Thewholepointaboutthemartyrisnotthatheadheredtohisprinciples,butthatheadheredtothemeven whentodosomadehimunpopular.Inlikemanner,we maybestgaugethealtruismofapolitician'sconcernforthe feelingsofothersbynotinghowfarheisresponsivetothe feelingsoftheunenfranchised.TheHon.Ministerprofesses athrobbingsympathywiththerelativesandfriendsofAustraliansoldiersbutcheredbytheJapanese.Whatdoeshe thinkofthefeelingsofChrist,WhodiedontheCrossfor theJapsnolessthanforus;Whocommandedustoloveour neighbourasourselves;Whoextolledthevirtueofforgiving one'senemiestothepointofwarningthatwithoutitwe couldexpectnoforgivenessforourselves;andWhogaveus thefrightfuladmonition:"Inasmuchasyoudothesethings tooneofMyleastbrethren,youdothemuntoMe"?
Theslavishadherenceofmanypoliticalaspirantsto thepracticeofaccreditingalltheiractsintermsofprofit andlossatthepollsisalltoocommonplace.Andsincein thislandGodhasnotavote,itisnotalwayssurprisingthat Hisfeelingsaremostoftenignored.Ifitwerenotso,we shouldhavetheastonishingspectacleofsuchpoliticiansas professChristianbeliefstryingtotranslatethosebeliefsinto ordinary,practicalconductwithintheirvocations.We should,perhaps,seeparliamentarianswhoclaimtobeChristianfearfullesttheymightbywordordeedfosteramost un-Christianrefusaltoforgive.Wemightevenfindthem, bywordandexample,quietlyexhortingtheirmultitudinous admirerstotryandtreateventhelesserracesofthisglobe withtherespect,charity,andforbearanceduetothechildrenofGod.Or,attheveryleast,wemightfindthem maintainingadignifiedsilencewheretheydidnotpossess thecouragetoprofessopenlytheirbeliefintheessential equalityofallmankindundertheFatherhoodofGod.
Theworldto-dayisnotanindescribablypeacefulone, andaWhiteAustraliaisinmuchthesamepositionasabantaminapenofheavy-weightblackroosters.Insucha position,itiswelltotemperthedesiretoconsideronlyone's personalfeelings.Butevenifthiswerenotthecase,itis obvioustoallbuttheverychildishthatthewaytointernationalpeaceliesthroughinternationalgoodwill;andthat theinterestsofinternationalgoodwillarebetterservedby charitythanbycontempt.Theresponsibleauthoritiesmust administerthenation'slaws-thoughinthisregardarecent warningbythePopeconcerningtheadministrationbyCa'atholicsofunjustlawsshouldgiveuspause-butatleastthey shoulddosowithsomeregardforrealities.Whitethose inauthorityseektoincreasetheirpopularityamongconstituentsbyeternallyrakingovertheembersofbittermemoriesbetterforgotten,orbystirringupracialhatreds-ofall thingsthemostutterlyimbecile-tlikechancesofinternationalpeacearenegligible.Onlywhenwhole-heartedChristianleadersleadtheirpeopletoseeinthoseofothernations theirbrothersinGodwillpeacereignforlongerthanthe acutememoryofwar'shorror.AndtowardsthisincrediblydesirablegoaltherancorousattitudeoftheHon.Ministercanscarcelyberegardedasanotablecontribution.

A.Thisveryquestionhas beenasourceofanxietyto practicallyalleducatorsfora verylongtime.HereinAustralia,espcieallyindaysgone past,thehugedistancesmade lifeinthecountryhardand lonely.Thatelementisnotso pronouncednowwiththeadventofradioandthepossibilityofeasytransportbycar.Yet, tomany,thecov-atrydoesnot possesstheamenitiesofthetown andthefreshopen-airlifeofthe countrydoesnotseemtocounter-balancethegaietyandactivityofthecity.Duetothe restlessnessofmodernyouthand thethirstforamusement,they havedevelopednurturedbyfilms andbooksandmagazines,itis veryhardtogetthemtosettle downinthecountry.Undoubtedlythereisattimesveryhard manualworkattachedtothe countrylife;somearenotphysicallycapableofthis,othersare unwillingtodoit.
REASONSFORDRIFT.
Manymenhavehadahard timeofitthemselvesontheland andthelastthingthatthey wantisfortheirsonsanddaughterstoleadthesamekindof life.Inmanycases,witha largefamily,thereisnotthe landnorthemoneytopurchase moreforallthechildren,and A someofthemreverttothecity. Theverylimitedchoiceofhusbandsorwivesinthecountryis sometimesthereasonwhysome ofouryoungmenandwomen cometothecity.
Manyofthesereasonshave beenminimisedbymotortransportasIhavesaid,andyetthedriftcontinues.Letmeread thenextsectionofyourletter beforeI suggestion.proceedtomakeany Youwrite:

A.:Inthefirstplace,itisnot verymuchuseencouragingthe pupilstogoonthelandifthere arenotfacilitiesforthemto learnhowtorunafarm.Very fewarebornfarmers,anditis onlythroughagriculturalcollegesthatboyswillbetaughtto farm,scientificallyandsuccessfully.ThereisIthinkonlyone suchcollegehereinWestern Australia,andsomeofourboys notabletoobtainaplacehave hadtogotoSouthAustralia. Thefirstessentialthereforeis moreAgriculturalColleges,For thatitwillbenecessarytoraise considerablefundsnotonlyfor thebuildingofsuchcollegesbut forthepurchaseofsufficient landonwhichtheyouthscanbe taught.TheWarhasbeenresponsibleforholdingupone suchschemetobeconductedby theCatholicChurch.ItprobablyhasalsohelduptheState fromextendingexistingequipment.Eveniftherewerean abundanceofsuchcolleges,Iam afraidthatmanyfarmers,for oneormoreofthereasonsI gaveearlier,wouldnotsend theirsonstothem.Whatwe wantiscollegeswhichwillprovidenotatraining,afterschool age,forprospectivefarmers;the damagehasthenbeendoneand manyaboy,whohadbeenkeen togoontheland,hasonaccount oftheyearsspentinthecityat school,losthisvocation;butwe needcollegeswhichwillhandletheboysforalltheireducation,whichwillhavenotonly coursesinAgriculture,butwill aswellgiveboysacomplete secondaryeducation.Boysin suchacollegewillhaveachoice ofvocation,Ifatanytimethey feelthelureoftheland,they cantransfertotheAgricultural courseorviceversa.
DIFFICULTIES.
Nowtaketheordinarycity collegewhichhastopresentall itsboysforpublicaxaminations. Unlessithasgotaspecialised staff,capableofconductingan agriculturalcourse(andforthat theyrequiremoreteachers, whenitishardenoughtofind stafffortheordinarycourses),it isimpossibletorunbothcourses atthesametime.Hereinthe cityofPerthforthepastfew yearspracticallyeveryCatholic schoolhashadvisitinglecturers
whohavespokentotheboyson variousvocations.Amongthese wehavehadtalksonfarming asavocation.Unlessthereis anagriculturalcourseinaschool thewholetrendistowardsa professionalorbusinessvocation. Whatwesayaboutthefarming couldequallybesaidaboutthe technicaloccupations.WerequireintheStateandinthe CatholicChurchfarmoretechnicalschoolswhichwillprepare boyswhohavenotthetypeof mindforuniversitystudies, butarewellequippedfortechnicalwork.Thedifficultywith usCatholicsisthatwehavenot beenabletoaffordtheequipmentnecessaryforsuchspecialisedwork,nortosparethe teachersforit,andtheresultis thattheyerylimitedaccommodationprovidedbytheStateis quiteinadequatetohandlethe numberofboysandgirlswho shouldbedoingthesecourses.

Ifthepeaceteamscouldonly seethestreetsofmytown,a sampleoftensofthousandsof othertowns,filledwithdead, withthediscardeduniformsand littlecapsofBoyScoutsand students,witheverydoorburst openforlooting-thenneither wouldtheyhavebelievedthe shampleasoftheRedsfor peace,whichforthemmeant onlyawayofescapetowax strongerforrevenge.Ifthe Redslostafewhundredsoldiers inthosebraveassaultsonhigh wallsandpillboxes-itmatterednothingtothehighrankingofficers,whoenteredonly afterthefightwaswellover.
RECRUITS.

MARTYRDOM.
Duringmytwelveyearsin ChinaIhaddailyprayedferventlyformartyrdomatthe handsoftheReds.Itwasan hourlypossibilityalltheseyears. Thestorybeginsin1939when thevessel,SriMahaLetchmy, aCeyloneseshipoftheLanka Merchantfleet,wasintheBay of.BengalheadedforAkyab, Burma,100milesaway.A stormthrewthevesseloffits course,headingittowardCalcutta.Anotherandmorefierce stormdroveitintheopposite directiontowardMadras.
Asthestorm'sfuryincreased, thebewilderedsailorswanted tolightenthevesselby&lifting downthemasts,butthecaptain wouldnotapprove.WithRosaryinhand,hebadehismen recitetheirprayerswithfaith. Hischangeofnationalitywas duetohisgrowinginterestin theEnglishChurchandState. Afteraspiritualpilgrimage whichbeganwithhismeditationsinhisearlypoemsonthe instabilityofhumanlifeandsow ciety,hehasarrivedbytortuous pathsattheharmonyprovided byatraditionalreligiousculture;hehasbecomeanAngloCatholic.

Thusoneindispensibletestby whichtheChristianisationofa socialframeworkmaybejudged isthis:whatisthedistributionof ownershipwithinthecommunity?Andoneindispensibletest ofwhetherapoliticalpartyis alliedwiththecauseofChristiansocialjusticeisthis:what emphasisdoesitplaceuponindividualownershpofthemeans ofproducngwealth?
MARXIANEVASION.
IncontradictionoftheChristialideal,KarlMarxpropoundedatheorywhichinnoway representedasolutionofthesocialproblem,butwasratheran attempttoconcealtheproblem byaruthlessuniformity-much asifawiseandbeneficentgovernmentproposedtoalleviate theunquestionablesocialinferiorityofthemaimedand limblessbyreducingallitscitizenstothatunhappystate(all, thatis,excepttheplannersof thisenlightenedmove).Apart fromthefadthattheMarxian solutionoffendsthefacultyof reason-or,tobemoreprecise, isnothingmorethangibberingidiocy-wecannotadmititbecauseitflatlydeniesthefact,of Christianrevelation,thatManin thesightofGodismq'eprecious

ButtheMarxianidealhascertainqualitieswhicharefascinating,becausetherecanbeno doubtwhateverofthefactof orginalsin,andofitseffectsin disruptingtheharmonyoflife. Foritmustbeadmittedthat thereiswhatlooksatfirstsight likeafatalobjectiontotheideal ofwidedistributionofownership,namely,thatsomemenare naturallybetteratbusinessthan others,andwillthusbeableto satisfytheiravaricebyrobbing othersoftheirproperty.Thiis, saystheMarxist,yourdistributedwealthwillnotremaindistributedforlong;yournewsocial orderwillbeevanescent;your idealisidyllic. Thisargumenthasacertain forceandwecanbestdemonstratethisbyobservingthevast numberofCatholicswhohave useditasareasonorpretextfor ignoring,eitherwhollyornearly sd,thePapalpronouncements, andadoptinginsteadamodified brandofMarxismwhichisdignifiedwiththetitle"socialism." Theidealofthesocialistmight bebroadly,butaccurately,describedasMarxismemasculated, foritseekstosetupsomething virtuallyindistinguishablefrom theMarxistState,buttodoit bysubtlermeansthanthose adoptedinRussiaandChina.In ordertomakethisclearitis onlynecessarytocomparepoint bypointtheMarxistandthesocialistUtopias.Whenwedothis wefindthat,pre-electionpublicised"interpretations"notwithstanding,theprincipledifferencesareinterminologyplus,ofcourse,thereallydistinctivesocialistfeatureofbeing asnebulousaspossibleaslong aspossibleabouteverything.

Butitseemstobeignoringthe spiritofthesepronouncements tocontendthatsocalisationor nationalisationistheremedy, becausesocialisationornationalisatsoncantooeasilymeantakingthepowerfromaboardof directorsandhandingittoa departmentofcivilservants, with,asveryrecenthistory shows,nonotableimprovement inconditionsforanyoneexcept thedepartment.Thereisstrong evidenceforthebeliefthatsocialismiscapitalismundernew management-andcapitalism withthepowerofperpetuating itsmonopolybyregulation.Other monopoliescanneverentirely eliminatetheriskofcompetition unlesstheykeepwellwithinthe limitsimposedbymoderationin regardtotheharmonybetween supply,qualityandprice-forif theybecomeunbearableinthis regardtheyhavenolegalpower topreventothersfrombreaking themonopolybyimprovingon theservice.Statemonopolies havenosuchbounds.
Itisallverywellforagovernmentorpoliticalpartytoarrogatetoitselfpowersunderthe pleathatitisservingthebest interestsofitssubjects.Itistrue thatattimesagovernmentmust dothis,butitmustbedonewith agreatandfearfulreluctance. Insuchusurpationthereisalwaysthedangerofexcess,and anyoneadvocatinganyincrease ofgovernmentactivitymay fairlybejudgedonhisrecord.
