Specifically,theBishoppoint-layteachersconcernthemselves edtotheleadwhichtheChurchwithteachingBiblehistory. istakinginpromotingco-operativesettlementandhousingprojectsintheWesternZonesof Germany,whereeachofthe20 dioceseshas.itsownbuilding bureauandnowhavesome'70 projectsunderway.
Thedioeesesthemselves,explainedBishopMuench,donot engageinbuildingoperations, butencourageandstimulateCatholicorganisations,parishesand othergroupstoundertakethem. Agroupofseveraldioceseshave combinedtheirbuildingbureaux intoalegalcorporationforthe purposeofobtainingcreditand loansforfinancingtheprojects.
EXPELLEEPROBLEM.
"Overwhelmingodds,"Bishop Muenchreminded,"arepresenttedinthefieldofchurchand schoolbuildingaswella9that forhomesbythepresenceinthe war-devastatedareasofthewest ofabout8,000,0041expelleesand refugeesfromformereastern Germanterritories.
Inspiteofthis,accordingto theBishop,priestsareworking dayandnighttotakecareofthe faithfulinasmanyas40places andthehigheststandardsare beingmaintainedintheteaching ofreligionintheschools.The latterappliesnotonlytothe confessional,buttothemixedor publicschoolswheretheteachingofreligioninprimarygrades iscompulsoryaccordingtothe Constitution.

WASHINGTON(NC).-A three-pointsolutiontoJapan's populationproblemwasproposedherebytheRev.Etienne Dureau,memberoftheParis ForeignMissionSocietyand missionaryinJapanfor12years. FatherDureauvisitedhereen routebacktoJapanaftera seven-monthstayinhisnative France. The callsmissionary'sprogramme for(1)alandreclamation programme,(2)revivalofJap- aneseindustries,and(3)emigrationofJapanesetocountries willingtoreceivethem.
LANDRECLAMATION. Considerablestretchesof mountainland,nowbarren, couldbemadeproductiveto supportnumerousJapanese families,thepriestsaid.The requirementsarefertiliser,machinerytoworktheland,anda considerableamountofperseveranceamongthepeoplewho attempttofarmit,hestated. Mr.JohnEppstein,Catholic writerandexpertonforeign affairs,recentlytoldanAssocia-tionofCatholicTradeUnionists meetinginBirminghamofthe Government'sreactionwhena repersentativeCatholicdelega- tioncalledattheForeignOffice seekingactiononpersecutionin theIronCurtaincountries.
Mr.ChristopherMayhewUnderSecretaryforForeign Affairs-seemedsurprisedthat theCatholicdelegateswerenot seekingthesectarianinterestsof one thereligiousorganisation,but fundamentalrightsofmen andwomeneverywhere,Mr. Eppsteinsaid.

TheFrenchmissionarymentionedBrazilasonecountrythat mightbewillingtoacceptJapaneseimmigrants.Thecountry alreadyhasacolonyofabout 600,000.Othercountriesthat mightreceiveJapanese,hesaid, areAustralia,Canadaandthe UnitedStates.Hefoundencouragement,hesaid,inthefact thataBillisnowbeforethe UnitedStatesCongresswhich wouldpermitaquotaofabout 100JapanesetoenterthecountryeachyeartobecomeAmericancitizens.Presentlegisla- tionbarsJapanesefrombecomingAmericancitizens.TheJudd Bill,passedthisyearbythe HouseofRepresentativesbut deferredbytheSenate,would providequotasforallOriental countries.
ASSIMILABLE, FatherDureaustatedthat Japaneseimmigrantswould makegoodcitizens,canbeassimilated,andwouldmakegood farmersandexcellenthouseservants,bothofwhichhesaid seemneededintheUnited States.
EstimatesarethatJapancan adequatelysupportabout60 millionpeople,thepriestsaid. Atpresentthecountryhas populationof82million,andis increasingattherateofabout oneandone-halfmillionayear.

Onceagainthefamilycouncil wascalled.Ifsomethingwere notdoneaboutCharleshewould mostcertainlyruinhimselfcompletely,andbringutterdisgrace onthefamily.Itwasdecided toplaeewhatwasleftofhis moneyunderthecontrolofa legallyappointedadministrator, whowouldhavefullpowerover it;Charleswastoreceivea monthlypittance.InFrance thisarrangementispermitted whenapersonhasbeenproved incapableoflookingafterhis affairs.Fromthedateofthis "conseiljudiciare"beginsanew erainthelifeofBaudelaire.
