WhereshouldtheChristian laytheemphasisinhisattitude topublicquestionsoftheday? In"LeMonde"therehasappearedanaccountofadiscussion ofthisquestionbetweenSir StaffordCrippsandSignorDe Gasperi,whoarereportedashavingarguedpersonallyoverthis matter.SirStaffordCrippsis reportedasdeclaring:-

"Wehavetoolongconsidered industryasthedomainofprivate enterprise,fortheownershipof landoranyothermeansofproductionmodifiesthenatureofthe relationsbetweenindividuals.To overcomethisdangerwemust abolishalltheformsofprivate ownershipwhichgivetoanindividualpoweroverthelifeof another,andputthemintothe handsofademocraticState".

TothisSignorDeGasperireplied:-

"Youcreateanall-powerful andimpersonalStatemachine whichyouwillneverbeableto stop.Socialism,likeStalinism, willcrushman. YourenormousStatemachinehasnoother brakethanthemoralityofthe individualswhodirectit,thedurabilityineachoftheirChristian respectforthelibertyofothers.

Youthinkthistobealready achieved.Imyself,entheother hand,thinkthemveryfragile tosuchanextentthatthestructureofChristiansocietyshould, Ithink,beorientatedtowards theguaranteeofthatlibertyof theindividual,andoftheliberty ofenterprise."

WHYNOTCHARITY?

SirStaffordCrippsisnotby anymeansalone.Hisisthemen.% talityoftheChristianSocialist groupintheHouseofCommonswhoinJune,inadocument called"Faith,Hopeand1950", repeatedtheirconvictionthat:"insofarastheChristian faithhassocialandpolitical implications,thoseimplications,inthismomentofhistory, areSocalist."

Theconflicthasalonghistory.

ThatgreatFrenchCatholic,the CountdelaTourduPin,has leftitonrecordthatinoneof theearlymeetingsoftherevivingCatholicsociology,inthe discussionswhichpreparedthe groundfor"RerumNovarum", whenthequestionwasposedon whatprinciplesocialorderought torest,heanswered."Liberty," andthenhesays:"Isawtwo greatdevilsinblackfrockcoats getupandleavetheroominsilence,IunderstoodIhadsaida "betise;Ioughttohavesaid 'Justice',"Butitwouldnotbe difficulttoshowthatwhenhis friends,"thegreatdevils,"the brothers_Liechenstein,differed fromhim,therewasamuch strongercaseforsayingthatthe emphasisshouldbeonjustice thanthereisseventyoreighty yearsafter.Ithasbeeninthe nameandinthepursuitofsocialjustice,appealingtoclasses insideacountry,ortoawhole countryasagainsttherestofthe world,thattheseimmenseState MachinesofwhichSignorDe Gasperispokehavebeenbuilt. AndwhetherornotdelaTour duPinwasrighttosay"liberty" then,SignorDeGasperiisundoubtedlyrighttogiveitpride ofplacetoday.Heisrightbecauselibertyisnotonlythe highestpoliticalgood;itisthe maininstrument,themainagent andfactor,makingforeconomic progress,

Allsortsofprogrammeswere drawnupinItalyinthedaysof theresistance,inspiredbygenerousintentions,whichwould, hadtheybeenapplied,havehad aparalysingeffectonrecovery, fortheywouldhavemeantthe Stateattemptingtocontrolall sortsofthings;andmenwho couldnotinfactplanoperations ofimmensecomplexitywould onlyhaveachievedthenegativeandimpoverishingeffectofconstrictingenterpriseandlowering

Theutmostitcandoistoprovidewiltithopesarethebest possibleconditionsforprivate production;andforsomany formsofhumanactivityfarand awaythebestconditionsare conditionsoffreedom,theabsenceofanyattempttodirect.

EUPHEMISM.

ToSirStaffordCrippsthegreat answeristhatthatexpressionof his,"thehandsofademocratic State",reallymeansthehands ofothermen,andthathistoryis alltoofull,verymodernhistory particularly,ofevidencethatthe politicalmastercansoveryeasily beavastlygreaterevilthanthe merelyeconomicmaster.The powerofthecapitalistisasmall thingbycomparisonwiththe powerofthepoliticalchief.Even inthelastcentury,intheheydayofacapitalismwhichwas neverunregulated,whatthecapitalistcoulddo,orevenwanted todo,wasverylimited.Hewas muchmoreeasilyorganized againstcollectively,orescaped fromindividually.Today,even inthedemocraticcountrieswhere apoliticaltraditionoffreedom hasgrownupsidebysidewith thetraditionofeconomicfreedom,menarediscoveringthat theStateasemployercanhave greatdisadvantagesbothasa monopolistandasabletocommandthepublicearandtospeak asrepresentingthepublic.Workerswhousedtohavepublic sympathyintheirconflictswith privateemployersseetlic,m,elves allthetimegettingnearerto theunenviablestatusofbadcitizens,guiltyofanti-socialconductiftheymaketodaythekind

wherethereisincentive,security andcompetition.

.INCENTIVEOFHOPE

Thegreathistoricalfunction ofwhatislabelledinthehistory booksasthereactioninthege- nerationthatsucceededthe FrenchRevolutionwasthatit providedtheneededcomplement tothegrowingforcesofcapitalismandliberalism.Europe enjoyedthirtyyearsofpeace afterthedownfallofNapoleon, andwhatwastrueofthenations wastrueofalltheprivatefamilies-thataftertheupheavals, themarchingsandcounter-marchingsofthearmies,mensetto worktoplantandmanufacture andtradeallovertheworld,with theassuredconvictionthattheir childrenwouldbenefitfromwhat theyweredoing.Thatwasthe immenseservicewhichtheconservativeforcesinsocietyrendered;andthemoreviolentthe disturbances,thegreaterthe riskswhichcamefromthedynamicfactors,inthecapitalism whichisofitsnatureatransformingagencyandnotaconservingone,themoreimportant wasitthatthereshouldbeever elementsinhumansocietynot primarilyinterestedintheeconomicprocess,butassuringcontinuity,therespectforlaw, ownershipandinheritance.

seereflectedinsociallifethe pre-eminentcharacteristicof man,andfromanunderstan- ding-onepartofthevirtueof prudence-oftheconditionsthat bestassisthumanprogress,heis alsopre-eminentlywellfittedto acceptthepricethathastobe paidforliberty,forthepriceis inequalityofconditionbetween individuals,orclasses,ornations,orgenerations.Thisinequalitycanmovematerialiststo paroxysmsoffrustratedindignation,becausetothemtheinequalitiesareineverythingthat matterstoman,whereastothe Christiantheseareonlypartof amuchlargerpicture,onein whichthedifferencesaremeasuredbyquiteotherstandards; andheislittletempted,asthe materialistis,toequateeither virtueorhappinesswithposses- sionsoreconomiclevels,andap- preciatesbowveryfragile,in SignorDeGasperi'sphrase,is thepresentprotectionofman, wherethehugemachineryofthe modernStateloomsoverhim.

Nowadaysthenewspapercartoonissomethingwhichweacceptasphlegmaticallyasour firstcupofteainthemorning; weappreciateitwithoutmarvellingatit.Yetadiveinto thehistoryofthecartoonrevealsthatithasonlycomeunderthewingofthepresswithinthelasthundredyears,and cartooningasweunderstandit wasunknowninEnglandbefore thetimeofGillray,whoflourishedduringtheNapoleonic period.

Ofcourse,therewerethe "moralsubjects"ofHogarthin theearlyeighteenthcentury. Hogarthmayberegardedasthe grandfatherofmoderncartooning.Beforehistimetherewas noindigenousnationalcaricature,thoughthereisplentyof earlierevidenceofpictorial satireinEngland.Hogarth perceivedthattherewasanunexploitedfieldofintermediate subjectsbetweenthesublime andthegrotesque,andsohebeganengravingprintswhich struckthepopularfancyand whichatthesametimewere aimedagainstprevalentsocial abuses.Someofhismostcele., bratedworksboresuchtitlesas "TheRake'sProgress,""The Harlot'sProgress,"and"Gin Lane,"Thetwoplates,"Gin Lane"and"BeerStreet,"afford excellentexamplesofHogarth's temper,thefirstindictingthe curseofgin,thesecondap- plaudingtheblessingofbeer.

Butthemanwhobeforeall otherspavedthewayforthat brandofsatiricalcartoonwhich enlivensourpoliticalaffairstodaywasGillray.

Hesatupinalittleroom overtheprint-shopofMistress HumphreyinPiccadilly,within ashortdistanceofthemetropolitanpalaceoftheKingof England,andetchedmanycaricaturesonthemoralsofthe RoyalCourt,onKingGeorge III.himself,hismeannessand hisclumsybehaviour;onthe HeirtotheThrone,hisexpensivehabitsandhismoneytroubles,hislicentiousnessandhis carryings-onwithMrs.Fitzherbertandotherfavourites,He evenpublishedapictorialparodyonMilton'simmortalepic, named"Sin,Death,andthe Devil,"inwhichtheQueenof Englandwasdepictedasthe

devil.Theseengravingsoccasionallycauseddisturbances outsideMistressHumphrey's print-shop(theshopwindows wereinconstantdanger),but onthewhole,Gillraygotaway comfortablywithhisboldness. TheprintswereregularlyconveyedtoCourt,wheretheir Majestiesenjoyedimmensely thosewhichfavouredthem,and pulledwryfacesatthosewhich opposedthem.

Gillray,likemanyothersin England,wholovedtheprinciplesoffreedom,atfirstwasin favouroftheFrenchRevolution;buttheexecutionofLouis andthehorribleexcessesofthe ReignofTerrorprovedtoo muchforhim.Nowhebegan toturnhispictorialdartsagainsttheenemywhichthreatened fromacrosstheChannel.One historianwrote:"Weoweto Gillray'suniversallanguageof picture muchofthatreturningspiritofloyaltywhichultimatelypreservedthecountry &tominvasion,"

ItcanbeimaginedthatNapoleon,whofurnishedthepredominantsubjectmatterfor satireforoveradecade,hada painful,ifpicturesque,timeat Gillray'shands.Hewasseverallyababy-eatingcannibal,a

mongrelpupwithtin-canstied tohistail,afox,adragon,ora supperforthedevil.Hiswife, Josephine,cameinforhershare ofill-treatment,andall"Boney's"followerswerelampoonedunmercifully.Talleyrand, whohadaclubfoot,wassing- ledoutforspecialattention.

Onthehomefront,Gillray madeequalsportofallthe leadingpoliticiansoftheday, Pitt,Fox,BurkeandCanning allliveinhiscaricaturemuch morevividlythanintheirconventionalhistoricalportraits,for Gillrayhadthetruecaricaturist'sinstinctforusingthephysicaltoexpressthespiritual.One ofhiswittiestpoliticalcartoons stillhangsintheMotherof Parliaments.ItshowsMr. PittasthebottomlessPitt,literally,excusingtotheCommonsaFundamentalDeficiency intheTreasury. Gillraydevelopedintemperatehabitsandwentoffhisheadat acomparativelyearlyageHis finalappearanceisfullofa grotesquedramawhichitself suggestscaricature.Heunsuccessfullyattemptedsuicide fromthewindowofhisroom aboveMistressHumphrey's print-shop,wherehisdrawings wereonsale,andthenstartled thecustomersbystalkinginto theshopnaked.,Afterthathe died, Gillrayreignedsupremein Englandinhisownspherefor twentyyears.HewasanacknowledgedPrinceofCaricaturists.Hisinfluenceinthe developmentofhissingularart hasbeenenduringandworldwide.

Thepresentationwasastonishinglyspectacular.Itissome timesincewe'vesenanything aproachingafour-wheeledcarriageonstage. FloraNowotnystillhasa lovelyandtruevoice.Asthe

heroine,Rosalinda,sheperhaps wasunabletoconcealentirely theravagesoftime,butinopera wearepreparedtomakemany allowances,andthiswasone worthmaking. PatLawrieexcelledasAdele. Shesangandactedequallywell. Shewasagreathit.

HerbertBrowneandAlbert Chappellewereingoodvoice. Infactitwouldbehardtofault anymemberofthecompany. Themusicwasdelightful.

Oneofthehighlightsofthe eveningwasStan("Stud") Foley'sportrayalofthedrunken goaler,Frosch.Hemadea greatjobofit.

TheCatholicPress,whichtheHolyFatherrecently describedas"heraldsoftheFaith,thevanguardofChrist, andtheloud-speakersoftheChurch,"hasnomorecon nectionwithpartypoliticsthantheChurchitself.Ifa particularpoliticaltrendisregardedwithsuspicionor outrightlycondemned,itisnotbecauseitstemsfromLabour orLiberaladministration,butbecauseitisobjectivelyquestionable.Hence,wesaywithoutfearthatsomelegislation eithercannotbereconciledwithCatholicsocialthoughtor issoneartheborderlinethatitisnotentitledtothebenefitofthedoubt,foritinvolvesthatmostpreciousattribute ofman,freedom.Thecontrolofbroadcasting,governmentalactionregardingtheair-linesandshipping,theprojectedinquiryintotheconductofthePress,thePrimeMinister'sforeshadowingofforcedlabour,andtheattackon themedicalprofession-theseareissueswhichcannotbut beregardedaspartofageneraltrendtowardsunjustifiablecontroloftheindividualandaregimentationoflife. CatholicsoughttorememberthewarningoftheHoly Fatherthatevenwhereanationalisationprojectcanbe morallyjustified,thereisalwaysthedangerofaddingto themechanicalcharacteroflife. TheEnglish1944EducationAct enumeratestheobjectsofeducationasthespiritual,moral, mentalandphysicalwell-being beingputinthefirstplace.In theStateschools,theschoolday mustbeginwithacorporateact ofworshipandChristiantraditionmustbetaughtaccordingto aSyllabusofreligiousteaching agreeduponbytheEnglishProtestantchurches.

Catholicschoolslogically, sincetheyalsogivereligious teaching,gettreatmentofaliberalnature.Theirteachersare paidbytheStateandreceive Statepensionsonretirement,

SCOTLAND.

Scotlandsettledthereligious issueinStateEducationin1918, whenCatholicschoolswereallowedtotransfertotheState systemonthespecificconditions:

(1)Thattimewassetapartfor religiousinstructioninspected andregulatedbyaninspector approvedbytheCatholic Church;

(2)Thattheordinaryschool curriculumwasregulatedby theState:

(3)thatteacherswereapprovedbytheCatholicChurch, butwereappointedandcould bedismissedbytheState.

TransfertotheStatesystem meantthatallrunningand maintenancechargesweremet bytheState,andthisextends totheprovisionofnewschools. Theseprovisionsapplytoprimaryschoolsonly,butsecondary schoolsreceiveStateaid.

CANADA. TheCanadianConstitution permitsitsStatestosupport "separate"schools,thatis schoolsotherthantheState schools.Quebec,Ontario,AlbertaandSaskatchewanexercisethisright.Theother Statesdonot,Wherethesupportisgiven Governmentgrants,(2),allocationofaspecialpropertytax whichisapportionedaccording tothewishesoftheownerof

UndertheConstitutionof Eirereligiousteachingisafundamentalpartofschoolcurriculaandmustbegiveninaccoradncewiththewishesofthe parent.NormallytheState paystwo-thirdsofthecostof theerectionofaschooland thereafterpaystheteacherssalaries,Grantsaremadefor equipmentandhalfthecostof cleaningandheatingismetby theState.Theschoolshaveinevitablybecomeorientatedinto CatholicandProtestantschools administeredparochiallybythe clergy,andthusattaintheproperstateofbeingapartofthe parochiallifeofthecommunity.TheCatholicschoolis naturallythemoreusualkind. Buttheminorityrightsofthe Protestantcommunityarelookedafterinawaywhichhas beenthesubjectoffrequent Protestantpraiseandrecognition.Theprovisionsaresuch thatschoolsforasfewasten pupilsmaybeestablished,and wherethisdoesnotmeetthe needsofasparseandscattered Protestantcommunity,transport costsaxepaidamountingtohalf thefaresinvolved.

Theseprovisionsareforprimaryeducationonly.Secondaryschoolsareingeneralprivateinstitutionstowhichthe Statemakescapitationgrantsof £10perannumperpupiland contributesvariousamounts whichapproachaobutone-third oftheteachers'salaries.Eire canalwaysbequotedasthe solutionfoundtothedenominationalissuebyapredominantly Catholiccountry.

Thenbeganthoseterrible yearswhentheChristianvirtues offortitude,courage,andheroic exampleweretheinspirationof existence,anditwastherethat thousandsofAustraliansworked,suffered,anddied.With them,sharingtheirdailyhardship,wastheirchaplain(just "Sam"tohismen),anditwas hissplendidexample,comradeship,andcourage,thatmadelife bearableandinfusedhopeinto analmosthopelessprospect.

DuringtheensuingmonthsthousandsofAustraliansweresent toworkontheBurma-Thailand Railway,andwiththemFather Marsden,whohelpedtokeep alivetheirfaithandwilltolive bysheertenacityofpurposeand thedailyrecitationoftheRosary.

Whendysentry,malaria,tropicalulcers,beri-beri,andfinallythedreadcholerastruckthe campinwhichhewasworking, causingamortalityof44per cent.amongthe700interneesitwasagain"Sam"whogave

themcourageandhopetocarry on-administeringtheSacraments,visitingtheminhospital, andsharingeverythingwith them.Andwhentheydied,it washewhoburiedthem,most timeshavingtochopthewood forthefuneralpyres,whenthe choleraepidemicmadecremationofbodiesimperative,and carryingoutthelastpainful rites.

BULWARK.

Itwasthen,intheheartofthis zealousandintrepidyoung priestthatanideabegantoformulate-thatonedayhewould returntoJapantobringGod intothelivesofthispagan enemy.Forhebelieved,even then,thataCatholicJapan,imbuedwithCatholicideals,would betheonlybulwarkagainstthe insidiousmenaceofCommunism whosetentaclesarespreading rapidlyacrossthePacific.

Duringthelongperiodofcaptivitythisideabeatinsistently inhisminduntilitdeveloped intoadeterminationtodevote therestofhislifetoservethese peoplewhowere,asyet,his captors.

Thisburningzealtobring thesesoulstpGodgainedmomentumdaily,andbecamethe mainspringofFatherMarsden's existence,untilitinducedinhis mindtheslogan"ForeverysleeperlaidaCatholicJapanese; ForeveryAustralianlifeaCatholicJapanese."

Withthecessationofhostilities,FatherMarsdenreturnedto Australia,andimmediatelyset aboutputtinghisplanintoaction,Hevolunteeredtoreturn asaMissionaryassoonaspermissioncouldbegranted,butit wasthreeyearsbeforehis dreambecamereality.During thattimehegatheredaround himhundredsofhisoldcomradesandfellow-prisoners-ofwarofthe8th.Division,and toldthemofhisproject.These men,FatherMarsdenamong them,wereunfortunateenclugh tosufferforyearsunderCOnditionswhich,inretrospect,are toohorribleeventocontemplate.Yetthiscountrymust neverforgettheterribleyears passedbysomanyofherfinest youngmen'whileprisonersof theJapanese.Theyaresurvivorsofanordealwhichsent thousandsoftheirfriendsto theirdeaths.Theyareidealists,butalsoimbuedwithsound practicalideas,andtheyhave pledgedthemselvestogive FatherMarsdentheirmaximum supportandallthehelphemay need.Andthisishowtheyput theirplanintoaction. Inthecourseofseveralofhis addressestoelectors,apolitical candidatehasdweltbrieflyupon athemetowardswhichitwere wellweturnourattention.He wished,itseemed,todrawattentiontowhathewassurewe allrealise:thetremendousadvantagesofstabilityinaGovernment;andbythis,heleftno doubt,hemeantsecurityoftenureforhisownparty.Thisallegedvirtueofstabilityhasa certainattractiveness;butitisa pityhedidnotgiveamoreexhaustiveanalysis,mentioninga fewfactsnolesspertinent.

Tobeginwith,wehaveheard allthisbefore.Notonlythat, wehaveheardithammeredunmercifully-invariably,though, bytheretiringpoliticalpartyat anelection.Butiftheadvantagesofstabilityaresomanifest, surelysinceritywouldleadthe samepartytolingerlovingly uponthemevenontheoccasion ofthoserare'electionswhenitis nottheretiringparty,buthopes tobetheadvancingone,Icannotrecallanypoliticalcandidatehavingeverdonethis.

Butourstatesmanaddedthe opinionofoneofhislearned contemporaries,totheeffectthat thecurrenttragedyofEuropeis duealmostentirelytotheinstabilityoftheGovernmentof severalEuropeancountries.In thedistressingly,rapidsuccessionofupheavals,hetellsus,no Governmentcouldaccomplish anythinginitspitifullyshort tenureofoffice.Hence,hewould haveusknow,Communismhas madesuchprogressastomenacethewell-beingofEurope.

Inbringingthismatterbefore ourattention,hemighthave mentionedtheexampleofthe Soviets.There,whereonepoliticalpartyhassucceededin holdingofficeforonly32years, theeffectsofinstabilityareall tooapparent.Aschangefol-

lowschangeintheadministration,withbewildering,kaleidoscopicuncertainty,theharassed Governmentofthehourfindsitselfnotonlyunabletopursue aggressivepoliciesabroad,but eventomanageitsaffairsat home.Inthisterrificturmoil, weseewithappallingclarity howfarastablegovernment cancontributetothepeacenot onlyoftheworld,butalsothat whichcanreignintheheartsof men.

Theplaintruthofthematter isthis:thatanunstablegovernmentcanoftensinbydefect; butitcanseldomproducesuch gloriousexcessesashasthemost stablegovernmentintheworld to-day.Agovernmentcancertainlybetoounstable-butit canalsobetoostableforthe goodofitspeople.

Inreadingmanyshortreferencestothesubjectoverthe years,Ihaveoftenbeenstruck bywhatIbelievetobeavery pertinentquestion.Catholic writersandspeakersdeplore (not,Ifear,frequentlyenough) theomissionoftheNameof God,andofdeferencetoHim, inourpubliclife.Butwhat, Ihaveoftenwondered,would theyproposeasanormofconductinthisregard.Wouldthey havecrucifixesatthecrossroads-astheydoinFrance, Italy,etc.?WouldtheAngelus pealoverthecity,clamorous, insistent-asitdoesoverRadio Eireann?Wouldtheday'swork inthefactorybeginwitha prayerintonedbythemanager, andansweredbytheworkers standingwithbowedheadsnear theirmachines?WouldSundayexpresstrainshaltawhile inawaysidestationwhiletheir passengersheardMassinatiny tinchurch?Thelistofpossibilitiesisendless.

Ihaverecentlyaddedanother tomycollection:Perhapsina StatewhereGodruledthe

heartsofmen,retiringpoliticiansseekingre-electionwould atleastmentionGodwhensubmittingtheirrecordsofachievement.Perhapstheywould blamesomeatleastofthenationalprogressandprosperity onthelovingprovidenceof theirCreator,insteadoftalking asifitwasentirelytheresultof theirownefforts.Itseemsthat theyaresofearfulthatwewill neglectCaesar'sdue,thatthey donotcareifwefailtorender toGodthepraisethatisGod's, Nay,more!Itseemstheyare contentthatweshouldpraise themfortheblessingsGodhas giventhem.

Someofthemclaimtobe humble;itseemstheyneedto brushuptheirdefinitionofhumility. Iwasalwaystaught thatitconsistsnotinsaying"I amhumble,"butinsaying, "ThouartmyCreator.Allthat Ihave,andallthatIam,Thou hastgivenme,"

GRASPINGTHEPOINT.

Concerningthemeritsanddemeritsofthebanningofthe CommunistParty,itwouldbe bepossibletoargueforhours, Itisobviousthatthesituation isnotonewhereahastyprescriptioncanbeappliedwith equanimity,becausethequestionsinvolvedstrikedeepatthe heartofthewholebusinessof humanrightsandresponsibilities.Ontheonehand,itcannotbedeniedthatMarxismis soalienathingastojustify veryseriouseffortstopurgeit fromtheAustralianscene;but ontheotheritmaywellbecontendedthattobanaparticular politicalphilosophyistoseta dangerousprecedent,and,inthe longrun,todefeatone'sobject.
