizationofschools,such asprovisionofgreaterplaygroundsandlargerclassrooms,to meetgovernmentrequirements. InthecaseofCatholicschools, qualifyingas"voluntaryaided schools"undertheact,thelaw statedthathalfthecostofmodernizationwouldbepaidbythe governmentandhalfbythe schools.Constructionofnews schools,itstated,wouldhaveto bepaidbyCatholics.Previousto 1944,localauthoritieswereauthorizedtograntupto75per centofthecostofnewCatholic schoolbuildings.
HOSTILEINTERPRETATIONS
Acceptanceofthisplanwould requirethepassingofanEnablingActinParliament.Todirect propagandatowardsthisendin thevitalpre-electionperiodthe Hierarchyhassetupa"co-ordinatingactioncommittee"composedofBishops,clergyand laymen.

Christianleadershavelong objectedtotheGovernment practiceof Christianwithholdingfrom membersofthedepressedclassesbenefits tothesepeopletobetter
theireconomicandsocialcondition.ThenewmeasurereportedlytakenbytheMadras Governmentwouldseemtoemphasisethatthebenefitsaredependentonreligiousaffiliation ratherthanoneconomicneed.
"ThusreconversiontoHinduism,"theBishopwrote,"en- titlesChristianstoadvantagesfromwhichtheyareexcluded atpresentonaccountoftheir religiousbeliefs.Certificates ofconversionfromChristianity toHinduismenablesthemtosecurematerialadvantagesin schools."
However,onanotheroccasion theBishophasexpressedtheconvictionthatChristiansinIn- diawillneverhavetofearac-tualpersecutionatthehandsof Hindus.TheHindusarenota "persecutingrace,"hesaid.Furthermore,hestated,Christians haveidentifiedthemselveswith Indianinterests,andhavenot askedforreservationofpolitical seatsunderthenewconstitution.

TheprojectedformationofaWorldfederationofCatholic tradeunionistscomesasawelcomepieceofnewsfroma gloomyEurope.Hithertotheinitiativeinsuchmattersas tradeunionismhasrestedtoooftenwiththoseofMarxist leanings,anditishearteningtocontemplatetheformation ofanorganisationwhichcouldeasilythrowtheaggressive Redsonthedefensive.Butitiswelltoremindourselvesof thedifficultieswhichmustbefaced,andoftheprinciples whichmustbeadheredtoiftheplanistoproduceanyworth-whilefruit.
Inthefirstplacewemustrealiseclearlythatthegreat successoftheMarxistsincapturingsomuchofthetrade unionmovementhascomenotsimplyfromtheirworld-wide organisationandcommonpolicy,butfromtheirentirelack ofscruples.Organisationisforthemsimplyanaidtoputting theirschemesintoeffect,andinpromotingthoseschemes theyadmitnomoralityotherthanexpediencyandadherence tothepartyline.ThecorrespondingCatholicorganisationis notlikelytoachievesuchspectacularsuccessesforthevery goodreasonthatithasaseverelylimitedchoiceofmeans, foritcannotlawfullytransgresstheboundsofChristianmorality.Thoseboundsarestrictandnarrow,judgedbycurrentunionstandards;henceafederationofCatholictrade unionsmaywellturnouttobelesspowerfulmaterially thanitsRedorpinkcounterparts.
Thereis,howefier,anavenuebywhichsuchafederationmayhopetoscoreinitsbattleforsocialjustice;and thatisbyintroducingaratherrevolutionaryconcepttothe sphereoflabourrelations.TheTradeunionmovementgrew fromtheneedofworkerstouniteindefenceagainstthe unduedominanceofemployers;itwasthusatfirstinevitable thatitcontainanelementofclasswarfare,andsinceclass warfaresuitedthebarrowoftheMarxistsverywell,ithas neverbeenallowedtodropfromtheideologyoftheunion man,evenwhenitsneedhaslongsincevanished.Butthe Churchhasconsistentlydeploredthisinsensateconflict, pointingoutthatinthesphereoflabourrelationsneither theworkernorthemanagementshouldfeelhimselfthelord ofcreation;thatinpointoffacteachneedstheother,and thatinpointofprincipleallareequalbeforeGodirrespectiveoftheirvocations.Itwouldbeamistaketosaythatthis ideaisonewhichfindsimmediateacceptanceinthetrade unionistnurturedonthepreparedbabyfoodMarxistsfeed. totheasyetignorantmasses;butitisnottoomuchtosay thatuntilthisideaisacceptedtherewillbenopeaceinindustryorintheworld.
AnorganisationasgreatasaworldfederationofCatholicTradeunionistswillnotbelikelytobeoverlookedby theHolySee,anditisthereforewithconfidencewemay expectitsideologyandpropagandatobecarefullyregulatedtothecauseofthatvocationalismpropoundedbythe Popesasouronehopeofsurvival.AndCatholictradeunioniststheworldovermaylookforwardtoreceivingconcrete andpracticaldirectives,ofanatureconstructivetowards thatend.Hencetheplanmayturnouttobeoneofthemost decisivemovesinthestruggleforasanesocialorder.

Sotheeconomistsofmygenerationmadeanactoffaithin thetheoryofimperfectcompetition,andthenwentoutintothe worldandfoundthatitwas nonsense.Butwecouldnotquite putourfingeronwhatwas tviong.
imperfectcompetitionhaveinsistedfartoomuchthatthere shouldbemanysellersofthe productifcompetitionistobe effective.Thereallyeffectiveelementincompetitionisfree entry,theexistenceofotherbusinesseswithsimilarequipment andexperiencewhichcouldedge theirwayintoafirm'smarket. Andthisconditionveryoften exists-oftenenoughforthe classicaleconomiststohavebeen rightincallingitnormal-wheteastheotherconditionexists muchmorerarely.

ButJewkesneverfullyworked outthetechnicalanalysisneeded tosupporthiscommonsense. AndHicks'comment,thoughit canbejustified,didmorethan anyotherinthelasttwenty yearstoconvincetheyoungthat liberalsareintellectuallydishonest.
CROSSINGBRIDGES Secondly,muchoftheattractivenessofthetheoryofimperfectcompetitionisduetoforgettingthatsincecompetition takestimetoworkitselfout,the conditionsinanymarketseem muchmorecompetitivetoafirm whichlookswellaheadthanto onewhichlooksmerelyatthe factsunderitsnose.Thoughitis quitetruethataprogressivefirm mayfindithardtoexpandits marketorsqueezeintoanew tradeintheshortrun,itissurprisinghowoftenitcandoitin thelong.Timealsobringstechnicalrevolutions;roadagainst rail,electricityagainstgas.The oldereconomiststhereforeinsistedthatafirmwhichproposedtosurvivewouldlookchiefly tothewayitspositionmightbe underminedinthelongrun;and, sincethelongrunisreachedby asuccessionofshort-rundecisions,wouldkeepitspricesand qualitycompetitiveeveninthe short.Andrewsre-statesthis pointandreinforcesitfrompracticalexperienceeveninsuchan apparentclassicofimperfect competitionastherazortrade, whereover80percentofthe productionbeforethewarwas controlledbythreefirms.Imperfectcompetitiontheorypaints thepictureofafrrmwhichis heretodayandgonetomorrow. TheSocialistattackonfreeenterpriseisbasedessentially,ashe pointsout,onthetheoryofthe blackmarket.

Amoreeffectivecounter-attack hascomefromOxford.Theweaknessofimperfectcompetition theoryisthat,unlikethework oftheclassicaleconomists,itis nutbasedondetailedknowledge ofwhathappensinsideabusiness.AnumberofOxfordeconomiststhereforeformedaresearchgroup,notlongbeforethe war,tofindoutwhatdoesinfact happen.In1944,SamuelCourtauldofferedtofiinance,through NuffieldCollege.aninquiryinto therelativecostsoflargeand smallscalebusinesses;and.P.
W.S.Andrews,theSecretaryof thegroup,alsotookchargeof this.Itwasbasedmainlyona verydetailedstudyoftherayon andbootandshoetrades.This inquiry,togetherwiththework ofthegroup,hasledtoarestatementofthetheoryofcompetitionwinchAndrewshasjust published.

Capitalhasaninternalsocial functionwhosenormalfulfillment requiresthehelpofagreatally andbrother,labor,hegoeson, andcapitalcannotwithdraw fromthisfunctionwithoutendangeringitsownexistence,Labor,ontheotherhand,isthe irreplaceablecollaboratorofcapital,towhichitcannotoppose themaddemagogueryofdestructionwithoutexposinglabor itselftoconsequencesbothchaotic andthrottling.

Rightthroughtheyearsthe Tullyhomewasthemeeting placenotonlyfortheparishionersofVictoriaPark,butfor Catholics-priestsandpeoplethroughouttheArchdiocese-a placewherelonelyCeltswere sureofawelcome. TheatmosphereoftrueChristiancharitywhichpermeated thehomeinfluencedJim'scharacter.Hewasthemostunselfishmanonecouldmeet,one whosewholelifewasspent workingforChurchandcharitableaffairsanddoinggood turnsforothers.Manypersonshavebenefitedbyhisgenerosity.St.PaulnamedCharityasthegreatestofthese three,andwelearnthat"charitycoversamultitudeofsins." Surely,then,Jimmustnowbe enjoying'hiseternalreward.
FoundationmemberofSt. Joachim'sBranchoftheHibernianSocietywhenthebranch wasopenedin1909,hewas branchsecretaryformany years,andatonetimeamemberoftheDistrictBoardand DistrictVice-President.

ThelateBrotherHynesjoined the'SocietyinSt.Peterand Paul'sBranchinVictoriain1913, andcametoWesternAustralia inthefollowingyear.Hewas transferredtoSt.Patrick's BranchinPerth,andwasalmost immediatelyelectedtoofficein thatBranch.Hisabilityand greatpersonalitybecamemanifesttoallmemberswhoWere atthattimeactiveintheSociety In1919,duetotworesignations andadeath,therewerevacancies ontheDistrictBoard,andBrotherHyneswasprevailedupon toaccepttheofficeofDistrict President,asitwasthenknown. Theappointmentofonewhohad notalreadyservedasaDistrict Officerwasunprecedented.He heldthatpositionuntiltheconferencein1921,andwasagain appointedGrandPresidentfor theGoldenJubileeyear19271928.
From1919tothedateofhis death,BrotherHynesserved continuouslyontheDistrict Board,andduringthewholeof the30years'servicehewasan inspirationtohiscolleagues.In 1935theNationalDirectoryof theSocietywasawardedto WesternAustralia,andhewas appointedNationalTreasurer.
OnthedeathoftheNational President,lateBrotherConO'Mahony,hewasappointedtothe highestofficeoftheSocietyiS NationalPresident.Heheldthis positionwithdistinctiontothe endoftheterminMay1938, whenhepresidedattheTriennialInterDistrictConvention whichwasheldinPerth.Onthe NationalDirectoryhewasassociatedwiththelateBrother W.A.BrownasNationalSecretary,andBrotherJimWhitely asNationalTreasurer.HerepresentedWesternAustraliaat severalInterDistrictConventions.

Patently,itisimpossibleto runtotheextremelengthof sayingthatouramateurscan licktheprofessionalsattheir owngame.AnewMcMaster calledatimelyhalttosuchnonsenseinhisrecentreviewof `NationalVelvet."
NowIamgoingtoassumethe propertiesofachameleon,and appeartoworkonanexactly oppositetack. Iamgoingto praisetheamateursandcondemntheprofessionals.Ifyou can'tseeanylogicinthis,please rememberthatI beganby warningyoutoexpecttosh.
ItisnotsomuchtheprofessionalsIwanttoattackasthe horriblyblatantcommercialisationofthetheatrewhichhasresultedinanoutcropof"furfies" moreinsiidousintheireffecton theplay-goingpublicthana plagueoflocusts.Thisisthe aspectofprofessionalismwhich "NewTheatre,"andMr.RaymondBowers,in"TheSunday Times,"andtheperibewho wrotetheargumentforthe Repertory'slastprogrammethisiswhattheyaregetting apoplecticabout;andwithgood reason,
Theso-called"professionals" whohavebeenmakingaCook's touroftheStatesundertheauspicesofwell-knowntheatrical companieshavedonenothingto raisethestandardofart,and areinlargemeasureresponsible fortherapidlygrowingbelief thatourbestamateursarebetterthanprofessionals.Ihave often,inmyrough,blundering way,contributedsomethingto thatimpressionbywhatIhave writteninthesecolumns.Havingnowseenthelight-having seenthevastgulfbetweenhighgradeartistsandthosewho merelyworkroundthestagefor aliving-IampreparedtoretractanythingIhavesaidtothe detrimentoftheprofessional stageingeneral. Ithinkwe shouldmakeadistinctionbetweentradesmenwhoworkin theshowbusiness,andprofessionalactorswhoseownintegrityisthepublic'sbestsafeguardagainstfraud.
Co-laterallywithmyendorsementoftherealprofessional stage,Iwanttorecordforthe umpteenthtimemygreatadmirationoftheworkdoneby thebestamateursinPerth.I disagreewithMr.Bowers'contentionthatthestandardofachievementinthisspherehas droppedinrecentyears.From myownobservationsIwould saythatthegeneralstandard hasbeencontinuallypushedto higherandhigherlevels,Isee nomeritinthepropositionthat theincreaseinthenumberof dramaticgroupshasledtodissipatiooftheavailabletalent. Itmayhaveledtothedispersaloftalentbutthishasbeena goodthing;foreachtalentedactorhasbeenlikealeaderfor thenewgroup,andunlesswe havemanyleaderswecannot hopetounearththedramatic talentwhichliesdormantinthe community.Inactualfactthe mushroomgrowthofdramatic groupshasbroughtmanynew
andinterestingpersonalitiesbeforetheplay-goingpublic;and itcannotbedeniedthatthe workofsomeoftheminor groupshasmadesteadyprogress,attimesblossomingintoextraordinarilygoodpresentations. Oneoftheworstfeaturesof keepingallyourdramaticeggs intheonebasketisthatthe sameeggsarealwaysonthe bottom.Theynevergeta chancetorisetothetop.Hence developsthatfrictionwithina clubwhichMr.Bowershasjustlytouchedupon.
Themultiplicityofgroupshasnotonlyresultedinthediscoveryofnewstars,buthas madeagreaternumberofpeo- pletheatreconscious.Taking advantageofthissituation,some enterprisingluminariesinlocal repertoryworkhavejudgedthe timeproperfortheestablishmentofasemi-professional bodytobeknownas"TheCompanyofFour."Theywillselecttheircastsfromalloverthe amateurfieldandmakeplayingprofitableforthosewhogive theirservices.Thisisaninterestingexperiment,adevelop- mentwhichhadtocomesooner orlater.Weshallwatchit witheverydegreeofgoodwill.

Isawoneofthebestplaysof theyearattheAssemblyHall lastSaturdaynight-thefinal nightofafour-nights'seasonof "TheLadyFromEdinburgh."It willbeagreatpityifthisplay isnotrepeated.Itwouldbea winneronanystage,andwith almostanycast(thelinesareso good);butifIhadmychoiceof alltheactorsinPerthIwould notwanttomakeanysignificant changesinthecastwhichwas suppliedbytheIndependent Players.
"TheLadyFromEdinburgh," byAimeeStuartandL.Arthur Rose,deservestobeclassedwith suchcomedyhitsas"SeeHow ThyRun"and"TheManWho CametoDinner."Itwasactedwithaplomb,andproduced withatouchofdistinction.The producerwasPegPizer, THESTORY.
Thestory,putbriefly,concernstheimpactofinterfering AuntCristabel(theladyfrom Edinburgh)andamuddleheadedmathematician(ProfessorDaunty)onamiddle-class Englishfamilycomprising mother,father,andtwomarriageabledaughterswho,accordingtofather,neverseemto meetmenwithmoney.Infact, itseemsthatfatherhasto "forkout"afivereverytime Gretagoesout;forGretahas expensivetastes.Onecanwell seehowfathergetsfedupwith supportingthegirlsandtheir surprisingswains(bothyoung officers-oneaFrenchman); therefore,itisunderstandable thatheevincessomeinterestin theprospectofGreta'sswitchingheraffectionstotheeccentricprofessorwhenitbecomes knownthatthisworthyistoreceive£50,000fromtheGovernmentforsomeinvention(the

actionoftheplaytakesplace duringthelastwar). ItisatthisstagethatAunt Cristabelbeginstoplayadecidinghandinthefortunesofthe Merrileesfamily.Awomanof strongmindandequallystrong principles,shesetsherselfabout thetaskofensuringthatthe courseoftruelovewillrun smoothly..Inherroleof match-makershemanagesto treadheavilyuponseveralsensitivecorns,anditischieflyher abilitytomakematchlessappleturnoversthatsavesherfrom exterminationlikeanyother pest.Shewinsintheend,and atcurtainfallisallsettomarry theProfessorherself.
Noonewillpretendthatthe playisanythingmorethana tissueofwildimprobabilities, butthisfactdisturbstheaudiencenotabit;forintheunfoldingoftheplotsomuch shrewdcharacterisationand rapier-likehumourcometo lightthatoneisinclinedtoregretthatlifeisnotreallyas pleasantlyabsurdastheauthors havemadeitinthisgayconfection.

KevinMoylan,asthefather, wasintypicalveinandwent downwell.Itmightbeurged againsthimthathewasalittle tooforthrightallthetime;there was,perhaps,notenoughlight andshadeinhiswork.Buthe gainedaudiencesympathy,and infusedlifeandvigourintoa popularrole.Occasionallyhe rosetogreatheights,sweeping theaudiencealongwithhim.
LoisSandwell'sportrayalof theease-lovingGreatwaslivelyandsincere.Intheearly scenesshemanagedasuggestionofhardnesswhichsuited hercharacter-thehardbrillianceofasparklingdiamond. Latersherevealedthetendernesswhichsomemancanawakenineverywoman,Thetransitionwascarriedoutwithout over-playing.AsDulcie,her sister,LorraineHeywoodwas
whatherstagenameimpliesdulcet;andthatiswhatshewas meanttobe.
Thetwoyoungsoldierswere WilliamAustinandIvanWhite. Theformerplayedcompetently inpatches,butstruckmeas beingsomewhat"detrop"when obligedtotakethelimelight.His bigquarrelscenewithGreta wasmarredbytoomuchrigidity'andposing-aswhenhe strodeabouttheroomtonopurpose,crossingthewholelength ofthestageandglaringoutof awindowashespoke.Th* wasmelodramatic.Itdidn't gainhimanysympathy,andas thejuvenileleadheneededto capturethegoodwilloftheaudience.Allmighthavebeen forgivenhadheappearedmagnanimousanddashinginhis finalcapitulation,butthiswas notromanticallyclear-cut enoughtoforceadecisioninhis favour.Hispartner,theFrenchman,wascolourless.
TheroleofWickham,the grimwartimehousekeeper,was capablyfilledbyTupBone.
Lastofthecasttobementionedinthisbriefreviewof theacting,butbynomeanslast inpointofmerit,isFrank Wirth,whoplayedProfessor Daunty.Mr.Wirthhardly lookedlikeaprofessor(orwhat weimagineaprofessorshould looklike-whichmaynotbethe samething),buthehadthe greatvirtueofconsistency, andsowasabletomaintainhis character(whichgrewonone astheplayprogressed)tothe veryend.Hisplayingcommandedouradmiration.He teamedwellwithMayRobinson. Heevokedmuchlaughter.

Behindtheimprovisedfront curtainamerrycrowdofyoungstersshuffledandwhisperedin gleefulanticipationofwhatwas tocome-andtookanoccasional peeptoseeifsisterGertor someUncleBertwasinposition.Thearrivalof"Father" wasthesignalforaslightintensificationofthispleasanthub.bub.Finallytheconcertgot underway.

TheInfantsgaveus"Bunnies andBrownies"and"TheHouse ThatJackBuilt."Therewas alsoanelaborateplayetentitled "TheDancingShoes."Costumingthroughoutthewholeof theconcertwasoutstanding. Afterintervalanambitious attemptwasmadetostage"Dr. Faustus,"aseriousplaywitha distinctlymedievalflavour, writtenbyChristopherMarlowe towardstheendofthe16th.
Theplay,touseanAmerican expression,didn'thitmewhere Ilive.Ifounditpractically humourless,fullofsentimentalism,anddevoidofinterest.The resultoftheGrandNationalwas aforegoneconclusion,andifthe playhadanymerititwasinthe depictionofhappyfamilylife, andintheexerciseofthosehumanqualitieswhich,dispensed skilfully,canpowerfullyaffect theemotions.
Tosomeextenttheyweredispensedskilfully.MiTaylor, playedbyArthurHardman,was alikeableportrait.Madge SearcymadeMrs.Brownwarm andhuman. Isupposemuch ofthetroublewasduetothe factthattheprincipalcharacter-VelvetBrown-wasinthe handsofayounggirl(Elizabeth Farington),scarcelyexperiencedenoughtorenderthepart credible,mustlessconvincing. TheplaydependedalmostexclusivelyonVelvetforitsappeal. Theracebroadcastwasdecidedlyamateurish.
