ToSirStaffordCrippsthegreat answeristhatthatexpressionof his,"thehandsofademocratic State",reallymeansthehands ofothermen,andthathistoryis alltoofull,verymodernhistory particularly,ofevidencethatthe politicalmastercansoveryeasily beavastlygreaterevilthanthe merelyeconomicmaster.The powerofthecapitalistisasmall thingbycomparisonwiththe powerofthepoliticalchief.Even inthelastcentury,intheheydayofacapitalismwhichwas neverunregulated,whatthecapitalistcoulddo,orevenwanted todo,wasverylimited.Hewas muchmoreeasilyorganized againstcollectively,orescaped fromindividually.Today,even inthedemocraticcountrieswhere apoliticaltraditionoffreedom hasgrownupsidebysidewith thetraditionofeconomicfreedom,menarediscoveringthat theStateasemployercanhave greatdisadvantagesbothasa monopolistandasabletocommandthepublicearandtospeak asrepresentingthepublic.Workerswhousedtohavepublic sympathyintheirconflictswith privateemployersseetlic,m,elves allthetimegettingnearerto theunenviablestatusofbadcitizens,guiltyofanti-socialconductiftheymaketodaythekind

Thegreathistoricalfunction ofwhatislabelledinthehistory booksasthereactioninthege- nerationthatsucceededthe FrenchRevolutionwasthatit providedtheneededcomplement tothegrowingforcesofcapitalismandliberalism.Europe enjoyedthirtyyearsofpeace afterthedownfallofNapoleon, andwhatwastrueofthenations wastrueofalltheprivatefamilies-thataftertheupheavals, themarchingsandcounter-marchingsofthearmies,mensetto worktoplantandmanufacture andtradeallovertheworld,with theassuredconvictionthattheir childrenwouldbenefitfromwhat theyweredoing.Thatwasthe immenseservicewhichtheconservativeforcesinsocietyrendered;andthemoreviolentthe disturbances,thegreaterthe riskswhichcamefromthedynamicfactors,inthecapitalism whichisofitsnatureatransformingagencyandnotaconservingone,themoreimportant wasitthatthereshouldbeever elementsinhumansocietynot primarilyinterestedintheeconomicprocess,butassuringcontinuity,therespectforlaw, ownershipandinheritance.

Gillray,likemanyothersin England,wholovedtheprinciplesoffreedom,atfirstwasin favouroftheFrenchRevolution;buttheexecutionofLouis andthehorribleexcessesofthe ReignofTerrorprovedtoo muchforhim.Nowhebegan toturnhispictorialdartsagainsttheenemywhichthreatened fromacrosstheChannel.One historianwrote:"Weoweto Gillray'suniversallanguageof picture muchofthatreturningspiritofloyaltywhichultimatelypreservedthecountry &tominvasion,"

TherightandthedutyoftheChurchinitssocialapostolatehasbeenreaffirmedandgivenincreasingemphasisby everyPopeinthepastfiftyyears.Itsurgencyto-dayis allthemoreimperativeasthedoctrineofStatismgrows apace.ThetotalclaimsofthemodernCommunistState arenowuniversallyrejectedamongpeoplewhovalueliberty,butremovedfromitonlyindegreearethepretensions ofpoliticalmovementswithinthedemocracieswhichsee "planning"and"control"asthesolventsofalleconomicand politicalills.Itishere,aboveall,thattheCatholiclayman, adequatelyinstructedinthesocialprinciplesoftheChurch, conperforminvaluableservicestohiscountry-byresistingtheusurpationsofauthorityandbyinitiatingsane,progressivereforms.
TheCatholicPress,whichtheHolyFatherrecently describedas"heraldsoftheFaith,thevanguardofChrist, andtheloud-speakersoftheChurch,"hasnomorecon nectionwithpartypoliticsthantheChurchitself.Ifa particularpoliticaltrendisregardedwithsuspicionor outrightlycondemned,itisnotbecauseitstemsfromLabour orLiberaladministration,butbecauseitisobjectivelyquestionable.Hence,wesaywithoutfearthatsomelegislation eithercannotbereconciledwithCatholicsocialthoughtor issoneartheborderlinethatitisnotentitledtothebenefitofthedoubt,foritinvolvesthatmostpreciousattribute ofman,freedom.Thecontrolofbroadcasting,governmentalactionregardingtheair-linesandshipping,theprojectedinquiryintotheconductofthePress,thePrimeMinister'sforeshadowingofforcedlabour,andtheattackon themedicalprofession-theseareissueswhichcannotbut beregardedaspartofageneraltrendtowardsunjustifiablecontroloftheindividualandaregimentationoflife. CatholicsoughttorememberthewarningoftheHoly Fatherthatevenwhereanationalisationprojectcanbe morallyjustified,thereisalwaysthedangerofaddingto themechanicalcharacteroflife. Itistobeadmitted,however,thattherespectiverights oftheindividualandoftheStateareverydifficulttodefine withinexactlimits.CivilauthorityisofGod,notbyany revelationorpositiveinstitution,butbythemerefactthat GodistheAuthorofNature,andNatureimperativelyrequirescicilauthoritytobesetupandobeyed.Thelibertyofthesubject,however,isbasedonthedoctrinethat theStateisnotomnipotent.Itmaybelegallyomnipotent asinRussia,butmorallyitcanneverbeso.Alegalenactmentmaybeimmoral,sothatitcannotinconsciencebe obeyed;oritmaybeultravires.beyondthecompetence oftheauthoritythatenactsit.Inthiscasecompliance withthelawisnotamatterofobediencebutofprudence. InEnglandpubliceducation hasalwaysbeentraditionallyassociatedwithreligiousteaching.
TheEnglish1944EducationAct enumeratestheobjectsofeducationasthespiritual,moral, mentalandphysicalwell-being beingputinthefirstplace.In theStateschools,theschoolday mustbeginwithacorporateact ofworshipandChristiantraditionmustbetaughtaccordingto aSyllabusofreligiousteaching agreeduponbytheEnglishProtestantchurches.
Catholicschoolslogically, sincetheyalsogivereligious teaching,gettreatmentofaliberalnature.Theirteachersare paidbytheStateandreceive Statepensionsonretirement,
andthisprovisionappliesequallytoteacherswhoaremembersofreligiousOrders.All therunningcostsoftheschools, andthemajorpartofthecosts ofkeepingtheschoolsandtheir playgroundsinrepairarepaid. Freeschoolmilkandsubsidised schoolmealsareprovided;canteensandschooldiningrooms forthesepurposesareprovidedbytheState.Schoolbus faresaboveminimumdistance arepaid.Theschoolsaremanagedandgovernedbycommitteeswhicharepredominantly CatholicunderaCatholicchairman.Theseprovisionsapply toallCatholicprimaryschools andmostsecondaryschools. (2)Thattheordinaryschool curriculumwasregulatedby theState:

Whendysentry,malaria,tropicalulcers,beri-beri,andfinallythedreadcholerastruckthe campinwhichhewasworking, causingamortalityof44per cent.amongthe700interneesitwasagain"Sam"whogave
themcourageandhopetocarry on-administeringtheSacraments,visitingtheminhospital, andsharingeverythingwith them.Andwhentheydied,it washewhoburiedthem,most timeshavingtochopthewood forthefuneralpyres,whenthe choleraepidemicmadecremationofbodiesimperative,and carryingoutthelastpainful rites.

Inthecourseofseveralofhis addressestoelectors,apolitical candidatehasdweltbrieflyupon athemetowardswhichitwere wellweturnourattention.He wished,itseemed,todrawattentiontowhathewassurewe allrealise:thetremendousadvantagesofstabilityinaGovernment;andbythis,heleftno doubt,hemeantsecurityoftenureforhisownparty.Thisallegedvirtueofstabilityhasa certainattractiveness;butitisa pityhedidnotgiveamoreexhaustiveanalysis,mentioninga fewfactsnolesspertinent.
Tobeginwith,wehaveheard allthisbefore.Notonlythat, wehaveheardithammeredunmercifully-invariably,though, bytheretiringpoliticalpartyat anelection.Butiftheadvantagesofstabilityaresomanifest, surelysinceritywouldleadthe samepartytolingerlovingly uponthemevenontheoccasion ofthoserare'electionswhenitis nottheretiringparty,buthopes tobetheadvancingone,Icannotrecallanypoliticalcandidatehavingeverdonethis.
Butourstatesmanaddedthe opinionofoneofhislearned contemporaries,totheeffectthat thecurrenttragedyofEuropeis duealmostentirelytotheinstabilityoftheGovernmentof severalEuropeancountries.In thedistressingly,rapidsuccessionofupheavals,hetellsus,no Governmentcouldaccomplish anythinginitspitifullyshort tenureofoffice.Hence,hewould haveusknow,Communismhas madesuchprogressastomenacethewell-beingofEurope.
Inbringingthismatterbefore ourattention,hemighthave mentionedtheexampleofthe Soviets.There,whereonepoliticalpartyhassucceededin holdingofficeforonly32years, theeffectsofinstabilityareall tooapparent.Aschangefol-
lowschangeintheadministration,withbewildering,kaleidoscopicuncertainty,theharassed Governmentofthehourfindsitselfnotonlyunabletopursue aggressivepoliciesabroad,but eventomanageitsaffairsat home.Inthisterrificturmoil, weseewithappallingclarity howfarastablegovernment cancontributetothepeacenot onlyoftheworld,butalsothat whichcanreignintheheartsof men.
Theplaintruthofthematter isthis:thatanunstablegovernmentcanoftensinbydefect; butitcanseldomproducesuch gloriousexcessesashasthemost stablegovernmentintheworld to-day.Agovernmentcancertainlybetoounstable-butit canalsobetoostableforthe goodofitspeople.

Inreadingmanyshortreferencestothesubjectoverthe years,Ihaveoftenbeenstruck bywhatIbelievetobeavery pertinentquestion.Catholic writersandspeakersdeplore (not,Ifear,frequentlyenough) theomissionoftheNameof God,andofdeferencetoHim, inourpubliclife.Butwhat, Ihaveoftenwondered,would theyproposeasanormofconductinthisregard.Wouldthey havecrucifixesatthecrossroads-astheydoinFrance, Italy,etc.?WouldtheAngelus pealoverthecity,clamorous, insistent-asitdoesoverRadio Eireann?Wouldtheday'swork inthefactorybeginwitha prayerintonedbythemanager, andansweredbytheworkers standingwithbowedheadsnear theirmachines?WouldSundayexpresstrainshaltawhile inawaysidestationwhiletheir passengersheardMassinatiny tinchurch?Thelistofpossibilitiesisendless.
Ihaverecentlyaddedanother tomycollection:Perhapsina StatewhereGodruledthe
heartsofmen,retiringpoliticiansseekingre-electionwould atleastmentionGodwhensubmittingtheirrecordsofachievement.Perhapstheywould blamesomeatleastofthenationalprogressandprosperity onthelovingprovidenceof theirCreator,insteadoftalking asifitwasentirelytheresultof theirownefforts.Itseemsthat theyaresofearfulthatwewill neglectCaesar'sdue,thatthey donotcareifwefailtorender toGodthepraisethatisGod's, Nay,more!Itseemstheyare contentthatweshouldpraise themfortheblessingsGodhas giventhem.
Someofthemclaimtobe humble;itseemstheyneedto brushuptheirdefinitionofhumility. Iwasalwaystaught thatitconsistsnotinsaying"I amhumble,"butinsaying, "ThouartmyCreator.Allthat Ihave,andallthatIam,Thou hastgivenme,"
GRASPINGTHEPOINT.
Concerningthemeritsanddemeritsofthebanningofthe CommunistParty,itwouldbe bepossibletoargueforhours, Itisobviousthatthesituation isnotonewhereahastyprescriptioncanbeappliedwith equanimity,becausethequestionsinvolvedstrikedeepatthe heartofthewholebusinessof humanrightsandresponsibilities.Ontheonehand,itcannotbedeniedthatMarxismis soalienathingastojustify veryseriouseffortstopurgeit fromtheAustralianscene;but ontheotheritmaywellbecontendedthattobanaparticular politicalphilosophyistoseta dangerousprecedent,and,inthe longrun,todefeatone'sobject.
