VATICANCITY,Oct.22(Radio, NC).-Callingattentiononce moretotheneedtobringingaid tothemillionsuprootedbythe waranditsaftermath,HisHolinessPope America'sPiusXIIpraised generosityinmaking "bounteouscontributionsto variousinternationalorgansof relief"andvoicedconfidence thattheeffortsofmenfilled withhumansympathyandlove willbearincreasingfruit.

TheHolyFather'sremarks werecontainedinanaddressto membersofaHouseofRepresentativesCommitteestudying UnitedStatesexpendituresin

UnitedNationsagencies,whom hereceivedinaudienceto-day atCastelgandolfo.ThegroupwasledbyRepresentativeJohn A.Blatnik,ofMinnesota.

PRECIOUSCREATURES.

GRIMTHREAT.

Specifically,theBishoppoint-layteachersconcernthemselves edtotheleadwhichtheChurchwithteachingBiblehistory. istakinginpromotingco-operativesettlementandhousingprojectsintheWesternZonesof Germany,whereeachofthe20 dioceseshas.itsownbuilding bureauandnowhavesome'70 projectsunderway.

Thedioeesesthemselves,explainedBishopMuench,donot engageinbuildingoperations, butencourageandstimulateCatholicorganisations,parishesand othergroupstoundertakethem. Agroupofseveraldioceseshave combinedtheirbuildingbureaux intoalegalcorporationforthe purposeofobtainingcreditand loansforfinancingtheprojects.

EXPELLEEPROBLEM.

"Overwhelmingodds,"Bishop Muenchreminded,"arepresenttedinthefieldofchurchand schoolbuildingaswella9that forhomesbythepresenceinthe war-devastatedareasofthewest ofabout8,000,0041expelleesand refugeesfromformereastern Germanterritories.

Inspiteofthis,accordingto theBishop,priestsareworking dayandnighttotakecareofthe faithfulinasmanyas40places andthehigheststandardsare beingmaintainedintheteaching ofreligionintheschools.The latterappliesnotonlytothe confessional,buttothemixedor publicschoolswheretheteachingofreligioninprimarygrades iscompulsoryaccordingtothe Constitution.

LAYTEACHERS.

WASHINGTON(NC).-A three-pointsolutiontoJapan's populationproblemwasproposedherebytheRev.Etienne Dureau,memberoftheParis ForeignMissionSocietyand missionaryinJapanfor12years. FatherDureauvisitedhereen routebacktoJapanaftera seven-monthstayinhisnative France. The callsmissionary'sprogramme for(1)alandreclamation programme,(2)revivalofJap- aneseindustries,and(3)emigrationofJapanesetocountries willingtoreceivethem.

LANDRECLAMATION. Considerablestretchesof mountainland,nowbarren, couldbemadeproductiveto supportnumerousJapanese families,thepriestsaid.The requirementsarefertiliser,machinerytoworktheland,anda considerableamountofperseveranceamongthepeoplewho attempttofarmit,hestated. Inproposingarevivalofindustries,thepriestnotedthat theJapaneseGovernmentis alreadytakingstepsinthis direction.Someoftheindustriesweredestroyedbythewar andothersbecameidlewhen Alliedoccupationofficialshalted productionofwarmaterial. FatherDureausaidherealised thatexpandingofJapaneseindustrieswouldposethe.problem offindingforeignmarkets,but

Mr.JohnEppstein,Catholic writerandexpertonforeign affairs,recentlytoldanAssocia-tionofCatholicTradeUnionists meetinginBirminghamofthe Government'sreactionwhena repersentativeCatholicdelega- tioncalledattheForeignOffice seekingactiononpersecutionin theIronCurtaincountries.

Mr.ChristopherMayhewUnderSecretaryforForeign Affairs-seemedsurprisedthat theCatholicdelegateswerenot seekingthesectarianinterestsof one thereligiousorganisation,but fundamentalrightsofmen andwomeneverywhere,Mr. Eppsteinsaid.

"TheGovernmentwasnervousaboutthesethingsandthe

nameofGodputthemina sweat.

"Theywerealsonervous aboutanythingfurtherindefenceoffamilyrightsandthey ditheredatthementionofprivateproperty."

Mr.Eppsteingavethissumming-upofthesituation:"Unlesswecanturnthetideand somethingisdoneintimetoreversethisfrightfuldepressionin EasternEurope,itwillbeadisasterfortheChurchcomparable tothegreatdivisionofChristendom." ThemeetingpassedaresolutioncallingonallmenandGovernmentstodo"everythingin theirpowertoendtheseflagrantviolationsofhumanrights."

EMIGRATION.

TheFrenchmissionarymentionedBrazilasonecountrythat mightbewillingtoacceptJapaneseimmigrants.Thecountry alreadyhasacolonyofabout 600,000.Othercountriesthat mightreceiveJapanese,hesaid, areAustralia,Canadaandthe UnitedStates.Hefoundencouragement,hesaid,inthefact thataBillisnowbeforethe UnitedStatesCongresswhich wouldpermitaquotaofabout 100JapanesetoenterthecountryeachyeartobecomeAmericancitizens.Presentlegisla- tionbarsJapanesefrombecomingAmericancitizens.TheJudd Bill,passedthisyearbythe HouseofRepresentativesbut deferredbytheSenate,would providequotasforallOriental countries.

ASSIMILABLE, FatherDureaustatedthat Japaneseimmigrantswould makegoodcitizens,canbeassimilated,andwouldmakegood farmersandexcellenthouseservants,bothofwhichhesaid seemneededintheUnited States.

EstimatesarethatJapancan adequatelysupportabout60 millionpeople,thepriestsaid. Atpresentthecountryhas populationof82million,andis increasingattherateofabout oneandone-halfmillionayear.

Birthcontrol,whichisreceivingvociferoussupportfrom somecirclesinJapan,thepriestsaid,wouldnotonlyfailtosolve thepopulationproblem,butis basedonpremisesthatmustbe rejectedbytheCatholicChurch onmoralgrounds.

Ontheeveofthenew"church controlbill"becominglaw,the CzechoslovakBishopstoldtheir priestsinanothersecretlycirculatedletterthattheyshouldrejectthewageincreasesoffered inthelaw.

Priestswerenotraisedtothe sacredministrytoenjoyworldly wealth,theBishopswarned,but "toservesoulsandensuretheir eternalsalvation."Theletter counselledthatpriestskeepthis truthfirmlyintheirminds"in thiscriticalhouranddonotsoil yourhonourbyforgettingthat youarepriestsandnothired workers."

Thenewchurchlaw,becomingeffectiveNovember1,grants salaryincreasestopriests,but atthesametimemakesthem civilservantsandgivesthe Communistregimecontrolover allecclesiasticalappointments andfinancialandadministrative affairs.

Aswastobeexpected,Charles,whoalwaysresentedanyintrusionintohisaffairs,didnot submitgracefullytothisdecision.He.seemstohavebeen favourablyinfluenced,however, bytheenvyofthedegenerates inwhomheconfidedandeventuallyhesetsailforCalcuttaon June9,1841.Themasterof theship,CaptainSaur,wasan oldfriendofM.Aupick,andhe agreedtokeepaneyeonCharlesandendeavourtomakethe voyageaspleasantandasinterestingforhimaspossible.A fellow-travellerwasCaptain Saur'sownson,ayoungmanof approximatelythesameageas

Vainhopes!Charlessoontook upacontemptuousattitudetowardsallonboard.Hequicklytiredofthenoveltyofthe trip,andatMauritius,where theyweredelayedforovera fortnightwhilenecessaryrepairs weremadetotheship(theresultofafiercestormwhichlastedfivedays),heinformedCaptainSaurthathewouldgono further.Afterpersuasionhe agreedtoproceedasfarasthe islandofBourbon.

HewasbackinParisinthe firstdaysofFebruary,1842, justninemonthsafterhisdeparture.Hewasreceivedcoldlybymembersofhisfamily, whosawclearlytheshattering ofalltheirillusions.Charles hadrefusedtoco-operateinthe attempttosavehimfromhimself.

Heplungedwithrenewedzest intohisoldhabits.Nowhe hadsomethingtotalkabouton hisendlessvisitstotheBohemiandens,tawdrycafes,and otherlow"dives"hauntedby thecoterieof"advancedthinkers"towhichheattachedhimself.Hewaslistenedtowith respectandattention(orsohe fancied);heconcoctedfantastic talesabouthisdeprivationson boardship,thescurvytreatment hehadbeensubjectedtoatthe handsofthecrew(purelyfor effectheinventedatalethat therehadbeenanattemptto kidnaphim),andgenerallyhe triedtoconveytheimpression thathehadbeenengagedin manyexcitingandoftenquestionableadventures.Sobegan theBaudelairelegend.

Inattemptingtoliveuptothe reputationofbeingaverygay

andnotoriousyoungman,Charles,nowpasthismajority,soon squanderedmostofhissmallinheritance.Inadditionhecontracteddebtswhichweretofollowhimtothegrave.Itwas duringthisperiodoffalsegrandeurandriotousindulgencethat hecomposedtheobscenepoems forwhichhewaslateronpubliclyprosecutedandfined,when hepublishedtheminthevolume ofpoetrywhichisto-dayhis chieftitletoremembrance"LesFleursduMal"(1857).

SETTLEDWAYS.

Onceagainthefamilycouncil wascalled.Ifsomethingwere notdoneaboutCharleshewould mostcertainlyruinhimselfcompletely,andbringutterdisgrace onthefamily.Itwasdecided toplaeewhatwasleftofhis moneyunderthecontrolofa legallyappointedadministrator, whowouldhavefullpowerover it;Charleswastoreceivea monthlypittance.InFrance thisarrangementispermitted whenapersonhasbeenproved incapableoflookingafterhis affairs.Fromthedateofthis "conseiljudiciare"beginsanew erainthelifeofBaudelaire.

Hewasfromthefirstfurious. Hewasobligednowtogiveup hisluxuriousmodeoflifeand settledowntoamuchhumbler existence.Hewasstillsaddledwithhisdebts,andinstead ofdecreasingtheygrew.This, ofcourse,wasentirelyhisown fault.Hewasconstitutionally unabletoassessthevalueof money;morallyhewastooweak todischargehisobligationshonourablyanddenyhimselfsmall pleasures-heevenretainedthe veryexpensivepleasureofa mistress.

Themulatto,JeanneDuval, playedanimportantpartin Baudelaire'slife.Shewasthe inspirationofhismostsensual poems;shewashismistressfor fourteenyears.Althoughhe alwayshadmanywomen friends,nonecouldeveroccupy theplacethatJeanneDuval aloneheld.Insomemysteriouswaysheattractedhim.Long afterhispassionforherhad burntout,hecontinuedtoprovideforher-sofarashewas able.Shewasnotfaithfulto him(shewasnotboundtobe, legally),andshewaspossessed ofneitherverygoodlooksnor intellectualdepth.Herchief assetwasherwell-formedbody.

Inarecentspeech,Dr.Husak,ChairmanoftheSlovak BoardofCommissioners,toldtheSlovakNationalCouncil thatthelawhadbeengiven"joyfulacceptanceatthehands ofbelieversandofalargenumberofthelower-ranking clergy."Thislaw,whichbecameeffectiveonNovember1st., wasrushedthroughtheCzechParliamentinamatterof hours,andwaspassedbyaunanimousshowofhands.The only"discussion"thatprecededitwastwohoursofvitriolic attackagainsttheVaticanandtheCzechHierarchy.Increasingthesalariesofpriests,thelawatthesametimearrogatestotheStatethepowersforChurchappointments. propertyadministration,andfinances.Asimultaneousdecreeesetsupaministryto"supe;vise"Churchaffairs-the natureanddegreeofwhatthePraguetotalitarianscall "supervision"maybededticedfromrecentreportsofthe stateofArchbishopBeran'sdiocesanoffices.

WhenDr.Husakspokeofthejoyfulacceptanceofthe lawbyfaithfulandclergy,didhehaveinmindthethousandsofpeopleandhundredsofpriestswhoare.nowinprisonsorconcentrationcamps,orwhowouldbeiftheCommunistpolicecouldfindthem?Withhisreferenceto "lower-ranking"clergywehavenoquarrel,foritwould bedifficulttoimagineanythinglowerthanthosepitifulfew whosecourageandfaithhavefailed,sothattheydeferto aregimewhichsuspendsbasichumanrightsandthreatens evenwhileitispromising.Wecannotpraisethosepriests who,ifthePragueregimeistobebelieved,visitedPresidentGottwaldtothankhimfortheimprovedeconomicconditionsofferedbythenewlaw.Itisnecessarytorealise thatthesepriestsrepresentonlythemselves,andnotthe overwhelmingmajorityofCzechclergy,whohaverepeatedlyrejectedthisbribe.Thesearethepriestswho,while theEpiscopatecomplainsthattherightsofreligionandthe Churcharetrampledon,whileArchbishopBeranisunder housearrest,whiletheministersofGodaremadethe henchmenofCaesar,promisetobe"goodservants"tothe regime.

Thesepriestspromiseto"givealltheirworktothe fulfillingofthefive-yearplanandthebuildingupoftheRepublic."OnwhattextofSS.Matthew,Mark,Lukeor Johndotheybasetheirpromise?TheythankPresident Gottwaldfor"improvedeconomicconditions"-butwhat excusedotheyoffertoChristWhosaid:"Seekyefirstthe KingdomofGod.."?Suchactionsarenotnewinthe historyoftheChurch.Itisnotthefirsttimethatthe missionofanapostlehasbeenchangedforthirtypiecesof silver.
